PORTLAND POLICE ARE CRACKING DOWN ON AGGRESSIVE DRIVERS. AS PART OF THE CRACKDOWN, OFFICERS RELEASED DASHCAM VIDEO OF AGGRESSIVE DRIVERS. IN ONE INCIDENT, A HIGH-SPEED MOTORCYCLIST WEAVED IN AND OUT OF TRAFFIC ON NORTHBOUND I-205 NEAR POWELL BEFORE BEING PULLED OVER.
DEPUTY DODGES DESPERATE DRIVER 2007
A suspect being sought by State Troopers and County Sheriff Deputies Wednesday evening after he ran from a vehicle following a high speed attempt to elude and crash eastbound on Interstate 84 about eleven miles west of Hood River was arrested following an exhaustive fight. The dangerous felon was determined to be wanted out of California and has been lodged in the Northern Oregon Regional Correctional Facility (NORCOR) in The Dalles pending an appearance in Hood River County Circuit Court. JAMES THOMAS RUIZ, age 39, from California, was the driver of a vehicle attempted to be stopped Wednesday by a Multnomah County Sheriff's Office (MCSO) deputy eastbound on Interstate 84 near Wood Village. RUIZ led county and state police on a 35-mile chase at speeds reaching 110 mph until the car crashed after running over spike strips near milepost 51. After crashing into the center barrier and coming to stop in the right eastbound lane, a female passenger was detained but the RUIZ fled on foot into the woods on the freeway's south side. With the assistance of canines from MCSO, Gresham Police Department and Skamania County Sheriff's Office, officers conducted an extensive area search but were unable to locate the suspect. At approximately 7:47 p.m., Hood River County Sheriff's Deputy Matt English spotted RUIZ along the railroad tracks paralleling the freeway near milepost 47.5 and reportedly detained him at gunpoint. Oregon State Police (OSP) Trooper Gavin McIlvenna arrived to assist the deputy at which point RUIZ disappeared into a nearby gully with Trooper McIlvenna following to keep him in sight. RUIZ continued to walk away while the trooper attempted to talk him into surrendering. The trooper got close enough to RUIZ and pepper sprayed him, causing RUIZ to stop and sit down but continuing to refuse to surrender. Before RUIZ attempted to flee again, RUIZ began to fight with the trooper during which he tried to grab the trooper's gun out of its holster. The trooper was able to retain possession of his gun from being grabbed from its holster as the fight continued. Before Deputy English and other officers were able to arrive to help, Trooper McIlvenna gained advantage and was holding RUIZ on the ground when a passing train stopped and an unidentified person got off. With this person's help, Trooper McIlvenna was able to handcuff RUIZ as other officers arrived. Trooper McIlvenna and RUIZ were both transported to Providence Hood River Memorial Hospital where they were treated and released for minor injuries. RUIZ was lodged in NORCOR and was positively identified early Thursday morning after fingerprints were run through AFIS (Automated Fingerprint Identification System). RUIZ has two outstanding warrants out of California for: • Parole Violation related to a Carjacking conviction (Sacramento) - note on warrant information that RUIZ should be considered armed and dangerous • Family Offense to wit: Inflicting Corporal Injury to a Spouse, Assault with a Deadly Weapon, and Prevent and Intimidate a Witness (Riverside County Sheriff's Office) He was also lodged on the following local charges for arraignment in Hood River County Circuit Court: • Attempting Assault in the First Degree • Assault in the Third Degree • Resisting Arrest • Recklessly Endangering Another Person • Assaulting a Public Safety Officer • Felony Attempt to Elude in a Vehicle • Misdemeanor Attempt to Elude on Foot • Reckless Driving • Possession of a Controlled Substance – Methamphetamine • Hit & Run – Property Damage • Driving Under the Influence of Intoxicants

DEPUTIES SOON FOUND THE STOLEN BOAT AND TAILED THE SUSPECT WITH LIGHTS AND SIRENS ON BUT THE MAN REFUSED TO PULL OVER. THE BOAT TRAILER COMES OFF THE HITCH AND GOES FLYING AT ONE POINT DURING THE CHASE. THE BOAT THIEF FINALLY PULLS OVER AND THEN TAKES OFF ON FOOT TO AVOID THE POLICE. HE DID GET AWAY, BUT LEFT BEHIND A PREGNANT 24-YEAR OLD GIRLFRIEND WHO WAS ARRESTED IMMEDIATELY.

TROOPER’S HEAD ON HEADACHE 2010
Every winter Oregon State Police respond to crashes due to slick roads but rarely is one caught on camera, involving a trooper. This is video from a troopers car driving on Highway 20 towards an accident on the Santiam pass this past January. On its way, an eastbound pickup truck lost control, crossing the centerline crashing into the trooper nearly head-on. "You can tell somebody and preach to everybody out there, slow down, make sure you've got the appropriate traction device on but until you actually see it happen, we hope that has an effect," said Lt. Carl Rhodes with Oregon State Police. The trooper had to be extricated from his vehicle, he was taken to Saint Charles Bend with non-life threatening injuries.
BIKE COP STRUCK ON SHOULDER (2007)
Officer Clint Chrz, a 10-year veteran with the Hillsboro Police Department was working a traffic enforcement detail on 11-1-07 in a nearby city of Sherwood, Oregon. As officer Chrz was talking with the driver of a car he had stopped for a minor traffic infraction, a car traveling at approximately 40 mph on Hwy 99 in his direction veered off the lane of travel and crashed into his police motorcycle, sending the bike straight at him. The video shows the flight trajectory of the bike from a camera mounted on the front of the bike.
SNOWY CHASE ENDS IN DEADLY CRASH 2010
Dashcam video of the chase involving two shoplifters and Oregon police that led to one death has been released. The pursuit started in Oregon but ended around 1:30 a.m. Tuesday morning on North Wheeling near Consaul Streets in east Toledo when the suspects crashed. As the suspect's car approaches Oregon Police officer Brian Emch, the driver's side door swings open then shuts. Then you hear a woman screaming, "Help me! Help me! Help me!" Police believe that's 47-year-old Tonya Smith, also known as Tony Joyner. In the car with her is 29-year-old Gabrielle Harris. At this point, police think Harris is a man, and all "he/his" on the tape refer to her. The two women are accused shoplifters who are fleeing from Meijer. Officer Emch turns his car around and begins his pursuit. Harris is in the passenger seat, but may actually be the one driving the car while Smith tries jumping out. "Two dispatch. Be advised she's got her legs out," calls officer Emch. "She's all over the road. He's trying to drive the vehicle right now from his side." The car blows through four stop lights along Wheeling and swerves all over the snow covered road. "Still running with no lights on. No lights," advises Emch. Police believe the car reached speeds of more than 60 mph. Once officer Emch loses sight of it, the pursuit is called off. But seconds later Emch comes upon a wreck. "They've crashed on northbound Wheeling. I don't know where they're at. Northbound Wheeling." Police say Smith was thrown from the car and killed when it went airborne and slammed into a power pole. Harris survived but ran. Police later tracked her down. She was released from a local hospital into police custody, where she was taken to jail. Harris was arraigned Wednesday and is being held on $100,000 bond. She's charged with, among other things, involuntary manslaughter.
PURSUIT OF ROBBERY SUSPECT (2006)
POLICE SAY A MAN SOUGHT IN A TAYLORSVILLE BANK ROBBERY LED OFFICERS ON A HIGH-SPEED CHASE -- FIRING SHOTS AT CARS HE PASSED BEFORE DRIVING OFF A ROAD AND KILLING HIMSELF. THE MAN, WEARING A WHITE SHIRT, TIE, DRESS PANTS, AND A TRENCH COAT WALKED INTO THE BANK AND HANDED THE TELLER A NOTE DEMANDING MONEY. NO WEAPON WAS SEEN DURING THE ROBBERY. AFTER WALKING OUT OF THE BANK WITH AN UNDISCLOSED AMOUNT OF CASH, THE MAN LEFT IN A MAROON FORD MUSTANG WITH OREGON PLATES. A COUPLE HOURS LATER, A UTAH TROOPER SPOTTED THE CAR. AN HOUR-LONG CHASE ENSUED WITH SPEEDS REACHING MORE THAN 120 MPH. THE CHASE THEN TURNED INTO A FRONTAGE ROAD. POLICE SET UP A ROADBLOCK ON THE FRONTAGE ROAD. HE WENT AROUND THIS ROADBLOCK AND TRIED TO HIT ONE OF THE POLICE CARS, THEN GOT BACK ON THE FREEWAY AGAIN. AS POLICE PURSUED THE CAR, YOUNG SAID THE MAN FIRED SHOTS AT A SEMITRAILER TRUCK AND A PASSENGER CAR THAT HE PASSED. THE PASSENGER CAR HE HIT WAS JUST BEHIND THE DRIVER'S HEAD. IT WENT ACROSS THE REAR OF THE CAR. HE SHOT AT THE RIE OF THE SEMI WITH THE INTENT TO CREATE AN ACCIDENT TO DELAY POLICE IN THE PURSUIT. THE CHASE CONTINUED ON DIRT ROADS AND THE CAR SUDDENLY WENT INTO A SAGEBRUSH. IT'S BELIEVED HE SHOT HIMSELF WHILE STILL DRIVING AND THE CAR SLOWLY CAME TO A STOP. POLICE RECOVERED A HANDGUN AND CASH BELIEVED TO BE FROM THE TAYLORSVILLE BANK ROBBERY.
BANK ROBBERY CHASE (2006)

THE MAN WALKED INTO A BANK WEARING A WHITE SHIRT, TIE, DRESS PANTS AND TRENCH COAT AND HANDED THE TELLER A NOTE DEMANDING MONEY. NO WEAPON WAS SEEN DURING THE ROBBERY. AFTER WALKING OUT OF THE BANK WITH AN UNDISCLOSED AMOUNT OF CASH, THE MAN LEFT IN A MAROON FORD MUSTANG WITH OREGON PLATES. POLICE PUT OUT A STATEWIDE BROADCAST WITH A DESCRIPTION OF THE SUSPECT AND THE CAR. A COUPLE HOURS LATER, A CAR MATCHING THAT DESCRIPTION WAS SPOTTED ON I-15 NEAR HOLDEN, UTAH BY A UTAH HIGHWAY PATROL TROOPER. AN HOUR LONG CHASE ENSUED, WITH SPEEDS REACHING MORE THAN 120 MPH. TAPE ENDS IN MIDDLE OF THE CHASE.
