PRESIDENT BUSH SAYS SADDAM HUSSEIN IS MAKING A ``BIG MISTAKE'' BY TESTING U-S RESOLVE IN ENFORCING A ``NO-FLY'' ZONE OVER SOUTHERN IRAQ. TWO AMERICAN F-16S TODAY SHOT DOWN AN IRAQI WARPLANE OVER A ZONE ESTABLISHED BY THE UNITED NATIONS TO PROTECT SHIITE MUSLIMS FROM SADDAM. MILITARY OFFICIALS SAY THE IRAQI CRAFT WAS SHOT DOWN AFTER MAKING A HOSTILE MOVE. SPEAKING TO REPORTERS AT THE START OF A TWO-DAY VACATION IN TEXAS, THE PRESIDENT SAID SADDAM MAY BE TESTING HIS WILL AS HE NEARS THE END OF HIS PRESIDENCY. BUT BUSH SAYS THE F-16S ``SENT THE MESSAGE'' TO SADDAM THAT HE MUST COMPLY WITH U-N RESOLUTIONS. AN IRAQI MILITARY SPOKESMAN SAYS BAGHDAD RESERVES THE RIGHT TO RESPOND TO THE ATTACK WHEN IT'S READY, BUT DIDN'T ELABORATE.
