LEAD: The aftermath of the "Snowstorm of '99" is still being felt in Chicago. Commuters relying on the Chicago Transit Authority have experienced delays due to equipment problems, caused by the weather. The CTA is expecting it's cars to be packed to capacity again Wednesday morning, but they are hoping the commute goes smoother than it has the past two days. Leanne Trotter reports. SCRIPT: (SOT) The rush to and from work Tuesday turned into a nightmare for commuters. Weather conditions caused several equipment problems, especially on the blue line, where commuters were forced to brave the cold or find alternative transportation. (SOT) C-T-A officials say rail problems were out of their control. Snow and ice on the blue line at Harlem pushed the third rail out of whack...passengers were shuttled by bus between Jefferson Park and O'Hare. Also, snow seeped into the electrical system of about 200 older rail cars, causing them to malfunction. Mayor Daly says there is no excuse for leaving commuters stranded. (SOT) C-T-A officials apologized to riders for their inconvenience. They promise to work around the clock until all the equipment problems are resolved. (SOT) C-T-A officials say bus service is operating at full capacity with few problems.
