LEAD: A FREEWAY CHASE THAT BEGAN IN SAN BERNARDINO AROUND 11 THIS MORNING TOOK OFFICERS ON A TWO HOUR DRIVE ACROSS L-A AND UP TO THE GRAPEVINE. SCRIPT: (TAKE VO) THE CAR DIDN'T HAVE A BUMPER OR A HOOD. IT WOVE IN AND OUT OF TRAFFIC AS IT DROVE THROUGH MIDDAY TRAFFIC IN L-A. AT ONE POINT, THE DRIVER SLOWED TO A STOP IN THE NORTHBOUND LANES NEAR THE PASS. IT LOOKED LIKE THE CAR MAY HAVE SIMPLY RUN OUT OF GAS. THAT'S WASN'T THE CASE BECAUSE AFTER ABOUT FIFTEEN MINUTES THE DRIVER TOOK OFF AGAIN. WITH CALIFORNIA HIGHWAY PATROL FOLLOWING HIM AND TRAFFIC STOPPED IN BOTH DIRECTIONS, HE POINTED HIS CAR TOWARD A RAMP DESIGNED TO STOP RUNAWAY TRUCKS. THE DEEP GRAVEL STOPPED THE CAR DEAD IN ITS TRACKS. AFTER HE GOT IN AND OUT OF THE CAR THE OFFICERS SET A POLICE DOG ON HIM AND HE WAS ARRESTED.
