Yellow vehicle carrying body drives away STORYLINE: Hong Kong police said on Monday that seven bodies have been recovered from the wreck of a capsized Ukrainian tugboat, over a month after it capsized in Hong Kong waters after colliding with a Chinese cargo ship. A spokesman said that officers found the bodies in the cabin of the sunken boat. A large salvage ship dispatched from southern Chinese city of Guangzhou has spent over two weeks trying to raise the vessel. The tugboat sank rapidly after it collided with the Chinese cargo ship Yao Hai in waters northwest of Hong Kong's outlying Lantau island in March. Six Ukrainians and a Chinese citizen were immediately rescued. Eighteen Ukrainian sailors were trapped in the capsized vessel's hull. Officials said rescue efforts have been hindered by strong currents and the depth of the wreck. Rescuers had planned to move the ship to shallower waters to ease rescue efforts but it wasn't immediately clear when the move will take place. The Neftegaz 67 had a history of safety problems and was detained by port authorities twice in 2003, in Hong Kong and San Francisco, according to the Internet shipping database Equasis. Inspectors reported problems with the 80-metre (264-foot) vessel's alarm signals, lifesaving devices, stability, structure and related equipment, according to Equasis. The cause of the accident has yet to be determined, but officials said weather conditions were reasonable at the time of the accident and neither ship was overloaded.

SOUNDBITE (Cantonese) Mrs Luk (no first name given), Vox pop: "There's not much wind these days. The air seems dirty, but it's better today. I feel uncomfortable and it's very stuffy." 10. Street scene STORYLINE: Unusually high air pollution shrouded Hong Kong in thick brownish haze for the second day running on Friday, obscuring the skyline and cutting visibility. The foggy conditions are reported to have been the cause of eight ship collisions in the territory's waters. A 55 year old sailor died after a cargo vessel capsized in waters near the suburban Sai Kung area on Thursday night. The ship - a 20 metre (65-foot) long locally owned vessel - sank after it rolled over on its side and took on water, a Marine Department spokesman said. Two people were injured in the accident. Another sailor fell off a Chinese container ship that hit a larger cargo vessel, but he was plucked safely from the sea by rescuers aboard a marine police launch. The wreck left a hole in the smaller ship and five of its containers plunged into the waters off the suburban Tuen Mun area, a Marine Department spokesman said. Six other ships had minor collisions near the outlying island of Ma Wan and a pilot boat ran aground close to Hong Kong Island, but no injuries were reported, he said. On Thursday, visibility in Hong Kong's Victoria Harbour was reduced to about 2 nautical miles (3.7 kilometres). Authorities said pollution reached very high levels because a nearby typhoon created a weather pattern that trapped pollutants over the territory. Hong Kong's government warned people with heart and respiratory conditions to avoid staying outdoors.

Tse bowing and leaving COURTS ASKED TO PASS TOUGHER SENTENCE ON POP STAR TSE A prosecutor argued in court Friday (8NOV02) that pop idol Nicholas Tse should spend time in prison and not just get off with community service for a plot to cover up the wreck of his Ferrari. Tse had been sentenced to 240 hours of community service after being convicted last month of conspiracy to pervert the course of justice when he let a chauffeur claim to have been behind the wheel after Tse crashed his Ferrari in March. Tse's sentence sparked accusations that he was being treated leniently because of his wealth and fame, and Hong Kong's Justice Department went back to court Friday to ask Magistrate Allen Wyeth to punish the 22-year-old Tse more severely. The magistrate wasn't expected to rule until next week on whether to impose a different sentence on Tse, one of Asia's hottest singing and film stars. Prosecutor Bernard Ryan argued that the crime was significant enough to put Tse in prison, though he did not immediately ask for any particular sentence. Ryan said Tse had not shown genuine remorse because he maintained his innocence throughout his trial, and Ryan said the star's relatively young age was not a good reason to let him off lightly. "A man of 22 is an adult," Ryan said. Defense lawyer Cheng Huan urged Wyeth to stick with his original punishment. "You have substantial judicial discretion over sentencing," Cheng argued. Tse made no comment as he entered the court, wearing a dark blue suit and silver tie and accompanied by his parents, the movie star Patrick Tse Yin and veteran actress Deborah Li. Tse appeared apprehensive on the way in but seemed relaxed in the courtroom. His previously collar-length hair looked uneven, having not grown back completely after being shaved close in a regulation jailhouse trim when he spent two weeks behind bars awaiting sentencing. No one was hurt when Tse crashed his car and it is unclear why he sought to avoid blame. The chauffeur who claimed to have been behind the wheel was sentenced to four months in prison, while a police officer who went along with the plot was sentenced to six months. Prosecutors are also seeking a tougher sentence for the policeman.

HONK KONG: JET BURSTS INTO FLAME (2)
TAPE_NUMBER: EF99/0936 IN_TIME: 07:38:23 - 09:10:02 LENGTH: 03:17 SOURCES: APTN/ATV RESTRICTIONS: ATV = No Access Hong Kong/Taiwan/Internet FEED: VARIOUS (THE ABOVE TIME-CODE IS TIME-OF-DAY) SCRIPT: Cantonese/Nat Two people are dead and four more in a critical condition in Hong Kong, following what has been described as the worst air incident in the territory's history. Authorities are investigating the incident after a China Airlines jet coming from Thailand burst into flames, flipped upside down and slid down the runway at Hong Kong's new airport. Of the 313 survivors aboard the M-D-11, more than 200 were also injured, though most suffered minor casualties. The plane was trying to land during a tropical storm, which authorities believe is the likely cause of the crash. Hong Kong's aviation chiefs have launched an inquiry into why a China Airlines jet crash-landed in a tropical storm on Sunday. The plane flipped onto its back as it burst into flames. On Monday, the wreckage of the plane was still strewn across the runway at Chek Lap Kok airport. The airport's Chief Fire Officer told reporters how the plane was evacuated. SOUNDBITE: (English) "There was somebody who had previous training so he commanded the situation, telling the people to be calm, awaiting the door to be opened an then start evacuation, so within minutes all people came down." Q: And what was the scene were the passengers in a panic? "All on the ground." Q: How did they actually come out of the plane? "They jumped". SUPER CAPTION: Lau Shiu Lam, Chief Fire Officer At a press conference Hong Kong's Director of Civil Aviation said he was launching an investigation into the crash. SOUNDBITE: (English) "As to what caused the accident we will have to await the findings of the investigation, at this moment in time it is premature to speculate as to what might cause the accident." Q: Was it a freak accident? How would you describe it? "Well it's a sad occurrence. Nobody wants it to happen, it happened so we now have to look at what cause the accident and see what needs to be done to prevent a similar occurrence in future." SUPER CAPTION: Albert Lam, Hong Kong SAR Director of Civil Aviation Distraught relatives have gathered outside Princess Margaret Hospital in Hong Kong where victims of the crash were brought. The two fatalities were a Portuguese woman and a Taiwanese man. Officials praised the speedy response of rescue crews who had to perform their job in heavy winds and rain. They noted that out of 313 people who survived, 102 walked away uninjured and another 150 have already been discharged from hospitals after suffering minor injuries. A China Airlines spokesman says the flight from Bangkok was hit by a sudden, strong gust of wind as it neared the runway. The M-D-11 jet's right wing slammed into the ground, breaking off and sparking a fire as the airplane flipped over and came to rest on its back, with landing gear pointing to the sky. Eyewitnesses described a fireball on the runway after the Taiwanese M-D-11 jetliner crashed. SOUNDBITE: (Cantonese) "I was eating in the departure area, then I saw the plane strike the ground when it tried to land. There was a streak of light and I thought at first it was traffic lights. Then I saw fire and heard a boom which was then followed by an explosion." SUPER CAPTION: Vox pop, Eyewitness Passengers describe a harrowing landing. SOUNDBITE: (Cantonese) "Everyone shouted to see if anyone was trapped by fallen objects. There were kids on the plane. The plane was overturned, so this was the most important concern. It was important not to cause more injuries. Then it was known that some people were trapped and some were missing. It was very chaotic." SUPER CAPTION: Tam Chung Keung, Passenger The crew of flight C-I-6-4-2 had considered cancelling their scheduled stop in Hong Kong and flying straight through from Bangkok to Taipei because of the weather. Taiwanese officials said the winds appeared to have calmed enough to allow for a safe landing as the jet neared Hong Kong, so the pilot brought the airplane down after all. Hong Kong aviation officials said they were following accepted international procedures when they left Chek Lap Kok airport open during Tropical Storm Sam. They say it's always up to airlines to decide whether or not to attempt a landing. Authorities were on Monday investigating the incident. China Airlines has been struggling to improve its safety record after several crashes in recent years. Airline officials appeared devastated by Sunday's incident after having carried out a massive shakeup in pilot training and other aspects of their operations in an effort to become safer. The accident has raised questions about why an airplane would fly into Hong Kong during a typhoon that had shut down ferries, many buses and hundreds of other businesses. Chek Lap Kok was reopened early on Monday, although passengers were experiencing delays as airlines worked to clear out a backlog of traffic that developed while the airport was shut on Sunday night. A flight on Monday from Taipei, carrying relatives of crash victims and Taiwanese aviation and air safety experts, was forced back by heavy fog in Hong Kong. They took off after a delay of almost six hours. SHOTLIST: xfa Hong Kong - August 22-23, 1999 APTN 1. Various of wrecked plane on runway with emergency services 2.
