A report published by a Congressional committee on Thursday claims the programme to inject all of the more than two million U-S forces is based on inadequate scientific research. The report says the vaccine's effectiveness against biological warfare is uncertain and the safety of troops taking the anthrax shots is not being monitored sufficiently. But Pentagon officials have defended the anthrax vaccine - designed to protect soldiers from chemical attack. Republicans in Congress are leading the assault on the military's program to immunize all their personnel against the deadly anthrax virus. On Thursday they released a report by a House security subcommittee, back their calls for an end to the vaccination. The report by the House Government Reform national security subcommittee is sharply critical of the Defense Department's anti-anthrax program. The vaccination program was put in place to protect military personnel against the growing threat of biological warfare. But the report says there isn't sufficient scientific evidence to back up the claim that the vaccination does protect against the use of biological agents. Furthermore, the lawmakers say, the safety of troops taking the anthrax shots is not being monitored adequately. Representative Christopher Shays believes the vaccine should not be mandatory and should be discontinued until new evidence of its adverse effects can be released. SOUNDBITE: (English) "We had a general testify and he said there are no adverse affects. And we had three witness that followed, sitting behind him, who were going to then testify there are adverse effects, we need to no the extent of them. And so, in the meantime, we are recommending that we discontinue a mandatory force-wide program." SUPER CAPTION: Rep. Christopher Shays, Republican, Connecticut Shays says the mandatory vaccine may also discourage people from joining the armed forces in an already difficult time for the U-S army. SOUNDBITE: (English) "What makes this tragic is we are having a difficult time getting people to join our armed forces, all four branches. We are having a difficult time having them reenlist, and now we are saying a mandatory program for people who will never even be in the theater where they will need it." SUPER CAPTION: Representative Christopher Shays, Republican, Connecticut Defense Secretary William Cohen ordered all active duty and reserve troops to have the shots in 1998. Since then, more than 380-thousand soldiers have been immunized. Shays says the military had good intentions in trying to provide a safe vaccine to protect forces operating in high risk areas. But military officers themselves began to express concern about the vaccine, prompting an enquiry into its safety. Military personnel receiving the injection have complained of fevers, muscle pain and dizziness. Reserve and National Guard pilots testified that military morale was plummeting and colleagues were prepared to resign rather than take the vaccine. Shays and some other lawmakers say the vaccine is based on 1950s technology, and does not meet modern standards for vaccines against biological agents. Add to that, they say, the complaints of U-S veterans of the Persian Gulf War who have complained of illnesses they suspect may have been caused by earlier versions of the anthrax vaccine they received during the war. For these reasons and more, they believe the anthrax shot program is obsolete, and may actually put soldiers at greater risk. SOUNDBITE: (English) "In the report it notes that the Russians had developed a genetically possible way to get around our vaccination. And the military's response was 'Oh well, that's just a lab experiment.' Well that's all they have. At some point you say this would not pass muster to do what they're claiming to do under FDA (Food and Drug Administration). They don't want to resubmit it. They're not even sure that the number of shots are correct. And then there is the question of adverse reaction." SUPER CAPTION: Mark Souder, Republican representative, Indiana U-S military officials have said repeatedly the anthrax vaccine is safe and effective for the majority of those receiving the vaccine. On Thursday they continued to defend the program. SOUNDBITE: (English) "We have a vaccine that FDA, an organization that our country depends upon to make decisions and recommendations on vaccines, has certified to be safe and effective. And I believe that it would be irresponsible not to use that vaccine." SUPER CAPTION: Major General Randall West, U.S. Marine Corps Military officials admit there are side effects associated with the vaccine. Their own data shows more than 600 reports of adverse effects, with 70 that can definitely be traced to the vaccine itself. But they also say that anthrax and its use as a weapon poses a real and present threat for soldiers right now, requiring the need for a vaccine right now. SOUNDBITE: (English) "There are a lot of countries right now that have weaponised anthrax, or are trying to get it. There are a lot of potential adversaries and former adversaries that have biological weapons programs. There are terrorist groups that are pursuing this capability.
