LEAD: SCRIPT: Driver is pulled over after not coming to a complete stop at a stopsign. When officer approaches the 1992 Lexus to get his license, the driver gets nervous and begins dialing a number on his cell phone. Officer decides this is enough and asks him to get out of car and put his hands on the hood of his car. A fight ensues when the officer sees two white blocks of what is presumably cocaine on the floorboards of the car. After some help from some civilians and additional cops, man is detained. After car is searched, 87.5 grams of cocaine and over four-thousand dollars is found in the trunk.
