Various of Sullivan walking away from court room STORYLINE: A Thai court ruled on Friday to extradite a fugitive Florida millionaire wanted in the United States for the 1987 murder of his socialite wife. James Vincent Sullivan, aged 61, allegedly paid someone 25,000 (US) dollars to kill Lita McClinton Sullivan, to avoid losing property in a costly divorce. His attorney, Puttri Kuvanonda, said he will appeal the decision. The court said the appeal must be filed within 15 days and that if Thailand does not extradite James Sullivan within three months, he must be released. Lita Sullivan, age 35, was killed on January 16, 1987, at her home in Atlanta, Georgia, by someone posing as a flower delivery man. Lita's mother, Jo Ann McClinton, is a Georgia state legislator. Her alleged killer, Phillip Anthony Harwood, was arrested in April 1998 and is currently facing a murder-for-hire trial in Atlanta. Prosecutors say he shot her in the head and are seeking the death penalty. The Georgia Supreme Court in the United States on Tuesday denied an appeal to throw out Harwood's trial, which is expected to continue on February 18. Sullivan was tried in 1992 on the charge of making telephone calls across state lines to facilitate the murder, but was acquitted. He has argued before the Thai court that he wasn't even in the same state when his wife was killed and that the United States is now trying to extradite him on the same charges, which he claimed is not allowed under Thai law. But US authorities say Sullivan is not sought for the 1992 charge but is wanted under a new indictment on murder, aggravated assault and other charges. Sullivan, who once owned a large mansion in a Palm Beach, Florida, was arrested last July in Thailand after weeks of police surveillance of his condominium in the beach resort of Cha-am, 160 kilometers (100 miles) south of Bangkok. Authorities were tipped off after someone had recognised him from the television show, America's Most Wanted. Sullivan is being held in custody by Thai authorities. Sullivan is believed to have left Florida in 1997 for Costa Rica, where he bought a second home. He fled Costa Rica after his 1998 indictment by a US court. Sullivan obtained a residency permit in Thailand in 1998 when he married a local woman. His Thai wife, who has been present at all his court hearings, presented him with a pink heart-shaped Valentine's Day card.

On Sunday Republicans accused the Broward County canvassing board of bowing to political pressure after the board reversed a decision to disqualify ballots with dimple or one corner chads. In Austin Bush campaign spokesman, Marc Racicot, denounced the continuation of any recount. He said Governor George W. Bush has won on every count and recount since November seventh. Meanwhile in Florida, ballot counting and sorting continued through the afternoon. Democrats are fighting to keep the recount active, and to ensure that the tallies are included in the certification of the vote. But Republicans say the recounts violate the law and are especially prone to inaccuracy and fraud. Gore's lawyers planned to ask the Supreme Court to establish a uniform standard for all three counties, preferring rules that give officials great discretion to discern voters' intent when punch-out ballots are only slightly punctured. Florida's Supreme Court is due to rule on the eligibility of manual recounts in the presidential vote on Monday. This case is not about health insurance or healthcare, it's about liberty. He had been serving a 6?-year sentence for a fraud conviction, but was released on a 2 (m) million US dollar bond pending the outcome of the appeal of his 2007 conviction. Black's release from the Coleman Federal Correctional Complex came hours after US District Judge Amy St. Eve in Chicago set his bond and ordered Black not to leave the country. Roger Hertog, a friend and former business partner, posted his bond. The judge also ordered Black to appear before her in Chicago on Friday to go over the terms of his release. She set a Friday court hearing for the former Hollinger International Inc. chairman to hear conditions of his release and also was considering a request from Black's attorneys to let him return to Canada, where he owns a home in Toronto. Black and three other Hollinger International Inc. executives were convicted in 2007 of defrauding shareholders out of 6.1 (m) million US dollars. Black left a low security facility at the Coleman Federal Correctional Complex undetected by the dozens of reporters waiting in the nearly 100 degree Fahrenheit (38 degree Celsius) weather outside the rural prison. A prison spokesman confirmed Black's release but declined to offer details. Black arrived at his ocean front Palm Beach mansion hours later in a black SUV. Reporters and photographers swarmed the vehicle but it didn't stop as it went through a gate that closed behind it. Attorney Miguel Estrada said Black would prefer not to stay in Palm Beach for long. Estrada said the Federal Bureau of Prisons issued Black an ID that would allow him to fly to Chicago. In 2007, Black and three former Hollinger executives were convicted of defrauding shareholders out of 6.1 (m) million US dollars. One of the prosecutors' arguments was that Black deprived the company of his faithful services as a corporate officer, breaking the so-called "honest services" law. Black also was convicted of obstruction of justice after jurors saw a video of him carrying boxes of documents out of his offices, loading them into his car and driving off with them. The documents were sought by government investigators. The US Supreme Court last month limited the scope of the honest services law, leaving it to the 7th Circuit to determine whether to overturn Black's conviction in whole or in part. The appeals court Monday granted Black's motion for bail as he appeals his fraud conviction. It remains unclear, however, where Black's case stands in light of the Supreme Court's ruling. Before their weeks-long deliberation in 2007, jurors were instructed they could convict Black either on the conventional or "honest-services" types of fraud. But it's unclear which charge the jury relied on. Federal prosecutors have said they would continue to urge any honest services convictions for Black be upheld. U.S. Attorney's Office spokesman Randall Samborn in Chicago declined to discuss the case Wednesday pending the appeal. Hollinger International once owned the Chicago Sun-Times, The Daily Telegraph of London, The Jerusalem Post and hundreds of community papers in the US and Canada. At the core of the charges against Black was his strategy, starting in 1998, of selling off the bulk of the small community papers, which were published in smaller cities across the United States and Canada. Black and other Hollinger executives received millions of dollars in payments from the companies that bought the community papers in return for promises they would not return to compete with the new owners. Prosecutors said the executives pocketed the money, which they said belonged to shareholders, without telling Hollinger's board of directors. But Black's lawyers have maintained that federal prosecutors failed to muster adequate evidence that he defrauded anyone or tried to hide key documents.
