GOSHEN - Orange County District Attorney David Hoovler released footage from a body camera worn during the police shootout on Tuesday in the Village of Maybrook. Hoovler released two and a half minutes of dramatic footage on Thursday showing the escalation of a police call for a domestic dispute on Abbey Avenue. The footage shows police officers talking with Anthony Bostick inside an apartment, before he shot Town of Montgomery Police Chief Arnold "Butch" Amthor. The video shows police firing several rounds at Bostick. "Mr. Bostick refused to open the door and refused to cooperate with police, despite the police asking repeatedly for over 30 to 40 minutes for his cooperation," Hoovler said during a press conference on Thursday. "At a point when they believed he may have become suicidal, they entered the residence." The police officer in the video is initially armed with a taser rather than a firearm, Hoovler said. Another officer can be heard saying, "Go lethal," at which point the officer trades the taser for his gun. Bostick fired first, and then police returned fire, Hoovler said. Bostick was pronounced dead at the scene of an "apparent gunshot wound," according to a press release from Hoovler's office Thursday. Hoovler would not say during the press conference if Bostick's gunshot wound was self-inflicted or if it happened when police returned fire. In the footage, an officer says, "He just shot himself."

Dash cam video showing wide of man on ground surrounded by police officers STORYLINE The US Federal Bureau of Investigation (FBI) on Monday agreed to investigate the beating of a man by Minneapolis police officers after the city's police chief reviewed video showing some of the officers kicking and punching the man while he was being held face-down in the snow. Police Chief, Tim Dolan asked the FBI to investigate the February arrest of Derryl M. Jenkins during a traffic stop, saying some of the responding officers' actions are cause for concern. Jenkins, who turns 43 on Tuesday, was charged with assault and refusing to submit to alcohol tests, but the charges have been dropped. Through his attorney, Jenkins said releasing the seven-minute video recorded by cameras attached to the police squad cars was in the public interest. Attorney Paul Edlund said on Monday that his client wanted to put the video into the public domain to make people aware of what happened. Jenkins has said he was stopped February 19 after a late-night dinner and three beers. The arresting officer accused Jenkins of driving about 15 miles (24 kilometres) over the speed limit, though Jenkins denies it. The video shows the officer stopping Jenkins' PT Cruiser in north Minneapolis, then opening the car's driver's side door to talk to him. Soon thereafter Jenkins gets out of the car and begins to struggle with the officer. The officer pulls Jenkins' hooded jacket over his head and throws him down into the snow while waiting for backup. Several other officers arrive at the scene and many of them are seen punching and kicking Jenkins as they try to apply handcuffs. A Taser is used at one point, but it is ineffective, according to police records. Jenkins says he was eventually taken to North Memorial Medical Centre, where he received several stitches above his eye. He was then taken to the Hennepin County Jail. No disciplinary action has been taken against the officers involved, and Dolan said it appears that the officer who tried to make the initial arrest acted appropriately. That officer suffered a split lip and bloody nose during the incident. Dolan issued a brief written statement on Monday but declined interview requests. Police spokesman Sergeant Jesse Garcia said the video shows how officers often have to deal with people who resist arrest, which he said can create a dangerous situation. An FBI spokesman said investigators were to look into the case saying it is common for the FBI to examine excessive force complaints against local law enforcement because one of its responsibilities is enforcing federal civil rights laws. In addition, Dolan has referred the case to the department's internal affairs and training units for a review of arrest procedures.

LAPD Chief Charlie Beck released new details of Saturday's shooting of 18-year-old Carnell Snell in South Los Angeles and a fatal police shooting of an unidentified Hispanic man on Sunday. The shootings come amid heightened tensions over police actions involving black people and other minorities across the country. In the shooting of Snell, officers tried to pull over a car he was in because it had paper plates that didn't match the year of the vehicle - a possible indication of a stolen car and something commonly seen in drive-by shootings, Beck said. Snell, seated in the back, looked at officers and then ducked down "as if to hide from them," Beck said. When officers tried to pull the car over, Snell jumped out holding his waistband and the foot pursuit began, he said. After a chase of several hundred yards, Beck said, Snell took a gun from his waistband and turned in the direction of the pursuing officers, prompting the shooting. Snell died at the scene and police recovered a fully loaded semi-automatic gun with one round in the chamber within 5 feet of where Snell lay, Beck said, adding that the weapon had not been fired. Beck did not say whether one or more officers fired, how close they were to Snell, or whether the car turned out to be stolen. The officers were not wearing body cameras, but a surveillance video from a business clearly showed Snell was armed, Beck said. The shooting occurred in a Los Angeles neighborhood where nearly 450 people have been shot this year, making it the worst in the city for gun violence, Beck said. "We are doing our absolute best to take guns out of the hands of those that would use them against others, and sometimes that leads to circumstances where Los Angeles police officers are put into peril and have to defend themselves," the chief said. A group of people protested outside Beck's news conference, chanting, "No justice, no peace, no racist police." Three were arrested for unlawful assembly after refusing orders to leave police headquarters and take their demonstration to a public street. "We're so tired," said protester Jade Daniels, 24. "These kids don't want to die. What black person would point a gun at a group of cops?" Activists have called on police to publicly name the officers involved in the shooting, which occurred near Snell's home. They also appealed for a quick, transparent investigation. Snell was on probation after pleading no contest to one felony count of assault likely to produce great bodily injury, according to court records. On Sunday, a man was shot when he pointed what turned out to be a replica handgun at police, Beck said, adding that an orange tip had been colored black to make the replica look real. The man remained unidentified. He was only described as Hispanic. Beck said both officers involved in that shooting were wearing body cameras and the footage supports their accounts while refuting claims that the man was shot on the ground. The officers were responding to reports of a man with a gun. "In both these instances the officers feared for their lives because of the actions of the individuals that they were pursuing," Beck said. Snell was the third black man in five days to die in confrontations with police in Southern California. Last Tuesday, Alfred Olango was fatally shot by an officer in the San Diego suburb of El Cajon when Olango took a "shooting stance" and pointed at an officer with what turned out to be a 4-inch vape pen - an electronic cigarette device. On Friday, Reginald Thomas died after being shot with a Taser by police in Pasadena. He was armed with a knife and his wife described him as mentally ill. Meanwhile, the family of a black man killed by police in Sacramento in July demanded murder charges Monday against two officers heard on a dash-cam video talking about trying to hit the man with their police cruiser before he was shot 14 times. --

It was also a very intense situation and brutal brutal fight. It highlights the homeless and mental illness issues that trouble us in our skid row area. At approximately 12:00 noon on Sunday, officers from LAPD central area station were dispatched to the 500 block of south Sampedro. 15:03:46 They were dispatched to a citizen report of a robbery call. Upon arrival the, officers and a supervisor made contact with the victim who directed them to a suspect's location. When police approached the suspect, he repeatedly refused to comply with officers' commands and then began to fight with them. During the altercation, officers used tasers in an attempt to subdue the man. 15:04:14 However, the tasers appeared to have little effect and he continued to violently resist. While on the ground, and struggling with the officers, the man forcibly grabbed one of the officer's holstered pistols resulting in an officer-involved shooting. Officers immediately summoned Los Angeles fire department paramedics to the scene who determined the man was deceased. Paramedics transported him to the L.A. County coroner's office. 0453 Two of the officers involved in the incident sustained injuries. They were treated and released from area hospital. One is on crutches at this moment and is recuperating at home. As with all officer-involved shootings, LAPD specialize forced investigation division responded to preserve and collect evidence and to interview witnesses to the shooting. As you know, portions of this incident were captured on video from various sources including two body-worn cameras on officers at the scene. 0523 These will be reviewed and analyzed as part of the ongoing investigation. Force investigation's investigation will be comprehensive and will be conducted in coordination with LAPD's office of inspector general and will be presented to the board of police commissioners to determine whether use of deadly force in this incident was consistent with department policies and procedures. 0549 Also, the L.A. County district attorney's justice systems integrity division responded to the scene and will conduct a comprehensive review of all facts which result in the shooting. The officers involved in this incident are assigned to our safer cities initiative in central area and are specially trained on dealing with homeless people and mental illness issues. 0614 Several of the officers have participated and completed our most extensive mental illness training, over a 36-hour course. All of the officers had had training to some extent in dealing with the mentally ill. Photos of the officer's pistol are on my right. As you can see, the slide is partially engaged and a round has been partially ejected and fouled the firing chamber. 0645 This is indicative of a struggle over the weapon. As you can also see, the magazine is dislodged from its resting place. This is also indicative of force used on the weapon. There's also a screen grab from a privately taken video. If you examine that, it appears that the suspect's hand is reaching for the officer's waistband in the area where his pistol would be located. There's also a photo of a standard Glock pistol without its slide engaged, and you can use that for comparison purposes so you can see the effect of the struggle on the officer's weapon. 0728 As I started, this is an extreme tragedy. We feel great compassion in the LAPD for people who live in conditions of homelessness and often mental illness with no treatment. We prepare our officers to deal as best they can with them, but the reality is this is much more than a problem that the police, alone, can solve. I've reviewed the other videos. 0803 It appears to me the officers acted compassionately up until the time when force was required. These are very difficult situations. My heart goes out to the family of the man who was killed, and also to the Los Angeles police officers who had to be part of this tragedy. 0821 As always, anybody that saw, recorded, or in other ways may have information regarding this incident, we ask to contact the LAPD. This investigation is ongoing. You will have many questions, which I cannot answer, because it is premature. But we will find out truth of this matter. With that, I'll take a couple questions. QUESTIONS Q: Based on what you know now, I know it's still in the investigative process and we'll learn more in the days and weeks ahead, based on what you know now, does it appear to you that the officers acted justifiably when they fired shots at this man? 0901 Part of my role as chief of police is to adjudicate these investigations, and it would be inappropriate for me to go that far and to make a statement about the propriety of this incident until I have seen all the evidence. And I ask the public to do the same thing. These are exhaustive investigations. 0923 They're conducted not only by the police department, but by the inspector general who works directly for the police commission and not from me. Also reviewed by the district attorney who as investigators roll to the scene at the time of the shooting. Also reviewed through our internal process before it goes to police commission. These are some of the most exhaustive investigations we do, and I ask that just as I do, that folks not rush to judgment either on the actions of the officers or the actions of the deceased. Q: I know that you've talked about -- it appears that the gentleman reaching for the officer's gun, can you also talk a little bit about the audio on the video? Can you confirm whether it was officers that said "Drop the gun"? 1020 I have reviewed the video and the audio, and preliminarily, it -- you can hear the young officer who is primarily engaged in the confrontation, saying that "He has my gun, he has my gun." He says it several times. Q: He has my gun? 1044 Well, and I've heard other audios that sound a little dissimilar, but the one that I heard the most clear is the officer saying "He has my gun." He says it several times, with conviction. Q: Two of those officers were wearing body cameras. 1100 Well you know there is compelling video and some of that video you've already seen. There a multiple avenues to collect videos, the corner of 5th and St. Pedral. Dozens, literally if stationary cameras, but there.. ill get there and there are also two officers with body cameras and that offers officers a unique perspective. 1129 WE believe will be crucial to determining the propriety and I know the media would love to have that video and it would certainly serve the purpose for the media's cycle. But at this point of the investigation It would not proper for us to release., Q: What is the policy what should officers do when trying to ...suspect? 1216 I'll speak in general terms not specific to this incident. In the videos that I have looked at, individual on the outside of the tent, midway in that contact he rapidly retreats and goes into the tent. And obviously there was a robbery call, the officers have no idea whats in that tent. 1239 The individual maybe arming himself and they opened the tent and that when the altercation ensues. You know they are in a very tough situation, they have a potential legal right and he flees from the detention. So they are legally authorized to continue that detention. Sohard to make those calls on partial info. The totality of the investigation. I will review the statements form the officers about what was in their mind about what they have heard from the victim and determine whether or not the actions they took were appropriate. I;m just giving you the general pieces. Q:.... mental illness? 1328 YOu know we are not releasing the identity of the individual that was shot. So Im not going to release any details about him we are still making attempts to notify relatives until that occurs we will not be releasing any details. Q: The media certainly would like to see the footage from the body cameras, but I would argue that the public would also like to see it as well. You have a case where a civilian video has gone viral of this incident, it seems like it might serve the department's interests to put that video out there to show or explain the officer's actions. WOuld you consider releasing this footage at some point or have you completely ruled it out? 1406 Well there are, you know, there are a number of factors, it's not only the media's desire to know, uh, and the public certainly has an expectation that there is a complete and thorough investigation that reviews all evidence. Now whether or not that evidence should all be released, you know, that's another matter. I will tell you this, that at the end of the investigation of this officer involved shooting, unlike the vast majority of my peers in law enforcement, we will release the complete investigation through the Inspector General's office. If there is a criminal proceeding in this, or if there's a civil proceeding in this, we will make all evidence available for those proceedings. Q: How much time elapsed in that incident, approximately? 1449 You know it was, I cannot, I cannot tell you the exact amount of time, it appears to me about three or four minutes, and that's from first contact uh with the victim to the to the lethal confrontation Q: So did they ever employ any of this specialized training you've talked about and if so did it fail, did they, in other words what did they do that demonstrated this specialized mental health training that they received? 1515 You know the way that you the way that you have conversations, the way that you offer options, the way that uh you give, uh, some space, the body language that you portray, you know the way that you escalate, all of that's part of the training. You know I will make judgement upon that when I review the Totelli investigation, uh but on the face of it appears that they did try all of that or most of that. Q: Can you tell us, you're not releasing the name of the man who was killed, but is this someone who officers were familiar with? 1548 You know I don't know that because I have not reviewed the officers' entirety of their statements, um, I will say, you know, I have not seen their statements so I cannot speculate on that. You know the skid row population is very transient, obviously, and this individual by most reports had only been there for a short amount of time, or a relatively short amount of time compared to some people who spend years and years there, so I don't know his familiarity to the officers. Q: Can you just explain that picture a little better, that second picture, cause it kind of looks like the hand is at knee level, so maybe you could walk us through that section? 1631 Well there's a, the young african american officer that was, that, whose pistol was attacked, is on the other side of the individual who you can see knees, there's an officer that is straddling the individual whose hand is up. Q: If you had been at this location, what would you have done differently? 1656 [laughs] Well you know, I'm a 40 year police officer, um, you know, I don't know that I could have done anything differently. You know, I think that this is an awful tragedy, but the officers, um, took, on the face of it, reasonable steps to avoid it. Had the individual not grabbed the officer's pistol, certainly we would not be having this discussion. Two Los Angeles Police Department officer at Sunday's altercation that led to the fatal shooting were wearing a body cameras, providing police with another video for review in the department investigation, Chief Charlie Beck said at a Monday news conference. Video from the camera was being obtained Sunday night by the LAPD's special Force Investigative Division, LAPD Commander Andrew Smith said Monday morning. I will also let you know that the officer that was terminated, his wife is eight months pregnant. And while he's been terminated, the city is going to continue to 13:03:04 cover the insurance on her for the baby until after the baby is born. We think that is the humane thing for us to do and we're going to do that. I also will tell you that thanks to senator Marlon Kempson and also one of the members of the state legislature, we received a grant to purchase 101 body cameras. [ Applause ] Those body cameras are on order. Today I made an executive decision and have notified my council, we have already ordered this morning an additional 150 body cameras so that every officer that's on the street in uniform will have a body camera. Now, I want you to know that it takes a while once the cameras come in. We have to train them on 13:04:02 operation of the camera but we also have to establish a policy. We have already been drafting a policy through the police department for our legal department to look at and make sure it meets muster. This has been a horrible tragedy within our community. There have been two families that have been harmed greatly by what occurred. Both the victims' and the officer's family. Our hearts go out to both of them. I was taken back by the warm and kind reception that we received today from the family. They are an outstanding family within our community. And the mother and father are wonderful people and the other family was there. 13:05:05 They're suffering. Those of you, however you choose to offer up prayers, please pray for this family and the time that they're going through. We will be there to support them for the funeral with a police escort, to make sure that we get them moved properly and give them the utmost respect and the respect that the gentleman that is deceased deserves. We're going to allow you to ask questions after the chief speaks for about ten minutes. Our chief has been doing that for the last two years. You've got to remember, we are the only city in the state that has a police officer in every school. And it's not just to create security in the schools. It's to create relationships between those officers and the young people within our community. And we will continue to look at ways to enhance the quality of service that we provide to our citizens. And by that I mean all of our citizens. I want to let the national media know, we will respect you. We are not going to do any national interviews until after the burial. And after that, we will start talking. We will be working within the community to have open dialogue on policies that we have, looking for ways to develop a closer working relationship with the individual communities. I have watched the video. And I was sickened by what I saw. And I have not watched it since. But in that end -- because I've been receiving a lot of phone calls and a lot of e-mails. In the end of it, what I saw was a -- I believe to be a police officer removing the shirt of the individual and performing some type of life-saving. But I'm not sure what took place there. We saw the officer dropping something near the body. It's not clear what that is. A lot of people suggested what the officer is dropping was a taser. Do you have any information on that? We're under no obligation to turn an investigation over. We could have investigated this ourselves. Yeah, right. I'm still answering. 13:15:00 Q: When did you start to believe that there was something wrong with the officer's story and there might have been a video explaining or showing that it didn't match? I saw the videotape yesterday for the first time. 13:15:11 Q: Did you believe your officer until you saw the videotape? I had no reason to rely on anything but the evidence that we have and I was not engaged in the investigation. So I did not have the evidence. 13:15:35 Q: You're the mayor. We want to talk to the chief of police. Young lady, yes, ma'am? Q: Officer Slager was exonerated in 2013 [ inaudible ] -- Who was there said this is not the man [ inaudible ] -- How's he exonerated [ inaudible ] -- 13:16:05 He went through a process that goes through the department and that's part of the personnel file. Q: A lot of this community, about half this community is African-American. 80% of the police department, as I understand it, is white. Is it time for that to change? 13:16:30 Let me say that we recruit African-American members to the police department. Anyone that can become certified as a police officer, we're more than willing to hire. The problem is, we have a very limited number even to the point that we've started going out and recruiting from other departments where we can get certified minority police officers to work for us. 13:17:05 Q: Was there ever a fight over the taser? Police cited that video as one of the reasons they moved swiftly, as it contradicted the apparent description of events by the officer. Oak Creek Police Chief John Edwards played the video from Lieutenant Brian Murphy's squad car before telling reporters that Murphy was shot 15 times, not nine as authorities previously said. His armoured vest stopped three of the rounds, Edwards said. Murphy was shot while tending to two victims of Wade Michael Page's August 5 rampage at the Sikh Temple. Page, a 40-year-old Army veteran, opened fire with a 9 mm pistol shortly before Sunday services were to begin. He killed six worshippers and wounded four others, including Murphy, before killing himself. Page's motive in the shooting spree remains unclear. The FBI is investigating, but U.S. Attorney James Santelle said it could be weeks or months before the agency releases any conclusions. The squad car video shows a second officer arriving seconds after Page chased down Murphy. Officer Sam Lenda and Page exchange fire, and then Page, barely discernible in the distance, takes a round in the stomach and topples over. A final shot rings out as Page shoots himself in the head. Police released about one minute of footage from Murphy's squad car and about three minutes from Lenda's in response to an open records request from The Associated Press and others. Murphy's dashboard-mounted camera shows him speeding to the temple and pulling into the sun-splashed parking lot. He stops in front of two victims, whose bodies were obscured before the video was released. Murphy can be seen on the edge of the screen with his .45-calibre pistol drawn, speaking into his radio. Edwards told reporters Murphy reported he couldn't see the shooter, had discovered victims and needed an ambulance.
