SENATOR BARBARA MIKULSKI, D-MD GEORGE WHITE, ARCHITECT OF CAPITOL
SOUND FROM HEARING
WE WILL SPRAY FOR VO PURPOSES THE ARCHITECT OF THE CAPITOL, WHO TESTIFIES BEFORE A SENATE APPROPRIATIONS SUBCOMMITTEE ON CHARGES THAT HIS OFFICE FOLLOWED DISCRIMINATORY HIRING PRACTICES.
(SUGGESTED TRANSCRIPT OF AUDIO) I held his hand to calm him down, that he had just left the office where he was working as that he told me that he was an employee, working for the architect. He had left the plumbing shop where he works, when he had walked in. Just hours after the LA riots, and the verdict of the Rodney King beating trial, that there was a noose hanging in his locker room with a note of epithet and threat that I will not repeat within the dignity of the United States Senate, and was told that these guys were out there joking around, and that this was a laughing matter. He received no help. He had no one to turn to. He turned to me. Several days later, another Hanks hangman's noose was found in the Senate paint shop. That is not a joke. That is not a joke. And then I went on then to say, to look at and look at all of the files that come into my office. It is a chilling effect of ever raising any of these issues, because of reports of continual racially charged atmosphere, hostile working environments, and a workforce and fear of reprisal. That's what took me to well ask for this GAO report. We have now read the architecture report of no effective hiring and promotion, no standard evaluation of employees performance, no basic training and development, no effective communication between the work force and the management. Unfortunately, many of the employees are afraid to come forward, because they're afraid to speak for themselves. Speaker 2 2:02 And let me just just highlight them. The deficiencies that were found, need to be corrected, and we shall correct them. The reason I made the conscious decision that in his arsenal in his struggle against cancer, which has caused us some delay Speaker 1 2:26 believe that hiring practices are unfair, you have no affirmative action program. Why do you have to wait for Al Gore to tell you what to do to correct that? 2:36 I agree with you, Senator. And in that regard, the GAO recognized that the career staffing policy which we have lacked, was developed and in an in a draft form given to them and and it's my understanding that it is now in place or within the next few weeks it will be it was in draft form submitted to them to try and respond to this. Let me let me let me say in that regard, that last year, we established an Office of Career staffing policy, which I believe we can gladly submit to you. It's a lengthy document. But why? If you have a lengthy document, this GAO report just came out the last few weeks. They said you don't have one. Well, that's true, but they also say that we have this career staffing policy and draft form. Form isn't good enough. No, I agree with you, but But it's indicative of the fact that we've been moving toward doing something.
