STORYLINE: Biofuel production is not to blame for soaring global food costs, Brazil's president said on Saturday, calling for incentives for developing countries to grow food crops as a way out of the crisis. Luiz Inacio Lula da Silva was speaking in the Indonesian capital Jakarta, after meeting with President Susilo Bambang Yudhoyono. Both Brazil and Indonesia are major growers of crops that are used for biofuel production. Fuels made from sugar cane, corn and other crops have been seen as a way to combat climate change and rising oil prices. Last year, the European Union endorsed a plan calling for biofuels to make up 10 percent of the fuel for road vehicles by 2020. But environmentalists, international groups and some countries are becoming increasingly wary of so-called "green fuels," which they say could accelerate global warming by encouraging deforestation for plantations - at the same time further increasing commodity prices by taking land used for food production. Experts say prices of corn, wheat, rice, soybeans and other food products have soared over the last year due to a complex mixture of factors, including high oil prices, changing diets, expanding populations, growth in biofuel production and speculation. Silva singled out speculation as the major cause of the current crisis and said China was also being unfairly blamed. He called for incentives for poor countries to increasing food production as a way to bring down prices. Ask us to produce more," he said. He gave no more details. Indonesia is hoping to make biofuel production, mostly from palm oil, a centrepiece of its economic development. Medium shot baby being fanned by mother STORYLINE: At least 19 Indonesian illegal workers have so far died in overcrowded refugee centres on Borneo island where thousands of people are stranded after fleeing tough immigration polices in Malaysia. Activists have put the death toll at around 70. The camps are centred around the town of Nunukan, East Kalimantan, on the Indonesian owned part of Borneo island. Authorities there say around 25-thousand illegal workers are crammed into the tents with hundreds more turning up every day. The immigrants complain of unsanitised living conditions in the centres, located 17-hundred kilometres (one thousand and 60 miles) northeast of the Indonesian capital, Jakarta. Malaysia began deporting the workers around four months ago in a crackdown. Prime Minister Mahathir Mohamad gave the workers - most of them Indonesian and Filipino - until August 1 to leave the country or face jail, caning or huge fines. One of the richest countries in Asia, Malaysia has become a magnet for foreign workers seeking to escape poverty and violence in their home countries. Malaysian officials estimated there were around 600-thousand undocumented workers before they launched the crackdown, spearheaded by the new punishments. More than 300-thousand illegal immigrants left before authorities began enforcing the laws on August 1.

Farmer digging in his field at dusk STORYLINE: Farmers tended sugar cane and children rode bicycles in the shadow of a killer Indonesian volcano on Sunday, defying warnings by scientists that the smoking mountain was poised for a powerful eruption. The top scientist monitoring Mount Kelud said the temperature of its crater lake had reached 76 degrees Celsius (168 Fahrenheit) - a rise of more than 25 degrees over the last 24 hours, indicating an eruption could be imminent. Despite the danger, authorities said 25,000 people were ignoring evacuation orders and remained in the danger zone around Kelud. There was no attempt made to stop people from travelling inside a 10-kilometre (6-mile) zone around the peak that officials said is off-limits. Kelud - one of more than 100 active volcanoes in Indonesia - has been on the highest alert level for more than two weeks, but on Saturday recorded a spike in activity that led scientists to wrongly declare an eruption had begun. Scores of people, including women carrying babies in slings, fled the mountain in police trucks and on bicycles and motorcycles to government buildings and tent camps, but on Sunday there appeared to be little sense of panic on the mountain. Scientists fear the buildup of magma under Kelud's lake could trigger a violent blast, sending a torrent of mud, ash and rock pouring down the side of the 1,731-metre (5,679-foot) mountain. On Saturday, the peak recorded nonstop volcanic tremors as well as a surge in temperature in its lake. Monitors fled their observation posts convinced an eruption had begun, but were unable to visually confirm it because the mountain was shrouded in fog. They later said it had not erupted. Surono, the lead scientist monitoring Kelud, said the extreme heat in the lake was creating a cloud of smoke and steam some 500 metres (1,640 feet) high, but Kelud had not erupted and no ash had been emitted. The smoke was briefly visible soon after dawn, but was then obscured by low cloud and heavy rain. Like many Indonesians, Surono goes by a single name. In 1990, Mount Kelud killed more than 30 people and injured hundreds. In 1919, a powerful explosion that could be heard hundreds of kilometres (miles) away destroyed dozens of villages and killed at least 5,160. For weeks, authorities have pleaded with villagers to move to tent camps or government buildings, but have faced resistance. Many people have insisted on staying behind to tend crops or look after their houses. At the moment, I don't think I need to evacuate, maybe later," said one village, Seger in Kediri. Some apparently believe a local myth that the mountain won't erupt if residents turn off all the lights and speak softly. Indonesia is spread across 17,500 islands and is prone to volcanic eruptions and earthquakes because of its location within the so-called "Ring of Fire" - a series of fault lines stretching from the Western Hemisphere through Japan and Southeast Asia. At least three volcanoes are currently erupting elsewhere in the country, including Mount Anak Krakatau, which lies off the northern tip of Java island. The mountain was formed after the famous Krakatau volcano erupted in 1883, killing thousands, but is not seen as at risk of a major blast.

Bus drives onto highway STORYLINE Accused US Army deserter Charles Jenkins and his family arrived in Japan on Sunday, where he risks US prosecution on charges he defected to North Korea in the 1960s. Jenkins, who appeared frail and weary as he disembarked slowly with the help of a cane, was to be hospitalised in Tokyo for abdominal troubles following an operation in North Korea. The family flew in from Jakarta, Indonesia, where they were reunited last week for the first time in about two years. They chose to meet in Indonesia because the country doesn't have an extradition treaty with the United States. Once in Tokyo immediately boarded a special bus with a police escort, presumably to be taken to the hospital, where the whole family was expected to stay. Jenkins falls under US military jurisdiction in Japan because of treaties signed by the United States and Japan covering US military personnel. But US Ambassador to Japan Howard Baker indicated on Saturday that Washington would not be seeking immediate custody of Jenkins and would allow doctors to treat him first. The Japanese government has pushed for US clemency for the North Carolina native, who met his Japanese wife, Hitomi Soga, in North Korea after she was kidnapped from Japan in 1978 by Northern agents. Reuniting Soga with Jenkins and their two North Korean-born daughters has become a top priority for Prime Minister Junichiro Koizumi, who made a rare personal appeal to US President George W. Bush for clemency. Jenkins disappeared from his US Army post along the Demilitarized Zone dividing North and South Korea in 1965 when he was 24. He later appeared in North Korean anti-US propaganda films and taught English in the North. Soga met him after she was kidnapped from her hometown and taken to North Korea to teach Japanese language and culture to communist spies. She spent the next 24 years cut off from the outside world and was only allowed to return to Japan in 2002 when North Korea acknowledged it had abducted at least 13 Japanese citizens in the 1970s and 1980s. Soga was allowed to return to Japan in 2002, but Jenkins and their two daughters stayed behind in the reclusive nation for fear of US prosecution. Although initially reluctant to join his wife in her homeland for fear of being extradited to the United States, Jenkins said Saturday he was ready to travel to Japan for the sake of his family. The US military says Jenkins is wanted on four charges, including desertion and encouraging other soldiers to desert. Jenkins' family denies that he is a deserter, maintaining that he was kidnapped by North Korea.

Their aim was to increase communication between the different indigenous groups to preserve their dying cultures. In the town of Nahuizalco, Canadian Inuits rubbed shoulders with the Moluca people from Indonesia - most of the Central American Indian groups were also represented. The choice of Nahuizalco for the gathering of indigenous groups was a significant one. The town, 80 kilometres east of the capital San Salvador, is known for its strong indigenous heritage. Its inhabitants welcomed hundreds of indigenous representatives from all over Central America who were attending the conference. The summit was meant to open the lines of communication between the different groups. The mayor Jose Estrada opened the conference with a greeting on behalf of the people of his fellow citizens. SOUNDBITE: (Spanish) "Welcome. Nationwide we're known for being a bit of a wizard, because we are descendents of the brothers of Zalco. We are here to serve you." Representatives from Mexico, Guatemala, Belize, Nicaragua, Panama and others from as far away as Canada, Indonesia and Peru converged on the site. Their hope is that by exchanging ideas they can preserve their cultures and lobby their respective governments from a position of strength. They also hope that in this way they will be able to gain greater recognition and also loans and technical assistance. SOUNDBITE: (Spanish) "This is going to help us make ourselves known. The government does not acknowledge us." In most of Central America, many of the group's unique cultures have been eroded by intermarriage, deliberate government policies of marginalisation, poverty, and lack of political organisation. SOUNDBITE: (Spanish) "We should think about that historic debt we have with indigenous people and see what can be done so that they have the same access to education, health and other advantages and services that the other citizens have." It is one of the few indigenous traditions that have been popularized in El Salvador, a country whose own groups, the Lencas and Nahuas, are struggling to survive. Various of Jenkins walking on cane supported by his wife Hitomi Soga STORYLINE: The nephew of Charles Robert Jenkins, the alleged US deserter, said his attempt to meet his uncle who in arrived Japan last Sunday after he lived in North Korea for 39 years, was blocked by the Japanese government. James Hyman and his wife Shirlee - who are acting as as the representatives for most of Jenkins' family in the US - flew from North Carolina to Tokyo to meet him. Neither had had communication with Jenkins since he was reported to be missing and deserted during the Korean War. Hymans arrived in Japan last Saturday just before Jenkins flew in on the chartered flight from Jakarta, Indonesia, where he and his two daughters were reunited with his Japanese wife, Soga Hitomi. Speaking at a news conference on Saturday, Hyman said he attempted to meet his uncle who is in the hospital in Tokyo but claimed that his request was not accepted by the Japanese government. Hyman said "I was told by the Japanese government that my uncle did not want to see me and then I started requesting that I speak to my uncle face to face and see what my uncle said. His reaction was... I was told no, this is not going to happen". Hyman and his wife are due to return to the US on Sunday morning having failed to meet Jenkins. Jenkins is wanted by the United States for allegedly abandoning his South Korean post in 1965 and defecting to North Korea. Japan will urge him to seek a plea bargain, reports said on Saturday, after doctors said he had no serious medical condition and chances rose that Washington would request his extradition. Hyman's wife said on Saturday that Jenkins is innocent and "he is being made a political pawn". Jenkins has Tokyo's support because he is married to a Japanese citizen, Hitomi Soga, who was kidnapped by North Korea many years ago but recently returned to Japan. Tokyo wants Jenkins to be able to settle in Japan with Soga and their two North Korean-born daughters. Washington has said it plans to pursue its case against Jenkins, who could face life in prison if convicted of desertion.
