Script | LEAD: EVEN WITH THE GOVERNMENT GIVING 15-BILLION DOLLARS TO HELP BAIL OUT THE AIRLINE INDUSTRY, MANY ARE RELYING MORE ON TRAINS. SO IT WASN'T LONG BEFORE AMTRAK ASKED THE FEDS FOR HELP TOO, AND THEY RESPONDED. DEB GALLO TELLS US, NEW JERSEY'S SENATORS SAY THIS TIME, WASHINGTON WILL BE AHEAD OF THE CURVE WITH INCREASED SECURITY. SCRIPT: SENATOR BOB TORRICELLI SAYS IT'S UP TO THE GOVERNMENT TO ANTICIPATE THE NEXT PROBLEM... NOT SOLVE THE LAST PROBLEM. THAT'S WHY HE AND SENATOR JON CORZINE ARE BACKING A 3-BILLION DOLLAR PLAN TO MEET AMTRAK'S EMERGENCY NEEDS. ((SOT)) "This rail system can not be allowed to vulnerable, but it has problems. We are asking for an immediate $3-billion for emergency appropriation to deal with security and capacity concerns on the national rail network." THEY SAY THE BENEFITS WILL TRICKLE DOWN TO NJ TRANSIT AS WELL... INCLUDING 1 BILLION DOLLARS FOR TUNNEL SAFETY. CURRENTLY, THERE ARE NO EMERGENCY MEASURES INSTALLED. ((SOT)) Corzine: "We have tunnels which aren't able to be evacuated, don't have the proper fire hydrants, don't have the proper ventilation. Both here in New York, under the Hudson River and also in Baltimore." NEARLY HALF-A-BILLION DOLLARS IN A SYSTEMWIDE SECURITY UPGRADE, WITH AN INCREASE IN POLICE PRESENCE ON TRAINS... AND 150 NEW POLICE OFFICERS IMMEDIATELY STATIONED ON AND AROUND TRAINS. (standup)) But many passengers we spoke with don't sense the same threat... they say they feel very safe traveling on trains. ((SOT)) "We're not concerned. Do you think there needs to be security on trains? No, I don't think so." ((SOT)) I had to go on a business trip last week and for the first time I used a train. I felt very safe. I think it's the way to go up and down the east coast. AND THOSE IN WASHINGTON THINK IT'S WORTH 3-BILLION DOLLARS TO KEEP SAFE. IN NEWARK, DEB GALLO, NEWS 12 NEW JERSEY.
