LEAD: IN NEW YORK CITY, FAMOUS ENTERTAINERS LIVE ALONGSIDE REGULAR RESIDENTS OF THE CITY AND IN THIS CASE WOODY ALLEN AND BETTE MIDLER JOINED IN A COMMUNITY MEETING CONCERNED ABOUT THE POTENTIAL INVASION OF A HIGH RISE TO THEIR NEIGHBORHOOD JAY DOW REPORTS SCRIPT: IN THEIR CONTINUING BATTLE TO PROTECT THEIR BELOVED CARNEGIE HILL, CONCERNED RESIDENTS CONVERGED ON CITY HALL TUESDAY TO PUT THEIR FAITH IN THE CITY'S LANDMARK PRESERVATION COMMISSION (SOT) I think the commission has a lot to think about herethere is a lot of opposition to this building, it's inappropriate for a historic district I think they have something they can get their teeth into AT GROUND ZERO, A PROPOSED 17-STORY RESIDENTIAL TOWER, WHICH WOULD SIT ATOP THIS CITIBANK BRANCH ON THE CORNER OF 91ST STREET AND MADISON AVENUE, IN THE HEART OF THE HISTORICAL DISTRICT PROJECT ARCHITECT CHARLES PLATT SAYS THE PROPOSED TOWER WOULD NOT STAND ALONE ABOVE NEIGHBORING LOW SCALE TOWNHOUSES (SOT) There are other buildings in the district that do stand outthat is part of the characteristics of the district AND COMING TO THE DEFENSE OF THE NEIGHBORHOOD HE WILL SOON CALL HOME,FILMMAKER WOODY ALLEN SAYS THE PRESENCE OF OTHER LARGE BUILDINGS IN THE AREA SHOULD NOT JUSTIFY THE ADDITION OF ONE MORE (SOT) There's an old jokeahabout a man who's one-hundred feet out in the water drowningand they throw him a 50-foot rope and say they're meeting him halfway HER DIVINENESS ALSO TESTIFIED AT THE COMMISSION HEARING AND MIDLER WAS NO LESS EMPHATIC (SOT) We really do count on the Landmarks Commission to preserve this neighborhood It's ummmthe quality of life that you have The fact that you can actually see the sky in placesreally means a lot to us (REPORTER STANDUP) Attorneys for Citi Neighbors Coalition say they are confident the building proposal will be defeated on its merits and not on technicalities For those who oppose the dealto rank and file residents to the coalition's co-chair person, say they will do whatever it takes to sour the deal Even if it takes persuading the Landmarks Preservation Commission that the blueprints illustrate -not- a modern residential tower but an oversized rooftop edition to a local bank (SOT) The rooftop addition angle is clever but the Landmarks Commission has guidelines that essentially describe what the staff can approve without a public hearing Obviously we don't fit into an invisible rooftop addition THE OPPOSITION TO THE TOWER HOWEVER, IS CLEARLY VISIBLE IN MANHATTAN, JAY DOW, NY1
