A MAN WHO IS SUSPECTED OF MUTILATING AN OHIO WOMAN WAS MOVED TO STATE MENTAL HOSPITAL ON THURSDAY IN ALABAMA.
LEAD: GEORGIA AND ALABAMA AUTHORITIES ARE MEETING TO DECIDE IF AND WHEN HAYWARD BISSELL WILL BE CHARGED WITH THE MURDER OF PATRICIA BOOHER. BISSELL IS ACCUSED OF MUTILATING THE OHIO WOMAN, BUT HE HAS YET TO CONFESS TO THE KILLING. MARK DICKINSON HAS MORE ON THE STORY. (TAKE PKG) DEPUTIES SAY THIS WEEK BISSELL DESTROYED HIS CELL AND THREATENED HIS JAILERS, BUT THURSDAY HE COOPERATED AS HE WAS MOVED FROM DEKALB COUNTY. HOW DID THE SHERIFF FEEL ABOUT BISSELL LEAVING? (SHERIFF CECIL REED SOT: "Good, he needed to be transfered. He needed to be in a facility for people in his condition.") BISSELL ENDED UP IN JAIL ON SUNDAY AFTER DEPUTIES FOUND THE BODY OF PATRICIA BOOHER INSIDE HIS CAR. BOOHER'S THROAT HAD BEEN SLIT, HER HAND AND LEG CUT OFF AND SEVERAL ORGANS REMOVED. DEPUTIES PULLED BISSELL OVER AFTER THEY SAY HE RAN OVER ONE PERSON THEN STABBED ANOTHER MAN AT THIS HOUSE. (SOT: "Did he seem to have any remorse did he have an idea what's happened...he doesn't appear to have any remorse or anything like that, no.") TAG: HOYT BAUGH, BISSEL'S COURT APPOINTED ATTORNEY, SAID BISSELL TOLD TWO SECRET SERVICE AGENTS THAT HE WAS ON A MISSION. ACCORDING TO THE LAWYER, BISSELL SAID HE RECEIVED INSTRUCTIONS TELEPATHICALLY OR THROUGH VOICES. BUT BISSELL TOLD THE AGENTS THAT PATRICIA BOOHER WAS A DOUBLE AGENT, WHO WAS QUOTE "INTERFERING WITH INSTRUCTIONS HE WAS GETTING FROM THE SERVICE." SO HE TOLD AGENTS HE HAD TO "TERMINATE HER SERVICES." BISSELL'S LAWYER SAYS HE HAS NOT BEEN ABLE TO TALK DIRECTLY TO HIS CLIENT BECAUSE BISSELL CLAIMS THE LAWYER DOESN'T HAVE HIGH ENOUGH CLEARANCE. BISSELL WILL UNDERGO A PSYCHIATRIC EVALUATION. BUT IF BISSELL IS JUDGED COMPETENT STAND TRIAL, THE ATTORNEY SAYS HE MIGHT ENTER AN INSANITY PLEA. SUNRISE
