China will ban the sale of toys that fail to pass a national compulsory safety certification beginning from June
1.
Starting from June 1, toys that "could have a direct effect on the safety of babies and children" have to bear
the mark of "CCC" (China Compulsory Certification) before they can be sold in China, according to a
statement issued by the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ)
and the Certification and Accreditation Administration (CAA) on Thursday.
The targeted toys including baby carriers, shooting toys, dolls,electric, plastic and metal toys, according to the
statement.
"Some baby carriers have sharp edges that could cut kids and small parts can easily be swallowed by
children," said Zhu Guangpei, CAA's deputy director.
China unified its compulsory inspection system by setting up the "CCC" product certification system in 2003 as
part of its commitment for entry into the World Trade Organization.
A little over 80 percent of the toys on the market have been certificated by the end of April, according to
statistics with the quality watchdog.
The two administrations urged more toy manufacturers to apply for the certificates, adding they would also
launch a crackdown on counterfeit certification symbols.

STORYLINE:
China invited foreign reporters to a rare visit of a food safety lab in Beijing on Tuesday in an attempt to play
down international concerns about tainted food exports.
Beijing said the problems were not as bad as reported and displaying seized counterfeit products to show that
authorities were enforcing safety measures.
Reporters visited the food safety lab and storehouse where bogus goods from chewing gum to soy sauce
were stacked on shelves and arrayed in rows.
China's poor safety record has increasingly come under scrutiny as its goods make their way to global
markets.
Major buyers such as the United States, Japan, and the European Union have pushed for Beijing to improve
inspections.
The pressure has increased in recent months as U.S. inspectors have banned or turned away Chinese
exports including wheat gluten tainted with the chemical melamine, blamed for dog and cat deaths in North
America.
Monkfish containing life-threatening levels of Pufferfish toxins, drug-laced frozen eel and juice made with
unsafe colour additives have also been on the growing list of unacceptable products.
The U.S. Food and Drug Administration has also stopped all imports of Chinese toothpaste to test for a deadly
chemical reportedly found in tubes sold in Australia, the Dominican Republic and Panama.
In response, China has gone on the offensive.
In the past week, the country has highlighted at least four American products as unsafe or not up to Chinese
safety standards.
Safety officials have urged better surveillance at all levels and promised to set up a food recall system, the
country's first, by year end.
At the Beijing food lab, technicians wearing white coats tested packages of spring rolls, dumplings and other
frozen foods for toxic chemicals.
In another room, a variety of fake products were displayed including Wrigley's chewing gum, Shiseido skin
care products and Levi's jeans.

Dopesheet: The European Union's consumer commissioner has urged China to stick to its commitment to be
more transparent about actions it takes against manufacturers who make goods recalled in Europe. "This is
very important for us to keep trust and confidence in our trade and our partnership," Meglena Kuneva said
after visiting a toy factory in the eastern province of Jiangsu on Wednesday. Figures from the China Toy
Association show that toy exports exceeded 17 point eight (b) billion US dollars last year.
The United States and the EU were the two biggest markets. Exports to the EU reached four point six (b)
billion US dollars and more than a half of all the toys sold in Europe came from China. An EU report showed
that last year, toys for the first time overtook electrical appliances in terms of RAPEX notifications. RAPEX is
Europe's alert system for dangerous consumer products. Choking caused by small parts, injuries from sharp
edges and chemical risks were the top three threats. The report did not say how many of the dangerous toys
were from China, but it did say that about half of all the unsafe products had originated here. Chinese officials
accompanying Kuneva on her visit stressed that each new type of toy was subject to compulsory testing
before production started and that random factory inspections and sample testing also helped ensure quality
control of Chinese toys. "The commitment for improvement is taken on the side of the Chinese government
