ARTICLE FOUND ON INTERNET DATED OCTOBER 29, 2001: A Houston police officer has received a national award in Washington, D.C. for his efforts to rid a local neighborhood of gang activity. Richard B. Perkins, an officer with the Houston Police Department's Special Investigations Division, was honored with a Top Cop Award from the National Association of Police Organizations at a ceremony Thursday at the Warner Theater. Perkins, 37, is a 16-year HPD veteran. He was chosen for his efforts in last year's Broken Circle Initiative to wipe out gang activity. The effort involved identifying gang members and using high-tech equipment to document gangsters selling drugs to undercover officers. Perkins identified the 20 most dangerous gang members in a neighborhood where drug dealing and prostitution were rampant. The officer got to know the gang members while building a model of their criminal activities. Perkins later sought assistance from HPD's Gang Unit. He also worked with agents from the Narcotics Division and set up a sting to nab those gang members identified as most dangerous. Because two area murders involving firearms were linked to the gang, the Bureau of Alcohol, Tobacco and Firearms Violent Gang Task Force also assisted. Perkins spent nearly a year building a case against the seemingly untouchable gang. Police swarmed the neighborhood, arresting people and serving grand jury subpoenas. Most of the 20 gang members identified as the most dangerous were arrested. The Broken Circle Initiative was declared a success by HPD. Today, in the neighborhood where Perkins did his work, children once again safely use the playground, neighbors hold cookouts without fear and residents walk the streets with confidence. The conviction rate of those charged in the Broken Circle Initiative stands at 100 percent.
