Script | LEAD: New York city's crackdown on drunk driving has already cost two motorists their vehicles. Police seized the car of Staten Island's Pavel Grinberg around 10:30 Sunday night after they arrested him for driving while intoxicated. The seizure is prompting questions from critics who want to know why the car was taken even though it was still an hour and a half before the program was supposed to go into effect. A second vehicle was seized early Monday morning in Queens. SCRIPT: Under the program, checkpoints have been set up around the city to catch drunk drivers and seize their cars. It's the first program of its kind in the nation. and although it is drawing praise from some, others are concerned it could go too far.Under the new policy, drivers will get the keys to their car back only if they are found not guilty of DWI. Civil liberties groups are promising an immediate challenge, saying the program challenges the idea that someone is innocent until proven guilty. |
