President Clinton says Russia-NATO pact will advance security and prosperity. Clinton is on his way to France for a brief visit to sign the agreement with Boris Yeltzin and other leaders of Russia and the NATO alliance. In Paris, Clinton and NATO allies will seal a deal on Tuesday to give Russia a voice, but no a veto, in the military alliance as it expands to include central and eastern European countries. The pact is designed to ease Moscow's anger as NATO envelops former Soviet territory. Clinton's European trip also includes stops in The Netherlands and Britain. Before departing for Europe, President Clinton pledged to honor veterans of World War II by completing their work to secure peace and prosperity. END
