16:12:44 CUTS THAT ARE PROVIDED FOR IN THIS BILL THAT ARE SCHEDULED TO
16:12:48 TAKE EFFECT IN THE FUTURE YEARS MAY NOT EVER HAPPEN.
16:12:52 AND IF THAT IS THE CASE, THEN NOT ONLY ARE WE LOOKING AT AN
16:12:56 ADDITIONAL COST OF THAT $523 BILLION,
16:13:01 THE $281 BILLION FOR THE S.G.R. FIX, OR THE DOCTOR FIX, BUT
16:13:06 WE'RE LOOKING AT INCREASING THE DEFICIT TO FUND A DOMESTIC
16:13:10 PROGRAM IN A HUGE WAY. ONE THING THAT THE C.B.O. DOES
16:13:14 SAY IS THAT THIS BILL PROVIDES AN ADDITIONAL $569.2 BILLION IN
16:13:21 NEW TAXES. NEW TAXES ON THE AMERICAN
16:13:25 PEOPLE. PARTICULARLY THE SMALL BUSINESS
16:13:28 COMMUNITY THAT'S HIT THE HARDEST BY THIS.
16:13:30 AND, MR. PRESIDENT, I WANT TO ASK UNANIMOUS CONSENT, FIRST OF
16:13:33 ALL, THAT MY ENTIRE STATEMENT BE INSERTED IN THE RECORD.

16:13:48 AND THAT IS WITH THE INCREASE IN THE THRESHOLD TO QUALIFY FOR
16:13:54 MEDICAID GOING FROM 100% TO 133% IN MY STATE, ACCORDING TO OUR
16:14:01 GOVERNOR, AND HE HAS RUN THE NUMBERS, THAT'S GOING TO COST
16:14:05 THE TAXPAYERS OF GEORGIA, IN ADDITION TO THEIR SHARE OF
16:14:12 THIS $569.2 BILLION IN ADDITIONAL TAXES, AN
16:14:15 ADDITIONAL $1 BILLION PER YEAR THAT GEORGIA TAXPAYERS ARE GOING
16:14:18 TO HAVE TO PAY. WE'RE IN DIFFICULT TIMES IN MY
16:14:21 STATE, AS ALL 50 STATES ARE RIGHT NOW.
16:14:23 THAT'S A NEW PROVISION, A NEW TAX, AND, AGAIN, MR. PRESIDENT,
16:14:27 I'D LIKE TO ASK UNANIMOUS CONSENT THAT A STATEMENT FROM

16:15:01 HAVE COMPLIED WITH THE LAW AND BOUGHT INSURANCE OR HAD
16:15:05 INSURANCE TAKEN OUT THROUGH THEIR EMPLOYER, THAT THEY'RE
16:15:07 GOING TO HAVE TO HAVE AN ADDITIONAL 16,500 INTERNAL
16:15:15 REVENUE SERVICE AGENTS AT A COST OF AN ADDITIONAL $10 BILLION TO

16:33:14 HE WAS A MEMBER OF THIS BODY. HE SERVED IN THE LATE 1960'S UP

16:38:21 CHALLENGE GRANT PROGRAM WHICH FOSTERS PARTNERSHIPS BETWEEN
16:38:24 GOVERNMENT AND NONPROFIT SECTOR THAT HELP LOW-INCOME KIDS GET A
16:38:27 CHANCE TO GO ON TO A HIGHER EDUCATION.
16:38:29 IT INVESTS IN PROGRAMS THAT HELP STUDENTS FIGURE OUT WHAT COLLEGE

16:38:54 DEBTS SEEKING JOBS AND STUDENTS THAT MAY NOT BE WHAT THEY NEED
16:38:57 FOR THEIR FUTURE GROWTH. OUR LEGISLATION CAPS REPAYMENT
