FOR THE FIRST TIME IN HISTORY, THE HOUSE IS SET TO TAKE UP A TERM LIMITS CONSTITUTIONAL AMENDMENT TODAY...AS PROMISED IN THE GOP'S "CONTRACT WITH AMERICA." THEY'LL DECIDE ON THE RULES GOVERNING ACTION LATE THIS AFTERNOON...SAVING THE DEBATE AND VOTES ON SEVERAL OPTIONS FOR TOMORROW AND POSSIBLE THURSDAY. HAVING BEEN DIVIDED OVER HOW TO LIMIT TERMS...REPUBLICANS FINALLY SETTLED ON BRINGING FOUR VERSIONS TO THE FLOOR: -A 12-YEAR LIMIT FOR BOTH THE HOUSE AND SENATE, EFFECTIVE WHEN ENACTED... -A 12-YEAR LIMIT, BUT SUPERCEDED BY LOWER STATE LIMITS... -A 12-YEAR LIMIT, SUPERCEDED BY LOWER STATE LIMITS, AND MAKING THEM RETROACTIVE. -AND A 6-YEAR LIMIT IN THE HOUSE, 12 IN THE SENATE, EFFECTIVE WHEN ENACTED. (SOT) BUT DEMOCRATS ARE ALMOST UNANIMOUSLY OPPOSED...WHICH SHOULD MAKE FOR A LIVELY FIGHT. (SOT) A HEADCOUNT INDICATES THE MEASURE WILL NOT GET THE TWO-THIRDS SUPERMAJORITY VOTE REQUIRED FOR A CONSTITUTIONAL AMENDMENT...AND SENATE SUPPORT IS SEEN AS EVEN WEAKER. (STAND-UP)
