Assistant Miami Police Chief testifies at Senate hearing on AI for ballistics, adversarial review
Senate Judiciary Subcommittee on Criminal Justice and Counterterrorism Member Sheldon Whitehouse and Miami Assistant Police Chief Armando Aguilar discuss financial challenges faced by defense investigators, expressing concerns about biased technology development favoring evidence of guilt due to limited resources, supporting AI technology geared towards identifying evidence of innocence, the use of AI technologies in ballistics information and cartridges, particularly through a partnership with ATF, emphasizing the effectiveness of these tools in investigating and preventing violent crimes, the challenge of technologies being kept secret from adversarial review, concerns about transparency and the need for oversight.
Assistant Miami Police Chief says department uses AI to great effect
Miami Assistant Police Chief Armando Aguilar says in prepared testimony at a hearing about artificial intelligences uses in crime investigation and prosecution that leveraging artificial intelligence tools, including gunshot detection systems, facial recognition, and social media monitoring, has significantly improved the Miami Police Department's ability to solve violent crimes and build community trust by connecting the dots between shootings and violent actors.

1990s NEWS
Dr Richard Gardner 15:12 Kinsey years ago did studies of 1000s of bonafide known sex abusers, who described the kind of behavior they involve themselves in the most common kind of behavior is fondling. It's very rare to involve the children in some of the bizarre things that are described. In addition, the children were medically clean. If you take forks, knives, Legos, and stick them in a little girl, three year old children's vaginas, you're gonna get massive medical damage, these kids will clean free. That's one of the preposterous elements that makes me say it's fabricated. Dr Carolyn Newberger 15:48 You're talking about one case, I was referring to your comment that most children's allegations in daycare settings are fabricated. And I feel like I really believe that that is preposterous. Dr Richard Gardner 15:56 I'm saying it because if you look at the cases like the McMartin case, and you look at the the nature of the fabrication, and and the preposterousness of them, they can't be true. Dr Carolyn Newberger 16:08 So that they are and that the things that adults? Absolutely. First of all Dr Richard Gardner 16:14 How can you put Lego blocks and knives and forks in a three year olds vagina and have no medical evidence? That's impossible. Dr Carolyn Newberger 16:21 Okay There are many cases in daycare settings and outside of daycare settings that involve a lot of practices that all of us would find very, very difficult to believe. Dr Richard Gardner 16:30 You didn't answer my question, how do you do that three year old y Dr Carolyn Newberger 16:32 I just told you that I cannot comment on this particular Dr Richard Gardner 16:35 any kid, any three year old girl, Dr Carolyn Newberger 16:37 I'm not talking about any particular case, I'm talking about the issue of whether or not the majority of cases and you you said most cases in child care settings are fabricated? I don't believe that. I don't believe it's true. And I don't believe that you have any basis for making that kind of base. Robert Lipsyte 16:56 Let me let me ask Debbie Nathan, you have kind of a national perspective on this and the cases. What do you think? Debbie Nathan 17:01 Okay, well, first of all, in a lot of the cases, these kinds of allegations are being made. Second of all, although it's a little bit unfortunate that we have to sit here talking about the work of all kinds of experts that aren't here, but that really goes to the crux of what this issue is all about. For example, the study that you mentioned Finklehor study saying that 40% of all molesters are women and daycare centers. That study should qualify for the Golden Fleece award. That study has about the same merit, I think is the hyperthermia studies done in the concentration camps. The only criteria criterion that he used to include people in that study was a validated report by the kinds of social workers and prosecutors that were sitting here critiquing. Most of the people in that study never even came to trial. He has seven people in the McMartin case, five of whose charges were dropped years ago as perpetrators. He has hundreds of children in the McMartin case as part of his database, when right now we only have three who are still on trial. The child memory just a minute the child memory studies that you mentioned, there has not been one in researcher who's managed and certainly they would never be able to do this to replicate a situation where a child spends years being interrogated by somebody like Eileen Tracy, who was the therapist who we saw on the clips. They're telling a child because I've read these transcripts. I've seen what she did. She says to them, Honey, don't you see my position on trying to find out what happened? Let me take your hand. How did Kelly Michaels abuse you? I've talked to lots of other kids. Some kids told me they've been threatened by people telling them they'd kill them. Some kids have told me about knives. What about you? I've been to that room she was in I think it was scary. That is incredibly coercive interviewing. And those are, Robert Lipsyte 18:43 how, excuse me, how is it possible then to get a fair trial? Debbie Nathan 18:47 I don't think it is possible to get a fair trial and Nancy Borko 18:51 a way to get the fair trial is what happened in Florida, when you had all these bizarre allegations of ritual abuse. And the that was a husband and wife run daycare center. And when the wife took the stand and said, Yes, all these things happened, because an adult is saying it even though she was co charged, then we believe that the ritual. Debbie Nathan 19:13 I have really serious doubts about that case. You had a very young woman there. Okay. The guy. Well, I admitted, wasn't it because we don't have this guy was certainly not a blameless character. Admittedly, this this particular defendant had a previous record for molesting a nine year old girl, his wife was 17 years old and adamantly denied for months and months and months than anything had happened was locked up Nancy Borko 19:37 We can get everybody to say everything I teach. A teacher can teach children alphabets, and were teaching them stories. Robert Lipsyte 19:45 Nothing happens. Nothing happens in a vacuum and to have so much disagreement, and yet so many cases, Debbie, is it some climate that's happening in the country? I mean, why why is this happening? Is there a Is there a hysteria is there. I mean, people have used the term witch hunt Debbie Nathan 20:00 You know, I think that there is a tremendous amount of anxiety about changing relations in the family about women going out to work about families being less stable, divorces, increasing divorces, and that anxiety has impacted people from all over the political spectrum you have everybody from from conservative moralists, who are just, frankly, against daycare and against women going out and express and and, you know, working or expressing their sexuality in non traditional family ways, and all the way over to feminists, who are I think, reacting to to a real situation of nonbelief. In the past of women who talked about being raped, and children, especially girls who talked about incest, they were not believed. There's a tremendous amount of violence that's directed against women in the society. And, and yet, I think that feminists have very, very mistakenly bought into a sort of a rage, that is a very misdirected rage. It's very irrational what they've done with their anger and getting involved with these extremely irrational daycare cases where, you know, no reasonable person could think that there could be 36 mass abuse cases across the country without a scintilla of evidence. We're talking about sticking swords up children, you're talking about, about severely injuring children, there's never any blood, there's never any feces, there's never anything, there's never the slightest degree of medical evidence that hasn't been since debunked since in the last few years.

THE RETRIAL OF A MIAMI POLICE OFFICER ACCUSED OF MANSLAUGHTER IN THE DEATHS OF TWO BLACK MOTORCYCLISTS HAS BEEN MOVED AGAIN ... IT'S NOW SET TO GET UNDERWAY OCTOBER 6TH IN TALLAHASSEE. LOZANO WAS CONVICTED IN THE FIRST TRIAL.... BUT THE CONVICTION WAS THROWN OUT ON GROUNDS THAT THE JURY FEARED AN ACQUITTAL WOULD SPARK RACIAL VIOLENCE IN MIAMI. LAST MONTH A JUDGE ORDERED THE TRIAL MOVED TO ORLANDO. IN THE WAKE OF THE RODNEY KING INCIDENT IN L-A ... THE JUDGE RECONSIDERED THIS MORNING AND CHOSE LEON COUNTY AS THE SITE FOR THE TRIAL, BECAUSE THE RACIAL MAKEUP OF LEON COUNTY IS MUCH MORE SIMILAR TO THAT OF DADE COUNTY. WE'LL GET REACTION IN TALLAHASSEE ... ARE PEOPLE FAMILIAR WITH THE CASE AND THE VIOLENCE IT SPARKED?... HOW DO THEY FEEL ABOUT BEING THRUST INTO THE NATIONAL SPOTLIGHT, DELIBERATING A CASE WITH THE POTENTIAL TO SPARK MORE VIOLENCE?
