That's well within their rights, that's one reason that we have separate but equal branches of government, is to give people the opportunity to weigh in on these decisions. But ultimately, when you're the commander-in-chief, the decision resides with you to make best use of American military force to protect American interests. It's also the responsibility of the President of the United States to make sure that we're using all of the elements of American authority to protect the American people and our national security interests around the globe. That means deploying our intelligence apparatus and personnel in a way that can supplement the use of American military force. It also includes using our influence around the globe in the realm of diplomacy to protect American interests - that will be on display when the President travels to Europe this week. 13:23:45 The President's looking forward to the NATO summit where some of these issues will be discussed, as many of you I'm sure have observed, Iraq is a neighbor of our NATO ally Turkey, and so I do anticipate that these discussions will include - the discussions at NATO will include countering the threat that's posed by ISIL. But the President is bound and determined, even in the face of criticism, to make the kinds of decisions that he believes are in the best interest of American national security and the American people. 13:24:17 WX-EARNEST/SOTLOFFE BEHEADING TRT: 54 OC: DETERMINE ITS AUTHENTICITY 13:08:31 I've not seen those reports today, Zeke, that may have just happened in the last few minutes while I've been standing up here. This is something that the administration has obviously been watching very carefully since this threat against Mr. Sotloff's life was originally made a few weeks ago. Our thoughts and prayers first and foremost are with Mr. Sotloff and Mr. Sotloff's family and those who worked with him. 13:08:56 The United States, as you know, has dedicated significant time and resources to try and rescue Mr. Sotloff. We - I'm not in a position to confirm the authenticity of that video or the reports at this point obviously since I just walked out here, but, this is - if there's a video that has been released, it is something that will be analyzed very carefully by the U.S. government and our intelligence officials to determine its authenticity. 13:09:25 WX - EARNEST/ SOMALIA: AL SHABAAB TRT: 19 OC: THE SOMALI PEOPLE 12:55:55 So, this is a threat that we have been aware of and countering for quite some time. Earlier that week the president had been informed by Speaker Boehner that House Republicans intended to continue to block common sense, bipartisan immigration reform legislation that had already passed through the Senate. 13:00:56 Logged in DC by Chloe Sommers DC MS ID# 10412109(HO); 10412111(CUTS) AX MS ID# 10413172(HO); 10413178(CUTS) SHOT DATE: 9/2/14 LOCATOR: DC SOURCE: POOL HO / CNN CUTS RX: 406, 407 TX: 761, 762 FONTS: Josh Earnest White House Press Secretary SOTS: WX-EARNEST/EXCHANGE WITH ATHENA TRT:36 OC: THE AMERICAN PEOPLE ATHENA 13:22:25: But given this possible new beheading by ISIS - the threat that is being talked about - (inaudible) a growing number of members of Congress who believe that the President is being too cautious when it comes to ISIS if it's really an urgent threat, so - EARNEST: 13:22:41 Well, there are certainly people who will take advantage of the opportunity to do some Monday morning quarterbacking here. The president is happy for Congress if they - to entertain a change of heart by Congress if House Republican want to change their mind and allow this peice of legilation for a vote. That's the irony of the situaiton, at this point we are not even asking House Repubvlicans to hange their mind about the legislation, it's fine for them to go ahead and vote no - there are plenty of votes that can be provided by Democrats to pass this peice of legislation but ultimately it's up to congress to make desiions about what sort of congerssional action they will authorize. 13:04:03 The president is iun the midst of -- I should say the Secty. of Homeland Security and the AG are in the midst of a review to determine what sort of action the president himself can take unilaterally to address these challegnes. 13:04:20 WX - EARNEST/ ISIS CLEEPER CELLS? The president earlier today did receive a briefing from CDC Director Tom Frieden, who recently declared the Ebola situation in west Africa an epidemic. Dr. Frieden, as you know, had recently traveled to west Africa. He visited each of the affected west African countries and he's been providing regular updates on what the CDC is doing to deal with the epidemic. 13:50:58 As you know, there's already a lot that's been done on this. The CDC ramped up its Ebola response in early July. More than 500 CDC staff members have provided logistics, staffing communication, analytics, management, and other support functions. And as of September 2nd, as of today, roughly 100 U.S. government personnel have been deployed and are working in the affected countries, responding to the outbreak, including more than 70 CDC staff deployed in Guinea, Liberia, Nigeria, and Sierra Leone to assist with various response efforts, including surveillance, contact tracing, database management, and health education. 13:51:35 So, there's a lot of work that the U.S. government has already done to try to assist the west African governments that are dealing with this outbreak, and some of that effort involves just public education, and making sure that people, even in some of these remote communities, understand what they need to do to avoid contracting Ebola. And so we're -- you know, we're using a wide range of elements at our disposal to try to educate people about what they can do. 13:52:03 ROUGH LOG: 12:53:00 many of you traveling but i hope you got somequiet time 12:53:12 i want to extend my ocndolences to mike makerwitz he was a fox radio reporter covering the WH and he passed away from cancer 12:53:35 he was covering the WH in 2010. tough and showed respect for journalistic process and thats something admirable 12:53:56 our thoughts and prayers SOMALIA 12:54:20 n omore details but i can confirm the US military conducted against al shabab network, us cont to access the ops and will give more info as it happens. ***************** 12:54:52 al shabab named terrorists over 6 years ago 12:55:18 respoinsble for mall atack in nirobi and htey cont to plan plots against others. suicide bombing killed people and twin suicide bombings in uganda killing others an one american 12:56:01 this threat we know about for some time that are working to support the govnt of somalia. 12:56:29 CT relationship with somali govnt - we have worked with the govnt to counter thi sbut generally the reqquests for action i cant comment 12:57:17 i owuld point out in some atacks there were americans victims al shabab has carried out brazen attacks against soft targets hoping to injur or kill westerners 12:57:46 has the desire and capability to hit targets outside somalia. i cant provide assessment of ability or designs they have on the US 12:58:14 generally, its evident ameircan interests are threatened by this organization thats why we are workig with our international patners to counter this threat and other places NATO/UKRAINE 12:59:07 the pres and other members of nat sec will discuss range of issues looking at the needs of nato states and other threats,. the us and allies plans to sig incvrease readiness to ensure the alliance to threats in a timely balance 12:59:49 to deal with new concenrs about russian intentions IMMIGRATION 13:00:31 Well, the announcement that the president made in the Rose Garden back in June as it relates to immigration reform was the direct result of communication from the speaker of the House. Earlier that week the president had been informed by Speaker Boehner that House Republicans intended to continue to block common sense, bipartisan immigration reform legislation that had already passed through the Senate. 13:01:55 to address a problem all say exists and he is in scope of his authoreity for stps to mitigate problems caused by broken immigration system and pres is happy to allow whatever he decides to implimetn on his own to be superceded by congress if a robust solution 13:02:53 no updaets on presidential action but determined to act and asked for reivew of the existing law 13:03:27 QUESTION: Why did he say he would do it by the end of the summer, especially if that's not what you're going to do? Well, I don't have any updates in terms of -- in terms of the timing for presidential action. But the president is determined to act. The president has asked his secretary of homeland security and his attorney general to conduct a review of the existing law to determine what authorities the president can wield to -- to make... 13:04:56 could be before of after the summer but its something hes doing bc of congress failure to act 13:05:24 pres wants to address as many topics as he can but met with obstruction from hse gop 13:06:18 its all a worthy endeavour the pres also interested in fulfilling pres leadership 13:06:44 consequences, also worth yof review of who p[layed a constructive role all contrbute4 in positive way for bipartisan action to solve the problem 13:07:24 this one group that have blocked this legislation from passing 13:07:50 the pres desire to solve problems and constructive dfebate with the public and the pres wants to when ready to announce he will in the ocntext of that broder debate ISIS beheaded second 13:08:37 i have not seen those reports its something the admin watchign carefully snce the threat was made a few weeks ago. our thoughts and prayers with him the US dedicate resources to try to rescuse him. i cant confirm the video but if there is a video it will be analyzed.******************************* 13:11:37 to close this loophole that benefits well connected companies and they can renounce citizenship for taxes 13:11:55 if consistant with corp tax reform but its complicated but not an excuse for simple legislation for closing a loophole 13:12:17 last time they took action was fall... 13:12:50 they are determining what steps could be taken to remove the financial incentives so no timeline until tresury dept ISIS 13:13:34 our policy in iraq - protectng american citizens and thats why a priority on assiting sec forces also ameircan military force to rpevent disasters its something ordered in aug to protect the yazidi people 13:14:18 dod action to bring humantiarian reief for other minority the SU carried out that mission in a way that will provide more sec to the shiia there 13:15:02 those are the two priorities 13:15:17 those are priorities obama laid out 13:16:06 we take isil threat seriously and it starts with unification NORTH KOREA 13:17:08 we continue to do all we can. envoy? 13:17:26 refer you to state dept on that 13:18:03 we have some private channels to negotiate with dprk sweedish sometimes rep us. also liasion in NY ATHENA 13:20:30 i think the pres takes seriously wise dfeisions for american force - hardest decision is to put people in the line of fire. many of you talked aobut the pres decision to bring bin laden to justice it was nt a decision it was risky and its only bc of skill and bravery the mission was successful - one exampe of the president being judicious of americn authority to protect USA and applies to other areas of agenda like rescuing auto industry 13:22:05 taking kinds of ations while riskyh politicallu ots a revival of the sutpo industry. 13:22:21 not posisble without this pres making a bold dcison ATHENA 13:22:33 new beheading - hes too cautious? 13:22:43 there are ppl who will take advantage of hte opportunity to do some Monday quarterbacking here thats why we have seperate but equal branches of govnt but it resides with you for best use of military force and to make sure we are using all authority that means deploying personnel in a way that can supplement american force and using our influence around the globe to protect american interests on display when he goes to nato this week. iraq a neighbor of turkey so it will include countering ISIL threat but hte pres determined to make deisics in the interst of hte american poeple********************************** 13:24:46 no annoucnements the us govnt always reviewing our military posture that will facilitate across boundaries 13:25:06 (ISIS SLEEPER CELLS)So as it relates to travel in particular, the Department of Homeland Security is always reviewing our policies and procedures. They are occasionally even tweaking those policies and procedures in ways that sometimes aren't visible to the -- to the traveling public. But there are professionals on the front lines making these kinds of decisions on a regular basis to make sure that the -- that the policies and procedures that are in place will -- will do everything possible to protect the American public in a way that minimizes any sort of inconvenience to travelling public. 13:26:57 an issue wh is focused on admin offiicals oposing foreign fighters 13:27:11 the lis amonaco dicsussing efforts to try to mitigate the threat 13:27:33 intensive effort to mittigate the threat. the sate host engaged counter recruitment thru messaging online KIEV 13:28:59 weve seen russia providing weapons - working with russian backed seperatists and evidence to show russian soldiers on the ground in ukraine and attack military positions 13:29:28 dissapointment to US and allies 13:29:38 as a result sig economic costs for russia 13:30:00 NAT Oa leading role that russia intervene grossly violating integrity of ukraie and we tand foursquare against 13:30:54 the other thing i took note of wven with phto evidence that russian officials offer denials that may be best indication how vulnerable they feel about the situation when confronted with evidence 13:32:51 accurate that an open communicaton btwen WH and those working on the review. that would include and pres has visibility but in terms of final recocmendatins he hasnt gotten that yet 13:33:57 pres not trying to be anbiguous. he asked and when pres asks you can count on his team to meet that request befroe the end of hte summer and he intended to act after but anticipate when summer rolls around the pres wil lget those final recocmenations IMMIGRATON 13:37:09 some suggest it would provoke - im not a political analyst 13:37:27 the pres basing decision on commitmenet to solving problems so americans understand and try to reduce the impact of the consequences of failign to do so PUTIN 13:38:03 i didnt see the comment but its consistent 13:38:10 we asked him to use is influence 13:43:57 pres not interested in futher militarizing the area and the commitment to NATO 13:44:38 the pres at work ove weeks workin gwith nat sec team to develop to take the fight to isil in syria 13:45:33 in terms of status of convos im not going to disclose them from here 13:46:35 our track record of action in solamila to counter the threat there is good and we had success 13:46:51 syria is different and the pres is working 13:47:02 we areworking with partners in africa union on that 13:48:11 some critics say US pres should send ground combat and he will not consider at this point 13:48:49 us will not send ocmbat troops back on the ground into iraq there are advisors to access the forces there are american military personnel to protect baghadad and irbil 13:49:31 to integrate efforts there are also american mliatry personnel EBOLA 13:50:30 im not aware of 3 american infected 13:50:38 pres got brfg from cdc dir. 13:51:00 a lot already done, ramped up response in july and of sept second 100 deployed and working to respond to the outbreak 13:51:47 some effort is public education and that ppl understand howto avoid contracting ebola and we are using tools to educate 13:52:05 hes alked about how with the knowledge it can be contained but t requires education campaign 14:01:50 attempts to plan for disicions of pres dow nthe road but pres will be deliberate but he wont be shy if he thins it wcoud lbe impactful 14:02:30 that is evidence of pres and admin willing to use ameircn ilitary force and its bc of the skill of serviceppl that its so pwerful and pres not reluctant if he bleieves it can be effective CRIMEA ### (0:00) /

OBAMA WHITE HOUSE BRIEFING (HEAD ON)
00:00:00:00 SOTS: WX-OBAMA/STEPS TO TAKETRT: 44OC: TAKE THOSE STEPS 14:46:28 Things are getting better. Our engines are revving a little bit louder. And the decisions we make right now can sustain and keep that growth and momentum going. Unfortunately, there are a series of steps that we could be taking to maintain momentum, and perhaps even accelerate it. There are steps we could be taking that would result in more job growth, higher wages, higher incomes, more relief for middle class families. And so far, at least, in Congress, we have not seen them willing or able to take those steps. 14:47:12 WX-OBAMA/BIG TICKETS STALLEDTRT: 34OC: NOT GETTING DONE 14:47:55 Now it's good that Congress was able to pass legislation to strengthen the V.A. and i want to thank the chairman and ranking members who were involved in that. It's good that Congress was able to at least fund transportation projects for a few more months before leaving town. Although it falls far short of the kind of infrastructure effort that we need that would actually accelerate the economy. But for the most part, the big ticket items, the things that would really make a difference in the lives of middle class families, those things are just not getting done. 14:48:29 WX-OBAMA/PARTISAN MESSAGE BILLTRT: 44OC: SOLVE THE PROBLEM 14:48:31 Let's just take a recent example, immigration. We all agree that there's a problem that needs to be solved in a portion of our southern border. And we even agree on most of the solutions. But instead of working together, instead of focusing on the 80% where there is agreement between democrats and republicans, between the administration and congress, House Republicans, as we speak, are trying to pass the most extreme and unworkable versions of a bill that they already know is going nowhere. They can't pass the senate. And that if it were to pass the senate, I would veto. They know it. They're not even trying to actually solve the problem. 14:49:15 WX-OBAMA/HOPE FOR NEXT MONTHTRT: 30OC: OUR COUNTRY'S SUCCESS 14:52:54 When Congress returns next month, my hope is that instead of simply trying to pass partisan message bills on party lines that don't actually solve problems, they're going to be willing to come together to at least focus on some key areas where there's broad agreement. After all that we've had to overcome, our Congress should stop standing in the way of our country's success. 14:53:24 WX-OBAMA/UNCONDITIONAL RELEASE ASAPTRT: 14OC: SOON AS POSSIBLE 14:54:25 I want to make sure that they [Hamas] are listening, if they are serious about trying to resolve this situation, that soldier needs to be unconditionally released, as soon as possible. 14:54:39 WX-OBAMA/WEIGH ON CONSCIENCETRT: 16OC: TO PROTECT THEM 14:55:33 Now at the same time, we have also been clear that innocent civilians in Gaza caught in the crossfire have to weigh on our conscience and we have to do more to protect them. 14:55:49 WX-OBAMA/CEASEFIRE DIFFICULT TO HONORTRT: 27OC: BE HONORED 14:57:20 The point is, when they sign on to a cease-fire, they're claiming to speak for all the Palestinian factions. And if they don't have control of them, and just moments after a cease-fire is signed, you have Israeli soldiers being killed and captured, then it's hard for the Israelis to feel confident that a cease-fire can actually be -- be honored. 14:57:47 WX-OBAMA/CONSTANT CONSULTATIONTRT: 28OC: WHAT'S HAPPENING THERE 14:57:50 I'm in constant consultation with Prime Minister Netanyahu. Our national security team is in constant communication with the Israeli military. I want to see everything possible done to make sure that Palestinian civilians are not being killed. And it is heartbreaking to see what's happening there. 14:58:18 WX-OBAMA/AMERICAN INFLUENCE HISTORYTRT: 1:05OC: PALESTINIAN PEACE DEAL 15:02:33 If you look at the 20th century and the early part of this century, there are a lot of conflicts that America doesn't resolve. That's always been true. That doesn't mean we stop trying. And it's not a measure of American influence on any given day or at any given moment that there are conflicts around the world that are difficult. Conflict in Northern Ireland raged for a very, very long time until finally something broke, where the party decided that it wasn't worth killing each other. the Palestinian/Israeli conflict has been going on even longer than you've been reporting. You know, and I don't think at any point was there a suggestion that America didn't have influence, just because we weren't able to finalize an Israeli/Palestinian peace deal. 15:03:28 WX-OBAMA/UKRAINE CONSTRAINTSTRT: 32OC: LONG-TERM INTERESTS 15:05:27 With respect to Ukraine, I think that we have done everything that we can to support the Ukrainian government, and to deter Russia from moving further into Ukraine. But short of going to war, there are going to be some constraints in terms of what we can do if President Putin and Russia are ignoring what should be their long-term interests. 15:05:59 WX-OBAMA/REPUBLICANS VS REPUBLICANSTRT: 28OC: THE HOUSE REPUBLICANS 15:09:15 We agree! So we put forward a supplemental to give us the additional resources in funding to do exactly what they say we should be doing. And they can't pass the bill. They can't even pass their own version of the bill. So that's not a disagreement between me and the House Republicans. That's a disagreement between the House Republicans and the House Republicans. 15:09:43 WX-OBAMA/I'LL ACT ALONETRT: 39OC: THINGS GET DONE 15:11:12 I'm going to have to act alone, because we don't have enough resources. we've already been very clear. We've run out of money. And we are going to have to reallocate resources in order to just make sure that some of the basic functions that have to take place down there, whether it's making sure that these children are properly housed or making sure that we've got enough immigration judges to process their cases, that those things get done. 15:11:41 WX-OBAMA/ENDING EXTRAORDINARY INTERROGATION TRT: 1:02OC: IN THE FUTURE 15:26:15 After I took office, one of the first things I did was to ban some of the extraordinary interrogation techniques that are the subject of that report. And my hope is that this report reminds us once again that, you know, the character of our country has to be measured in part not by what we do when things are easy, but what we do when things are hard. And when we engaged in some of these enhanced interrogation techniques, techniques that I believe and I think any fair-minded person would believe were torture, we crossed a line. And that needs to be -- that needs to be understood and accepted.
And we have to, as a country, take responsibility for that so that hopefully we don't do it again in the future. 15:27:17 WX-OBAMA/REMAKRS ON EBOLATRT: 1:00OC: COUNTRIES ACCOMPLISH THAT 15:31:44 More broadly, the CDC and our various health agencies are going to be working very intently with the World Health Organization and some of our partner countries to make sure we can search some resources down there and organization to these countries that are pretty poor and don't have a strong public health infrastructure. so that we can start containing the problem. keep in mind that Ebola is not something that is easily transmitted.
