LEAD: HUNDREDS OF MEXICANS WERE NOT ABLE TO CROSS THE BOARDER INTO THE U-S MONDAY THAT'S BECAUSE THEY DID NOT GET THEIR BORDER CROSSING CARDS CONVERTED TO THE NEW HI-TECH ID'S THAT ARE REQUIRED NAIBE REYNOSO SPENT THE DAY AT THE BOARDER WHERE THERE WAS A LOT OF CONFUSION OVER THIS NEW SYSTEM (TAKE PKG) SCRIPT: THOUSANDS OF MEXICAN RESIDENTS WHO LIVE IN BORDER CITIES USE THEIR BORDER CROSSING CARDS TO COME INTO THE UNITED STATES BUT TODAY, MANY PEOPLE LIKE THIS WOMAN, COULDN'T CROSS THAT'S BECAUSE INS IMPLEMENTED A NEW PROGRAM IN WHICH THEY HAVE REPLACED THE LOW TECH, BORDER CROSSING CARD, WITH A HIGH TECH LASER VISA CARD (SOT- Congress required the State Department to push new cards allowing Mexicans, and this is only for Mexicans, to cross the border, but these are required to have laseretrics on them The bio-metrics we have are a photograph and fingerprints) THE LASER VISAS ARE HARDER TO DUPLICATE AND FORGE, BECAUSE THEY HAVE DIGITALLY ENCRYPTED INFORMATION INS BEGAN WARNING PEOPLE ABOUT THE CHANGE ALMOST TWO YEARS AGO (SOT- This is required by Congress and that's why we've been doing this for since 1998 we've been replacing the old cards) THOSE WHO LEFT THEIR APPLICATION TO THE LAST MINUTE, MAY HAVE TO WAIT UP TO 4 MONTHS JUST TO GET AN APPOINTMENT TO ACQUIRE A NEW CARD BUSINESSES ON THE US SIDE OF THE BORDER ARE ALSO SUFFERING THE CONSEQUENCES (SOT- 40, 50 percent of our customers are not coming, they're not crossing the border, we're not doing business) RECAP
