A man who was in police custody in Middleburg Heights after resisting arrest following a fender-bender crash Monday night has died, the police chief said. Chief John Maddox said officers responded to the scene of the rear-end style crash just after 11 p.m. at the intersection of Fowles and Pearl roads. At the scene, Maddox said officers determined the driver of the striking car, 41-year-old Howard Hammon of Westlake, was impaired. Police also found marijuana and paraphernalia on him. While trying to arrest Hammon, Maddox said he was being uncooperative and resisting, so two Tasers were used to subdue him. "We Tased him once and it didn't knock him down," Maddox said. "It didn't seem to have any affect on him so we had to use a second one." Once officers gained control of him, they used two pairs of handcuffs to place him under arrest due to his large size. Maddox described him as 6'1 and 275 pounds. Maddox said after the Tasings, officers called for an ambulance to take Hammon to the hospital to be checked out and while they were waiting they noticed he wasn't breathing. He was pronounced dead at Southwest General. Maddox said Hammon had a history of criminal activity, including domestic violence, disorderly conduct and possession of cocaine with intent to distribute. Maddox said he won't know just what caused Hammon's death until the autopsy report is completed. Although it's never happened in Middleburg Heights, other suspects have died after being shocked with a Taser. However Maddox said "there's no proof that tasing causes death." After reviewing the case, Maddox said he believes his officers acted properly.

DOGS AND TASERS GO WILD IN CHASE 2010
The chase started in Alliance. Police there say an officer was tipped off by an employee of a local Circle K that a man who had just left the store appeared to be intoxicated. Captain Doug Neeb says as the man started driving away the officer saw him make a turn without signaling and attempted to pull him over. The driver stops momentarily, then decides to take off, leading Alliance police on a chase that police say reached speeds at times of 100 miles an hour. Police dash camera video shows the suspects car nearly crashing during the chase as the driver attempts to make a left hand turn. It is at that point Captain Neeb says Alliance officers got a good look at the man behind the wheel and stopped their chase because it was getting too dangerous. Sitting in a turn around on westbound interstate 76, the same car is next seen by a Brimfield Township who follows it from a distance, without lights or siren, into the parking lot of a local motel. There the driver is boxed in with nowhere to go. As officers approach his car they can be heard on Brimfield's dash camera video screaming for the driver to get out of the car. Alliance officers soon run into the picture announcing they have a taser, which is fired one of its probes hitting the driver, 52-year-old Stanley Fowler, the other probe hitting one of the other officers in the hand. Both are seen on the ground in agony jolted by the five second burst of electricity. Police say the taser was necessary because Fowler was resisting arrest. Fowler admits driving the car, in which police say there were four open beers. He does not however believe he was resisting. He told Fox 8 he had no idea an officer was injured during his arrest until we told him about it. Also on the video, Fowler's dog is seen attacking the officers. The animal was in the car with him at the time and according to Brimfield Police actually bit two of the officers before he was chased away by an officer swinging a baton at him. Fowler was eventually taken into custody and charged with OVI, resisting arrest, and felony failure to comply. On Monday he was apologetic saying he thinks a combination of bad events in his life caused him to use poor judgement, but he says the fact that an officer was tasered is something for which he does not feel responsible. Fowler says the officer who fired the taser needs to be held accountable for that. Police in Alliance and in Brimfield Township say the officers reacted with Fowler's and their own safety in mind and their actions were appropriate under the circumstances. Fowler's next court appearance is scheduled for May 19th.

LIKE THE ENRAGED HULK OR SOMETHING HE PULLS THE TASER PRONGS OUT OF HIM AND ISN'T PHASED AT ALL. EVENTUALLY THE MAN YELLS AT POLICE TELLING THEM TO "SHOOT ME". FINALLY, THE POLICE GRANT HIS WISHES WHEN HE CHARGES AT ONE OF THE OFFICERS WITH A SCREWDRIVER. ONE OFFICER IS WOUNDED IN THE SHOOTING DUE TO RICOCHET BULLETS. THE SUSPECT SURVIVED AND WAS SHOT IN THE TORSO.

SUSPECT ZACHARY AYLSWORTH, JUMPS FROM CINCINNATI'S BRENT SPENCE BRIDGE AFTER A HIGH SPEED CHASE. HE WAS RUNNING BECAUSE HE WAS SUSPECTED OF TRYING TO CARJACK TWO CARS BEFORE FIGHTING WITH ONE MAN AT A GAS STATION AND ACTUALLY TAKING ONE. POLICE SAID AN ARRIVING OFFICER TRIED TO TASER THE SUSPECT, THE PRONGS HIT THE WINDOW AND BOUNCED OFF. THE HIGH SPEED CHASE WAS NOW ON. AS THE CHASE CROSSES THE BRIDGE, THE MAN BAILS FROM HIS VEHICLE AND JUMPS. COPS REPORTED BRIEFLY SEEING THE AYLSWORTH DOWN BELOW IN THE WATER, BUT COULDN'T LOCATE HIM AFTER THAT.

Cincinnati Police Chief Tom Streicher used cruiser cam video and surveillance camera video on Wednesday to show how a deadly shootout between officers and a suspect in Spring Grove Village occurred. Streicher says the actions of five officers when they fatally shot 27-year-old Randolph Ward on Tuesday followed department use of force guidelines. Police say it all started when Officer Greg Toyeas pulled Ward over for a traffic violation in the parking lot of the Kroger store on Kenard Avenue. You can see Ward cut off Officer Toyeas on the cruiser cam video before he is pulled over. Streicher says Officer Toyeas became suspicious of some of the answers Ward gave to routine questions. The officer asked Ward how old he was and he responded 19. Ward told Officer Toyeas he didn't know his social security number or have a driver's license. When asked how long he had his tattoos, Ward said seven years. Officer Toyeas says to Ward that means you got the tattoos when you were 12 years old. Officer Toyeas then asks Ward to step out of the vehicle to which he refuses. As Officer Toyeas attempts to get Ward out of the vehicle, he notices Ward has a gun and yells "don't reach, don't reach." At that point, Ward gets out of the vehicle and runs behind a building with the gun in his right hand. A foot chase ensues. Police say Ward ran over a hill, over some railroad tracks and down into a gravel area where two men were changing a tire on a truck. According to police, Ward tries to get into the truck but a hydraulic stabilizer was in place preventing the vehicle from moving. Officer Shyane Schneider spotted Ward in the truck, fires her taser at him twice, but he pulled the gun and fired several shots. At that point, specialist Jerry Enneking and Officer Kevin Newman fired a total of 17 shots into the vehicle, fatally wounding Ward. According to Streicher, Ward fired three shots at police. "Despite shots being fired, nobody backs off," Streicher said. He says the five officers ran into harm's way and "could easily be dead today." Mayor Mark Mallory also spoke at the news conference. He says it should have been a routine traffic stop and that, "The day ended in tragedy because of the decisions by Mr. Ward." Police say Ward was wanted for violating his probation for a weapons conviction. Ward's mother, Christel Johnson, says her son was worried about going back to jail and missed probation appointments because he could not find a job. Johnson tells 9News Randolph sent a text message to his brother before the shooting asking him to care of her. When a reporter asked Streicher if Ward's actions constituted a "suicide by police," the police chief said "they don't know" and that it may be a "possibility," but the only person who knows is Mr. Ward. Streicher says he will recommend that the five officers involved in the incident be recommended for the department's First Valor awards.
I-71 RIMS CHASE (2007)
Police on patrol spot a stolen Chevy Trailblazer. When they attempt to pull over the vehicle, the driver refuses and a high speed chase is on. BXut cops are ready for the pursuit and they immediately deploy stop sticks in front of the SUV blowing out the front tires. The suspect kept driving on drove on the rims of the car until the engine gave out. The Trailblazer destroyed several cars along its dangerous chase route but no one was seriously injured. Once stopped the driver took the suspect into custody after having to use a taser gun to get him to comply with their wishes. Suspect is Adam E Carpenter age 20 from New Richmond, Ohio. Carpenter escaped from a community correctional facility and then robbed the home of a woman stealing her vehicle for his getaway. He also took hold of a shotgun from the house and tied up the owner of the home, a 52-year old woman.
SHOOTOUT OVER ICE CREAM 2007
More than 20 shots were fired in a running fight between four Cincinnati police officers and a theft suspect, Police Chief Tom Streicher said Monday. Streicher said an officer responded to a report of stolen ice cream at a UDF store in the 1800 block of Queen City Avenue just before 4:30 p.m. Sunday. Store employees said Qayyim Moore, 25, entered the store acting "kind of squirrelly," Streicher said. The officer arrived and Moore, who had no known address, came back to the store and asked for a spoon , Streicher said. The officer stopped Moore outside the store and attempted to search him, finding ice cream in a bag and a receipt, he said. But Moore then took off running down Queen City Avenue, with the officer in pursuit, Streicher said. When the officer fired a Taser gun at Moore and missed, Moore turned and fired a shot at the officer, Streicher said. In a running gunfight down Queen City Avenue, four officers fired 19 shots at Moore, who fired three times. Streicher said Moore's gun, a .22 caliber semi-automatic, jammed after every shot, forcing him to try to clear the gun on the run. Moore eventually fell down in the 1700 block of Queen City Avenue, where he died from four, or possibly five, gunshot wounds, Streicher said. Traces of marijuana were also found at the scene, he said. A total of 19 shots were fired, including three by Moore, and two officers of the five officers involved in the chase shot Moore multiple times, Streicher said.

GOOD VIDEO CAUGHT ON TAPE IN OHIO. HIGH SPEED CHASE HAS SUSPECTS ON THE RUN IN A RED SPORTS CAR AND DESPITE THEIR EFFORTS, THE POLICE OUTWIT AND OUT-MANEUVER THE SUSPECTS. COLUMBUS, Ohio -- The Ohio State Highway Patrol on Tuesday released video taken from a trooper's cruiser of what took place between the trooper and a suspected drunken driver. The first crash occurred shortly after 9:30 p.m. Friday along state Route 315, NBC 4's Mike Bowersock reported. The trooper noticed a driver of a sedan swerving all over the road. Within seconds, the car fishtailed and then kept going, Bowersock reported. "That's when the trooper was alerted to the fact he needed to try and stop this particular individual," said Sgt. Rick Zwayer of the Ohio State Highway Patrol. The driver then fishtailed again before the trooper attempted to box the driver in, Bowersock reported. Video taken from inside the cruiser showed the driver ramming the trooper's cruiser several times. The passenger inside the vehicle was seen throwing his hands in the air. The driver then got out of the vehicle and attempted to run away. The trooper stopped him by using a Taser gun, Bowersock reported. The driver was charged with assault, fleeing and eluding, and driving under the influence. He did not have an operator's license and was driving under suspension, Bowersock reported.
