After the Vancouver Summit, President Clinton announced steps to build a new security partnership with Russia and the other states of the former Soviet Union. Secretary Aspen is playing a key twofold role in this effort. First, President Clinton charged Secretary Aspen to establish defense and military contacts with the former Soviet states and take the lead on denuclearization initiatives. Second, the Secretary of Defense is responsible for carrying out the mandates of the Nunn lugar legislation which provides funds to help the former Soviet states with Cold War nuclear weapons within their borders and ensure the safe secure dismantlement of those weapons and prevent the spread of nuclear weapons materials and technology. Secretary Aspen's meetings with the defense ministers of Belarus, Ukraine and Russia are a key part of this twofold role. The Secretary's meetings have three goals first, to finalize agreements for US assistance under the known lugar legislation to help the former Soviet states deactivate, dismantle and destroy the former Soviet nuclear arsenal. Second, to strengthen defense and military relations with each of the newly independent statesSpeaker 2 1:56 attacks and Mogadishu in which four Americans have been wounded this week and two soldiers from Zimbabwe yesterday. Will US forces, again, be the hammer used? And that's one of the plans for involving US forces in this?Speaker 1 2:14 Well, I can't really predict exactly what role the US forces will play. But as you're well aware, we do have the quick reaction force there. But the quick reaction force is there to augment the forces of the other countries that are participating in the humanitarian efforts that are going on there. And we certainly stand ready to help out if called upon to do so. But I think at this point, it's premature to predict exactly what role they might play. |
