Brunswick, GA., a city of 23,200, has a Black population numbering 41 percent. Like many other cities and towns in the South, some degree of desegregation has been achieved in Brunswick. The difference in this Georgia city is that the civil rights progress made to date has been conspicuous by its lack of violence. AT ISSUE: BRUNSWICK, GA – THE QUIET CONFLICT, probes the factors responsible for Brunswick’s peaceful desegregation methods and considers the prospects for its continuance in the future. Probably, the most important factor cited to date is economics. Tourism and big industry are major livelihoods in Brunswick, and the people are well aware that outbreaks of racial violence would only serve to destroy the tourist trade, and to drive industry from the region. Significant as well have been the efforts of local officials working together with members of the local NAACP Chapter to keep open the lines of communication s between the two races. Notable in this regard is the bi-racial committee now operating in Brunswick, composed of members of the city’s white and African American chambers of commerce. To say that Brunswick’s attempts at peaceful desegregation have gone unopposed would be incorrect. The Glynn County Citizens Council, a white citizens group, has fought federal intervention and other civil rights attempts every step of the way. However, most of Brunswick’s Caucasians, though not necessarily favoring desegregation, are slowly accepting the fact that it must come, and while progress toward integration has not been spectacular, it has been achieved quietly, with dignity, and without publicity. Description #2: Six months after passage of the Civil Rights Act, “At Issue” candidly evaluates the peaceful manner in which one Southern city is copy with the African American’s struggle for desegregation on “Brunswick, GA – Quiet Conflict.” Like many other Southern communities, Brunswick, GA, has taken steps toward desegregation. Though much still remains to be done, what makes Brunswick’s approach to racial problems unique is that it is being conducted through peaceful means. N.E.T. executive producer, Alvin Perlmutter, crystallizes the story of Brunswick by taking his cameras and microphones into every part of the Georgia city to learn first-hand how a city, steeped in the tradition of the South, could achieve even partial desegregation without violence – and without publicity. One of the major factors focused on by the producer in the videotape documentary is the economic status of Brunswick. The Black community numbers nearly fifty percent of the total population, giving them considerable economic influence. In addition, the white people of Brunswick, though not necessarily favoring integration, are fully aware that tourism and big industry, the city’s business mainstays, would be driven away should racial violence break out. Another factor considered on the N.E.T. program is the joint effort being made by local government officials and the city’s African American leaders to maintain open lines of racial communication. U.S. Troops in the Solomon Islands during World War II, load munitions and supplies aboard landing craft to be carried to the troopship, USS Frederick Funston (APA-89), sitting offshore. The equipment and troops are bound for Bougainville, New Guinea, to reinforce marines there. Next, the troops themselves, in full battle gear, enter Higgins boats, to be ferried to the troopship. Change of scene shows U.S. Field Artillery unit changing position on New Georgia. They employ caterpillar tractors to move the guns. One is seen bogging down in the soft earth, so another tractor assists by pushing on the gun (possibly damaging its barrel). After arriving at the new position, they are ordered to move again, because of movements of the Japanese forces. This time, the troops pitch in and use sheer manpower to move a howitzer. Scene shifts again, to Italy, where U.S. troops attempt to ford a river on the road from, Benevento, to Caserta, after German forces destroyed all bridges along it. A truck is seen successfully crossing after combat engineers created a path for it. Trucks and jeeps move through muddy paths. This portrait supposedly shows the 1976 plebe year, but also includes footage from later classes in an attempt to show that the Academy had becoming sexually integrated. <p><p>The United States Naval Academy (also known as USNA, Annapolis, or simply Navy) is a four-year coeducational federal service academy in Annapolis, Maryland, United States. Established on 10 October 1845, under Secretary of the Navy George Bancroft, it is the second oldest of the United States' five service academies, and educates officers for commissioning primarily into the United States Navy and United States Marine Corps. The 338-acre (137 ha) campus is located on the former grounds of Fort Severn at the confluence of the Severn River and Chesapeake Bay in Anne Arundel County, 33 miles (53 km) east of Washington, D.C. and 26 miles (42 km) southeast of Baltimore. The entire campus is a National Historic Landmark and home to many historic sites, buildings, and monuments. It replaced Philadelphia Naval Asylum, in Philadelphia, that served as the first United States Naval Academy from 1838 to 1845 when the Naval Academy formed in Annapolis.<p><p>Candidates for admission generally must both apply directly to the academy and receive a nomination, usually from a Member of Congress. Students are officers-in-training and are referred to as midshipmen. Tuition for midshipmen is fully funded by the Navy in exchange for an active duty service obligation upon graduation. Approximately 1,200 "plebes" (an abbreviation of the Ancient Roman word plebeian) enter the Academy each summer for the rigorous Plebe Summer, but only about 1,000 midshipmen graduate. Graduates are usually commissioned as ensigns in the Navy or second lieutenants in the Marine Corps, but a small number can also be cross-commissioned as officers in other U.S. services, and the services of allied nations. The United States Naval Academy has some of the highest paid graduates in the country according to starting salary. The academic program grants a bachelor of science degree with a curriculum that grades midshipmen's performance upon a broad academic program, military leadership performance, and mandatory participation in competitive athletics. Midshipmen are required to adhere to the academy's Honor Concept.<p><p>The 1970s brought change. In 1972, Lieutenant Commander Georgia Clark became the first female officer instructor, and Dr. Rae Jean Goodman was appointed to the faculty as the first civilian woman. Later in 1972, a decision of the United States Court of Appeals for the District of Columbia terminated compulsory chapel attendance, a tradition which had been in effect since 1853. <p><p>On 8 August 1975, Congress authorized women to attend service academies. The Class of 1980 was inducted with 81 female midshipmen. In 1980, the academy included "Hispanic/Latino" as a racial category for demographic purposes; four women identified themselves as Hispanic in the class of 1981, and these women become the first Hispanic females to graduate from the academy: Carmel Gilliland (who had the highest class rank), Lilia Ramirez (who retired with the rank of commander), Ina Marie Gomez, and Trinora Pinto.
