LEAD: THE UNWELCOME SOUND OF A FLOCK OF GRACKLES SCREECHING OVERHEAD GENERALLY MEANS MESSY CARS AND SIDEWALKS TO CITY FOLKS. CITIES HAVE TRIED TO MOVE THE FEDERALLY PROTECTED BIRDS WITH EVERYTHING FROM FLASHING LIGHTS TO HONKING HORNS. BUT AS KEVIN BENZ SHOWS US, ONE CITY IS MOVING THE COMMON BARN OWL OUT OF THE COUNTRY AND INTO DOWNTOWN, RUINING THE GRACKLES NEIGHBORHOOD.
