LANCASTER CALIF POLICE CHASE AND SHOOTING AERIALS
EXT BROLL CHOPPER AERIALS OVER POLICE SHOOTING AT ROBBERY SUV IN CUL DE SAC An hourlong police pursuit of an alleged bank robber through the Santa Clarita Valley ended in a brief standoff in Lancaster and exchange of gunfire. The suspect, a man who police believe robbed the Bank of America at 26811 Bouquet Canyon Road in Saugus, led local police and sheriff's deputies on a high-speed chase along the 14 Freeway. Just after 10 a.m., the suspect pulled off of the freeway, driving over a spike strip placed by police, and his dark-colored SUV was surrounded by police vehicles in a residential cul-de-sac. The suspect then got out of his vehicle as if to surrender, dropping his jacket to the ground. He reached back into the car and began firing at police officers through the windshield. Officers returned fire, wounding the suspect. His medical status was unclear. "The deputies gave him every opportunity to show his hands," Capt. Mike Parker of the Los Angeles County Sheriff's Department said in an interview with KCAL-9. "It appeared that the suspect started firing his gun and then deputies fired back." Sheriff's deputies and medical personnel were still at the scene. "The suspect made this decision," Parker said. "The deputies gave him every opportunity to surrender."

UK: MANCHESTER: CAR CHASE TRIAL
TAPE_NUMBER: EF00/0769 IN_TIME: 18:56:46 // 19:11:31 LENGTH: 03:06 SOURCES: BBC RESTRICTIONS: BBC = No Access UK/CNN/CNBC/Euronews FEED: VARIOUS (THE ABOVE TIME-CODE IS TIME-OF-DAY) SCRIPT: English/Nat XFA A British gangster who shot five bystanders and took a woman hostage while trying to escape from police was sentenced to 120 years and eight life sentences on Monday. Thirty year old Olatunde Yakub Adetoro was sentenced after a jury at Manchester crown court found him guilty of 21 offences, including attempted murder, kidnap, and grievous bodily harm. His co-defendant and would-be getaway driver, 25 year old Andrew Dennis, was given two 15-year sentences for conspiring to commit armed robbery and carrying firearms. During the seven-week trial, the jury heard that Adetoro decided to gun down passersby in a desperate attempt to get police to back off during a pursuit across Lancashire and Greater Manchester in northern England in April 1999. The drama began when the men were spotted by plain clothes police in two cars on the hard shoulder of a motorway near Lancaster, Lancashire. Adetoro shot at police who pulled him and Dixon over. A high-speed chase followed and to try and make good his escape, Adetoro hijacked two cars, kidnapped a terrified woman hostage and shot and wounded five innocent by-standers. SOUNDBITE: (English) "He came over to me, held a gun to my head and beckoned me over to the car, put me in the back seat. I just kept my head down at the back, and the car sped off, with the police in pursuit. I wasn't really thinking anything. I mean it just came as a complete surprise. So I was sat at the back of the car just numb with fear, really." SUPER CAPTION: Amanda Ryan, Hostage SOUNDBITE: (English) "It was just a big game to them, and other people's lives were just a big game as well. They didn't consider other people." SUPER CAPTION: Amanda Ryan, Hostage The gunmen were finally arrested after they lost control of their stolen car and crashed into a lamppost. Officers at the scene said they found the men with what was described as a classic robber's kit - boilersuits, balaclavas and firearms. The sentences were welcomed by the two police officers who Adetoro had fired on. SOUNDBITE: (English) "I hid my head behind the engine block of the Mondeo police car, and I was basically just trying to keep my head down, waiting to be killed at one point, yes." HIGH SPEED CHASE (02/17/1999)
Two boys, a 17-year-old and 14-year-old, stole a counselor's van and made a break for it from the Boys To Men home in Lancaster, California this afternoon. The boys led police on a high speed chase reaching speeds of 95 miles per hour at times through two counties, ending up in Anaheim. The boys eventually pulled into the parking lot of a Holiday Inn near Disneyland and ran inside, hiding out in the hotel. A floor by floor search with canine units eventually turned up the two hiding in a stairwell. When asked why they stole the van, one boy said that the home wouldn't allow him to see his grandmother, who had just died, so he took the car and left anyway.

Various of Goths in street STORYLINE Police in the British city of Manchester have announced they will begin recording offences against members of alternative subcultures in the same way they do attacks based on race, religion, disability, sexual orientation or transgender identity. Greater Manchester Police's (GMP) decision follows campaigning by the Sophie Lancaster Foundation, a charity set up in memory of a 20-year-old who was fatally attacked in a park near Manchester in 2007 because of her Goth appearance. "What Greater Manchester is doing is reaching out to those whole new set of people, to say trust in us," said Assistant Chief Constable Garry Shewan. "If you've been a victim of hate crime, whatever the motivation, come forward, tell us your experience and we will investigate it and we will take it forward into the courts as a hate crime," Shewan added. Greater Manchester Police said the change would enable officers to give more support to the victims of anti-punk or anti-Goth crime. But it won't necessarily mean tougher sentences. Although British judicial guidelines call for people convicted of hate crimes to receive tougher sentences, the Manchester decision has not been recognised nationally. The victim's mother, Sylvia Lancaster, said the move by the police was a validation of the work she and the Sophie Lancaster Foundation had done over the past five years. She said it was a "first step" towards national recognition of the crime. "The reality is discrimination, hate crime is hate crime," she told British Broadcaster Sky News. She dismissed claims that the move by the GMP will somehow dilute the notion of hate crime, by trying to define intolerance towards a group based on what they wore. "I bet in the 1990s when homophobia was recognised I bet that was exactly what they said then," she responded. Sophie Lancaster's friend, Stacey Elder, who is herself a Goth, told Sky News that the move by the GMP was "fantastic". "For years we've put up with this intolerance and prejudice as an entire community," she said adding, "we can get the figures up for the government to respond and hopefully take it nationally." The move was well received in London's Camden area, a youth hub where myriad subcultures mingle and where two students had first hand experience of intolerance towards the way they dressed and looked. "(They) Flash weapons and they just shout abuse at us, they chase after us, stuff like that," Victor Ziolek said. There are no immediate plans to change the national hate crimes register, but last year UK Equalities Minister Lynne Featherstone acknowledged that the five recognised categories of hate crime was "an incomplete list." He did a fantastic job in our Administration as Assistant Secretary of State for Democracy, Human Rights and Labor - and he continues to do great work for the cause of freedom here at IRI. 19:11:38 the world will be better off with paul wolfowitz as the head of the world bank. I want to thank the members of the diplomatic.and that is pope john paul II. Everywhere he went, Pope John Paul preached that the call of freedom is for every member of the human family - because the Author of Life wrote it into our common human nature. And in the end, even the Berlin Wall could not withstand the force of this humble Polish priest, who became the Bishop of Rome - and a hero for the ages. Thank you for honoring. 19:12:39 I'm here to thank you 19:12:43 I appreciate the work IRI is doing to advance the cause of liberty. For more than two decades, IRI has been at the forefront of democratic change in more than 100 countries - training the next generation of leaders, strengthening political parties, monitoring elections, and building civil societies. You have made an enormous difference in the lives of millions across the world, who now enjoy the freedoms that you helped them claim. The world is safer, freer, and more peaceful because of the International Republican Institute. Thank you for your good work. 19:13:27 these are incredibly excigint times.they should be exciting times for everybody because freedom is making unprecedented progress across the globe. In the last 18 months, we have witnessed revolutions of Rose, Orange, Purple, Tulip and Cedar - and these are only the beginning. 19:13:53 Across the Caucasus and Central Asia, hope is stirring at the prospect of change - and change will come. Across the broader Middle East, we are seeing the rise of a new generation whose hearts burn for freedom - and they will have it. 19:14:12 This is a period of great idealism - when dreams of liberty are coming true for millions. 19:14:20 Yet to achieve idealistic goals, we need realistic policies to help nations secure their freedom - and practical strategies to help young democracies consolidate their gains. 19:14:31 To help young democracies succeed, we need to recognize that freedom movements can create a vacuum. Democratic change and free elections are exhilarating events. Yet we know from experience that they can be followed by moments of uncertainty. When people risk everything to vote, it can raise expectations that their lives will improve immediately - but history teaches that the path to a free society is long and not always smooth. During my visit to Europe, I stopped in a country that is now in the early stages of this transition from free elections to a free society - the nation of Georgia. I was proud to stand with the Georgian people in Tbilisi's Freedom Square to celebrate the peaceful revolution that took place 18 months ago. 19:15:39 It has taken nearly fifteen years of struggle for the citizens of this young democracy to establish freedom and justice in their country. But I have seen the resolve of Georgia's leaders, and the spirit of the Georgian people. And I can assure you: They have the will to succeed - and the united states of America will help them. 19:16:13 Almost every new democracy has gone through a period of challenge and confusion. In Slovakia, the Velvet Revolution was followed by a period of neo-authoritarian rule before freedom firmly took root. In Romania, the communist regime was toppled in 1989 - and today the post-communist leadership is still dealing with the legacy of corruption they inherited, as they work to build a vibrant democracy. In Ukraine, citizens waited 13 years after independence for the Orange revolution that solidified their democratic gains. All these countries still have much work to do, but their people are courageous . their leaders are determined - and with our help they will prevail. 19:17:07 As we push the freedom agenda, we must remember the history of our own country. The American Revolution was followed by years of chaos. In 1783, Congress was chased from Philadelphia by angry veterans demanding back pay - and stayed on the run for six months. 19:17:31 Our first effort at a governing charter, the Articles of Confederation, failed miserably - and it took several years before we finally adopted our Constitution and inaugurated our first President. And it took a four-year civil war, and a century of struggle after that, before the promise of our Declaration was extended to all Americans. No nation in history has made the transition from tyranny to a free society without setbacks and false starts. What separates those nations that succeed from those that falter is their progress in establishing free institutions. So to help young democracies succeed, we must help them build free institutions to fill the vacuum created by change. Democracy takes different forms in different cultures. Yet we know that in all cultures, successful democracies are built on certain common foundations - and they include the following rights: 19:18:37 First, all successful democracies need freedom of speech, with a vibrant free press that informs the public, ensures transparency, and prevents authoritarian backsliding. 19:18:48 Second, all successful democracies need freedom of assembly, so citizens can gather and organize in free associations to press for reform, and so that a peaceful, loyal opposition can provide citizens with real choices. Third, all successful democracies need a free economy to unleash the creativity of its citizens and create prosperity and opportunity and economic independence from the state. Fourth, all democracies need an independent judiciary to guarantee rule of law and assure impartial justice for all citizens. 19:19:26 And fifth, all democracies need freedom of worship, because respect for the beliefs of others is the only way to build a society where compassion and tolerance prevail. These are the foundations that sustain human freedom. Societies that lay these foundations not only survive, but thrive. Societies that fail to do so often find they have built their future on sand instead of rock - and risk sliding back into tyranny. 19:20:01 So we have a great responsibility: We must help these young democracies build the free institutions that will protect their liberty and extend it for future generations. 19:20:16 To help young democracies succeed and build these institutions of liberty, we must enlist the help of many individuals and institutions: Non-governmental organizations have a role to play, the United States government has a role to play, and the world's free nations all have important roles to play. 19:20:35 To build free institutions, we are counting on groups like IRI. As more and more people rise up to demand their freedom, the world is seeing a proliferation of democratic transitions. For IRI, and others in the business of promoting democratic change, this is good news - it means you are in a growth industry. We need you to continue your vital work helping to ensure free and fair elections across the world. At the same time, we also need you to focus your skills and experience on what comes after the elections are over, the news media has left, and the world's attention has turned elsewhere. 19:21:18 As new democracies emerge, we need you to help civic associations in these countries transform from regime opponents to issue advocates - so they can press legitimate governments for essential reforms. We need you to help the democratic reformers you have trained make the transition from dissidents to elected legislators - by teaching them how to build coalitions, set legislative agendas, and master unfamiliar skills . like constituent service. We need you to help businesses in new market economies organize trade associations and chambers of commerce - so they can promote pro-growth economic policies. And we need you to teach newly-elected governments the importance of building public support for their policies and programs - as well as how to effectively engage a free news media. By helping people build these institutions and develop the habits of a liberty, you are helping them transform new democracies into lasting free societies. To build free institutions, the U.S. government has responsibilities. To help us meet this goal, since taking office my Administration has provided more than 4.6 billion dollars for programs to support democratic change around the world - and we have requested over 1.3 billion dollars for these efforts in our 2006 budget. Our 2006 budget also requests 80 million dollars for the National Endowment for Democracy - more than double NED's budget when I took office. And in the coming years, we will increasingly focus funding on programs to help new democracies after the elections are over. We must also improve the responsiveness of our government to help nations emerging from tyranny and war. Democratic change can arrive suddenly - and that means our government must be able to move quickly to provide needed assistance. So last summer, my Administration established a new Office of Reconstruction and Stabilization in the State Department, led by Ambassador Carlos Pascual. 19:23:37 This new office is charged with coordinating our government's civilian efforts to meet an essential mission: helping the world's newest democracies make the transition to peace, freedom, and a market economy. 19:23:51 One of the lessons we learned from our experience in Iraq is that, while military personnel can be rapidly deployed anywhere in the world, the same is not true of U.S. government civilians. Many fine civilian workers from almost every department of our government volunteered to serve in Iraq. They did an amazing job under extremely difficult and dangerous circumstances - and America appreciates their service and sacrifice. But the process of recruiting and staffing the Coalition Provisional Authority was lengthy and difficult. 19:24:32 That is why one of the first projects of the new Office of Reconstruction and Stabilization will be the creation of a new Active Response Corps, made up of foreign and civil service officers who can deploy quickly to crisis situations as civilian "first responders." This new Corps will be on call - ready to get programs running on the ground in days and weeks instead of months and years. My 2006 Budget requests 24 million dollars for this office, and 100 million dollars for a new Conflict Response Fund. If a crisis emerges, and assistance is needed, America will be ready. This office will also work to expand our use of civilian volunteers from outside our government, who have the right skills and are willing to serve in these missions. 19:25:33 After the liberation of Iraq and Afghanistan, Americans from all walks of life stepped forward to help these newly liberated nations recover. Last summer a Lancaster, Ohio police officer named Brian Fisher volunteered to spend a year in Baghdad training Iraqi police. Brian says: "The Iraqi people have been under a dictatorship . and now they are moving toward a democracy. I wanted to do something to help." Last May, a Notre Dame Law School professor named Jimmy Gurulé helped train 39 Iraqi judges, some of whom will conduct the trials of Saddam Hussein and other senior members of his regime. Because of the efforts of people like him, those trials will be fair and transparent - and a victory for the rule of law in Iraq. These are ordinary Americans who are making extraordinary contributions to freedom's cause. The spirit of our citizens is remarkable - and we will put that spirit to work to advance the cause of liberty . and build a safer world. 19:26:52 We are improving the capacity of our military to assist nations that are making democratic transitions. In Iraq and Afghanistan our men and women in uniform are serving with courage and distinction - and they are making America proud. The main purpose of our military is to find and defeat the terrorists overseas, so we do not face them here at home. A major goal of our military is to train Iraqi and Afghan security forces, so these nations can defend their people and fight the terrorists themselves. But at the same time, America's Armed Forces are also undertaking a less visible, but increasingly important task: helping the people of these nations build civil societies from the rubble of oppression. In Afghanistan, U.S. and Coalition forces are deploying Provincial Reconstruction Teams in remote regions across the country. These teams are helping the Afghan government to fix schools, dig wells, build roads, repair hospitals, and build confidence in the ability of Afghanistan's elected leaders to deliver real change in people's lives. In Iraq, soldiers of the 1st Cavalry Division launched "Operation Adam Smith" - setting up local chambers of commerce, providing Iraqi entrepreneurs with small business loans, and teaching them important skills like accounting, marketing, and writing business plans. To give our military more resources for this vital work, we are rebalancing our forces - moving people out of skills that are in low demand, such as heavy artillery, and adding more military police and civil affairs specialists that are needed in these situations. By transforming our military, we will make our Armed Forces faster, more agile and more lethal - and we will make them more effective in helping societies transition from war and despotism to freedom and democracy. To build free institutions, all free nations have responsibilities. We know that democracies do not foment terror or invade their neighbors. Democratic societies are peaceful societies - which is why, for the sake of peace, the world's established democracies must help the world's newest democracies succeed. The United States will continue to call upon our friends and allies across the world to help in this noble cause. And today, many nations are stepping forward with practical help. Some of the most active countries are those who have had recent experience of tyranny themselves. Hungary has established an International Center for Democratic Transition to share its experiences with emerging democracies. Lithuania is now preparing to deploy a provincial reconstruction team to Western Afghanistan. Slovakia is bringing Iraqi political leaders to Bratislava, to show them firsthand how a nation moves from dictatorship to democracy. With the help of IRI, Poland, Lithuania, and Latvia are working to with civil society leaders in Belarus to bring freedom to Europe's last dictatorship. Bahrain, Jordan, the Czech Republic, Britain, and Italy have hosted hundreds of Iraqi judges, so they can study modern legal techniques that will help Iraq establish the rule of law. Many nations are contributing troops for stability operations. In Afghanistan, 40 countries have forces on the ground, and NATO has taken charge of the International Security Assistance Force in Kabul. In Iraq, thirty nations have forces deployed, and NATO is helping to train army officers, police and civilian administrators of a new Iraq. New democracies need the help of the free world. As we are seeing in the Middle East, freedom often has deadly enemies - men who celebrate murder, incite suicide and thirst for absolute power. By working together to aid democratic transitions, we will isolate and defeat the forces of terror - and ensure a peaceful future for our citizens. We are focused on the broader Middle East, because we know that sixty years of Western nations excusing and accommodating the lack of freedom in that region did nothing to make us safe. If the Middle East remains a place where freedom does not flourish, it will remain a place of stagnation, resentment, and violence ready for export. To make the world a more peaceful place, the United States has adopted a new policy, a forward strategy of freedom in the Middle East. And we are beginning to see the effects of this new approach. Iraq and Afghanistan have held free elections - and are now building free societies. In Afghanistan, they have for the first time a democratically elected president, and they are now seeing the rebirth of civil society in a place that until recently had known only the terror of the Taliban. Iraqis now have an elected Transitional National Assembly, a new prime minister, and are on their way to writing a new constitution for a free Iraq. In this vital work, Iraqis and Afghans have the support of the American people - and the assistance of the International Republican Institute. The Palestinian people have gone to the polls and chosen a leader committed to negotiation instead of violence. And now we must help them build the free institutions that will be a foundation for lasting peace. So I have asked Jim Wolfensohn to help Prime Minister Abbas build a modern economy and political institutions in Gaza. By building institutions that are effective and serve the will of the people, we will help Israelis and Palestinians achieve a future of freedom and peace. Egypt will hold its first multi-party presidential election this fall. The success of this important step can be advanced by the presence of international monitors, and by rules that allow for a real campaign. In Lebanon, the citizens of that nation rose up to demand their independence, and will vote in elections that are set to start at the end of this month. Those elections must go forward with no outside interference. And when the Lebanese people have chosen their leaders, the world's free nations will be there to help them build a lasting democracy. In these countries, and across the world, those who claim their liberty will have an unwavering ally in the United States. This Administration will stand with the democratic reformers - no matter how hard it gets. We have a responsibility to build a more peaceful world for our children and grandchildren. And we know that by extending liberty to millions who have not known it, we will advance the cause of freedom - and the cause of peace. We are confident in the future - because we know that the future belongs to freedom. The tree of liberty begins as a sapling - vulnerable to violent winds and gathering storms. Yet if nurtured and protected, it will grow into a mighty oak that can withstand any storm - and when it does, the very winds that once threatened it will carry its seeds across borders and barriers . to take root in still other lands. We will encourage freedom's advance, nurture its progress, and help the nations that choose it to navigate the pitfalls that follow. This is the challenge of this new century, and the calling of our time. And America will do its duty. Thank you.

WH - GW BUSH REMARKS AT THE INTERNATIONAL REPUBLICAN INSTITUTE DINNER
May 18, 2005 PRESIDENT GEORGE W. BUSH SPEECH AT INTERNATIONAL REPUBLICAN INSTITUTE DINNER RS 20/ X83/ Slugged: 1845 BUSH SPEECH X83 18:58:53 McCain and other walk up 18:59:05 bush walk up after-not a very good walk up 18:59:31 wide shot, push-intro mccain 19:04:21 McCain to podium 19:08:33 bush to podium 19:08:40 bush holds 2005 freedom award 19:08:49 BUSH 19:09:28 campaigned with me for which I was grateful. One time he said you believe in free speech he said why don't you get over to the IRI and give one 19:10:00 I you're anything like my mother.he's anything like me, he's listening to you 19:10:16 secretary of state I appreciate your president, Lorne Craner. He did a fantastic job in our Administration as Assistant Secretary of State for Democracy, Human Rights and Labor - and he continues to do great work for the cause of freedom here at IRI. HOUSE HOMELAND SECURITY HEARING ON MUSLIM COMMUNITY 1300
The House Committee on Homeland Security hearing entitled "The Extent of Radicalization in the American Muslim Community and that Community's Response." Peter King, Chairman Witnesses Panel 1 John Dingell, A Representative in Congress from the 15th District of Michigan Keith Ellison, A Representative in Congress from the 5th District of Minnesota Panel 2 Frank Wolf, A Representative in Congress from the 10th District of Virginia Panel 3 Dr. M. Zuhdi Jasser, President and Founder, American Islamic Forum for Democracy Mr. Abdirizak Bihi, Director, Somali Education and Social Advocacy Center Melvin Bledsoe, Private Citizen Sheriff Leroy Baca, Los Angeles County Sheriff's Department 13:00:00 ZUHDI JASSER: VERY DIFFICULT, YOU KNOW. I WAS ASKED ABOUT WHAT AM I 13:00:02 DOING HERE? AND, YOU KNOW, MY FAMILY ASKS ME 13:00:05 THAT FREQUENTLY BECAUSE OF ALL THE PRESSURE WE GET BECAUSE OF 13:00:07 WHAT I DO. IT'S NOT AN EASY TASK TAKING ON 13:00:13 AN ESTABLISHMENT, A MENTALITY THAT WILL NOT CHANGE OR REFORM, 13:00:16 THAT WILL NOT REALIZE THERE ARE CHANGES THAT HAVE TO HAPPEN 13:00:19 INTERNALLY TO PREVENT THIS CANCER FROM HAPPENING. 13:00:21 THE PRESSURES ARE INNUMERABLE ESPECIALLY FOR A MINORITY 13:00:24 POPULATION. IT'S INTERESTING THAT THEY ARE 13:00:27 CIRCLING THE WAGONS INSTEAD OF I THINK THE BEST WAY TO LET FEAR 13:00:32 OF MUSLIMS MELT AWAY IS TO HAVE THEM SEE US LEADING THE CHARGE, 13:00:36 SO IN MANY WAYS, ALSO, WE'RE NOT INTELLECTUALLY EQUIPPED I THINK 13:00:41 FROM A RELIGIOUS STANDPOINT BECAUSE WE HAVEN'T HAD THE 13:00:44 INFRASTRUCTURE BUILT IN LIBERTY AND THEOLOGY BECAUSE SO MANY 13:00:47 MUSLIMS I THINK DON'T UNDERSTAND THE FAITH WELL AND HAVE NOT BEEN 13:00:50 EDUCATED IN A WESTERN MINDSET AND WE HAVE TO BUILD THESE 13:00:54 INFRASTRUCTURES TO ALLOW THAT REFORM TO HAPPEN. 13:00:56 BUT IT'S A LOT OF TRIBALISM I THINK AND A LOT OF CIRCLING OF 13:01:00 THE WAGONS AND THERE'S -- THAT HAS TO CHANGE AND THEY DON'T 13:01:03 WANT TO -- THANK YOU ALL. 13:01:06 THANK YOU, MR. CHAIRMAN. THE GENTLEMAN'S TIME IS 13:01:11 EXPIRED. MR. DAVIS FROM ILLINOIS IS 13:01:13 RECOGNIZED FOR FIVE MINUTES. THANK YOU VERY MUCH, MR. 13:01:16 CHAIRMAN. I WANT TO THANK ALL OF THE 13:01:18 WITNESSES FOR COMING. AS I'VE LISTENED I'VE HEARD THE 13:01:23 CONSTITUTION BEING MENTIONED A NUMBER OF TIMES. 13:01:26 I THOUGHT OF THE PREAMBLE THAT SIMPLY SAYS THAT WE HOLD THESE 13:01:30 TRUTHS TO BE SELF-EVIDENT, THAT ALL MEN ARE CREATED EQUAL AND 13:01:37 ENDOWED BY THEIR CREATOR WITH CERTAIN INALIENABLE RIGHTS. 13:01:42 AND THAT AMONG THESE ARE LIFE, LIBERTY, AND THE PURSUIT OF 13:01:47 HAPPINESS. AND I'D ALSO SAY THE PURSUIT OF 13:01:51 JUSTICE. I THINK ALL PEOPLE WANT TO BE 13:01:55 VIEWED AND TREATED THE SAME WAY, WITH EQUAL RIGHTS, EQUAL 13:02:03 PROTECTION UNDER THE LAW, AND THE OPPORTUNITY TO PURSUE WHAT 13:02:11 THEY THINK ESPECIALLY AS LONG AS IT IS NOT VIOLATING THE RIGHTS 13:02:19 OF OTHERS. S 13:02:23 SHERIFF BACA, I'VE ALWAYS BEEN, SINCE I'VE KNOWN ABOUT YOU, 13:02:27 IMPRESSED WITH YOUR LAW ENFORCEMENT CAREER, ESPECIALLY 13:02:30 THE WAY THAT YOU HANDLED THINGS LIKE LAW ENFORCEMENT MISCONDUCT 13:02:35 AND THE WAY THAT YOU TRY AND BRING PEOPLE TOGETHER TO 13:02:41 UNDERSTAND THE ROLE OF LAW ENFORCEMENT. 13:02:44 I WAS JUST THINKING THAT, YOU KNOW, THE CITY OF CHICAGO IS 13:02:48 LOOKING FOR A POLICE CHIEF RIGHT NOW. 13:02:52 AND WHILE WE WOULDN'T TRY TO STEAL YOU FROM -- WE WOULD LIKE 13:02:56 TO CLONE YOU IF WE COULD AND JUST BRING YOU, BECAUSE I THINK 13:03:03 THAT YOU REPRESENT A LEVEL OF LAW ENFORCEMENT PROFESSIONALISM 13:03:09 AND UNDERSTANDING OF WHAT THE ROLE OF LAW ENFORCEMENT IS THAT 13:03:14 I'VE BEEN LOOKING FOR AND SEARCHING FOR AND WANTING TO SEE 13:03:18 EVER SINCE I'VE BEEN INVOLVED IN PUBLIC LIFE. 13:03:21 AND SO I SIMPLY COMMEND YOU FOR THE WAY IN WHICH YOU HAVE 13:03:29 EXPRESSED YOURSELF TODAY AND FOR THE TRACK RECORD THAT YOU HAVE 13:03:36 DEVELOPED. I'D LIKE TO ASK MR. BIHI AND MR. 13:03:40 BLEDSOE A QUESTION RIGHT NOW. AND I UNDERSTAND FULLY -- I LIVE 13:03:46 IN INNER CITY CHICAGO -- HAVE LIVED THERE ALL OF MY ADULT 13:03:54 LIFE. WE HAVE A LARGE MUSLIM COMMUNITY 13:04:00 GATHERING SOMETIMES WITH 15,000, 20,000 PEOPLE ACTUALLY GOING TO 13:04:07 LISTEN TO MINISTER FARAKHAN SPEAK AND WILL BE ENTHRALLED THE 13:04:14 WHOLE TIME. WHAT CONDITIONS DO YOU THINK 13:04:22 EXIST THAT CAUSE RADICAL GROUPS TO THINK THAT THEY CAN 13:04:28 SUCCESSFULLY RECRUIT AND L RADICALIZE YOUNG PEOPLE, 13:04:35 ESPECIALLY, IN NEIGHBORHOODS AND COMMUNITIES LIKE THE ONE THAT I 13:04:39 JUST DESCRIBED? WELL, I DO KNOW A LITTLE BIT 13:04:47 ABOUT CHICAGO. YOU'RE SPEAKING MOSTLY WHAT THEY 13:04:51 CALL BLACK MUSLIMS, LOUIS FARAKHAN AND ELIJAH MOHAMED AND 13:04:57 MALCOLM X FOLLOWERS. I THINK THERE IS SOMEWHAT OF A 13:05:03 DIFFERENCE BUT AS THE RECRUITMENT PART, I THINK THE 13:05:06 RECRUITMENT PART WILL COME BEFORE LIKE WHEN PEOPLE ARE 13:05:10 DENYING THAT WE HAVE A PROBLEM AND THAT IS ONE RECRUITMENT 13:05:14 PEOPLE WILL GO AFTER -- IF WE DON'T HAVE A PROBLEM THEN THEY 13:05:17 CAN RECRUIT EASIER. WELL, I AGREE THAT I DO MEAN 13:05:21 AFRICAN-AMERICANS, BUT I MUST CONFESS THAT MY BREADTH IS MUCH 13:05:24 BIGGER, MUCH WIDER, MUCH BROADER, AND I INTERACT WITH ALL 13:05:29 KINDS OF MUSLIMS PRETTY MUCH ON A REGULAR AND ONGOING BASIS. 13:05:35 WHAT I'M REALLY TRYING TO GET AT, I GUESS, IS ARE THERE 13:05:42 SITUATIONS THAT WOULD CAUSE INDIVIDUALS TO BELIEVE THAT 13:05:44 THEY'RE GOING TO BE SUCCESSFUL? I MEAN, I DON'T GO HUNTING 13:05:51 UNLESS I THINK SOME GAME IS THERE. 13:05:55 YES. I DON'T GO FISHING UNLESS I 13:05:58 THINK THERE IS SOME FISH IN THE LAKE. 13:06:03 MAY I ANSWER THAT, SIR? DO YOU WANT TO ADD SOMETHING? 13:06:06 WELL, I'M GOING TO ADD SOMETHING. 13:06:08 YOU KNOW, THERE ARE PROFESSIONAL PEOPLE OUT THERE THAT ARE 13:06:10 LOOKING FOR JUST THAT. YOU KNOW, THERE ARE PROFESSIONAL 13:06:13 PEOPLE LOOKING OUT TO RECRUIT AMERICAN CITIZENS NOT ONLY IN 13:06:16 CHICAGO BUT A LOT OF OTHER AMERICAN CITIES. 13:06:19 SIR, IF I MAY ADD, YES, THERE ARE MANY REASONS WHY THEY'RE 13:06:25 LOOKING FOR OUR YOUTH. NUMBER ONE, IF YOU LOOK AT 13:06:33 THE -- THE SIMILARITIES OF THOSE WHO ARE MISSING FROM 13:06:37 MINNEAPOLIS, OR FROM DENMARK, OR FROM COPENHAGEN OR FROM SWEDEN 13:06:43 OR FROM LANCASTER, THEY ALL SHARE ONE THING. 13:06:47 THEY ALL ARE MOSTLY FROM SINGLE MOM HOUSEHOLDS -- YOUNG MEN THAT 13:06:52 USUALLY DO NOT HAVE MENTORSHIP AT HOME ARE ALMOST 85%. 13:06:58 NUMBER TWO, THEY ARE LOOKING FOR YOUNG PEOPLE WHO NEVER HAD ANY 13:07:04 PROBLEM. THIRD, THEY ARE LOOKING FOR KIDS 13:07:08 WHO ARE FROM AMERICA AND THOSE WESTERN COUNTRIES WHO ARE FROM 13:07:11 THOSE COUNTRIES THAT WILL NOT HAVE A PROBLEM WHEN THEY ARE 13:07:14 TRAINING. THEY CAN GO BACK AND SLIP INTO 13:07:18 THOSE COUNTRIES AND THEY CAN JUST ORDER THEM TO DO THOSE 13:07:23 DIRTY, WICKED JOBS. THANK YOU VERY MUCH. 13:07:25 AND THANK YOU, MR. CHAIRMAN. I YIELD BACK. 13:07:27 THANK YOU, MR. DAVIS. THE GENTLEMAN FROM PENNSYLVANIA, 13:07:32 FORMER UNITED STATES ATTORNEY? THANK YOU. 13:07:35 THANK YOU, MR. CHAIRMAN. I WANT TO THANK THIS ENTIRE 13:07:37 PANEL. I KNOW IT'S BEEN A LONG PROCESS, 13:07:40 BUT I REALLY DO BELIEVE THAT WE'RE GAINING A GREAT DEAL FROM 13:07:44 YOUR INSIGHT. SHERIFF BACA, I WANT TO THANK 13:07:47 YOU FOR THE WORK THAT YOU DO. I KNOW YOU REPRESENT ALL LAW 13:07:49 ENFORCEMENT. I HAD THE GOOD OPPORTUNITY TO 13:07:53 COME IN AS THE UNITED STATES ATTORNEY JUST A WEEK AFTER 13:07:56 SEPTEMBER 11 AND I WATCHED COLLEAGUES LIKE YOU ALL ACROSS 13:07:58 THE UNITED STATES FAN OUT AND REACH INTO THE COMMUNITY AND I 13:08:01 HAVE TO SAY WE GOT A GREAT DEAL OF DIALOGUE FROM MEMBERS ALL 13:08:07 ACROSS, INCLUDING MANY WHO PRACTICED THE MUSLIM FAITH. 13:08:10 SO I DON'T THINK THE ISSUE REALLY TODAY IS SO FOCUSED ON 13:08:15 THE, YOU KNOW, THE QUESTION OF DIALOGUE. 13:08:18 IT'S AS MUCH THE QUESTION OF ARE WE GETTING THE RIGHT ABILITY TO 13:08:22 COMMUNICATE IN A WAY THAT HELPS US PREVENT THE NEXT EVENT? 13:08:26 AND I HAVE BEEN AWARE OF ONE OF THE THINGS WE WERE ASKED TO DO 13:08:32 BY THE VERY EXPERTS THAT AREN'T HERE TODAY WAS TO GO OUT INTO 13:08:37 THE COMMUNITY AND SPEAK TO FOLKS JUST LIKE YOU SO WE COULD 13:08:42 UNDERSTAND BETTER HOW TO HANDLE THIS. 13:08:45 AND I HAVE TRIED TO LOOK AT THE BROAD SPECTRUM OF THINGS THAT 13:08:48 HAVE BEEN PUT FORTH QUITE A BIT HERE TODAY BUT, DR. JASSER, I'M 13:08:54 GOING TO FOCUS ON SOMETHING THAT YOU TOUCHED. 13:08:57 AND IT'S INTO THIS AREA BETWEEN, YOU KNOW, THIS ELEPHANT IN THE 13:09:01 ROOM THAT WE'RE NOT SUPPOSED TO BE TALKING ABOUT. 13:09:06 RELIGION AND JIHADISM. YOU MADE A STATEMENT THAT THE 13:09:09 ROOT CAUSE OF MUSLIM RADICALIZATION, AND THIS IS WHAT 13:09:13 IT'S ABOUT, IS ISLAMISM, POLITICAL ISLAM. 13:09:18 AND THEN I WAS STRUCK BY YOUR WORD. 13:09:21 HOW CAN LAW ENFORCEMENT EFFECTIVELY DO COUNTERTERRORISM 13:09:25 IN OUR COUNTRY WITHOUT RECOGNITION THAT POLITICAL ISLAM 13:09:28 AND ITS NARRATIVE IS THE CORE IDEOLOGY WHEN AT ITS EXTREME IT 13:09:34 DRIVES THE GENERAL MINDSET OF THE VIOLENT EXTREMISTS CARRYING 13:09:39 OUT ATTACKS? THAT'S WHAT WE WANT TO PREVENT 13:09:41 ARE THOSE ATTACKS. CAN I ASK YOU TO DESCRIBE JUST A 13:09:44 LITTLE MORE DETAIL, WHAT DO YOU MEAN BY POLITICAL ISLAM? 13:09:48 THANK YOU, CONGRESSMAN, FOR ASKING ME THAT. 13:09:50 I THINK IT'S SO VITAL TO UNDERSTANDING THAT AS WE'VE 13:09:53 HEARD REPEATEDLY THERE'S ISLAM, MY FAITH, WHICH IS THE MORAL 13:09:58 C CONSTRUCTS OF INTEGRITY AND 13:10:00 HONESTY AND VIRTUOUSNESS AND WHAT I BRING TO MY SCRIPTURE AND 13:10:04 MY RELATIONSHIP WITH GOD AS THE JUDEO CHRISTIAN TRADITION IS. 13:10:08 THEN THERE IS POLITICAL ISLAM WHICH IS A MOVEMENT TO CREATE A 13:10:16 T THEOCRATIC STATE. 13:10:18 NOW I MAY PRACTICE ISLAMIC LAW IN MY LIFE BUT THAT'S A CHOICE 13:10:23 AND OUR ORGANIZATION BELIEVES IT'S NO LONGER RELIGIOUS LAW, IT 13:10:26 IS NO LONGER A RELIGION IF GOVERNMENT COERCES YOU TO DO 13:10:29 THAT. BUT THAT ANTAGONISM BETWEEN THIS 13:10:32 COUNTRY'S UNDERSTANDING OF THE ESTABLISHMENT CLAUSE AND THE 13:10:35 BEAUTY OF LIBERTY VERSUS POLITICAL ISLAM WHICH WANTS TO 13:10:38 PUT INTO PLACE ISLAMIC STATES LIKE IRAN, LIKE THE TALIBAN HAD 13:10:42 IN PLACE, OR LIKE THE WAHABI SYSTEM IN SAUDI ARABIA OR, 13:10:47 MILDER YET, THERE ARE VERSIONS OF POLITICAL ISLAM THAT ARE 3.0 13:10:51 OR 4.0 THAT USE DEMOCRACY AND ELECTIONS BUT YET END UP STILL 13:10:55 BEING BASED NOT IN REASON BUT SOCIETY IS BASED IN SCRIPTURE 13:10:59 EXEGESIS WHERE THE ONLY PEOPLE THAT CAN HAVE OPINIONS ARE THE 13:11:03 SCHOLARS OF ISLAM. AND THEREFORE LAY MUSLIMS LIKE 13:11:06 MYSELF GET DISMISSED FROM PROCEEDINGS BECAUSE WE'RE NOT 13:11:09 EXPERTS IN ISLAMIC LAW AND THEREFORE IT BECOMES AN 13:11:13 OLIGARCHY. THAT IS WHAT WE'RE UP AGAINST. 13:11:14 AND THERE ARE THE EXTREME VERSIONS LIKE OSAMA BIN LADEN, 13:11:19 TRYING TO CREATE A GLOBAL HOMOGENY OF ISLAMIC STATES AND 13:11:24 THERE ARE THE MORE SLIPPERY VERSIONS THAT BELIEVE IN 13:11:26 DEMOCRACY AND I THINK YOU CAN LOOK AT THE THREAT BY LOOKING AT 13:11:29 WHY MOST OF THE RADICAL GROUPS AROUND THE WORLD WERE HATCHED 13:11:32 FROM MUSLIM BROTHERHOOD IDEOLOGY AND PEOPLE SHOULD READ UP THOSE 13:11:37 IDEAS AND LOOK AT WHAT THEY'VE DONE. 13:11:39 I THINK AS WE UNDERSTAND THAT YOU'LL SEE A LOT OF THOSE IDEAS 13:11:43 INFLUENCING IDENTIFICATION OF MUSLIM -- I PUT IN MY MATERIALS 13:11:47 IN THE APPENDIX SOME CHARTS THAT LOOK AT THE RADICALIZATION 13:11:50 PROCESS. ONE WAS FROM THE NYPD REPORT. 13:11:52 THE OTHER WAS FROM A COUNTERTERRORISM EXPERT PATRICK 13:11:55 POOLE WHO LOOKED AT THE FACT THAT YOU END UP WITH TERROR ON 13:11:57 THE TOP BUT THERE'S A LOT OF FEEDERS INTO THAT. 13:12:00 THE PRIMARY FEEDER IS THE SEPARATIST FEELING FROM SOME 13:12:04 MUSLIM YOUTH THAT THEY DREAM OF A UTOPIA TO BRING THE STATE BACK 13:12:08 TO THE WAY IT WAS AT THE TIME OF THE PROPHET MOHAMMED AND THE 13:12:12 TIME IN THE 7th CENTURY HE MIXED ROLES OF BEING A HEAD OF STATE, 13:12:15 A GENERAL, AND A MESSENGER OF GOD. 13:12:17 WE NEED TO START CREATING NEW IDEAS. 13:12:20 THEY CALL THAT, SOME WOULD CALL IT HERETICAL. 13:12:24 I CALL IT MODERNIZATION, NEW IDEAS THAT SEPARATE THOSE ROLES 13:12:29 BECAUSE THE TIMES SQUARE BOMBER, WHEN HE WAS IN FRONT OF THE 13:12:32 JUDGE, HE TOLD HIM, I DID THIS BECAUSE I WAS A MUSLIM SOLDIER. 13:12:36 SO OUR MUSLIM COMMUNITY IS LOOKED AT BY THESE INDIVIDUALS 13:12:40 AS BEING A POLITICAL UNIT, MILITARY UNIT, AND UNTIL WE 13:12:43 SEPARATE THAT YOU WILL NEVER STOP TERRORISM. 13:12:46 THANK YOU. THE GENTLEMAN'S TIME IS 13:12:48 EXPIRED, AND NOW WE HAVE THREE MEMBERS WHO ARE ADDED BY 13:12:53 UNANIMOUS CONSENT. THANK YOU, MR. CHAIRMAN, FOR 13:12:58 THESE HEARINGS. APPRECIATE IT AND THANK YOU, 13:13:00 RANKING MEMBER THOMPSON, AS WELL AS THE WITNESSES. 13:13:04 JUST WANT TO SAY TO DR. JASSER'S POINT QUICKLY I DON'T THINK THIS 13:13:07 CONVERSATION SHOULD BE GIVEN OVER TOTALLY TO THE 13:13:09 INTELLECTUALS. I KNOW WE HAVE SOME 13:13:11 DISAGREEMENTS BUT I AGREE WITH YOUR PREMISE. 13:13:13 WE HAVE TO BE VERY SUSPICIOUS ABOUT THESE SO-CALLED 13:13:16 GATEKEEPERS. THANK YOU. 13:13:17 AS IT RELATES TO THE RELIGION. 13:13:19 I THINK ALL MUSLIM BUSINESS PERSONS AND SO ON SHOULD HAVE A 13:13:22 CONTRIBUTION AND WE SHOULDN'T MINIMIZE OR TRIVIALIZE FOLKS' 13:13:30 EXPERIENCES OR LESSEN THEIR CREDIBILITY AS IT RELATES TO 13:13:33 TESTIFYING. HAVING SAID THAT AS A PROUD 13:13:34 AMERICAN MUSLIM, SHERIFF BACA, I SPENT OVER A DECADE IN LAW 13:13:41 ENFORCEMENT INCLUDING SOME TIMES IN AN INTELLIGENCE CAPACITY WITH 13:13:44 THE DEPARTMENT OF HOMELAND SECURITY. 13:13:45 I WANT TO THANK YOU FOR DISPATCHING THE SERGEANT TO MEET 13:13:47 WITH ME AS I VISITED L.A. BUT DURING THE TIME I WORKED IN 13:13:52 LAW ENFORCEMENT, I WORKED WITH INFORMANTS AND COOPERATING 13:13:55 WITNESSES FROM ALL BACKGROUNDS AND A WIDE VARIETY OF CASES. 13:13:58 AND IN EVERY CASE, ONE REALITY HELD TRUE, THAT THOSE WHO 13:14:03 TRUSTED LAW ENFORCEMENT, THE JUDICIAL SYSTEM AND OUR 13:14:07 GOVERNMENT, WERE MOST LIKELY TO PROVIDE USEFUL INFORMATION IN A 13:14:10 VERY TIMELY MANNER. ALSO, THOSE WHO FELT SINGLED OUT 13:14:15 OR TARGETED WERE NUCH LESS LIKELY TO PROVIDE USEFUL 13:14:19 INFORMATION AS WELL. SINCE THE ESTABLISHMENT OF THE 13:14:22 DEPARTMENT OF HOMELAND SECURITY AND THE PASSAGE OF THE PATRIOT 13:14:24 ACT, THERE HAVE BEEN CONSIDERABLE DISCUSSIONS ABOUT 13:14:27 CERTAIN LAW ENFORCEMENT AND INTELLIGENCE PRACTICES THAT MAY 13:14:31 DO MORE TO SPUR ANTI-AMERICAN SENTIMENT IN THE MUSLIM 13:14:35 COMMUNITY THAN TO APPREHEND TERRORIST PLOTTERS. 13:14:39 NATIONAL SECURITY LETTERS, WARRANTLESS AND WIRETAPS AS WELL 13:14:44 AS UNDER COVER INVESTIGATIONS IN MOSQUES HAVE ALREADY CAUSED MANY 13:14:47 MUSLIMS TO FEAR THAT THEIR CONSTITUTIONAL RIGHTS ARE BEING 13:14:50 DISREGARDED IN THE NAME OF PREVENTING TERRORISM. 13:14:53 CAN YOU TELL US, SHERIFF, HOW THESE AND OTHER LAW ENFORCEMENT 13:14:57 AND INTELLIGENCE PRACTICES HAVE IMPACTED MUSLIM POPULATIONS IN 13:15:00 L.A., PARTICULARLY, ALSO TELL US IF YOU HAVE ANY SUGGESTIONS 13:15:04 ABOUT HOW THIS COMMITTEE AND CONGRESS MIGHT BETTER STRUCTURE 13:15:07 THESE PROCEEDS TO PROTECT CIVIL RIGHTS WHILE MAINTAINING 13:15:12 EFFECTIVENESS. WELL, THAT IS A VERY TOUGH 13:15:14 QUESTION TO ANSWER IN A SHORT PERIOD OF TIME, BUT I'LL MAKE MY 13:15:18 BEST EFFORT. INTELLIGENCE GATHERING IN AND OF 13:15:22 ITSELF IS AN INTERESTING SUBJECT AND AS WE KNOW, IN MANY OF THE 13:15:30 EXPERIENCES THE UNITED STATES HAS GONE THROUGH SINCE 9/11, 13:15:34 THAT INTELLIGENCE IN AND OF ITSELF MOVES THE SUBJECT MATTER 13:15:41 AROUND, MEANING WHAT YOU BELIEVE IS IN ONE REPORT, MAY BE 13:15:45 MODIFIED BY ANOTHER REPORT, WHICH MAY BE MODIFIED BY ANOTHER 13:15:48 REPORT, WHICH ULTIMATELY LEADS TO WHERE IS THE PEA UNDER THE 13:15:54 SHELL? I DON'T THINK ANYBODY THAT'S IN 13:15:56 THE LAW ENFORCEMENT WORLD INVOLVED IN INTELLIGENCE 13:15:59 GATHERING, PLEASED TO KNOW YOU HAVE BEEN, UNDERSTANDS THAT IF 13:16:08 YOU DON'T HAVE THE AUTHORITY IN THE INTELLIGENCE WORLD TO MAKE 13:16:11 AN ARREST AT THE TIME THAT THE EVIDENCE DEMONSTRATION THAT IT 13:16:17 SHOULD BE DONE, THEN THE QUESTION IS WHAT INTELLIGENCE DO 13:16:20 YOU BELIEVE AND WHAT INTELLIGENCE DON'T YOU BELIEVE 13:16:22 AND WHO ARE YOUR SOURCES AND WHAT ARE YOUR SOURCES' MOTIVES 13:16:26 FOR PROVIDING YOU THE INFORMATION? 13:16:28 NOW, IT'S VERY CLEAR TO ME THAT THAT FATHER CAME INTO A POLICE 13:16:37 STATION IN ANY PLACE IN AMERICA AND SAID MY DAD IS ACTING A 13:16:40 LITTLE WEIRD AND I NEED SOME HELP WE WOULD KNOW EXACTLY WHAT 13:16:43 TO DO. BUT THIS WAS NOT THE CASE. 13:16:46 THE PROCESS WAS MORPHED INTO AN INTELLIGENCE MODE AND THEN IT 13:16:51 WENT INTO A STATUS FILE AS OPPOSED TO AN ACTIVE FILE AND I 13:16:55 THINK WE'VE CORRECTED THAT IN OUR FEDERAL INTELLIGENCE 13:16:58 GATHERING SYSTEM. BUT IF WE LOOK AT INTELLIGENCE 13:17:03 AS BEING THE BIBLE OF ALL TRUTH, WE'RE IN DEEP TROUBLE IN THIS 13:17:10 COUNTRY. WHAT WE HAVE TO DO IS CONTINUE 13:17:13 TO IMPROVE WHAT WE DO TO USE TECHNIQUES THAT ARE CLEARLY NOT 13:17:20 OBSCURING EVIDENCE BUT CLEARLY MAKING SURE THAT THE EVIDENCE IS 13:17:24 IN FACT WHAT IS BEING REPORTED TO BE AND I THINK THEREIN IS A 13:17:31 WHOLE DIFFERENT DISCUSSION THE INTELLIGENCE COMMITTEE CAN DEAL 13:17:34 WITH OR SUBCOMMITTEE BUT WHEN IT COMES DOWN TO THE TRUTH OF ALL 13:17:39 FORMS OF INVESTIGATIVE WORK, IT IS NOT AN EXACT SCIENCE A 13:17:45 HUNDRED PERCENT OF THE TIME SO WHAT IS THE SAFEGUARDS? 13:17:47 IT HAS TO BE THERE ARE RULES TO FOLLOW. 13:17:50 NOW, WE FOLLOW THE RULES THAT THE FEDERAL GOVERNMENT SET FORTH 13:17:53 IN INTELLIGENCE GATHERING AT OUR LOCAL JOINT REGIONAL 13:17:57 INTELLIGENCE CENTERS AND THE JOINT TERRORISM TASK FORCE. 13:17:59 SO WE HAVE THE RULES IN PLACE BUT THE HUMAN ELEMENT IS ANOTHER 13:18:05 ISSUE WITH ME AND THAT IS THAT IF WE HAVE INTELLIGENCE OFFICERS 13:18:08 THAT HAVE A BIAS ABOUT A PARTICULAR GROUP THEY'RE 13:18:13 INVESTIGATING, YOU'RE GOING TO HAVE SOME PROBLEMS WITH THE 13:18:16 COMMUNICATION CAPABILITIES THERE. 13:18:20 I BELIEVE IN BIAS FREE POLICING, PUBLIC TRUST POLICING. 13:18:24 I DON'T BELIEVE YOU CAN JUDGE ONE MUSLIM FOR THE ACTS OF 13:18:27 ANOTHER. YOU CAN'T JUDGE ANYBODY FROM THE 13:18:29 ACTS OF ANOTHER. WHAT WE HAVE TO DO IS GET TO THE 13:18:34 POINT WHERE WHATEVER IS BEING ADVISED TO CONGRESS WE SAY, 13:18:38 OKAY. WE GET IT. 13:18:44 WE'VE HAD A HEARING. NOW WE HAVE TO GO OUT INTO THE 13:18:47 COMMUNITIES AFFECTED BY THE SUBJECT MATTER. 13:18:49 I WELCOME CONTINUAL DIALOGUE, CONTINUAL EXAMINATION, AND 13:18:52 CONTINUAL VISITATION, BUT I DO BELIEVE THAT WE NEED TO ALWAYS 13:18:55 BE MINDFUL OF WHAT'S GOING NONE THE INTELLIGENCE COMMUNITY. 13:18:59 THE TIME OF THE GENTLEMAN IS EXPIRED. 13:19:01 SHERIFF BACA, MY UNDERSTANDING -- SHERIFF BACA? 13:19:05 YES, SIR. MY UNDERSTANDING FROM TALKING 13:19:06 WITH THE RANKING MEMBER IS YOU HAVE TO CATCH A PLANE AT 3:00 13:19:10 AND HE SUGGESTS YOU MAY NEED TO LEAVE THE PANEL BY 1:30. 13:19:13 YES, SIR. WHATEVER TIME YOU LEAVE IS UP 13:19:15 TO YOU. IN THE EVENT WE'RE IN THE MIDDLE 13:19:17 OF SOMETHING WHEN YOU LEAVE I THANK YOU SINCERELY FOR YOUR 13:19:20 TESTIMONY AND CONTRIBUTION AND YOUR PATIENCE. 13:19:21 I THANK YOU, MR. CHAIRMAN, AND YOUR COMMITTEE. 13:19:24 IT'S BEEN A PLEASURE. THANK YOU, SIR. 13:19:27 I KNOW YOU MADE A BIG SACRIFICE TO GET HERE. 13:19:31 YOUR TESTIMONY HAS BEEN ABSOLUTELY ESSENTIAL TO THIS 13:19:37 COMMITTEE. THANK YOU MUCH. 13:19:40 MAY I MAKE A RESPONSE BEFORE THE SHERIFF LEAVES? 13:19:44 NO, ACTUALLY, ON TO THE NEXT STEP. 13:19:47 I RECOGNIZE THE GENTLEMAN FROM VIRGINIA FOR FIVE MINUTES. 13:19:52 THANK YOU. I'D LIKE TO THANK EACH OF OUR 13:19:56 PANEL OF WITNESSES HERE FOR PARTICIPATING IN THE HEARING. 13:20:00 AMERICANS OF MUSLIM FAITH TRULY ARE AN INTEGRAL PART OF OUR 13:20:03 NATION'S COMMUNITY AND PLAY -- CONTRIBUTE TO THE QUALITY OF 13:20:08 LIFE IN THIS COUNTRY. THEY ARE OUR NEIGHBORS AND OUR 13:20:12 FRIENDS. MUSLIMS SERVE HONOR ASHLEYY AS 13:20:14 POLICEMEN, TEACHERS, AND IN OUR ARMED SERVICES AND SOME INDEED 13:20:17 HAVE GIVEN THE ULTIMATE SACRIFICE IN DEFENSE OF OUR 13:20:20 FREEDOM AND OUR WAY OF LIFE. MY DEEP RESPECT FOR THE MUSLIM 13:20:25 COMMUNITY AS THE FOUNDATION UPON WHICH I APPROACH THIS CRITICAL 13:20:29 ISSUE. IT'S WITH ALARM AND FRANKLY WITH 13:20:32 A DEGREE OF SADNESS THAT I CONCLUDE THE RADICALIZATION OF 13:20:37 OUR YOUTH, ONE THAT IS INTENT ON SPREADING VIOLENT, ISLAMIC 13:20:41 EXTREMISM, IS INDEED TAKING PLACE IN THIS COUNTRY IMPOSING A 13:20:47 SERIOUS AND INCREASING THREAT TO OUR SECURITY. 13:20:50 THAT'S WHY I RESPECTFULLY REJECT THE CHARGE THAT THIS HEARING IS 13:20:55 UNNECESSARY AND AN ASSAULT ON ANY PARTICULAR FAITH. 13:21:02 I SEE THIS AS A CONVERSATION, ALBEIT OVER HYPED, BUT IT IS A 13:21:05 CONVERSATION THAT MUST TAKE PLACE AND I COMMEND THE CHAIRMAN 13:21:07 FOR REMAINING STEADFAST AND HOLDING A THOUGHTFUL DIALOGUE ON 13:21:11 THIS SUBJECT. DR. JASSER I'D LIKE TO ADDRESS 13:21:15 MY FIRST QUESTION TO YOU, SIR. I NOTE IN YOUR WRITTEN TESTIMONY 13:21:19 YOU CONCLUDE ONE PARAGRAPH WITH THIS LINE. 13:21:22 THE LIBERTY NARRATIVE IS THE ONLY EFFECTIVE COUNTER TO THE 13:21:26 ISLAMIST NARRATIVE. YOU CERTAINLY HAVE MY ATTENTION. 13:21:29 I FULLY AGREE WITH THAT. AND WHAT ARE THE NEXT STEPS TO 13:21:36 PLAY THAT OUT AND USE THAT PROPER MESSAGE TO COUNTER WHAT'S 13:21:41 TAKING PLACE NOW? I LOOK AT MY OWN LIFE ABOUT 13:21:46 WHY I TURNED OUT THE WAY I DID AND NIDAL HASAN TURNED OUT THE 13:21:50 WAY HE DID. I GREW UP FOR EXAMPLE LEARNING 13:21:54 THAT OUR SYSTEM OF GOVERNANCE, PEOPLE ARE INNOCENT UNTIL PROVEN 13:21:59 GUILTY. OUR LAW ENFORCEMENT IS INNOCENT 13:22:00 UNTIL PROVEN GUILTY. SAME PROCESS. 13:22:02 AND I THINK WHAT WE NEED TO DO IS WE DON'T HAVE -- WE'VE TALKED 13:22:06 ABOUT NATION BUILDING AND HOW THAT DOESN'T WORK. 13:22:08 NOW WE'VE SHIFTED INTO INSTITUTION BUILDING. 13:22:11 IT'S INTERESTING THAT SOMEHOW WE COMPARTMENTALIZE THINGS ABROAD 13:22:15 DIFFERENT THAN WE DO DOMESTICALLY. 13:22:18 IN FACT, IT'S THE SAME ISSUE. IT'S THE SAME DIAGNOSIS. 13:22:21 THE CONCEPTS OF LIBERTY. MY PARENTS WERE BLESSED TO 13:22:26 HAVE -- MY FATHER WAS BLESSED TO HAVE BEEN EDUCATED IN LONDON SO 13:22:29 THE UNDERSTANDING OF THE SEPARATION OF CHURCH AND STATE 13:22:32 IS SOMETHING HE INTERNALIZED AS AN UNDERGRAD BUT THERE IS NO 13:22:35 EDUCATIONAL INFRASTRUCTURE TO BRING JEFFERSONIAN DEMOCRACY TO 13:22:38 MANY OF OUR OWN HERITAGES. SO IF WE'RE GOING TO GET THESE I 13:22:45 IDEAS INTO THE COMMUNITIES SO IT BECOMES PART OF THE INSTITUTIONS 13:22:47 WE BUILD AND WE TAKE ON THE IMAMS AND REMIND THE IMAMS THAT 13:22:51 IT MEANS TEACHER, NOT LEADER, ALL YOU DO IS TEACH US RELIGION. 13:22:54 YOU DON'T LEAD SOCIETY. YOU DON'T HAVE A ROLE IN 13:22:56 GOVERNMENT. THIS WHOLE ENLIGHTENMENT PROCESS 13:22:58 NEEDS INSTITUTIONS THAT YOU CAN HELP US BUILD, HELP US PROVIDE 13:23:03 INFRASTRUCTURE TO DO THAT BUT YET ALLOW MUSLIMS TO DO IT. 13:23:06 AND I THINK IT DOESN'T CROSS THE FIRST AMENDMENT BECAUSE YOUR 13:23:09 ROLE IS TO ADVANCE LIBERTY, ADVANCE FREEDOM, ADVANCE AND 13:23:14 HELP IDEAS OF EQUALITY OF HUMAN RIGHTS, UNIVERSAL HUMAN RIGHTS 13:23:19 CONCEPTS, AND THEN YOU MAKE SURE THAT WE LIVE TO THOSE AND OUR 13:23:22 ISLAMIC INSTITUTIONS ENDORSE THOSE. 13:23:24 AND THEN WE START ENGAGING IN AL JAZEERA, MEDIA, AND MUSLIM 13:23:29 MEDIA, THESE IDEAS BECAUSE RIGHT NOW MOST OF THE FOREIGN MEDIA 13:23:32 ORRIS LAMB IK MEDIA IS NOT HAVING THIS DISCOURSE. 13:23:38 IT'S ALL ABOUT POLE A POLARITY, MUSLIM, ADVOCATING FOR ISLAM 13:23:44 VERSUS THE WEST AND THAT POLARITY CAN GO AWAY. 13:23:50 WHAT ROLE HAVE FOREIGN IMAMS PLAYED, IN FACT, ARE PLAYING 13:23:55 TODAY, AND SPREADING, YOU KNOW, THIS RADICAL FORM OF ISLAM? 13:24:02 I CAN'T TELL YOU HOW IMPORTANT THAT IS IN THAT WHAT 13:24:05 THEY'RE DOING, AND THE FORMER CIA DIRECTOR JIM WOOLSEY TALKED 13:24:11 ABOUT THE FACT THE SAUDIS HAVE SPREAD OVER $90 BILLION IN 13:24:18 SPREADING THEIR THEOLOGY -- INCLUDING AMERICA? 13:24:21 INCLUDING THE UNITED STATES. THAT'S WHY I MENTIONED THOSE 13:24:23 MOSQUES. THERE ARE MOSQUES IN CINCINNATI 13:24:25 AND L.A. AND NEW YORK, ALL ACROSS THE COUNTRY THAT HAVE 13:24:29 BEEN PART OF SAUDI INVESTMENTS AND THEIR IDEOLOGY ABROAD. 13:24:34 AND IN ORDER TO COUNTER THAT WE NEED A STRATEGY TO HELP COUNTER 13:24:38 THOSE INSTITUTIONS BUILDING THOSE IDEAS. 13:24:41 DR. JASSER, AND ALL OF OUR WITNESSES TODAY, THANK YOU SO 13:24:45 MUCH FOR BEING HERE AND, DR. JASSER, I APPLAUD YOU BEING A 13:24:49 BOLD VOICE ON THIS SUBJECT. THANK YOU. 13:24:51 THANK YOU. I YIELD BACK. 13:24:54 THANK YOU FOR YIELDING. I RECOGNIZE THE GENTLEMAN FROM 13:24:58 TEXAS, A FORMER MEMBER OF THIS COMMITTEE, MR. GREEN, GOOD TO 13:25:00 HAVE YOU BACK. THANK YOU. 13:25:04 IT'S AN HONOR TO BE BACK. MR. CHAIRMAN, RANKING MEMBER 13:25:08 THOMPSON, I CAME BY TODAY BECAUSE I LOVE AMERICA. 13:25:15 I LOVE WHAT AMERICA STANDS FOR. I LOVE THE PLEDGE OF ALLEGIANCE. 13:25:20 IT MEANS SOMETHING TO ME. LIBERTY AND JUSTICE FOR ALL. 13:25:23 I LOVE THE DECLARATION OF INDEPENDENCE, ALL PERSONS 13:25:27 CREATED EQUAL AND ENDOWED BY THEIR CREATOR WITH CERTAIN 13:25:31 INALIENABLE RIGHTS. I LOVE THE CONSTITUTION, A COPY 13:25:33 OF WHICH I HOLD IN MY HAND. WE THE PEOPLE IS WHAT IT SAYS. 13:25:37 AND THEN IT GOES ON TO SAY WITH THIS VERY FIRST AMENDMENT, THE 13:25:44 VERY FIRST AMENDMENT, CONGRESS SHALL MAKE NO LAW REPRESENTING 13:25:49 AN ESTABLISHMENT OF RELIGION OR PROHIBITING THE FREE EXERCISE 13:25:53 THEREOF. BY THE WAY, THIS CLAUSE 13:25:59 RECOGNIZES RELIGION FIRST. IT IS THE FIRST OF THE FIRST, 13:26:05 THE FIRST. AND I WANT YOU TO KNOW NOT ONLY 13:26:07 DO I LOVE AMERICA, I LOVE THE AMERICAN PEOPLE. 13:26:11 I LOVE THEM REGARDLESS OF RACE, CREED, COLOR, NATIONAL ORIGIN, 13:26:17 ETHNICITY, OR SEXUALITY. I LOVE THE AMERICAN PEOPLE. 13:26:24 AND BECAUSE I LOVE THE AMERICAN PEOPLE I WANT TO SAY IN CLEAR 13:26:28 AND CONCISE TERMS I HAVE NO PROBLEM WITH DISCUSSING 13:26:35 TERRORIST ORGANIZATIONS THAT ARE ROOTED IN RELIGION, WHICH IS WHY 13:26:39 I WANT TO DISCUSS THE K.K.K. THE K.K.K. REQUIRES THAT ITS 13:26:49 MEMBERS PROFESS A BELIEF IN JESUS CHRIST. 13:26:53 THE K.K.K. SAYS THAT THE CHRISTIAN FAITH IS THE WHITE 13:26:59 MAN'S RELIGION. THE K.K.K. SAYS THAT JEWS ARE 13:27:03 PEOPLE OF THE ANTI-CHRIST. THE K.K.K. WANTS TO PRESERVE THE 13:27:11 TRUE GOSPEL, THE GOSPEL OF THE WHITE MAN'S RELIGION. 13:27:17 BY THE WAY, I'M THE SON OF A CHRISTIAN PREACHER. 13:27:22 I HAVE SOME CREDENTIALS WHEN IT COMES TO CHRISTIANITY. 13:27:29 I WAS BORN INTO CHRISTIANITY, BAPTIZED INTO CHRISTIANITY. 13:27:33 NO ONE CAN SAY THAT I'M LESS A CHRISTIAN THAN ANYBODY ELSE. 13:27:40 AND I'M NO MORE A CHRISTIAN THAN ANYBODY ELSE. 13:27:46 WE'VE HAD 100 YEARS OF TERRORISM PERPETRATED BY THE K.K.K. ON 13:27:52 JEWS AND AFRICAN-AMERICANS AND SOME OTHERS IN THIS COUNTRY. 13:27:56 A HUNDRED YEARS WHICH BRINGS ME TO MY POINT. 13:28:00 MR. CHAIRMAN, I LOVE YOU AND I LOVE ALL OF MY FRIENDS HERE 13:28:03 TODAY. I DO NOT ASSIGN ANY MALICE OR 13:28:07 FORETHOUGHT TO ANYBODY. I DON'T BELIEVE ANYTHING HAS ANY 13:28:10 DEGREE OF MALEVOLENCE ASSOCIATED WITH IT BUT I MUST TELL YOU IT 13:28:16 IS NOT FEW OF FOR THINGS TO BE RIGHT. 13:28:18 THEY MUST ALSO LOOK RIGHT. IT MAY BE RIGHT BUT IT DOESN'T 13:28:21 LOOK RIGHT WHEN WE TAKE ON ISLAM AND ALLOW THIS TO TAKE PLACE AND 13:28:27 WE DON'T TELL THE TRUTH ABOUT THE ABUSES ASSOCIATED WITH THE 13:28:32 KKK AND CHRISTIANITY. CHRISTIANITY, ACCORDING TO THE 13:28:37 KKK, IS THE REASON WHY THEY DO WHAT THEY DO. 13:28:44 WHY NOT INCLUDE THE KKK IN THIS DISCUSSION TODAY? 13:28:48 WHY NOT HAVE A BROADER TOPIC THAT DOES NOT FOCUS ON ONE 13:28:54 RELIGION? IT DOESN'T LOOK RIGHT, MR. 13:28:56 JASSER WHEN WE FOCUS ON ONE RELIGION TO THE EXCLUSION OF 13:28:59 OTHERS. THAT'S THE POINT BEING MADE. 13:29:01 YOU ARE AN INTELLECTUAL. YOU UNDERSTAND WHAT I'M SAYING. 13:29:07 IT'S NOT ABOUT WHAT YOU ARE DEFENDING AND THE POINTS YOU ARE 13:29:10 MAKING. NOR YOURS, MR. BLEDSOE. 13:29:12 NOR YOURS, MR. BIHI. IT'S ABOUT THE FUNDAMENTAL 13:29:19 FAIRNESS ASSOCIATED WITH FREEDOM OF RELIGION IN THIS COUNTRY AND 13:29:21 WE DON'T SINGLE OUT ONE RELIGION AND GIVE THE APPEARANCE BY IN SO 13:29:28 DOING THAT THERE IS SOMETHING DASTARDLY ASSOCIATED WITH BEING 13:29:31 A PART OF THIS RELIGION. REGARDLESS OF ALL THE 13:29:38 DISCLAIMERS THAT ARE GOING TO BE MADE THAT IS STILL A PERCEPTION 13:29:40 SOME PEOPLE WILL HAVE. I WANT YOU TO KNOW WHEN I BOARD 13:29:43 AN AIRPLANE I AM LOOKED UPON WITH AN EYE OF SUSPICION. 13:29:47 FOR SOME REASON, PEOPLE TEND TO THINK THAT I AM MUSLIM. 13:29:51 FOR SOME REASON A PERSON TOLD ME I NEEDED TO GO BACK HOME TO MY 13:29:57 FOREIGN COUNTRY. THAT I DON'T BELONG IN THIS 13:29:59 COUNTRY. FOR SOME REASON PEOPLE THINK 13:30:04 THAT PEOPLE WHO ARE MUSLIM, MANY, HOW MANY IS MANY? 13:30:09 I STILL HAVE FIVE -- THE GENTLEMAN'S TIME IS 13:30:12 EXPIRED. THANK YOU. CHAIRMAN? 13:30:14 SURELY. LET'S NOT ONLY LET THINGS BE 13:30:17 RIGHT. LET'S MAKE THEM LOOK RIGHT AND 13:30:19 LET'S BROADEN THIS AND NOT SINGLE OUT THE AMERICAN MUSLIM. 13:30:24 NOW I RECOGNIZE THE GENTLEMAN FROM SOUTH CAROLINA, MR. DUNCAN. 13:30:29 THANK YOU, MR. CHAIRMAN. I WANT TO YIELD 30 SECONDS OR SO 13:30:32 TO MR. BLEDSOE TO RESPOND IF HE'D LIKE TO MR. GREEN'S 13:30:38 COMMENTS. AGAIN, I THINK HE IS MAKING A 13:30:42 POINT, BUT, I MEAN, TODAY WE'RE NOT TALKING AT THIS HEARING 13:30:49 ABOUT KKK. WE'RE TALKING ABOUT EXTREMIST 13:30:54 ISLAM, RADICALIZATION OF AMERICAN CITIZENS. 13:30:58 I HOPE THAT YOU GHAET YOU CAN BE BACK IN THIS HEARING ROOM. 13:31:04 THAT'S MY HOPE. WOULD THE GENTLEMAN MR. 13:31:09 DUNCAN YIELD TEN SECONDS? NO. 13:31:10 MR. CHAIRMAN, IT IS IN PROTOCOL TO ASK FOR YIELD. 13:31:13 NO, IT'S UP TO -- A "NEWSWEEK" ARTICLE OCTOBER 13:31:20 22nd, 2010, SAID THIS. THE LEFT IS WRONGLY DEFENDING 13:31:23 ISLAMISM AND EXTREMIST AND AT TIMES VIOLENT IDEOLOGY WHICH IT 13:31:28 CONFUSES WITH THE COMMON PERSON'S ISLAM, WHICH, I ADD, IS 13:31:32 A RELIGION. WHILE THE RIGHT IS OFTEN WRONGLY 13:31:35 ATTACKING THE MUSLIM FAITH, WHICH IT CONFUSES WITH ISLAMISM. 13:31:39 THANK YOU GUYS FOR POINTING THAT OUT THIS MORNING. 13:31:41 I WANT TO THANK MR. BLEDSOE AND MR. BIHI FOR SHARING YOUR 13:31:44 STORIES OF YOUR SONS AS A FATHER OF SONS MYSELF MY HEART GOES OUT 13:31:50 TO YOU. I'M NOT AWARE OF ANYONE ON THIS 13:31:53 SIDE OF THE POLITICAL SPECTRUM ATTACKING ISLAM NOR ANYONE 13:31:56 WISHING TO LIMIT ANYONE'S FIRST AMENDMENT RIGHTS BUT I BELIEVE 13:31:59 WE ARE RAISING AWARENESS OF ISLAMISM, POLITICAL IDEOLOGY, 13:32:03 AND HOW THAT IS BEING USED IN THIS COUNTRY. 13:32:06 I AM REGULARLY ASTONISHED AND OUTRAGED, OUTRAGED BY THIS 13:32:11 ADMINISTRATION'S CONTINUED FAILURE TO SINGLE OUT WHO OUR 13:32:15 ENEMY IS. MR. BLEDSOE SAID IN HIS 13:32:19 TESTIMONY THAT THERE IS A BIG ELEPHANT IN THE ROOM BUT OUR 13:32:21 SOCIETY CONTINUES NOT TO SEE IT AND YOU SAY THAT THIS WRONG IS 13:32:25 CAUSED BY POLITICAL CORRECTNESS AND EVEN POLITICAL FEAR. 13:32:27 I'VE GOT A SLIDE ON THE BOARD AND I KNOW IT'S GOING TO BE HARD 13:32:30 TO READ BUT IF YOU'LL LOOK AT THE 9/11 COMMISSION AND THE 13:32:32 NUMBER OF TIMES ENEMY JIHAD MUSLIM BROTHERHOOD, AL QAEDA, 13:32:38 HEZBOLLAH, HAMAS ARE MENTIONED. THEN IF YOU LOOK AT THE FBI 13:32:43 COUNTERTERRORISM LEXICON AND THE NATIONAL INTELLIGENCE STRATEGY 13:32:45 YOU SEE ZEROS BESIDE THE FACT THAT THEY DON'T MENTION ENEMY 13:32:49 JIHAD, MUSLIM BROTHERHOOD, AL QAEDA. 13:32:51 IT'S AN ASTONISHING CONTRAST. BUT WHAT I CAME HERE TODAY TO 13:32:55 COMMENT ON AND DELVE INTO IS A COMPLETELY DIFFERENT LINE OF 13:32:59 THOUGHT. IT IS THIS. 13:33:01 AN ISSUE THAT IS OF PARTICULAR CONCERN TO ME AND MY 13:33:04 CONSTITUENTS AND THAT IS THE THREAT OF SHAHARYA LAW TO THE 13:33:09 UNITED STATES CONSTITUTION. THE CENTER FOR STRATEGIC AND 13:33:12 BUDGETARY ASSESSMENTS PRODUCED A REPORT IN '08 ON THE GLOBAL WAR 13:33:17 ON TERRORISM. AUTHORED BY THE CURRENT UNDER 13:33:20 SECRETARY OF THE NAVY. HE REPORTS THE CENTER PIECE OF 13:33:22 AL QAEDA STRATEGY FOR THE LONG WAR IS EXPLODING MUSLIM SENSE OF 13:33:26 RELIGIOUS OBLIGATION BY DECLARING A DEFENSIVE JIHAD 13:33:29 AGAINST THE WEST AND APOSTATE REGIMES. 13:33:32 THE ORGANIZATION OF ISLAMIC CONFERENCE REPRESENTING 57 13:33:34 MEMBER STATES DECLARES ON ITS WEBSITE THAT IT HAS A 13:33:38 CONSIDERABLE WEIGHT WITHIN THESE INSTITUTIONS WHERE IT MAKES 13:33:41 OTHERS LISTEN TO THE VOICE OF ISLAMIC UMA AND PRESENTS THE 13:33:45 VOICE OF MODERATE ISLAM, TOLERANT, OPEN, BEARING THE 13:33:50 MESSAGE OF PIECE AND SOLIDARITY BETWEEN MEN BUT ACCORDING TO THE 13:33:53 KIR OWE DECLARATION ON HUMAN RIGHTS IT CLEARLY STATES ISLAMIC 13:33:59 SHARIA IS THE ONLY SOURCE OF REFERENCE FOR THE EXPLANATION OR 13:34:01 CLARIFICATION OF ANY OF THE ARTICLES IN THIS DECLARATION. 13:34:04 AS THE UNITED STATES CONSTITUTION IS THE LAW OF THIS 13:34:07 LAND, ANY ATTEMPT TO SUBVERT IT AMOUNTS TO SEDITION. 13:34:11 I TOOK AN OATH TO UPHOLD THE CONSTITUTION AGAINST ENEMIES, 13:34:15 FOREIGN AND DOMESTIC, AND IT IS MY DESIRE TO SEE MULTIPLE 13:34:18 HEARINGS, MR. CHAIRMAN, NOT ONLY HERE IN THIS COMMITTEE BUT ALSO 13:34:20 IN HOUSE ARMED SERVICES COMMITTEE, INTELLIGENCE 13:34:23 COMMITTEE, FOREIGN AFFAIRS COMMITTEE, JUDICIARY COMMITTEE 13:34:26 EXAMINING THE ROLE THAT ISLAMIC DOCTRINE PLAYS IN THE 13:34:31 RADICALIZATION PROCESS ASSESSING THE DEGREE TO WHICH JIHADIST 13:34:34 ORGANIZATIONS SUCH AS MUSLIM BROTHERHOOD AND ITS FRONT 13:34:37 ORGANIZATIONS INFLUENCE OUR AMERICAN MUSLIM COMMUNITIES. 13:34:40 SO I WANT TO ASK THIS TO DR. JASSER. 13:34:44 DO YOU FEEL THAT U.S. GOVERNMENT HAS DONE AN ADEQUATE JOB 13:34:47 LEARNING ABOUT ISLAM AND HOW ISLAMIC DOCTRINES AFFECT THE 13:34:51 BEHAVIOR AND COMMUNITY NORMS OF MUSLIMS RESIDING IN AMERICA AND 13:34:54 HOW DOES ISLAMIC DOCTRINE AND SHARIA LAW SHAPE THE 13:34:58 RESPONSIVENESS OF LOCAL U.S. MUSLIM COMMUNITIES TO LAW 13:35:01 ENFORCEMENT EFFORTS THAT TARGET ISLAMIC JIHAD? 13:35:04 THANK YOU CONGRESSMAN DUNCAN. IT'S A WONDERFUL QUESTION AND AS 13:35:07 WE TALKED ABOUT THERE ARE VARIOUS FORMS OF ISLAM. 13:35:13 AROUND THE WORLD. SHARIA MEANS VERY DIFFERENT 13:35:16 THINGS TO DIFFERENT MUSLIMS. IN MY HOME IT IS A PRIVATE 13:35:18 THING. DO I WANT IT IN THE GOVERNMENT? 13:35:20 ABSOLUTELY NOT. THAT IS THE DOCTRINE OF THE 13:35:22 ENEMY. THEY WANT TO CREATE AN ISLAMIC 13:35:25 STATE. THERE IS NO CONCEPT THAT THAT 13:35:28 COULD BE A GREAT ALIVE THE UNITED STATES. 13:35:30 THERE ARE TWO DIFFERENT LENSES THROUGH WHICH WE SEE THE WORLD. 13:35:33 WE'RE ALLIES WITH OTHER DEMOCRACIES WHICH ARE SECULAR 13:35:37 BUT ONE BASED IN SHARIA WOULD BE IMPOSSIBLE. 13:35:41 THIS IS WHY I PROVIDED A LIST OF SCHOLARS IN MY TESTIMONY THAT 13:35:45 ARE BASED FOR THE ASSEMBLY, THESE SCHOLARS ARE STILL BASED 13:35:48 IN ISLAMIC LAW FROM THE 13th, 14th CENTURY FROM PEOPLE -- THEY 13:35:55 HAVE NOT CREATED A NEW SCHOOL OF THOUGHT. 13:35:57 WHAT HAPPENS IS INTELLECTUAL ISLAM OR AUTHORITATIVE ISLAM 13:36:01 STILL HAS NOT ABSORBED THE IDEAS OF A WESTERN SOCIETY BASED UNDER 13:36:05 GOD RATHER THAN UNDER ISLAM. AND OUR FOREFATHERS WENT THROUGH 13:36:10 THIS WHOLE DISCUSSION OF NOT ASKING THE WORD CHRISTIAN IN OUR 13:36:12 FOUNDING DOCUMENT. THE ISLAMIC COMMUNITY HAS NOT 13:36:14 GONE THROUGH THAT DISCUSSION AND THAT EVOLUTION AND WE'RE 13:36:17 AVOIDING IT. WE NEED TO ADDRESS IT. 13:36:19 WE NEED TO ADDRESS THE FACT THAT THE GOVERNMENT WE SEEK -- WE 13:36:22 DON'T ONLY ACCEPT THE LAWS OF THIS LAND AS THE MINORITY BUT 13:36:25 EVEN IF WE WERE A MAJORITY WE'D WANT THE SAME LAWS. 13:36:28 THAT HYPOCRISY IS THE PART OF THE WORLD MANY MUSLIMS LIVE IN. 13:36:33 THEY ABSORB THE LAWS OF THE LAND AS A MINORITY BUT THEY HAVE A 13:36:35 DOCTRINE THEY BELIEVE IN THAT THEY FOLLOW WITHIN THE 13:36:38 ORGANIZATION BASED ON ISLAMIC LAW WHICH ALLOWS A DUALITY THAT 13:36:41 I THINK AFFECTS THEIR IDENTIFICATION WITH THE SOCIETY. 13:36:44 AND NOT ALL MOSQUES, I KNOW MANY MOSQUES THAT DON'T TEACH THAT. 13:36:47 THEY'RE LOOKING FOR THE RIGHT BOOKS. 13:36:49 I MEAN, IF YOU GO AND I WOULD TELL ALL OF YOU TO GO TO THE 13:36:52 ISLAMIC BOOK SERVICES -- THE TIME OF THE GENTLEMAN IS 13:36:55 EXPIRED. -- YOU WON'T FIND TOO MUCH 13:36:57 REFORM WORK IN THAT. THANK YOU. 13:36:58 YIELD TO THE GENTLEMAN FROM NEW JERSEY, ALSO A FORMER MECHL 13:37:05 T MEMBER OF THE COMMITTEE. 13:37:06 THANK YOU. I YIELD TEN SECONDS. 13:37:07 I WILL BE VERY BRIEF. I THANK GOD THAT WE DID NOT HAVE 13:37:12 A HEARING ON CHRISTIANITY AND HOW IT IS RADICALIZING YOUNG 13:37:19 AMERICAN BOYS. WE COULD HAVE. 13:37:23 D WE DID NOT. 13:37:24 THAT'S MY POINT. I YIELD BACK. 13:37:25 THANK YOU. IT'S GOOD TO SEE YOU BOTH. 13:37:28 WE'VE BEEN HERE SINCE 9:30. I WAS THINKING A LITTLE LONGER 13:37:32 THAN THAT. WE WERE HERE SINCE THE BEGINNING 13:37:35 OF THIS COMMITTEE. AND IT WASN'T MY IDEA TO LEAVE 13:37:39 BUT THEY PUT ME IN SOMETHING ELSE. 13:37:41 WE MISS YOU, BILL. YEAH, SURE. 13:37:46 SOMETIMES. ISLAM IS A BEAUTIFUL 13:37:54 RELIGION, MR. CHAIRMAN. BUT THIS HEARING WAS NOT ON 13:38:00 ISLAM. IT WAS ON THE MUSLIM COMMUNITY. 13:38:02 THERE IS A BIG DIFFERENCE. SO IF YOU'RE ADMONISHING PEOPLE 13:38:06 THEY DON'T KNOW WHAT THEY'RE TALKING ABOUT, THERE IS THE 13:38:08 TITLE OF THIS HEARING. CORRECT, MR. CHAIRMAN? 13:38:15 WELL, IT SAYS IT. THAT'S WHAT WE'RE TALKING ABOUT. 13:38:19 BUT THE EXTREMES MANY TIMES ARE IN THE EYES OF THE BEHOLDER. 13:38:26 WHEN WE DON'T UNDERSTAND PEOPLE WE'RE ALL, ALL OF US, BOUND TO 13:38:38 M MISCHARACTERIZE AND STEREOTYPE. 13:38:39 I DON'T BELIEVE ANYTHING I'VE HEARD AND I WAS IN THE HEARING 13:38:41 QUITE SOMETIME TODAY AND PART OF IT I WASN'T, I WAS IN ANOTHER 13:38:46 MEETING. I DON'T THINK I HEARD ANYTHING 13:38:47 FROM ANY OF THE PANELISTS AND THANK YOU FOR BEING HERE, TRYING 13:38:51 TO BRING TO -- LEAD TO A CONCLUSION THAT WE SHOULD START 13:38:57 STEREO TYPING MORE OR WE SHOULD START PROFILING. 13:39:00 BECAUSE YOU ALWAYS HAVE TO FIND A RESPONSE OR AN ANSWER TO WHAT 13:39:06 YOU ARE TRYING TO ATTACK. WE WANT TO PROTECT THIS COUNTRY. 13:39:10 WE LOVE THIS COUNTRY. DEMOCRATS DON'T LOVE IT ANY MORE 13:39:13 THAN REPUBLICANS AND VICE VERSA. SO I MUST SAY TO YOU, MR. 13:39:18 BLEDSOE, WHEN YOU SAY THE OTHER SIDE, I DON'T KNOW WHAT THE HELL 13:39:21 YOU'RE TALKING ABOUT. WE ARE ALL IN THIS TOGETHER. 13:39:23 BELIEVE ME, SIR. MY HEART GOES OUT TO YOU AND MR. 13:39:27 BIHI BUT WE'RE ALL IN THIS TOGETHER. 13:39:29 LET'S GET IT STRAIGHT FROM THE BEGINNING. 13:39:33 I CAN -- AM CONVINCED THAT THIS HEARING WOULD RESULT IN GOOD 13:39:41 BECAUSE WHEN REASONABLE PEOPLE WILL CONCLUDE THAT THE GREATEST 13:39:47 MAJORITY OF MUSLIMS LIKE EVERY OTHER COMMUNITY IN THIS COUNTRY 13:39:54 ARE PATRIOTS, ARE PATRIOTS TO AMERICA, RIGHT, DR. JASSER? 13:39:58 YES, SIR. YOU AGREE WITH ME, DON'T YOU? 13:40:04 YES, SIR. EVERY SITDOWN THAT I'VE HAD, 13:40:07 WE'VE DISCUSSED THIS WITH THE FBI. 13:40:11 ABOUT MY OWN DISTRICT, I COME FROM PATERSON WITH ONE "T", NEW 13:40:17 JERSEY. THE SECOND LARGEST MUSLIM 13:40:21 COMMUNITY IN THE COUNTRY. I GREW UP IN THE NEIGHBORHOOD, 13:40:28 ARABIC NEIGHBORHOOD. EIGHT MORE ARAB FOOD THAN 13:40:31 ITALIAN FOOD. THAT DOESN'T MAKE ME KNOW MORE 13:40:34 ABOUT THE COMMUNITY BUT YOU'LL HAVE TO TAKE MY WORD FOR IT NOW 13:40:37 AND I'LL STAND CORRECTED IF YOU COME UP WITH SOMETHING ELSE. 13:40:41 THAT EVERY TIME I'VE SAT DOWN WITH THE FBI ABOUT MY OWN 13:40:46 DISTRICT I WAS TOLD MANY TIMES THAT THERE ARE -- IS NO HIDDEN 13:40:56 AGENDA AND THAT YOU NEED NOT FEAR THAT RECRUITING AND THE 13:41:01 VERY RECRUITING THAT WE'RE TALKING ABOUT TODAY IN THIS 13:41:06 HEARING. NOW DOES THAT MEAN THAT EVERY 13:41:07 DISTRICT IN THE COUNTRY, DOES THAT MEAN CHAIRMAN KING'S 13:41:10 DISTRICT HAS THE SAME KIND OF VIEW? 13:41:12 I DON'T KNOW. I MEAN, SOME PRETTY BAD PEOPLE 13:41:15 CAME OUT OF SOME MOSQUES AND SOME PRETTY BAD PEOPLE CAME OUT 13:41:21 OF CATHOLIC CHURCHES, ETCETERA, ETCETERA. 13:41:23 BUT WE CAN'T -- WE'VE GOT TO DO EVERYTHING WE CAN TO AVOID A 13:41:27 WIDE BRUSH BECAUSE IT GETS US NOWHERE. 13:41:30 AND WE CAN'T DEFEND OUR OWN CHILDREN AND OUR OWN 13:41:33 NEIGHBORHOODS IF WE HAVE BAD INFORMATION. 13:41:36 WHY SHOULD WE BE SURPRISED? WE KNOW OUR ENEMIES ARE PROBING 13:41:43 THIS SYSTEM EVERY DAY. THEY COME IN MANY FORMS, MANY 13:41:48 SHAPES, RIGHT NOW AS WE SPEAK IN THIS HEARING. 13:41:51 THE ENEMY IS PROBING OUR SYSTEMS. 13:41:54 NO QUESTION ABOUT IT SO WE NEED TO BE STRONG. 13:41:58 THE GRAPH YOU SHOWED A FEW MOMENTS AGO IS VERY HURTFUL TO 13:42:01 THE VERY COMMUNITY YOU ARE INVESTIGATING. 13:42:04 VERY HURTFUL. AND IT'S VERY HURTFUL TO THE 13:42:08 ADMINISTRATION BECAUSE I DON'T THINK ONE ADMINISTRATION WANTS 13:42:11 TO PROTECT US ANY LESS THAN ANOTHER ADMINISTRATION. 13:42:13 THAT IS FOOLISH. IT DOESN'T BRING US TO ANY 13:42:18 RESOLVE, MR. CHAIRMAN. AND EVEN AFTER FIVE MINUTES 13:42:22 OF THAT, I STILL LOVE YOU. RECOGNIZE THE GENTLEMAN FROM 13:42:26 PENNSYLVANIA. ALSO ANOTHER FORMER U.S. 13:42:29 ATTORNEY MR. MORENO. THANK YOU, MR. CHAIRMAN. 13:42:31 I WANT TO THANK THE CHAIR FOR THIS DESPERATELY NEEDED HEARING. 13:42:35 I WANT TO THANK YOUR COURAGE AND YOUR LEADERSHIP FOR BRINGING 13:42:39 THIS TO THE FOREFRONT AND I HOPE THAT WE HAVE MORE OF THESE 13:42:44 HEARINGS AND FOR MY COLLEAGUES ON THE OTHER SIDE, I WANT TO 13:42:47 TELL MY GOOD FRIEND THAT I WILL BE WITH YOU SHOULDER TO SHOULDER 13:42:52 IN THE HEARINGS WITH -- FOR THE KU KLUX KLAN AND ANY OTHER 13:42:59 RACIST GROUP THAT DEFILES THIS COUNTRY. 13:43:01 TEN-SECOND YIELD. NO, SIR, NO, SIR. 13:43:02 YOU WOULD ADDRESS ME BUT NOT ALLOW ME TO JUST RESPOND TEN 13:43:06 SECONDS? NO. PENNSYLVANIA CONTROLS THE TIME. 13:43:08 I WOULD -- THE GENTLEMAN FROM PENNSYLVANIA 13:43:11 CONTROLS THE TIME. THE GENTLEMAN FROM 13:43:16 PENNSYLVANIA CONTROLS THE TIME. OUT OF RESPECT, I WILL BE 13:43:19 THERE WITH YOU BUT THE ISSUE TODAY IS TERRORISM. 13:43:24 THE KLAN IS A TERRORIST ORGANIZATION THAT HAS BEEN OVER 13:43:27 A HUNDRED YEARS. THE GENTLEMAN FROM 13:43:29 PENNSYLVANIA -- YOU HAVE NOT SUFFERED ENOUGH. 13:43:31 THE GENTLEMAN FROM PENNSYLVANIA CONTROLS THE TIME. 13:43:34 MR. MORENO, YOUR TIME. THANK YOU, SIR. 13:43:37 THIS HEARING TODAY IS NOT ABOUT RELIGION WITH ALL DUE RESPECT. 13:43:41 IT'S ABOUT TERRORISTS. IT'S ABOUT PEOPLE WHO KILL MEN, 13:43:48 WOMEN, AND CHILDREN IN THE NAME OF RELIGION, WHICH IS BLASPHEMY 13:43:53 IN AND OF ITSELF. SO AS FAR AS THE WITNESSES ARE 13:43:58 CONCERNED, I WANT TO THANK YOU FOR BEING HERE. 13:44:00 I WANT TO THANK YOU FOR YOUR COURAGE TO STAND UP AS AMERICANS 13:44:07 IN AMERICA BEFORE AMERICA IN THE WORLD AND TELL THE TRUTH. 13:44:14 AS A UNITED STATES ATTORNEY, I PROSECUTED A HOME GROWN 13:44:20 TERRORIST AND HE IS IN PRISON NOW FOR 30 YEARS. 13:44:23 AND IT WAS THE RIGHT THING TO DO. 13:44:29 NOW, THE QUESTIONS THAT WERE ASKED TODAY WERE WELL THOUGHT 13:44:32 OUT AND PROFESSIONALLY ASKED. AND YOU EXCELLENTLY ANSWERED 13:44:39 THEM. BUT AS A FRESHMAN CONGRESSMAN I 13:44:42 THINK SOMETIMES WE FAILED TO ASK THIS QUESTION OF YOU AND, 13:44:47 DOCTOR, I'D LIKE TO PRESENT THIS TO YOU AND THE OTHER GENTLEMAN 13:44:51 CAN RESPOND IF WE HAVE TIME. WHAT DO YOU EXPECT FROM US, FROM 13:44:59 CONGRESS? WHAT SHOULD WE BE DOING TO 13:45:04 PROMOTE THE FACT THAT THIS IS NOT ABOUT A RELIGION BECAUSE I 13:45:09 HAVE MANY FRIENDS THAT ARE MUSLIMS AND LOVE THIS COUNTRY AS 13:45:13 MUCH AS ANY ONE OF US DO. WHAT DO YOU EXPECT FROM US? 13:45:17 THANK YOU, CONGRESSMAN. I HOPE AND I PRAY EVERY NIGHT AS 13:45:20 I DO THIS WORK THAT YOU DEVELOP THE POLITICAL WILL TO DEAL WITH 13:45:24 THIS PROBLEM. THAT WE SEPARATE ALL THE 13:45:28 THEATRICS AND ALL THE CONCERN WITH VITRIOL AND ALL THAT AND 13:45:32 GET TO HOW TO SOLVE THE PROBLEM IN THAT OUR ENEMY IS USING A 13:45:36 LANGUAGE THAT SOME PEOPLE WILL ARTICULATE AS OFFENSIVE AND AS A 13:45:39 MUSLIM I'M TELLING YOU IT IS NOT OFFENSIVE. 13:45:42 I WANT TO DWEEL THAT. BECAUSE WE USE THE LANGUAGE. 13:45:45 WE USE WORDS LIKE "JIHAD" AND THINGS LIKE THAT AT HOME BUT I 13:45:50 DON'T WANT MY CHILDREN TO TAKE THE PREDOMINANT THOUGHTS OF 13:45:54 THOSE THAT ARE RIGHT NOW PREDOMINATING THE WEB. 13:45:58 CYBER JIHAD, THE REFORMIST MINDSET IS VERY HARD TO FIND ON 13:46:01 THE WEB AND THAT'S BECAUSE WE HAVEN'T HAD THE RESOURCES SO WE 13:46:04 NEED THE POLITICAL WILL. WE NEED THE MATURITY AS A NATION 13:46:07 TO BE ABLE TO DISCUSS RELIGION, SOMETIMES SAY THINGS THAT MIGHT 13:46:10 NOT BE RIGHT BUT NOT GET OFFENDED AND REALIZE THAT WE 13:46:14 RESPECT RELIGIOUS PRACTICE AND THE FIRST AMENDMENT IS FREEDOM 13:46:18 OF RELIGION BUT NOT FREEDOM FROM RELIGION. 13:46:20 BUT YET SOMEHOW WE'VE GOT SO POLARIZED THAT WE CAN'T DO THAT. 13:46:25 I HOPE, BECAUSE WHAT'S GOING TO HAPPEN AT THIS -- AND THE CHARTS 13:46:29 HAVE SHOWED IT, WE HAVE SEEN EXPONENTIAL INCREASES IN ATTACKS 13:46:32 AND OUR LAW ENFORCEMENT IS GOING TO CONTINUE CHASING THEIR TAIL 13:46:35 THINKING COMMUNITY OUTREACH WORKS AND WE'RE NOT DRAINING THE 13:46:37 POOL OF THE IDEOLOGY BECAUSE WE CAN'T CONFRONT IT. 13:46:40 IT IS SURRENDERED. I HAVE LESS THAN A MINUTE 13:46:45 LEFT. I LIKE TO SAY THAT I THINK -- 13:46:48 I'D LIKE FOR CONGRESS TO GET HERE OUT OF THIS, CALL A 13:46:53 TERRORIST WHAT IT IS. SAY WHAT IT IS. 13:46:56 I MEAN, MANY TIMES I'M HEARING PEOPLE SAY, EVERYTHING BUT WHAT 13:47:00 IT IS. AND THE GENTLEMAN SAID NEXT TO 13:47:02 YOU, THE OTHER SIDE, I'M SPEAKING OF THAT WE'RE NOT SPOKE 13:47:06 ABOUT THE OTHER SIDE, SHOULDN'T HELP US TALKING ABOUT THE SIDE 13:47:09 THAT WAS, THAT THEY DIDN'T UNDERSTAND WHAT THIS MEETING IS 13:47:13 ALL ABOUT. AND 20 SECONDS. 13:47:17 I THINK THAT THIS LEVEL -- THIS IS ABOUT SAVING FAMILIES 13:47:23 AND YOUNG PEOPLE WHO ARE SUPPOSED TO BE -- AND THE 13:47:27 SECURITY OF THIS NATION. I THINK WE SHOULD FORGET ABOUT 13:47:30 OUR POLITICAL AFFILIATIONS AND CONDITIONS AND JUST TAKE AN 13:47:36 OPPORTUNITY AND TAKE ADVANTAGE OF MUSLIM FAMILIES, AMERICAN 13:47:40 MUSLIM FAMILIES COMING FORWARD, DEMONSTRATING TO BE HEARD ON 13:47:45 WHAT'S HAPPENING IN THEIR COMMUNITY. 13:47:47 I THINK IT'S A GREAT CHALLENGE. I THANK THE COMMITTEE. 13:47:49 I THANK CONGRESSMAN KING. THIS IS VERY IMPORTANT AND 13:47:53 SHOULD CONTINUE TO OPEN THE DOORS. 13:47:56 NOBODY HATES ME. I DON'T SEE -- I SEE MY OWN 13:48:02 COMMUNITY HURTING ME AND I WANT YOU TO ALLOW ME TO DEAL WITH 13:48:06 THAT. I WANT TO DEAL WITH THAT. 13:48:08 I DON'T WANT SOMEBODY ELSE I DON'T KNOW -- 13:48:10 THE TIME OF THE GENTLEMAN IS EXPIRED. 13:48:12 LET ME THANK ALL THE WITNESSES. OF COURSE SHERIFF BACA WHO HAD 13:48:16 TO LEAVE, WE THANK HIM TREMENDOUSLY FOR HIS TESTIMONY. 13:48:18 HE HAS BEEN BEFORE THIS COMMITTEE A NUMBER OF TIMES. 13:48:20 WE ALSO THANK DR. JASSER, MR. BLEDSOE, MR. BIHI FOR YOUR 13:48:26 TESTIMONY AND ON A PERSONAL NOTE THANK THE RANKING MEMBER. 13:48:29 DESPITE SOME OF THE CONSTERNATION THIS MEETING WENT 13:48:31 A LOT EASIER THAN IT COULD HAVE AND I THANK THE RANKING MEMBER 13:48:34 FOR MAKING A NUMBER OF PROCEDURAL AGREEMENTS PRIOR TO 13:48:37 THE COMMITTEE TO ELIMINATE AND AVOID UNNECESSARY PROBLEMS WE 13:48:40 COULD HAVE HAD AND I THANK HIM FOR THAT. 13:48:42 MEMBERS OF THE COMMITTEE, YOU MAY HAVE SOME ADDITIONAL 13:48:45 QUESTIONS WE WILL ASK YOU. THE WITNESSES WILL RESPOND TO 13:48:48 THOSE IN WRITING. THE RECORD WILL BE HELD OPEN FOR 13:48:50 TEN DAYS. WITHOUT OBJECTION, THE COMMITTEE 13:48:52 STANDS ADJOURNED.

HOUSE HOMELAND SECURITY HEARING ON MUSLIM COMMUNITY 1200
The House Committee on Homeland Security hearing entitled "The Extent of Radicalization in the American Muslim Community and that Community's Response." Peter King, Chairman Witnesses Panel 1 John Dingell, A Representative in Congress from the 15th District of Michigan Keith Ellison, A Representative in Congress from the 5th District of Minnesota Panel 2 Frank Wolf, A Representative in Congress from the 10th District of Virginia Panel 3 Dr. M. Zuhdi Jasser, President and Founder, American Islamic Forum for Democracy Mr. Abdirizak Bihi, Director, Somali Education and Social Advocacy Center Melvin Bledsoe, Private Citizen Sheriff Leroy Baca, Los Angeles County Sheriff's Department 12:00:00 ABDIRIZAK BIHI: THE BRAIN WASHING PROCESS TAKES YEARS. 12:00:01 THERE MUST BE SOMEBODY ON THE GROUND EXPLOIT THIS KID, WHAT 12:00:05 HE'S ANGRY IS, WHAT ARE HIS WEAKNESSES. 12:00:08 LIKE IF THERE IS NO FATHER F THERE IS NO MENTOR, IF THEY ARE 12:00:12 SMART, IF THEY ARE WEAK SO THE PROCESS TAKES FOREVER. 12:00:16 INTERNET ONE OF THE LAST TIPS TO DO LAND COURSES, TO EDUCATE 12:00:23 YOURSELF INTO ACADEMIC LEVEL OF BEING GONE. 12:00:27 THANK YOU. THANK YOU. 12:00:29 YOU WANT TO ADD SOMETHING? I HAVE NO COMMENTS. 12:00:34 VERY GOOD. MY NEXT QUESTION FOR THE ENTIRE 12:00:37 PANEL, I DON'T HAVE A LOT OF TIME, WHAT DEMOGRAPHICS HAVE 12:00:42 DEMONSTRATED TO BE PARTICULARLY SUSCEPTIBLE TO EXTREMIST 12:00:46 RECRUITING EFFORTS WITHIN AMERICA, TO WHAT EXTENT ARE 12:00:49 YOUTH AND UNIVERSITIES PARTICULARLY AT RISK FOR THE 12:00:51 ENTIRE PANEL? I'LL JUMP IN QUICK AND TELL 12:00:54 YOU THAT THAT'S WHY WE FOCUSED OUR MUSLIM LIBERTY PROGRAM ON 12:01:00 ADULTS 15 TO 30. YOUNG MUSLIM ADULTS IN THIS 12:01:04 COUNTRY, 15 TO 29, 25% THOUGHT THERE WAS MAYBE SOME 12:01:07 JUSTIFICATION FOR SUICIDE BOMBING. 12:01:09 THAT IS NOT TYPICAL OF THE GENERAL POPULATION OF MUSLIMS, 12:01:12 IT'S A DEMOGRAPHIC THAT WE NEED TO TARGET, NEED TO LOOK AT 12:01:16 FIGURE OUT BECAUSE THEIR MINDS ARE SHAPED, BEING PULLED AS 12:01:19 PRIME MINISTER CAMERON SAID IT'S AN IDENTITY PROBLEM. 12:01:21 THEY ARE NOT IDENTIFYING WITH THIS NATION. 12:01:23 WE NEED TO RENEW WHAT THIS COUNTRY STANDS FOR UX BRING THEM 12:01:28 IN SO AS MUSLIMS THEY FEEL AMERICAN AND THAT WILL INOCULATE 12:01:34 THEM. THE TIME EXPIRED. 12:01:36 THE GENTLEMAN FROM LOUISIANA, MR. RICHMAND FOR FIVE MINUTES. 12:01:42 THANK YOU, MR. CHAIRMAN. THANK YOU RANKING MEMBER. 12:01:46 I WOULD SAY THAT EARLIER WE HEARD QUOTES FROM MEMBERS FROM 12:01:50 THE FBI DIRECTOR, AND WE HEARD QUOTES FROM ERIC HOLDER. 12:01:54 THERE IS A BLUES SONG THAT SAYS IF YOU TELL IT, TELL IT ALL. 12:01:58 WHAT WE DIDN'T HEAR QUOTED WAS THE FACT THAT THE FBI DIRECTOR 12:02:01 SAID HOME GROWN EXTREMISTS AND LONE WOLF ACTIVITY ARE A SERIOUS 12:02:04 A THREAT TO THE HOMELAND AS AL QAEDA AND ITS AFFILIATES. 12:02:09 THAT'S NOT WHAT THIS HEARING DEALS WITH. 12:02:11 WE ALSO HEARD FROM ERIC HOLDER THAT THE COOPERATION OF MUSLIMS 12:02:16 AND COMMUNITIES HAS BEEN ABSOLUTELY ESSENTIAL IN 12:02:19 IDENTIFYING AND PREVENTING TERRORIST ATTACKS. 12:02:22 SO WHILE WE'RE HERE TODAY I WILL THANK THE PANELISTS AND THE 12:02:28 WITNESSES THAT ARE HERE BECAUSE I UNDERSTAND THE PROBLEM THAT WE 12:02:32 HAVE. AND I WILL NOT ONLY SAY THAT I 12:02:35 THINK TO FOCUS ON JUST THE MUSLIM COMMUNITY IS WRONG, I 12:02:42 WILL OFFER THAT WE COULD HAVE HAD ANOTHER HEARING TODAY BUT 12:02:44 SOME OF THE SAME WITNESSES AND MR. BLEDSOE AND MR. BIHI I THINK 12:02:49 THERE ARE A NUMBER OF FAMILIES THAT ARE SUFFERING YOUR SAME 12:02:52 PAIN AND I PRAY FOR YOU AND FOR THEM ALSO. 12:02:54 BUT WE COULD HAVE HAD A TITLE OF A HEARING THAT SIMPLY SAID WHAT 12:02:58 IS DRIVING PASSIVE AND ACTIVIST AMERICANS TO BEING MILITANT AND 12:03:03 EXTREMISTS? THAT COVERS THE BROAD RAINBOW 12:03:06 AND SPECTRUM OF WHAT'S GOING ON IN THIS COUNTRY WITHOUT SINGLING 12:03:12 OUT A PARTICULAR GROUP. HERE'S SOME VERY POINTED 12:03:15 QUESTIONS. ESPECIALLY MR. BLEDSOE AND MR. 12:03:18 BIHI FIRST. DO YOU AGREE THAT PART OF THE 12:03:22 PROPAGANDA THEY USE TO RESKRUT THAT AMERICA, THE NARRATIVE, AS 12:03:26 DR. JASSER SAID, THE NARRATIVE IS THAT AMERICA IS AT WAR WITH 12:03:32 ISLAM? NO. 12:03:33 I DON'T AGREE SO MUCH WITH THAT. I THINK THAT THEY USE IT TO 12:03:38 RECRUIT AS WELL TO SAY AMERICAN DOESN'T APPRECIATE 12:03:43 AFRICAN-AMERICANS AND THAT'S ONE OF THE I THINK THE REASON YOU 12:03:46 FIND A LOT OF AFRICAN-AMERICAN BEING RECRUITED BECAUSE THEY CAN 12:03:51 USE THAT AS A WEAKNESS. THANK YOU. 12:03:53 SIR, THANK YOU FOR YOUR QUESTION. 12:03:58 TO THE PARTICULAR GROUP OF THE SOMALI AMERICAN WHICH IS A LARGE 12:04:03 GROUP, DEALING WITH THE MAIN THING, THE MAIN VICTIMS ARE 12:04:08 SOMALI VICTIMS IN SOMALI. IT'S ALSO PART OF THE AMERICAN 12:04:17 HERITAGE AND OTHER WORLDS INCLUDING THE MUSLIM WORLD 12:04:23 LEADERS, SO TO SHED LIGHT ON THIS, THESE PEOPLE HAVE A TARGET 12:04:28 TO USE THESE KIDS NOT ONLY IN THE UNITED STATES OF AMERICA BUT 12:04:32 ALSO OTHER COUNTRIES INCLUDING SOMALIA THAT THEY ARE SHEDDING 12:04:36 BLOOD AS WE SPEAK NOW FOR 20 YEARS. 12:04:39 DR. JASSER, I DID QUOTE YOU CORRECTLY WHEN YOU SAID THAT THE 12:04:43 NARRATIVE AND THE PROPAGANDA IS THAT AMERICA IS AT WAR WITH 12:04:47 ISLAM. THAT'S THE NARRATIVE FROM THE 12:04:49 ISLAMIST SIDE, YES. AND MR. BLEDSOE, I WOULD SAY 12:04:53 AS A YOUNG AFRICAN-AMERICAN MALE YOUR SENTIMENT THAT THAT'S PART 12:04:57 OF THE PROPAGANDA THAT'S USED I WOULD SAY IT'S ALSO A WORRY TO 12:05:02 ME WHEN SO MANY PEOPLE, ESPECIALLY ON THIS COMMITTEE AND 12:05:06 IN CONGRESS WHO HAVE NEVER BEEN A VICTIM OF PROFILING BASED ON 12:05:11 RACE, RELIGION OR ANY OTHERS, ARE QUICK TO SUGGEST THAT IS A 12:05:16 LEGITIMATE CRIME FIGHTING TOOL WHEN IT'S IRRESPONSIBLE AND NOT 12:05:19 THE SMARTEST WAY TO FIGHT CRIME. DR. JASSER, DO YOU BELIEVE 12:05:25 TODAY, THAT THERE ARE PEOPLE PROMOTING PROPAGANDA BASED ON 12:05:29 THIS HEARING ALONE THAT'S SAYING THAT THIS IS EVIDENCE OF 12:05:34 AMERICA'S WAR WITH ISLAM? THERE MAY BE SOME EXPLOITING 12:05:38 THAT FOR THAT BUT I HOPE WE ARE MATURE AS A COUNTRY TO BE MORE 12:05:43 PRAGMATIC AND PRACTICAL AND USE THIS AS AN OPPORTUNITY TO GO 12:05:46 BEYOND THAT AND NOT ALLOW AND IDEOLOGY THAT CLOAK ITSELF IN 12:05:50 RELIGION TO HAVE A POISON PILL THAT PREVENTS US FROM DEALING 12:05:53 WITH IT. SO IF IT'S A THEO POLITICAL 12:05:56 MOVEMENT HOW ELSE CAN WE COUNTER IT, PROMOTE THE CONSTITUTIONAL 12:06:00 IDEALS AGAINST THOSE THAT CO-OPT OUR COMMUNITIES FOR WANTING TO 12:06:06 PUT SHARIA LAW IN GOVERNMENT, HOW DO WE NIGHT IF WE CAN'T EVEN 12:06:10 DISCUSS IT BECAUSE WE'RE WORRIED ABOUT OFFENDING SENSIBILITY. 12:06:14 HOW DO WE TREAT HASSANS OF THE WORLD IF OUR GOVERNMENT SPENDS 12:06:18 MILLIONS ON A REPORT THAT DOESN'T CITE HIS SLIP DOWN 12:06:23 R RADICALISM. 12:06:25 HOW CAN I HELP YOU AS A MUSLIM, HELP MY CHILDREN RESURRECT THEIR 12:06:30 FAITH IF I CAN'T TALK ABOUT IT I THINK WE CAN TALK ABOUT IT. 12:06:33 WE TALK ABOUT IT IN THE TERMS OF THE CONSTITUTION AND RELIGION. 12:06:36 WE DON'T HAVE TO SINGLE OUT THE SINGLE RELIGION BUT WE CAN HAVE 12:06:40 AN HONEST DIALOGUE ABOUT RACE, ABOUT WITH RELIGION IF WE TALK 12:06:45 ABOUT THE FACT IT'S NOT JUST THE MUSLIM RELIGION, THE ISLAMIC 12:06:51 RELIGION. IT'S A BROAD SPECTRUM. 12:06:53 220 ARRESTS OF TERROR CASES IN THE LAST TWO YEARS, 180 PLUS 12:06:58 WERE MUSLIMS SO YOU'RE GOING TO WASTE ALL OF THIS TIME 12:07:00 DISCUSSING ALL OF THE OTHER FAITHS WHICH I CAN'T HELP YOU 12:07:03 WITH, WHILE WE HAVE A MUSLIM PROBLEM THAT I CAN HELP YOU 12:07:07 WITH, NOT FOR MOST MUSLIMS, A MINORITY BUT WE'RE GOING TO 12:07:10 TWHAEFT TIME AND RESOURCES BECAUSE WE'RE WORRIED ABOUT 12:07:13 OFFENDING MUSLIMS BECAUSE OF POLITICAL CORRECTNESS? 12:07:16 NO. I WOULD SUGGEST THAT EVERY 12:07:18 TERROR PLOT IS IMPORTANT AND EVERY LIFE THAT'S LOST IS 12:07:21 IMPORTANT. I WOULD NOT CONSIDER IT A WASTE 12:07:23 OF TIME TO TALK ABOUT EXTREMISM IN ANY FORM OR FASHION BECAUSE 12:07:29 THEY TAKE LIVES. AND WE CAN TALK ABOUT AND I 12:07:31 WON'T GO THROUGH THE INCIDENTS, BUT THAT'S WHAT'S IMPORTANT TO 12:07:34 ME, TO MAKE SURE WE DON'T FOCUS SO FAR ON ONE SEGMENT THAT WE 12:07:38 MISS THE ENTIRE SEGMENT THAT'S GONE ON SOMEWHERE ELSE. 12:07:42 THAT'S WHAT'S IMPORTANT. I THINK THERE WAS A WAY TO DO IT 12:07:46 COMPREHENSIVELY AND I'M JUST DISAPPOINTED WE DIDN'T DO IT 12:07:49 THAT WAY. I THINK YOU ALL HAD VERY GOOD 12:07:52 POINTS. THE TIME EXPIRED. 12:07:53 THANK YOU. THE GENTLEMAN FROM GEORGIA, DR. 12:07:57 BROWN. THANK YOU, MR. CHAIRMAN. 12:07:59 AND THANK YOU ALL FOR BEING HERE. 12:08:01 WHEN I WAS IN THE MARINE CORPS I WAS TAUGHT TO KNOW YOUR ENEMY. 12:08:05 I THINK THAT'S EXTREMELY IMPORTANT. 12:08:07 THE ENEMY IN THIS, THE FOCUS OF THIS HEARING TODAY IS NOT 12:08:15 ISLAMIC RELIGION. IT'S ISLAMISTS. 12:08:18 IT'S THE RADICAL JIHADIST, IT'S THE RADICALIZATION OF OUR YOUTH 12:08:24 AS MR. BLEDSOE AND MR. BIHI HAVE TALKED ABOUT, AND I THINK IT'S 12:08:29 ABSOLUTELY CRITICAL THAT WE AS A NATION FOCUS UPON DOING EXACTLY 12:08:34 WHAT I WAS TAUGHT IN THE UNITED STATES MARINE CORPS, TO KNOW 12:08:37 YOUR ENEMY. DR. JASSER, I'M VERY 12:08:43 APPRECIATIVE OF YOUR WORK AND YOUR TESTIMONY AND PARTICULARLY 12:08:48 YOUR ANSWER TO MR. RICHMOND. I THINK IT'S EXTREMELY IMPORTANT 12:08:52 TO FOCUS ON WHO WANTS TO DESTROY THIS COUNTRY. 12:08:56 AND I BELIEVE THAT THERE ARE ENTITIES WITHIN THIS COUNTRY 12:09:02 THAT ARE SUPPORTING THOSE RADICAL JIHADISTS. 12:09:05 I THINK THERE ARE ORGANIZATIONS THAT ARE VERY PUBLIC THAT ARE 12:09:08 SUPPORTING THE RADICAL JIHADIST. WE NEED TO KNOW EXACTLY WHO OUR 12:09:16 ENEMY IS, WE NEED TO FOCUS ON THAT ENEMY AND NOT LET POLITICAL 12:09:22 CORRECTNESS DETER US FROM THAT. THANK YOU IN THAT REGARD. 12:09:25 I THINK POLITICAL CORRECTNESS IS ALSO AN ENEMY OF US FOCUSING 12:09:31 UPON THOSE WHO WANT TO DESTROY THIS COUNTRY. 12:09:33 I DON'T KNOW A SINGLE PERSON ON THIS SIDE OF THE AISLE THAT IS 12:09:43 ISLAM A PHOBIC. I THINK EVERY SINGLE PERSON, 12:09:47 EVERY REPUBLICAN, WANTS TO FOCUS ON EXACTLY WHAT THIS HEARING IS 12:09:50 ALL ABOUT. AND THAT'S THE RADICALIZATION 12:09:54 WHICH IS A TREMENDOUS, TREMENDOUS NATIONAL SECURITY 12:10:01 PROBLEM. AND DR. JASSER, WE HEARD A LOT 12:10:06 ABOUT CARE. AND I LIKE TO HEAR FROM YOU WHAT 12:10:10 YOUR VIEW OF CARE IS AND DOES CARE REPRESENT ALL MUSLIM 12:10:14 AMERICANS, DOES CARE REPRESENT YOU, AND IS CARE HELPING OR 12:10:19 HURTING YOUR EFFORT TO TRY TO FOSTER PEACE, TO FOSTER LIBERTY 12:10:29 AND FREEDOM WITHIN THE MUSLIM COMMUNITY? 12:10:33 THANK YOU. I'LL TELL YOU THAT WE HAVE TO 12:10:36 REALIZE THAT ONE OF THE THINGS WE'RE MISSING IN THESE 12:10:39 DEMOGRAPHICS IS MUSLIMS ARE 4 TO 5 MILLION AMERICANS, AND THE 12:10:44 MINORITY OF THEM BELONG TO THESE ORGANIZATIONS. 12:10:46 THE MINORITY OF THEM ACTUALLY GO TO MOSQUE REGULARLY. 12:10:49 SO WE HAVE TO BE CAREFUL, YES, MOSQUES AND PRACTICING OUR FAITH 12:10:52 IS SOMETHING I LOVE, I INVOLVE IN BUT THAT'S BECAUSE I TAKE MY 12:10:58 FAITH AS SOMETHING THAT I WANT TO PRACTICE ACTIVELY. 12:11:01 MANY MUSLIMS CHOOSE NOT THE. THAT DOESN'T MEAN THEY AREN'T 12:11:04 REPRESENTED BY THESE DISCUSSIONS, THAT DOESN'T MEAN 12:11:07 WE SHOULD IGNORE THEM. THE GROUPS THAT INHERENTLY 12:11:11 COLLECTIVIZE BECOME THE REPRESENTATIVES OF MUSLIMS WHICH 12:11:13 IS ACTUALLY NOT CONSISTENT WITH OUR AMERICAN IDEALS, AND YET IN 12:11:17 THE MIDDLE EAST, WE -- THERE IS A LOT OF BANTER BETWEEN 12:11:21 SECULARISTS AND ISLAMISTS BECAUSE THEY REAL LITZ IT'S NOT 12:11:25 ANTI-ISLAM TO BE AGAINST THE MUSLIM BROTHERHOOD TYPE GROUPS. 12:11:28 I THINK WE HAVE TO REALIZE WHEN WE LOOK AT GROUPS LIKE CARE I 12:11:32 BELIEVE THEY COME OUT OF THAT SAME MENTALITY T 12:11:36 COLLECTIVIZATION OF MUSLIMS AND USE SYSTEMS TO AVOID DEALING 12:11:40 WITH PATHOLOGIES THAT WE NEED TO TREAT. 12:11:42 SO IN THE INTERESTING THINK, ISLAMIC AMERICAN RELATIONS I 12:11:48 TEACH MY KIDS BEING AMERICAN IS ISLAMIC. 12:11:51 THERE IS NO RELATIONS BETWEEN THE TWO. 12:11:52 IT'S INHERENTLY THE SAME. SO THE CONSTRUCT IS BUILT ON A 12:11:56 SEPARATION IF YOU WILL. AND I THINK IT'S ONE OF ACTUALLY 12:11:59 WE MAY BE GIVING IT TOO MUCH IMPORTANCE, IT'S ONE OF A LARGE 12:12:03 NUMBER OF ORGANIZATIONS THAT SERVE TO ADVANCE POLITICAL ISLAM 12:12:07 IN THE WEST. THERE IS A SENSE THAT THOSE 12:12:12 ADVOCATES FOR THOSE GROUPS WANT TO BRING ISLAM HERE RATHER THAN 12:12:16 ABSORB AMERICAN FREEDOM AND REFORM OUR FAITH. 12:12:20 THE EVIDENCE I HAVE OF THAT, LOOK HOW MUCH WORK THEY HAVE 12:12:23 DONE OR THE ISLAMISTS IN NORTH AMERICA TO MODERNIZE THE LEGAL 12:12:27 SYSTEMS OF OUR FAITH TO BE COMMENSURATE WITH THE LAWS OF 12:12:30 THIS LAND AND NOT IN CONFLICT. YOU'LL FIND AND I PUT IN MY 12:12:34 TESTIMONY, GROUPS LIKE THE ASSEMBLY OF MUSLIM JURISTS OF 12:12:39 AMERICA, THEY HAVE NEVER MADE STANCES AGAINST SOME OF THE 12:12:43 RELIGIOUS RULINGS IN THERE, SO THEY BASICALLY BECOME ENABLERS 12:12:47 OF IDEAS THAT TELL MUSLIM KIDS DON'T REALLY TAKE A CITIZENSHIP 12:12:54 IF YOU DON'T HAVE TO. IF SOMEBODY COMMITS AN ACT AND 12:12:58 LEAVINGS THE FAITH OUR LAW IF IT WAS MUSLIM MAJORITY THEY SHOULD 12:13:01 BE KILLED. THIS IS THE LAW THAT'S ON THE 12:13:03 BOOKS. SO MY BIGGEST FEAR BESIDES ALL 12:13:06 OF THIS DISCUSSION, I HOPE TO GENERATE NEW BOOKS, NEW SCHOOLS 12:13:10 OF THOUGHT IN OUR ISLAMIC LEGALISMS THAT AREN'T IN 12:13:14 CONFLICT WITH SOCIETY AND GIVE MUSLIMS IDENTITY. 12:13:19 TIME EXPIRED. THE GENTLEMAN FROM MICHIGAN, MR. 12:13:22 CLARK. RECOGNIZED FOR FIVE MINUTES. 12:13:25 THANK YOU, MR. CHAIR. THOUSANDS OF INNOCENT PEOPLE 12:13:31 WERE KILLED AS A RESULT OF ATTACKS ON THIS COUNTRY. 12:13:37 IT'S UNDERSTANDABLE WHY THE ISSUE OF TERRORISM IN AMERICA 12:13:42 ILLICITS OUTRAGE AND EMOTION. SHERIFF BACA, I'VE GOT A 12:13:46 QUESTION FOR YOU, BUT ONE THING I WANTED TO COMMEND YOU IS THAT 12:13:50 THOSE CORE VALUES THAT YOUR DEPUTIES MAKE AN OATH TO, 12:13:58 UNDERSCORE THE RIGHTS THAT WE ALL HAVE IN THIS COUNTRY TO BE 12:14:03 TREATED FAIRLY BY OUR GOVERNMENT. 12:14:06 AND I RECOGNIZE THOSE RIGHTS. NOT ONLY AS A MEMBER OF CONGRESS 12:14:11 WHOSE TAKEN AN OATH TO UPHOLD THE CONSTITUTION, BUT ALSO MR. 12:14:15 CHAIR, ON A PERSONAL NOTE. IT'S BECAUSE MY FATHER WHO CARED 12:14:21 FOR ME, WHO LOVED ME, WAS A MUSLIM. 12:14:25 HE DIED WHEN I WAS 8 YEARS OLD BUT I'LL NEVER FORGET HIM. 12:14:29 HE WAS A KIND AND GENTLE SOUL. MOST IMPORTANTLY WHAT I REMEMBER 12:14:34 IS THAT HIS LOVE FOR PEOPLE WAS BASED IN HIS FAITH IN GOD. 12:14:42 IN ORDER FOR US TO MAKE SURE THAT 9/11 NEVER EVER HAPPENS 12:14:48 AGAIN, I URGE ALL OF US AS MEMBERS OF CONGRESS TO MAKE OUR 12:14:53 DECISIONS BASED ON SOUND INTELLIGENCE. 12:14:56 NOT ON PROFILING. NOT ON STEREOTYPING. 12:15:00 WHICH COULD LEAD AND FUEL MORE HATRED AND BIGOTRY. 12:15:04 I'M GOING TO ASK MY QUESTION IN A SECOND. 12:15:08 BUT SHERIFF, I COMMEND FIRST RESPONDERS LIKE YOURS BECAUSE 12:15:11 YOU KNOW THE BEST WAY I REALIZE TO BETTER PREPARE OUR COUNTRY 12:15:16 AGAINST THESE ATTACKS IS TO FULLY EQUIP OUR MEN AND WOMEN 12:15:21 WHO RISK THEIR LIVES AS POLICE, FIREFIGHTERS, EMERGENCY MEDICAL 12:15:26 PROVIDERS TO MAKE SURE THEY HAVE THE RESOURCES. 12:15:29 IN MICHIGAN, THE COUNCIL OF AMERICAN ISLAMIC RELATIONS HAVE 12:15:35 WORKED WITH LAW ENFORCEMENT. AS A MATTER OF FACT, JUST LAST 12:15:37 YEAR THEY MET 13 TIMES WITH FEDERAL LAW ENFORCEMENT 12:15:41 OFFICIALS IN ORDER TO CREATE A BETTER DIALOGUE BETWEEN THE 12:15:45 COMMUNITY AND FEDERAL LAW ENFORCEMENT. 12:15:49 I APPRECIATE ANY THOUGHTS YOU MAY HAVE TO BETTER FOSTER 12:15:56 RELATIONS BETWEEN LAW ENFORCEMENT AND THE MUSLIM 12:15:58 COMMUNITY AND IF YOU CHOOSE TO YOU CAN CITE SOME EXAMPLES THAT 12:16:01 YOU KNOW ABOUT FIRST-HAND. AND IF THERE IS TIME REMAINING I 12:16:06 WOULD LIKE TO YIELD MY REMAINING TIME TO MEMBER RICHARDSON. 12:16:12 AS WE CAN TELL BY THE TESTIMONY OF THE WITNESSES AND 12:16:15 YOUR COMMENTS WE HAVE A VERY DIVERSE MUSLIM COMMUNITY IN THE 12:16:20 UNITED STATES. FIRST OF ALL, ORGANIZATIONS ARE 12:16:22 MORE HELPFUL THAN NOT. I BELIEVE THAT THE MESSAGE AND 12:16:26 THE NARRATIVE SHOULD BE THAT EVERYONE CAN PITCH IN IN ONE 12:16:30 FORM OR ANOTHER AT THE RIGHT TIME. 12:16:32 WHEN IT COMES TO ENCOUNTERING VIOLENT EXTREMISM ALL RESOURCES 12:16:38 CAN COUNT AND WE SHOULD NOT DISCOUNT RESOURCES IN ANY 12:16:43 FASHION IRRESPECTIVE OF THE VARIOUS POINTS THAT HAVE BEEN 12:16:47 MADE. WHEN WE FORMED THE FIRST MUSLIM 12:16:50 AMERICAN HOMELAND SECURITY CONGRESS, THIS IS AN 12:16:53 ORGANIZATION MADE UP OF ORGANIZATIONS, INDIVIDUALSED 12:16:59 INCLUDING THE COUNCIL AND MOSQUES THAT ARE VIZIZED. 12:17:02 WHAT WE HAVE WHEN WE TALK ABOUT CARE AS AN ORGANIZATION, CARE 12:17:06 SUPPORTED THE DEVELOPMENT OF THE MUSLIM AMERICAN HOMELAND 12:17:10 SECURITY CONGRESS. FURTHERMORE, THEY SUPPORT THE 12:17:13 MUSLIM OUTREACH PROGRAM THAT I'M DOING. 12:17:15 WHAT I THINK HAS HAPPENED HERE IS THAT CARE IS ONLY A MULTITUDE 12:17:19 OF CHAPTERS NOT ONE SINGLE ORGS. IN SOUTHERN CALIFORNIA I HAVE 12:17:26 NOT HEARD OF ANY COMPLAINTS FROM MY DEPUTIES WHO WERE INVOLVED IN 12:17:30 THE INVESTIGATIVE PROCESSES THAT I ALLUDED TO OF SAYING DON'T 12:17:38 COOPERATE. WHAT'S GOING ON IN OTHER PARTS 12:17:39 OF THE COUNTRY I CAN'T ATTEST TO. 12:17:42 I HAVE NEVER HAD A BRIEFING ON THE WHOLE ISSUE FROM THE FBI AS 12:17:47 TO WHAT THEIR POSITION IS. BUT I WILL SAY THAT WHEN I 12:17:53 ASKED, AFTER PARTICULARLY THE LONDON AND -- EXCUSE ME, AFTER 12:17:57 9/11 I ASKED CARE IF I WERE IN YOUR POSITION, I WOULD POST 12:18:04 ADMONITIONS IN MOSQUES. IF YOU HAVE THAT ABILITY TO, 12:18:09 THAT ADVISE THE ATTENDEES THAT COME TO PRAY, TO NOT BRING IN 12:18:14 EXTREMIST POINTS OF VIEW. AND THIS WAS VERY 12:18:18 PARTICULARLY IMPORTANT TO ME BECAUSE AT ONE MOSQUE THAT I 12:18:21 WENT TO A YOUNG MAN CAME UP TO ME WHEN WE WERE IN A MEETING OF 12:18:27 SOLIDARITY AMONG THE FACE AND IED THAT WIFE OF THE SUPERVISOR 12:18:30 WITH ME WHO IS JEWISH, HE COULDN'T MAKE THE MEETING AND I 12:18:35 WAS HOLDING ONTO A KORAN, AN INDIVIDUAL CAME UP TO ME AND 12:18:40 SAID YOU ARE FORBIDDEN TO HOLD THE KARON. 12:18:46 I SAID YOU BETTER OPEN IT UP BECAUSE IT WAS GIVEN TO ME BY 12:18:52 THE IMAM OF THIS MOSQUE. IT'S PEOPLE LIKE YOU GIVING THE 12:18:55 MUSLIM COMMUNITY A BAD NAME AND HE WALKED OUT AND THAT WAS THE 12:18:57 END OF THAT CONFRONTATION. BUT THE POINT HERE IS THAT I 12:19:01 HAVE NOT EXPERIENCED ANYTHING TO SUGGEST THAT CARE SUPPORTS 12:19:09 TERRORISM IN SOUTHERN CALIFORNIA CARE ORGANIZATION. 12:19:12 TIME OF THE GENTLEMAN EXPIRED. 12:19:14 THE GENTLEMAN FROM NEW YORK, MR. HIGGINS IS RECOGNIZED FOR FIVE 12:19:17 MINUTES. THANK YOU, MR. CHAIRMAN. 12:19:20 SORRY. ACTUALLY GO BACK TO THE GENTLE 12:19:23 LADY FROM MICHIGAN, MISS MILLER. THANK YOU, MR. CHAIRMAN. 12:19:28 SORRY, MR. HIGGINS. YOU KNOW FIRST OF ALL I WANT TO 12:19:30 THANK YOU FOR HOLDING THIS HEARING. 12:19:33 I THINK IT IS VERY, VERY IMPORTANT AND CERTAINLY AFTER 12:19:36 LISTENING TO THE TESTIMONY TODAY OF ALL OF THE WITNESSES IT'S 12:19:38 VERY CLEAR THAT WE HAVE SITUATIONS HERE IN AMERICA THAT 12:19:42 WE NEED TO EXAMINE CANDIDLY AS WE ALL SEEK THE VERY SAME THING 12:19:46 WHICH IS A STRONG SAFE SECURE AMERICA. 12:19:49 AND YOU KNOW IN THE RUN-UP TO TODAY'S HEARINGS WE HEARD TALK 12:19:54 ABOUT HOW WE SHOULD NOT BE PREJUDGING ANY ONE SINGLE GROUP. 12:19:59 I THINK AFTER HEARING THE COMPELLING TESTIMONY I THINK 12:20:03 MANY, MANY, PARTICULARLY IN THE MEDIA WERE AS MISGUIDED BY 12:20:07 PREJUDGING WHAT THIS HEARING WAS ABOUT. 12:20:10 I'M HOPEFUL THIS WILL STRENGTHEN OUR COUNTRY. 12:20:12 I THINK IT'S AN OPPORTUNITY TO HAVE AN ACTUAL PIVOT FOR US AND 12:20:17 HELP US ALL TO STAND TOGETHER. ABOVE EVERYTHING ELSE AND I 12:20:21 WOULD MAKE AN OBSERVATION. I KNOW SO MANY OF MY COLLEAGUES 12:20:24 MENTIONED THAT WE SHOULD BE HAVING ALL OF THESE HEARINGS ON 12:20:27 OTHER GROUPS WHO COULD POTENTIALLY BE A THREAT TO 12:20:31 AMERICA AND I DON'T KNOW WHY WE NEVER HAD THOSE HEARINGS. 12:20:35 WE HAD THE FT. HOOD MASSACANT DIDN'T HAVE A HEARING. 12:20:39 WE ARE ON FEMA TRAILERS. I REPRESENT A DISTRICT IN 12:20:42 SOUTHEAST MICHIGAN NEXT TO MR. DINGELL WHO SPOKE AND NEXT 12:20:47 TO MR. CLARK FROM DETROIT. AS YOU HEARD WE HAVE THE LARGEST 12:20:52 ARABIC POPULATION IN THE COUNTRY, A DIVERSE POPULATION 12:20:55 WITH LEB 0 NIECE, PALESTINIANS, JORDANIAN, YEMENESE AND MANY 12:21:03 OTHERS. THESE ARE PROUD AMERICANS MAKE 12:21:06 UP AN IMPORTANT PART OF OUR COMMUNITY. 12:21:08 YOU KNOW, BEFORE I CAME TO THE CONGRESS I HAD THE HONOR AND 12:21:12 PRIVILEGE OF SERVING AS MICHIGAN'S SECRETARY OF STATE. 12:21:16 TWO OF MY RESPONSIBILITIES RUNNING THE STATE ELECTIONS BUT 12:21:19 SECONDLY SERVING AS THE MOTOR VEHICLE ADMINISTRATORS. 12:21:23 I WORKED CLOSELY WITH THE ARABIC COMMUNITY TO MAKE SURE THEY WERE 12:21:29 REGISTERED TO VOTE. AND ISSING THE DRIVER'S LICENSE 12:21:31 I. REMEMBER RUNNING INTO A BUZZ SAW WHEN WE HAD SOME FEMALE 12:21:36 MEMBERS OF THE ARABIC COMMUNITY WHO DIDN'T WANT TO HAVE DRYER 12:21:41 PHOTOS TAKEN UNLESS THEY WERE COMPLETELY COVERED WITH JUST 12:21:45 THEIR EYES. WE SAID NO, IF YOU HAVE A 12:21:49 MICHIGAN DRIVER'S LICENSE USED AS PART OF YOUR IDENTITY, YOU 12:21:51 HAVE TO HAVE A PICTURE TAKEN. AND WE TRIED TO BE SENSITIVE 12:21:56 HAVING A FEMALE CLERK IN THE BACK ROOM, ET CETERA. 12:22:01 WE WANT TO BE VERY SENSITIVE TO CULTURAL DIFFERENCES BUT IN 12:22:05 AMERICA WE HAVE EQUAL RIGHTS FOR ALL. 12:22:08 AND SPECIAL RIGHTS FOR NONE. RECENTLY ADAM GAHON, BORN IN 12:22:17 CALIFORNIA AND RADICALIZED, HE IS KNOWN AS THE AMERICAN 12:22:22 SPOKESMAN FOR AL QAEDA AND THE ARABIAN PENINSULA. 12:22:24 HE MADE COMMENTS CALLING ON MUSLIMS, I WILL QUOTE, LIVING IN 12:22:28 THE MISERABLE SUBURBS OF DETROIT TO TAKE THE INITIATIVE, TO 12:22:33 PERFORM THE OBLIGATION OF GEE HAD. 12:22:35 AND I WOULD SAY THAT RAD DAL AL QAEDA THOUGHTS DO NOT SPEAK 12:22:40 FOR OUR NEIGHBORS WHO STAND UP FOR AMERICAN IDEALS OF LIBERTY 12:22:44 AND FREEDOM AND DEMOCRACY. AND AGAIN IT'S MY HOPE THAT THIS 12:22:48 HEARING WILL REITERATE TO THOSE IN THE MOSQUES OR JUST IN THE 12:22:52 MUSLIM COMMUNITY, ANYWHERE THAT IF THEY HEAR OF EFFORTS FROM 12:22:57 RADICAL EXTREMISTS TO RA RADICAL THEIR HATE THAT THEY CAN AND 12:23:02 MUST COME HORT TO LAW ENFORCEMENT. 12:23:05 MY QUESTION WOULD GO TO MR. BLEDS SEW WHO YOUR TESTIMONY 12:23:09 TOUCHED ME. AND PARTICULARLY AS YOU SAY HOW 12:23:13 YOU HAVE MUSLIMS IN YOUR OWN FAMILY COULD YOU -- HOW DO YOU 12:23:18 THINK AMERICA COULD BETTER EDUCATE OURSELVES ON THE 12:23:22 RELIGION OF RIS LAMB SO OTHERS, THAT PARTICULARLY PARENTS MIGHT 12:23:27 BE ABLE TO RECOGNIZE IF THIR CHILDREN TURNED THE WRONG WAY ON 12:23:32 A PROUD AND PEACEFUL RELIDGE TUNE THE WRONG SIDE OF THIS 12:23:35 RELIGION TO ONE THAT IS OF HATE AND PERVERTED THAT RELIGION. 12:23:40 HOW DO YOU THINK WE COULD BETTER EDUCATE OURSELVES. 12:23:43 I THINK WE CAN BETTER EDUCATE BY FIRST TEACHING THE AMERICAN 12:23:51 CITIZENS, AMERICAN CHILDREN, WHAT ISLAM IS AND WHAT ISLAM IS 12:23:56 NOT. I THINK THAT IS ONE THING THAT 12:24:00 NEEDS TO BE DONE, MORE AMERICANS NEED TO BE EDUCATED ABOUT THE 12:24:04 RELIGION AND NOT BE AFRAID TO UNDERSTAND THE RELIGION. 12:24:09 I WANT TO GO BACK WHILE I'M SPEAKING HERE TO SHOW YOU WHEN 12:24:14 HE SPOKE ABOUT YOU GOT TO CALL THE POLICE, WOULD YOU SEE 12:24:18 DIFFERENT THINGS. IN THE PROCESS OF LIES AND SHN 12:24:24 ESPECIALLY WITH MY SUN, WE DID NOT KNOW WHAT WAS HAPPENING WHEN 12:24:29 HE WAS TAKING HIS DOGS OUT IN THE WOODS AND LEAVING THEM OR 12:24:33 TAKING A PICTURE OFF THE WALL. IT IS SOMETHING NEW TO AMERICA. 12:24:39 IT'S NEW TO ME. AS I COULDN'T QUICKLY JUST SAY, 12:24:45 BECAUSE YOU BECOME A MUSLIM, THAT YOU KNOW, YOU CANNOT DO 12:24:49 THESE KIND OF THINGS. I FELT THIS WAS PART OF THE 12:24:54 CULTURAL. LEARNING THE RELIGION. 12:24:55 YET I FOUND OUT LATER IT WAS MORE THAN THAT. 12:24:59 I AM SAYING TO THE AMERICAN PEOPLE IT'S THE PROCESS OF WHAT 12:25:01 HAPPENS. IT TAKES A WHILE SOMETIMES TO 12:25:05 REALIZE THAT YOUR CHILD IS BEING RADICALIZED. 12:25:08 WHAT I HAVE SAID TODAY I HOPE THAT SOMEONE IS LISTENING. 12:25:13 IF YOU FIND THAT YOUR CHILD IS GETTING RID OF THE DOG OR HE 12:25:19 ISN'T HIMSELF, THE FAMILY STAYING AWAY FROM THE FAMILY, 12:25:21 NOT COMING HOME FROM COLLEGE OR HOLIDAYS. 12:25:25 YES, YOU SHOULD PERHAPS CALL THE LAW ENFORCEMENT AND GET THEM 12:25:31 INVOLVED. THE TIME OF THE GENTLEMAN HAS 12:25:33 EXPIRED. NOW THE GENTLEMAN FROM NEW YORK, 12:25:35 MR. HIGGINS. THANK YOU. 12:25:39 FINALLY. I WANT TO THANK THE PANEL. 12:25:40 I THINK THIS HAS BEEN A PRODUCTIVE DISCUSSION. 12:25:43 ONE IN WHICH I HAVE LEARNED QUITE A BIT FROM. 12:25:49 IN THE AFTERMATH OF 9/11, WE WERE ALL TAUGHT THAT WE ARE NOT 12:25:55 AT WAR AS A NATION WITH ISLAM. WE WERE AT WAR WITH THOSE WHO 12:26:01 HIJACKED THAT RELIGION. AND USED IT TO JUSTIFY THEIR 12:26:06 MURDEROUS AND COWARDLY ACTS. FROM THAT A LOT OF RELATIONSHIPS 12:26:12 WERE DEVELOPED BETWEEN THE LAW ENFORCEMENT COMMUNITY, LOCAL, 12:26:15 STATE AND FEDERAL. WITH THE MUSLIM COMMUNITY. 12:26:19 TO TRY TO BETTER UNDERSTAND ONE ANOTHER. 12:26:24 I THINK WE'RE AT A POINT WHERE PROGRESS HAS BEEN MADE BUT STILL 12:26:28 MUCH WORK NEEDS TO BE DONE. AND WHEN I LOOK AT OR HEAR THE 12:26:33 SHERIFF FROM LOS ANGELES TALK ABOUT THE PROGRAMS THAT HAVE 12:26:36 BEEN DEVELOPED IN YOUR COMMUNITY, IT'S VERY SIMILAR TO 12:26:40 THAT OF MY COMMUNITY. IN BUFFALO, NEW YORK, A SMALLER 12:26:44 CITY DIRECTLY SOUTH OF BUFFALO IS LACKAWANNA. 12:26:49 AN OLD STEEL CITY THAT WAS HOME TO THE LACKAWANNA SIX. 12:26:53 IT WAS SIX MUSLIM AMERICAN MEN WHO WERE CONVICTED OF PROVIDING 12:26:58 MATERIAL SUPPORT TO AL QAEDA BY TRAINING IN THEIR CAMPS IN 12:27:03 KANDAHAR, AFGHANISTAN. EFFORTS ARE BEING MADE NOW, THEY 12:27:06 WERE VERY YOUNG, EFFORTS ARE BEING MADE TO RERADICALIZE, TO 12:27:11 COUNTER RADICALIZE AND THAT SHOULD BE I THINK THE FOCUS OF 12:27:14 WHAT IT IS WE'RE DOING IN PROMOTION OF MOVEMENT FORWARD IN 12:27:19 THAT DIRECTION AS WELL. YOU KNOW, THERE'S A LOT OF 12:27:23 MISUNDERSTANDING WHEN YOU GET INTO THIS ISSUE AND I THINK 12:27:25 PEOPLE GET INVESTED INTO THEIR OWE MOTIONAL POSITIONS THAT 12:27:29 DON'T HAVE A FACTUAL BASE. GIVE YOU AN EXAMPLE. 12:27:33 IN THIS NATION WE HAVE NOT ONLY A CHRISTIAN JUDEO TRADITION, WE 12:27:38 HAVE A CHRISTIAN JUDEO ISLAMIC TRADITION IN THIS NATION. 12:27:43 BUT THE BASIS OF THOSE RELIGIONS ARE COMPASSION, FORGIVENESS, 12:27:49 LOVE, AND TOLERANCE. THE PROPHET MO HA SMED A PROPHET 12:27:54 OF MERCY. IN MY CATHOLIC RELIGION I WAS 12:27:58 RAISED BY THE SISTERS EVER MERCY. 12:28:00 I THINK WE ALL HAVE A LOT TO LEARN FROM ONE ANOTHER ABOUT 12:28:03 THIS ISSUE. WE HAVE A LONG WAY TO GO, THE 12:28:07 RADICALIZATION OF MUSLIMS IN AMERICA IS IN LARGE PART 12:28:12 INFLUENCED BY THE CONVERGENCE OF NEW TECHNOLOGY THAT ALLOWS 12:28:17 GROUPS TO COMMUNICATE IN WAYS THEY NEVER WERE ABLE TO BEFORE. 12:28:22 AL QAEDA IN THE ARABIAN PENINSULA HAS A PUBLICATION 12:28:26 CALLED INSPIRE. THEY ARE TRYING TO INFLUENCE 12:28:29 THROUGHOUT THE WORLD UNLIKE THEY HAVE EVER BEEN ABLE TO BEFORE 12:28:32 SINCE THEY ARE -- THEIR "INCEPTION." 12:28:36 THESE PRESENT EXTRA ORDINARY CHALLENGES. 12:28:38 I THINK THAT PROVIDES A BASIS FROM WHICH OUR NATION, ALL OUR 12:28:46 LAW ENFORCEMENT AGENCIES IN EACH INDIVIDUAL STATE AND LOCALITY 12:28:51 DEVELOP THOSE RELATIONSHIPS WITH THE MUSLIM AMERICAN COMMUNITY. 12:28:54 IN THE END WE ARE ALL AMERICANS. AND PEOPLE DON'T COME TO THIS 12:28:58 COUNTRY BY AND LARGE TO CREATE HAVOC. 12:29:01 THEY COME BECAUSE THEY THIRST FOR THE FREEDOM WE HAVE. 12:29:05 THAT'S WHAT THEY WANT FOR THEMSELVES AND THEIR FAMILIES. 12:29:08 SO SHERIFF IF YOU WANT TO ELABORATE FURTHER ON SOME OF THE 12:29:12 PROGRAMS YOU'VE BEEN WORKING ON AND BE INTERESTED IN THAT. 12:29:18 THANK YOU. I'LL SHARE WITH YOU WHAT THE 12:29:20 MUSLIMS THEMSELVES IN LOS ANGELES ARE INTERESTED IN. 12:29:24 AND THIS IS PART OF THE RELATIONSHIP BUILDING. 12:29:26 THEY ARE INTERESTED IN, WE'VE GIVEN THEM PROGRAMS ON DOMESTIC 12:29:31 VIOLENCE, ON GANG ACTIVITIES AND AWARENESS, YOUTH IN TEENS, A 12:29:36 DRIVING EDUCATION, THE TERRORISM ISSUE, OBVIOUSLY. 12:29:42 NARCOTICS EDUCATION AND AWARENESS AND IDENTITY THEFT AND 12:29:47 AWARENESS. SO I INTENDED LISTENING TO YOUR 12:29:52 OVERVIEW WHICH I AGREE WITH, WHEN YOU THINK ABOUT IT, MOST 12:29:57 AMERICANS DON'T THINK ON A DAILY BASIS LIKE WE DO HERE. 12:30:02 WE ARE OBLIGATED TO HAVE CONCERN AND SOPHISTICATION AND WE CAN 12:30:07 DISAGREE ALL WE WANT. THE AVERAGE AMERICAN SHOULD BE 12:30:09 ABLE TO GO ABOUT THEIR BUSINESS ON A DAY LIS BASIS AND NOT HAVE 12:30:13 TOO WORRY ABOUT THIS BECAUSE THAT'S WHAT THEY ARE PAYING US 12:30:17 TO DO. IN THE CONTEXT OF YOUR QUESTION, 12:30:21 WHAT I THINK IS THE BIGGER PROBLEM IS THAT MOST MUSLIMS 12:30:26 DON'T KNOW WHAT THE KORAN IS ALL ABOUT. 12:30:28 THIS IS MY ASSERTION. WHEN I START TALKING TO PEOPLE 12:30:32 SINCE I'VE BEEN GIVEN A KORAN I'M OBLIGATED TO READ IT. 12:30:39 THERE IS REFERENCE TO BURY THE MOTHER OF JESUS, THERE IS 12:30:43 REFERENCE TO -- ACCORDING TO THE WIDESPREAD BELIEF OF SCHOLARS OF 12:30:47 ISLAM THAT YOU CANNOT BE A MUSLIM UNLESS YOU HONOR JUDAISM 12:30:51 AND CHRISTIANITY. YOU CANNOT EXCLUDE THOSE TWO 12:30:55 FAITHS FROM THE INTERNAL COMPOSITION OF WHAT THE PROPHET 12:30:58 WAS SAYING WHEN THIS KORAN BECAME WHAT IT IS THAT IT IS. 12:31:05 THAT'S MY BIGGEST ADVICE. GET SMARTER ON YOUR OWN FAITH. 12:31:11 PRAYING FIVE TIMES A DAY AS A RITUAL THAT IS IMPORTANT BUT IS 12:31:16 NOT ISLAM. IT IS THE ABILITY TO HAVE A 12:31:18 SENSE OF TOLERANCE FOR JUDAISM, CHRISTIANITY AND ALL FAITHS OF 12:31:23 THE WORLD, THAT'S THE MESSAGE THAT I THINK IS NOT BEING HEARD 12:31:27 BY THE AMERICAN PUBLIC. TIME OF THE GENTLEMAN HAS 12:31:35 EXPIRED. MR. WALBERG FROM MICHIGAN. 12:31:37 RECOGNIZE FORWARD FIVE MINUTES. THANK YOU, MR. CHAIRMAN. 12:31:40 THANK YOU FOR HOLDING THIS HEARING. 12:31:42 I THINK IT'S AN IMPORTANT TIME TO DO IT AND TIME TO CARRY ON 12:31:46 WHAT THIS COMMITTEE WAS ORIGINALLY ESTABLISHED TO DO. 12:31:50 I THANK YOU AS WELL FOR HANGING THE PICTURES IN THE BACK OF THE 12:31:55 ROOM AGAIN. TO REMIND US OF THE PURPOSE OF 12:31:57 THIS COMMITTEE THAT WE WOULD UNDERSTAND THE LIBERTY AND ITS 12:32:01 PRICE IS EAMERICANLE VIGILANCE. I THINK THE WITNESSES. 12:32:06 AND YES FOR MUSLIMS BEING HERE AND COOPERATING TODAY. 12:32:12 BECAUSE INDEED, IT IS THE MUSLIM COMMUNITY THAT IS AT THE TABLE 12:32:15 TODAY AND REPRESENTED AT THE TABLE TODAY THAT I THINK DESIRES 12:32:21 TO HAVE A CHANGE IN WHAT'S GOING ON AND THE PERCEPTION THAT 12:32:24 RESULTS FROM POSITIVE EFFORT IN STANDING AGAINST THE 12:32:29 RADICALIZATION OF THEIR YOUNG PEOPLE. 12:32:30 AND OTHERS WHO AREN'T THEIR YOUNG PEOPLE BUT ARE PULLED IN 12:32:35 SO I THANK YOU FOR YOUR COURAGE IN STEPPING TO THE TABLE AND 12:32:40 SHARING WITH US YOUR STORY. TO ALLOW THAT STORY TO BE HOLD 12:32:44 MORE LET ME QUICKLY GO TO THE QUESTION. 12:32:48 DR. JASSER, WHAT DO YOU HOPE WILL BE TAKEN AWAY FROM THIS 12:32:51 HEARING FOR MUSLIM AMERICANS AND ALSO FOR NON-MUSLIM AMERICANS. 12:32:56 THANK YOU, CONGRESSMAN. I HOPE WE SEE THIS AS THE 12:33:00 BEGINNING OF A DIALOGUE AND IT'S INTERESTING, SOME OF THE 12:33:04 FEEDBACK I GOT LEADING UP TO THIS WAS WHAT'S THE GOVERNMENT 12:33:07 DOING GETTING INVOLVED IN RELIGIOUS ISSUES. 12:33:09 IT'S AGAINST THE FIRST AMENDMENT. 12:33:11 AS I HEARD THE CONVERSATION I SAW THAT RELIGIOUS ISSUES ARE 12:33:16 ALL RIGHT AS LONG AS EVERYTHING IS POSITIVE. 12:33:18 THAT'S THE ISLAM THAT I TEACH MY CHILDREN. 12:33:21 BUT WE HAVE TO REALIZE THERE ARE MANY ISLAMS OUT THERE. 12:33:24 IF WE ARE GOING TO PROSECT OUR HOMELAND WE NEED TO DEVELOP A 12:33:29 STRATEGY, A FORWARD STRACH WITH A PLATFORM FOR ORGANIZATIONS 12:33:32 THAT ARE MUSLIM AND OUR GOVERNMENT TO WORK TOGETHER IN A 12:33:36 PUBLIC/PRIVATE PARTNERSHIP. I THINK A LOT OF THE DISCUSSION 12:33:40 HAS BEEN HEALTHY. THERE ARE A LOT OF PARTNER SHIPS 12:33:43 THAT ARE SUCCESSFUL. THOSE ARE ABOUT THE CRIME 12:33:46 ELEMENT, THE VIOLENCE. THE PROBLEM IS DEEPER. 12:33:50 IT'S AN IDEOLOGY ONE. YOU SEE FOR EXAMPLE, IN 12:33:53 MICHIGAN, THERE WAS A SHOOTING OF AN IMAM WHO WAS BASICALLY 12:33:57 RUNNING A RADICAL SECT. AND THE ISLAMIC GROUPS INCLUDING 12:34:05 CARE, MICHIGAN HAD TO HAVE AN ALL TOPSY. 12:34:12 NO MENTION OF THE IDEOLOGY HE WANTED TO HAVE AN ISLAMIC STATE. 12:34:15 ALL OF THESE THINGS THAT WE SHOULD BE FILLING THE INTERNET 12:34:18 WITH WE'RE NOT DOING. OUR HOMELAND SECURITY IS AT RISK 12:34:21 BECAUSE THOSE CAUSE A CONTINUUM OF RADICALIZATION AND WE NEED 12:34:26 PLATFORMS TO DO THAT AT UNIVERSITIES, THINK TANKS, AT 12:34:28 ALL OF THE INSTITUTIONS THAT THIS GOVERNMENT HELPS CHANGE THE 12:34:31 AGENDA OF SOCIETY I HOPE THIS IS A PIVOT POINT IN CHANGING THE 12:34:35 AGENDA SO YOU CAN HELP ME CREATE AND US AND OTHER ORGANIZATIONS 12:34:39 THERE ARE A LOT OF OTHER ORGANIZATIONS LIKE MINE DOING 12:34:41 THIS REFORM WORK AND NOT ALLOW JUST THE REVIVALISTS TO GET THE 12:34:46 MICROPHONE BUT THE REFORMISTS. TO SAY WE WANT TO MODERNIZE. 12:34:49 THANK YOU, DR. JASSER. I HAVE MANY MUSLIM FRIENDS IN 12:34:55 BOTH IN MICHIGAN AS WELL AS IN UGANDA. 12:35:03 IN THE RECENT SOMALIAN BOMBINGS AT THE WORLD CUP EXPERIENCE, AND 12:35:09 IN COPALLIA I THANKFULLY HAVE A VERY, VERY DEAR FRIEND WHO WAS 12:35:14 AT THAT RESTAURANT WHO WAS CHAPEROING AN AMERICAN GROUP. 12:35:19 THERE WERE CHRISTIANS AND MUSLIMS IN THE ROOM AT THE SAME 12:35:24 TABLE. DUE TO TWO BODIES IN BETWEEN MY 12:35:27 FRIEND AND THE SUICIDE BOMBER HE LIVED TO TRANSPORT BODIES AND 12:35:34 VICTIMS TO THE HOSPITAL IN A VAN THAT I TRAVELED IN MANY TIMES 12:35:38 AND MANY MILES. AFTER THAT BOMBING, THE WORD 12:35:44 CAME OUT FROM THE SOMALIAN MUSLIM TERRORIST GROUP 12:35:50 APOLOGIZING TO UGANDANS FOR THEIR LIVES BEING LOST BECAUSE 12:35:54 THEIR EFFORTS WERE TO GO AFTER AMERICANS AND WHITES. 12:35:59 NOW YOU HAVE EXPERIENCED IT FIRST-HAND, MR. BIHI. 12:36:03 HOW CONCERNED ARE YOU THAT OTHER YOUNG SO MOLLY MALES FROM YOUR 12:36:10 MAY BE INFLUENCED TO JOIN THE VIOLENT JIHAD EITHER IN THE 12:36:13 UNITED STATES OR SOMALIA WE ARE VERY CONCERNED. 12:36:16 WE ARE EXTREMELY CONCERNED THAT WE HAVE OUR IMMEDIATE OUTREACH 12:36:20 CONCERNING THIS MATTER RIGHT AWAY WITHOUT FUNDING, NO SUPPORT 12:36:23 WITH ALL THOSE PRESSURES ON SILENCING. 12:36:28 WE WON THE HEARTS OF HUNDREDS OF PEOPLE, YOUNG PEOPLE, NOT TO 12:36:31 CHANGE THEIR MINDS. WE HAVE INFLUENCED AS YOU HAVE 12:36:35 HEARD, WE HAVE A HUGE BECAUSE OF THE LONG RUNNING CIVIL WAR BY 12:36:41 SOMALIA, OVER 25 YEARS NOW, WE HAVE INFLUENCED DENMARK, THE 12:36:45 COMMUNITY IN DENMARK, WE HAVE INFLUENCED THE COMMUNITY IN 12:36:49 CANADA, IN SWEDEN, IN SWITZERLAND, IN GERMANY, IN 12:36:55 LANCASTER, IN LIVERPOOL, IN ALL OVER THE WORLD, LUXEMBOURG, THE 12:37:01 NETHERLANDS, IN IRELAND, WE ARE GETTING EVERY TIME YOU OPEN THE 12:37:06 TV YOU SEE A MAN INDICTED BECAUSE OF HIS INTENTIONS TO DO 12:37:09 A JIHAD. WE ARE VICTIMS ARE WONDERFUL TO 12:37:14 ORGANIZATIONS THAT ARE TAKING AND PICKING ON US LIKE A SALMON 12:37:18 FISH. EVERY TIME WE TRY TO SPEAK UP 12:37:21 AGAINST THIS WE GOT PROBLEMS. WE'RE INTIMIDATED BY A STRONG 12:37:25 ORGANIZATIONS THAT ARE NOT WELCOME IN OUR COMMUNITY BECAUSE 12:37:28 WE ARE NOT GOING TO STOP. AS A MATTER OF FACT, UGANDA, IT 12:37:33 MADE US, WE ARE SITTING, I AND MY YOUTH COORDINATOR ON THE SIDE 12:37:37 OF THE TABLE OF THE NEWS TO DO A -- IT WAS RAMADAN TIME, FOR 12:37:44 THE YOUTH. FROM MY EXPERIENCE, I'M AN 12:37:47 EXPERT, I CAN SAY THAT, I HAVE BEEN THERE FROM THE BEGINNING. 12:37:51 I DON'T JUST MENTION, WE FIND OUT THAT RECRUITISTS, WE SEE EYE 12:37:56 ON EYE EACH OTHER ON THE COFFEE SHOPS, SHOWING THE YOUNG MEN HOW 12:38:00 GLORIOUS IT IS, HOW SUCCESSFUL THEY ARE RIDING THESE HORSES, 12:38:06 EXPLODING THEMSELVES, SEEING ALL OF THESE THINGS. 12:38:09 AND WE HAVE TO COMBAT WHAT THEY DID THAT IN UGANDA. 12:38:13 SO IMMEDIATELY WE ORGANIZED WITH NO PENNY TO RENT A BIG TEAM TO 12:38:19 ORGANIZE 400 YOUNG MEN TO PLAY BASKETBALL. 12:38:22 I WISH YOU ALL GOOD SUCCESS. THE TIME EXPIRED. 12:38:26 AND THE GENTLE LADY FROM CALIFORNIA IS RECOGNIZED. 12:38:28 THANK YOU, MR. CHAIRMAN. AT THE OUTSET I MUST SAY THAT I 12:38:33 FIND THIS HEARING TO BE GROSSLY INCOMPLETE AND I FEEL THAT 12:38:39 WITHOUT THE REPRESENTATION OF THE DEPARTMENT OF HOMELAND 12:38:42 SECURITY, THE FBI, THE DEPARTMENT OF JUSTICE, WE ARE 12:38:46 SEEING A VERY SKEWED DISCUSSION WITH THE EXCEPTION OF SHERIFF 12:38:50 BACA WHO IS HERE. I THINK THESE ANECDOTES ARE 12:38:53 INTERESTING, I DON'T BELIEVE THESE ARE EXPERTS. 12:38:55 I WOULD SUGGEST THAT IF WE ARE REALLY GOING TO BE COMPLETE IN 12:38:59 THIS HEARING, WE SHOULD ALSO BE INVESTIGATING THE ARMY OF GOD 12:39:05 AND THEIR WEBSITE IN WHICH THEY OPENLY PRAISE CHRISTIAN 12:39:10 TERRORISTS AS PART OF AN EFFORT TO LOOK AT HOME GROWN TERRORISM 12:39:15 IN THIS COUNTRY. LET ME START BY FIRST ASKING DR. 12:39:20 JASSER, IF YOU BELIEVE THE MAJORITY OF MOSQUES IN THIS 12:39:23 COUNTRY ARE ACTIVELY RECRUITING TERRORISTS? 12:39:26 THAT'S NOT WHAT I SAID. I'M ASKING THAT QUESTION. 12:39:28 NO, I DO NOT BELIEVE THE MAJORITY OF MOSQUES ARE ACTIVELY 12:39:33 RECRUITING TERRORISTS. DO YOU BELIEVE YOU HAVE 12:39:36 EXPERTISE TO BE SPEAKING? IT'S INTERESTING. 12:39:39 THAT'S QUESTION THAT THE THEO KRATS ASK ME ALL THE TIME SO IT 12:39:42 SEEMS YOU ARE ASKING THE SAME THING. 12:39:45 MY LOVE MY FAITH MY DEMONSTRABLE EXPERIENCE IN DEALING WITH THIS 12:39:49 ISSUE OF REFORM OF KNOWLEDGE OF NOT ONLY MY SCRIPTURE AND MY 12:39:53 PRACTICE OF FAITH BUT THE CONSTITUTION I THINK POSITIONS 12:39:55 ME PRETTY WELL TO DEAL WITH IT, AND BE PART OF THE SOLUTION. 12:39:59 I'M NOT SURE WHO ELSE YOU WOULD LIKE TO SOLVE THIS PROBLEM BUT I 12:40:02 THINK IT'S ONLY MUSLIMS THAT CAN DO. 12:40:04 AND IT WOULD BE SORT OF LIKE ASKING AT THE TIME OF THE 12:40:06 AMERICAN REVOLUTION THAT YOU WANT TO HAVE TESTIMONY ABOUT THE 12:40:08 CHURCH OF ENGLAND'S THREAT TO AMERICA AND YOU WOULD ONLY 12:40:12 LISTEN TO THE PRIESTS AND YOU KNOW, THAT WOULD BE WRONG 12:40:15 BECAUSE IT WAS THE LAY COMMUNITY THAT ULTIMATELY INTELLECTUAL LAY 12:40:19 COMMUNITY THAT UNDERSTOOD THEIR FAITH THAT BROUGHT ABOUT THE 12:40:21 REFORM AND THE CHANGE AGAINST THE ESTABLISHMENT, SO I HOPE YOU 12:40:25 DON'T LOOK UPON EXPERTISE AS SOMETHING THAT GETS HANDED DOWN 12:40:28 FROM THE CLERICS AND PART OF THE PROBLEM. 12:40:32 NO, BUT I'M A PRACTICING ROMAN CATHOLIC, I GO TO CHURCH 12:40:36 EVERY SINGLE SUNDAY, I'M A LEKTER IN MY PARISH. 12:40:39 I AM NO MORE PREPARED TO SPEAK ABOUT THE PEDOPHILIA IN THE 12:40:45 CATHOLIC CHURCH BECAUSE I AM A PRACTICING ROMAN CATHOLIC AND I 12:40:49 THINK WE DO NEED HAVE EXPERTS COME HERE TO TESTIFY ON HOME 12:40:54 GROWN TERRORISM IN THIS COUNTRY, AND WHILE I APPRECIATE THE 12:40:58 ANECDOTES OF THOSE WHO HAVE SPOKEN I DON'T THINK THAT THEY 12:41:01 ARE NECESSARILY VERY ENLIGHTENING. 12:41:05 WELL -- SHERIFF BACA, LET ME ASK YOU, 12:41:08 HOW IMPORTANT HAVE MUSLIM AMERICANS BEEN IN YOUR EFFORTS 12:41:10 TO FOIL TERRORIST PLOTS IN LOS ANGELES COUNTY? 12:41:14 LOS ANGELES COUNTY AS YOU KNOW WE HAVEN'T HAD AN ATTACK AS 12:41:19 SUCH. AND I THINK THAT THE ABILITY TO 12:41:22 PREVENT IS WHAT WE'RE TRYING TO DO MORE THAN ANYTHING ELSE. 12:41:28 OUR WEIGHING OF SUCCESS ACROSS THE NATION CANNOT BE WEIGHED 12:41:32 ALONE BY LOS ANGELES'S MODEL. WHAT I DO BELIEVE IS THAT IF I 12:41:36 WERE A NEW YORKER OR IF I WAS A D.C. RESIDENT OR EVEN SOMEONE IN 12:41:41 THE FIELDS OF PENNSYLVANIA, THAT THERE'S A WHOLE DIFFERENT 12:41:45 REALITY ABOUT TERRORISM WHEN IT HAPPENS IN PLACES THAT YOU LOVE 12:41:48 AND HAVE GROWN UP IN THE MORE SPECIFIC WAY. 12:41:51 AND THEREFORE, THE VARIABILITY OF THE PANEL TODAY IS THAT I 12:41:56 SPEAK ABOUT WHAT I DO TO PREVENT TERRORISM, THESE INDIVIDUALS 12:42:00 HAVE A MORE INTIMATE WEIGHING IN ON THE ISSUE OF TERRORISM. 12:42:05 THE DOCTOR ON THE OTHER END IS A SCHOLAR, MORE PERHAPS THAN EVEN 12:42:09 A MEDICAL DOCTOR, BUT THE TRUTH IS THAT THIS IS A MOST DIFFICULT 12:42:15 SUBJECT TO GET YOUR ARMS AROUND. AND I BELIEVE THAT OUR COUNTRY 12:42:20 IS DOING MAGNIFICENTLY GIVEN ALL OF THE COMPLEXITY OF A BIG 12:42:25 COUNTRY THAT SPREADS NOT ONLY THROUGHOUT THE MASS LAND OF 12:42:30 AMERICA, BUT EVERYONE AROUND THE WORLD PARTICULARLY THE COUNTRIES 12:42:33 ABROAD AND WHERE I'M STEPPING IN TO SAY WHERE I'M HELPING, I'M 12:42:37 HELPING THE MIDDLE EAST POLICE DEPARTMENTS AND I'M DEALING WITH 12:42:41 MUSLIMS THAT ARE IN MY PROFESSION AROUND THE WORLD, WE 12:42:46 DIDN'T EVEN GET INTO THAT. WE'RE NOT GOING TO DEAL WITH 12:42:48 ANYTHING WITHOUT THE CONNECTIVITY OF RESOURCES 12:42:52 OUTSIDE AMERICA WITH THOSE THAT ARE INSIDE AMERICA. 12:42:54 IF I COULD INTERRUPT FOR A MOMENT. 12:42:57 ONE MORE QUESTION. I'M RUNNING OUT OF TIME. 12:42:58 I DON'T KNOW HOW MUCH DISCUSSION HAS BEEN HAD ABOUT THE LONE WOLF 12:43:03 PHENOMENON. BUT CERTAINLY THE CONGRESSIONAL 12:43:05 RESEARCH SERVICE AND THEIR REVIEW HAS SPOKEN ABOUT THE LONE 12:43:09 WOLVES, WE'VE SEEN IT IN THE JARED LOUGHNERS, THE TIMOTHY 12:43:14 McVEIGHS, IN SOME OF THE CHRISTMAS DAY BOMBER AND THE 12:43:19 LIKE. SO, WHAT WOULD YOU SAY ABOUT THE 12:43:22 RISK OF HOME GROWN TERRORISM COMING FROM WHAT ARE CALLED LONE 12:43:28 WOLVES? IT'S DEFINITELY THERE. 12:43:29 I MEAN, YOU KNOW, THE CONCEPT OF A LONE WOLF TERRORIST IS BASED 12:43:33 ON A VARIETY OF EXPLANATIONS BUT THEY ARE DEFINITELY PART OF THE 12:43:39 ELEMENT OF AN ATTACK THAT WILL OCCUR SIMILAR TO THE ONE IN NEW 12:43:42 YORK. BUT THERE IS ALWAYS HELP. 12:43:45 THE LONE WOLF THEORY IS AN INTERESTING ONE. 12:43:48 RARELY DOES ANY ONE HAVE THE SMARTS ENOUGH TO PULL OFF ONE OF 12:43:51 THESE ATTACKS ON THEIR OWN SO I THINK THAT THERE IS A LONE 12:43:57 PERSON, WHETHER IT'S ABDUL OUT OF NIGERIA ON A CHRISTMAS 12:44:03 HOLIDAY PERIOD, THEY'LL EXECUTE ON THEIR OWN AS A SINGLE PERSON 12:44:07 BUT BEHIND THEM THERE IS ALWAYS SOMEONE AROUND, A PEER JIHADIST, 12:44:14 VIOLENT JIHADIST WHO IS HELPING THEM ACCOMPLISH THEIR 12:44:17 MISSION. THE TIME EXPIRED. 12:44:20 THE GENTLEMAN FROM MINNESOTA IS RECOGNIZED FOR FIVE MINUTES. 12:44:23 THANK YOU, MR. CHAIRMAN. I'D LIKE TO THANK THE MEMBERS OF 12:44:26 THE PANEL, PARTICULARLY MR. BLEDSOE, MR. BIHI AND MR. 12:44:31 JASSER. I DO CONSIDER YOUR TESTIMONY 12:44:33 EXPERT TESTIMONY. YOU LIVE IT. 12:44:34 I WANT TO SAY THANK YOU. YOU'RE WELCOME. 12:44:37 YOU LIVE IT EVERY DAY, YOU HAVE BEEN FIGHTING FOR IT IN 12:44:40 MINNEAPOLIS, EVERY DAY ON A DAILY BASIS. 12:44:43 I COMMEND YOU FOR YOUR COURAGE, YOUR CONVICTION, AND I APPLAUD 12:44:47 YOU, ESPECIALLY MR. BIHI LIVING IN MINNEAPOLIS IN MINNESOTA, I 12:44:52 UNDERSTAND WHAT YOU HAVE GONE THROUGH, I UNDERSTAND THE TRIALS 12:44:55 AND TRIBULATIONS YOU HAVE GONE THROUGH AND I COMMEND YOU, SIR, 12:44:57 NOT ONLY YOU, BUT ALSO YOUR FAMILY MEMBERS THAT HAVE ALSO 12:45:01 HAD TO HAVE BEEN BRAVE THROUGH THIS AS WELL BECAUSE YOU, SIR, 12:45:04 HAVE BEEN UNDER PERSECUTION BY ENTITIES THAT'S SUPPOSED TO 12:45:08 REPRESENT THE MUSLIM FAITH. SO I COMMEND YOU SIR AND MR. 12:45:13 BLEDSOE, AND I JUST CAN'T SAY THAT ENOUGH. 12:45:15 THANK YOU VERY MUCH FOR YOUR COURAGE. 12:45:18 MR. BIHI, YOU ARE REPRESENTING VOICES FROM MINNESOTA, FAMILIES 12:45:23 WHOSE SONS HAVE BEEN RADICALIZED, ISN'T ABROAD TO 12:45:27 WAGE JIHAD AGAINST MUSLIMS AND NONMUSLIMS IN SOMALIA. 12:45:32 AT THE FOREFRONT I WANT TO RECOGNIZE IN A PUBLIC WAY THAT 12:45:38 MINNESOTA SOMALIS ARE BY AND LARGE GOOD PEOPLE AND HERE 12:45:42 CHASING THE AMERICAN DREAMS THAT MY GRANDPARENTS CAME FOR JUST 12:45:45 LIKE YOU. RAISING THEIR KIDS TO BE GREAT 12:45:48 AMERICANS AND BETTERING OUR GREAT STATE OF THE STATE OF 12:45:52 MINNESOTA. AND I REJECT THE MESSAGE FROM 12:45:55 SOME ON THIS COMMITTEE, AND THESE HEARINGS AS DOING ANYTHING 12:45:59 BUT INITIATING AN OPEN PROCESS AND NOT ONLY PROTECTING MUSLIM 12:46:05 AMERICANS BUT PROTECTING ALL AMERICANS. 12:46:09 MY GOAL IS TO PUT A SPOTLIGHT ON THIS PARTICULAR ISSUE AND THEN 12:46:15 REFOCUS THIS LENS ON THE SMALL NUMBER OF INDIVIDUALS AND 12:46:20 ORGANIZATIONS IN THE MUSLIM COMMUNITY THAT ARE 100% 12:46:24 COMMITTED TO TOTALLY IMPLEMENT ISLAMIC LAW WHICH IS IN DIRECT 12:46:28 VIOLATION OF ARTICLE 6 OF THE CONSTITUTION OF THE UNITED 12:46:32 STATES. SO AGAIN, GENTLEMEN, I THANK YOU 12:46:34 VERY MUCH FOR YOUR COMMITMENT TO THIS. 12:46:39 SHERIFF, I JUST HAVE A COUPLE OF QUESTIONS FOR YOU IF YOU DON'T 12:46:43 MIND. THANK YOU FOR YOUR SERVICE IN 12:46:46 THE CORPS. MARINE. 12:46:48 SORRY, SIR. I'M A NAVY GUY. 12:46:50 HOPE YOU WON'T HOLD IT AGAINST ME. 12:46:55 I HELPED LOTS -- I HAVE A QUESTION IN REGARD TO CARE. 12:47:00 YOU ARE AWARE THAT THIS IS HAMAS AND BROTHERHOOD, MUSLIM 12:47:07 BROTHERHOOD ENTY. IS THAT CORRECT, SIR IN 12:47:09 NO, I'M NOT AWARE OF THAT. LET ME BRING THIS TO YOUR 12:47:14 ATTENTION THEN. THIS WAS ACTUALLY PROVEN IN THE 12:47:18 FBI IDENTIFIES 1993 PHILADELPHIA MEETING AS HAMAS MEETING. 12:47:23 AND THAT ALL ATTENDEES OF THIS MEETING ARE HAMAS MEMBERS. 12:47:27 THE TWO PEOPLE THAT WERE IN THAT MEETING WERE BOTH FOUNDERS OF 12:47:33 CARE. SO MY QUESTION IS, SIR, 12:47:37 BASICALLY YOU'RE DEALING WITH THE TERRORIST ORGANIZATION. 12:47:40 AND I'M TRYING TO GET YOU TO TRY TO UNDERSTAND THAT THEY MIGHT BE 12:47:44 USING YOU, SIR, TO IMPLEMENT THEIR GOALS. 12:47:49 WELL, THANK YOU FOR ASKING ME THAT QUESTION. 12:47:51 BUT IT SOUNDS MORE LIKE A POSSIBLE ACCUSATION BEING 12:47:56 MISUSED BY AN ORGANIZATION THAT QUITE FRANKLY, LET ME JUST 12:48:01 ANSWER YOU THIS WAY. I'M AN ELECTED OFFICIAL AS YOU 12:48:06 ARE. IF THE FBI HAS SOMETHING TO 12:48:08 CHARGE CARE WITH, BRING THOSE CHARGES FORWARD AND TRY THEM IN 12:48:12 COURT AND DEAL WITH IT THAT WAY. THERE IS A REALITY THAT IN MY 12:48:18 CULTURE AS A POLICE OFFICER THAT YOU HAVE FACTS AND YOU HAVE A 12:48:24 CRIME. DEAL WITH IT. 12:48:25 WE DON'T PLAY AROUND WITH CRIMINALS IN MY WORLD. 12:48:29 IF CARE IS AN ORGANIZATION THAT'S A, QUOTE, CRIMINAL 12:48:33 ORGANIZATION, PROSECUTE THEM. HOLD THEM ACCOUNTABLE. 12:48:37 AND BRING THEM TO TRIAL. MY TIME IS LIMITED SIR. 12:48:41 ARE YOU SAYING THAT THE FBI WAS WRONG IN IDENTIFYING THAT CARE 12:48:45 IS PART OF HAMAS? LET ME SAY THIS. 12:48:50 YOU DON'T WANT TO CAUSE A CONFLICT BETWEEN ME AND THE FBI. 12:48:54 I'M JUST ASKING. WE WORK TOGETHER BETTER THAN 12:48:57 PERHAPS THIS COMMITTEE WORKS TOGETHER. 12:49:01 THAT WOULD BE AN UNDERSTATEMENT AT THIS POINT. 12:49:03 I'M JUST ASKING A QUESTION. LET ME ASK YOU THIS QUESTION. 12:49:08 HYPOTHETICAL. IF YOU KNEW THAT CARE WAS A 12:49:10 TERRORIST ORGANIZATION SPONSORED BY HAMAS WOULD YOU CONTINUE TO 12:49:12 WORK WITH THEM? YOU'RE ASKING ME A QUESTION 12:49:16 THAT I'M NOT QUALIFIED TO ANSWER BECAUSE I'M NOT REPRESENTING 12:49:20 HAMAS, I'M NOT REPRESENTING CARE, I'M NOT REPRESENTING 12:49:24 ANYTHING OTHER THAN YOUR PERSONAL SAFETY AND I DO WORK 12:49:27 WELL WITH YOUR POLICE IN THE GREAT STATE THAT YOU REPRESENT. 12:49:30 SIR, I'M DOING THE SAME THING TRYING TO PROTECT THE UNITED 12:49:34 STATES OF AMERICA CITIZENS. THANK YOU VERY MUCH. 12:49:37 NOW I YIELD BACK MY 10 SECONDS. THIS COMMITTEE USUALLY DOES 12:49:41 GET ALONG PRETTY WELL. THE GENTLE LADY FROM NEW YORK, 12:49:47 RECOGNIZED FOR FIVE MINUTES. THANK YOU VERY MUCH MR. 12:49:50 CHAIRMAN. LET ME SAY THAT TODAY'S HEARING 12:49:56 HAS BEEN A GREAT CONGRESSIONAL THEATER. 12:49:58 CERTAINLY THE EQUIVALENT OF REALITY TV. 12:50:03 AND I'M JUST -- I'M JUST REALLY APPALLED AT THE FACT THAT WE 12:50:11 HAVE NOT REALLY GOTTEN TO A SUBSTANTIVE CONVERSATION ABOUT 12:50:17 HOW WE DEFINE TERRORISM, HOW WE DEFINE THE WHOLE IDEA OF 12:50:26 RADICALIZATION, BECAUSE JUST IN LISTENING, IF I HAD MY EYES 12:50:29 CLOSED AND LISTENING TO THE WITNESSES NOT TO DIMINISH WHAT 12:50:35 THEY'VE BEEN THROUGH BECAUSE THEIR EXPERIENCE IS REAL, BUT I 12:50:38 HAVE PARENTS IN MY DISTRICT WHO CAN SIT AND TALK ABOUT THEIR 12:50:44 CHILDREN BEING RECRUITED, THEIR CHILDREN BEING BRAIN WASHED, AND 12:50:49 THEIR CHILDREN ARE GANG MEMBERS. OKAY? 12:50:53 AND THE BLOODSHED, THE LIVES THAT HAVE BEEN LOST IN 12:50:57 COMMUNITIES LIKE MINE ACROSS THIS NATION, SINCE I'VE BEEN 12:51:01 HERE, HAS NOT BEEN AN ISSUE OF HOMELAND SECURITY. 12:51:06 AND WHEN I HEAR DR. JASER TALK ABOUT THE CONCERNS ABOUT THE 12:51:12 ELEMENTS OF RADICALIZATION IN EXISTENCE, IN ISLAM, I'M ALSO 12:51:17 REMINDED THAT THERE ARE THOSE SAME ELEMENTS EVIDENT IN 12:51:24 CHRISTIANITY AND IN JUDAISM. I KNOW BECAUSE I REPRESENT ALL 12:51:28 THREE FAITHS IN MY DISTRICT. AND AS SOMEONE WHO WAS DIRECTLY 12:51:34 IMPACTED BY 9/11, AND WHO HAS LIVED IN A COMMUNITY WHERE WE 12:51:41 HAVE RESPECTED EVERY HUMAN BEING IRREGARDLESS OF THEIR 12:51:45 BACKGROUND, THEIR ETHNICITY, THEIR RELIGION, TO SEE US COME 12:51:49 TO THIS DAY WHERE WE ARE POINTING FINGERS AT ONE ANOTHER, 12:51:56 I DON'T SEE THE BENEFIT IN IT. I SEE THE BENEFIT IN THE 12:52:02 APPROACH OF SHERIFF BACH. I SEE THE BENEFIT IN US OPENING 12:52:06 UP THE DIALOGUES, BUT I DON'T SEE THE BENEFIT IN STIGMATIZING, 12:52:13 FINGER POINTING, OR EVEN CREATING THE SPECTER THAT IT MAY 12:52:17 OCCUR, EVEN IF IT DOESN'T, AS BEING SOMETHING WORTHY OF WHERE 12:52:22 WE SHOULD BE IN OUR COLLECTIVE HUMANITY IN THE 21st CENTURY. 12:52:27 AND SO WHILE I CAN EMPATHIZE WITH THE CHALLENGES FACED BY 12:52:32 THESE FAMILIES, WE CAN ALL POINT TO INSTANCES IN OUR DISTRICTS 12:52:36 WHERE FAMILIES ARE SUFFERING. THE GOAL HERE SHOULD BE HOW DO 12:52:41 WE ADDRESS THAT SUFFERING THROUGH COMMUNICATION, THROUGH 12:52:45 DIALOGUE, THROUGH ENLIGHTENMENT, WHICH IS WHERE WE NEED TO BE IN 12:52:48 THE 21st CENTURY. I'D LIKE TO TAKE THIS MOMENT AND 12:52:51 YIELD THE BALANCE OF MY TIME TO THE GENTLE LADY FROM CALIFORNIA, 12:52:54 MS. LAURA RICHARDSON. THANK YOU, MS. CLARK. 12:52:57 FOR THE RECORD, I JUST WANTED TO CLARIFY AND BUILD UPON THE 12:53:00 QUESTION, THE LAST QUESTION I ASKED YOU, SHERIFF BACHA. 12:53:06 THERE HAVE BEEN TWO ISSUES MR. KING BROUGHT UP FOR THIS 12:53:08 HEARING. ONE WAS THE FACT OF ARE AMERICAN 12:53:12 MUSLIMS COOPERATING WITH LAW ENFORCEMENT? 12:53:14 THE SECOND ISSUE IS THE SCOPE. AND SO I JUST WANT TO CLARIFY. 12:53:19 YOUR ANSWER WAS YOU THINK THESE HEARINGS ARE GOOD. 12:53:21 AND I AGREE THAT HAVING AN OPEN DISCUSSION ABOUT PROBLEMS AND 12:53:26 PREVENTING TERRORISM IS GOOD. BUT WHAT I WANT TO CLARIFY FOR 12:53:28 THE RECORD, SO IT'S NOT USED AGAINST US, IS DO YOU AGREE THAT 12:53:34 DISCUSSIONS LIKE THIS SHOULD NOT -- SURE, WE SHOULD TALK 12:53:36 ABOUT PREVENTING TERRORISM AND RADICALIZATION, BUT SHOULD THE 12:53:40 SCOPE BE SO NARROWED ONLY TO INCLUDE AMERICAN MUSLIM 12:53:44 COMMUNITY OR SHOULD OTHER COMMUNITIES AND OTHER GROUPS 12:53:47 ALSO BE DISCUSSED IN THE SAME FASHION? 12:53:49 BECAUSE THUS FAR WE HAVEN'T BEEN TOLD OF THOSE HEARINGS. 12:53:54 WELL, I BELIEVE IT DEPENDS ON THE TIME AND SCOPE. 12:53:58 I KNOW THAT YOU'VE HEARD SIGNIFICANTLY FROM ALL FOUR OF 12:54:01 US AND I THINK THAT THESE WITNESSES ARE INCREDIBLY 12:54:05 IMPORTANT BUT IF YOU TRY TO PACKAGE IT ALL UP IN ONE BIG 12:54:10 GROUP, WE'LL BE HERE FOR THREE WEEKS. 12:54:13 NO, SHERIFF, I'M NOT SUGGESTING ALL NECESSARILY IN 12:54:16 THE ONE TIME BUT IT IS VERY IMPORTANT WE GET THIS ANSWER AND 12:54:19 I GOT 32 SECONDS. THE QUESTION IS, DON'T YOU THINK 12:54:21 THERE SHOULD ALSO BE A DISCUSSION OF THE OTHER GROUPS? 12:54:25 OH, DEFINITELY. THANK YOU, SIR. 12:54:27 MY TESTIMONY, YOU KNOW, MORE RADICAL EXTREMISTS' ACTS OF 12:54:33 CRIME ARE OCCURRING IN THE UNITED STATES OF AMERICA ON THE 12:54:37 REPORTS THAT HAVE BEEN GIVEN BY MEMBERS OF CONGRESS AND MYSELF 12:54:40 ON THIS COMMITTEE THAT NONMUSLIM EXTREMISTS ARE A PROBLEM IN THIS 12:54:48 COUNTRY. AND, YOU KNOW, WE DON'T HAVE TO 12:54:51 GO TOO FAR BACK IN HISTORY TO UNDERSTAND WHAT THE KU KLUX KLAN 12:54:55 IS ALL ABOUT. AND I BELIEVE THE SENSITIVITIES 12:54:58 ARE AS THE SENSITIVITIES ARE IF YOU LIVED IN NEW YORK, YOU LIVED 12:55:01 IN WASHINGTON, AND YOU LIVED IN PLACES IN THE UNITED STATES THAT 12:55:05 WERE HARMED BY THESE TERRORISTS ON 9/11 OR IF YOU LIVED IN PARTS 12:55:10 OF AMERICA WHERE YOU WERE LYNCHED OR YOU WERE 12:55:13 ULTIMATELY -- HAD YOUR CHURCHES BURNED DOWN, THERE'S NO 12:55:16 DIFFERENCE IN THE OUTCOME. AND SO I THINK THAT THERE'S A 12:55:21 REASON FOR DIFFERENT POINTS OF VIEW ON THIS MATTER, BUT I'M 12:55:24 GLAD FOR THE CONSCIOUSNESS THAT WE HAVE HERE ON THE DISCUSSION 12:55:29 BECAUSE I AM A VERY STRONG OPPONENT OF ANY KIND OF VIOLENCE 12:55:34 THAT IS BASICALLY SO INDISCRIMINATE, WHETHER IT'S 12:55:40 HOLOCAUST VIOLENCE OR JUST ONE INDIVIDUAL, EITHER WAY, THE 12:55:44 DAMAGE IS UNACCEPTABLE TO CIVILIZATION. 12:55:50 THE TIME OF THE GENTLE LADY IS EXPIRED. 12:55:52 THE GENTLEMAN FROM ILLINOIS IS RECOGNIZED FOR FIVE MINUTES. 12:55:55 THANK YOU, MR. CHAIRMAN. YOU'VE HEARD THIS BEFORE BUT 12:55:57 THANK YOU FOR HAVING THE FORESIGHT AND THE COURAGE TO PUT 12:56:00 THIS HEARING ON. MR. BEE HEE AND MR. BLEDSOE, A 12:56:06 COLLEAGUE ON THE OTHER SIDE REFERRED TO YOU AS NOT EXPERT, 12:56:09 YOUR TESTIMONY AS NOT EXPERT TESTIMONY, AND I THINK THE WORD 12:56:13 SHE USED TO DESCRIBE YOUR EXPERIENCES WAS INTERESTING. 12:56:20 MR. BEHE, MR. BLEDSOE, TAKE A SHOT AT THAT. 12:56:23 WHAT YOU BOTH HAVE GONE THROUGH IS INTERESTING THE WORD YOU'D 12:56:28 USE TO DESCRIBE IT? I THINK I'D DESCRIBE IT AS A 12:56:34 TRAGEDY. I'D ALSO LIKE TO SAY TO PERHAPS 12:56:35 THE PERSON WHO WAS SPEAKING ON THE OTHER SIDE, I'M WONDERING, 12:56:40 HOW DID THEY GET ON THE COMMISSION TO SPEAK ABOUT SOME 12:56:45 OF THE THINGS THEY'RE SPEAKING ABOUT? 12:56:48 I MEAN, WE'RE NOT TALKING ABOUT HOW MUCH OF A PROFESSIONAL OR 12:56:55 EXPERT. WE'RE SPEAKING ABOUT WHAT 12:56:57 HAPPENED HERE TO OUR CHILDREN AND WHAT WE ARE SPEAKING ABOUT 12:57:01 WHAT MAY HAPPEN TO YOUR CHILDREN. 12:57:03 WE'RE SPEAKING ABOUT THE DANGER. I THINK MOST OF THE PEOPLE THAT 12:57:07 I'M HEARING ON THE OTHER SIDE ARE TALKING ABOUT POLITICAL FEAR 12:57:11 AND THAT'S WHAT I MOSTLY HEAR HERE. 12:57:15 THERE IS -- NOW, THERE ARE CERTAIN POPULATIONS -- A SMALL 12:57:20 POPULATION WE'RE TALKING ABOUT, ISLAMIC EXTREMISTS, WHO WE'RE 12:57:24 WORRIED ABOUT STEPPING ON THEIR TOES AND THEY ARE TALKING ABOUT 12:57:28 STAMPING US OUT. NOT JUST STAMPING US OUT BUT 12:57:30 EVERYTHING THAT AMERICA STANDS FOR. 12:57:33 I'M WONDERING, WHY DON'T THE PEOPLE PULL THEIR BLINDERS OFF? 12:57:36 MR. BLEDSOE, TO THAT POINT, WHAT DO YOU THINK THEY'RE AFRAID 12:57:39 OF? FEAR OF WHAT? 12:57:41 I THINK THEY'RE AFRAID OF POLITICAL FEAR. 12:57:43 PERHAPS NOT GETTING RE-ELECTED OR SOMETHING. 12:57:46 BUT THIS IS REAL. THIS IS THE REAL THING HAPPENING 12:57:49 IN AMERICA. IF IT'S NOT GOING TO HAPPEN BY 12:57:52 NOT DOING ANYTHING ABOUT IT, IF YOU IGNORE, SAY WE DON'T HAVE A 12:58:00 PROBLEM, THEN YOU'RE INVITING THE PROBLEM TO COME AGAIN. 12:58:02 MR. BEHE, WHAT WORD WOULD YOU USE BESIDES INTERESTING TO 12:58:05 DESCRIBE WHAT YOU WENT THROUGH? THERE ARE NO WORDS TO 12:58:09 DESCRIBE WHAT I WENT THROUGH OR THOSE FAMILIES WENT THROUGH. 12:58:16 WE BASICALLY PUT OUR NECK OUT, ALL OF US, AND WE DESTROYED 12:58:23 OURSELVES. WELL, DID WE DO IT AGAIN THIS 12:58:27 TYPE OF ENVIRONMENT ALL THE TIME THAT WE ARE FACING ALL THE WAY 12:58:30 FOR JUST SPEAKING OUT FOR OUR COUNTRY AND FOR OUR CHILDREN OR 12:58:35 OUR COMMUNITIES? YES. 12:58:36 WE WILL DO IT, BECAUSE THE IMMENSITY OF THE DANGER, THE 12:58:40 IMMENSITY OF THE DANGER, THE PERSON, THE ORGANIZATION THAT 12:58:45 WAS VERY SUCCESSFUL, COULD CHANGE THE BRAIN OF THE KID WHO 12:58:53 LOVES YOU SO MUCH AND MAKE HIM GO TO THE WORST PLACE ON EARTH 12:58:56 AND EXPLODE HIMSELF. THAT ORGANIZATION IS DANGEROUS.
