COPS CRASH INTO EACH OTHER AND POLE (2009)
The police car crash that left one Davenport police officer seriously injured will result in new procedures for analyzing the speed at which officers respond to calls, Chief Frank Donchez announced this morning. Equipment will automatically flag squad cars when an officer exceeds a certain speed limit, possibly around 60 or 65 mph, Donchez said while releasing cruiser video of the Sept. 26 crash at Locust and Gaines streets. Officers will then have to justify the high speed. Inadequate justification could result in discipline, he said. Speed, Donchez said, was a factor in officer Shawn Sullivan's crash. The video released, after a Freedom of Information Act request from the Quad-City Times, is actually from the car of fellow officer Doug Scroggins. The two were responding to a call of a man with a gun when Sullivan crashed head-on into a pole on the southeast corner of the intersection. The camera in Sullivan's car was not working properly at the time of the incident, Donchez said. The police were able to obtain only still images from his car. Sullivan is now back from treatment he received at University Hospitals in Iowa City. He is improving at Genesis Medical Center, West Central Park, Davenport, from right leg and hip injuries. There is a "delicate balance" between responding to people in need and the safety of the officers and public, Donchez said. "We strive to protect the safety of our citizens who call the police, and we are committed to protecting the safety of our citizens and officers in the process of getting there," Donchez said. Events leading up to the crash began with officers being dispatched to a disturbance call in the 500 block of West 6th Street, Davenport police Capt. David Struckman said. Callers reported a group of people fighting, and weapons were observed. One of the responding officers encountered a person with a handgun and a foot pursuit and struggle ensued, Struckman said. The officer then called for assistance. The two squad cars responding with lights and sirens were eastbound on Locust Street when they made contact with each other, Struckman said. One squad then made contact with a Cadillac that was stopped at a traffic light on Gaines Street, and then crashed into a utility pole. No one else was injured, Struckman said.
RESCUE TANK
Portsmouth, Hampshire.

At the H.M.S. Vernon shore-base we see men preparing for an exercise in the rescue tank. The two men are shut in a container (the Aircrew Underwater Escape Trainer)in the tank to simulate a helicopter crash in the sea; the container starts to fill with water then turns over and the men have to sit patiently until the container is completely upside down, then take a last breath and fight their way out of the container through a window. We see underwater footage of the escape. Two divers are in the tank to help in case of emergency.

In another exercise a man sits in a mock cockpit that is lowered into the water tank; a frogman dives into the water to pull out the 'pilot'. This test was devised to rescue pilots who crash after taking off from an aircraft carrier.

Note: the underwater footage was shot by Southern Television cameraman Slim McDonnell. There is correspondence and cameraman's notes on file. Brief cuts exist - see separate record.

A PEN AND INKLING - BOBBY BUMPS FIGHT
Animation featuring the cartoon character Bobby Bumps. A Bray Studio production.

A heavy "bruiser" type walks into the picture. He wears a black cap and looks muscle bound. He sees a brick lying on the ground. He spits on it and it cracks in two. He then looks at a flower and it withers and dies. Bobby's dog Fido comes running along chasing a butterfly. He runs in between the baddy's legs. The baddy grabs him by the foot and lifts him into the air. The baddy then kicks him out of the picture. Fido goes flying then knocks Bobby Bumps over. Bobby gets annoyed and goes over to the bruiser and says: "What do you mean by kicking my dog?" The baddy blows smoke in Bobby's eyes. Bobby breathes out smoke. He throws down his cap and puts his dukes up. The bruiser picks him up and throws him. Bobby lands on top of Fido.

"Fido - I'm going to start training for that bully." says Bobby. Fido does a cartwheel. "Training" Bobby hits a punch bag in a gym whilst Fido watches. Fido brings a mattress into the room so that Bobby has something soft to fall on. A cat comes along. Fido looks cross and says: "Private! Keep Out!" The cat socks the dog on the jaw. Fido says: "I'm gonna train for that cat!"

Fido stands on the mattress and hits the punch ball. Fido hits the ball hard and it bounces back and hits him in the face. He punches the air. He jumps up on top of the punch ball stand and then kicks the ball with his back legs. He then sees Bobby who is lifting a large dumbbell. Fido puts his paws up and Bobby hands him the dumbbell. The sweat pours off Fido's head then suddenly he sinks through the floor, the dumbbell crashing through the floorboards. "The big fight." Bobby and Fido walk towards the bruiser. Bobby and the Bruiser have a fight. Bobby (of course) gets the better of him. It is pretty violent. After a few left hooks whilst he is flat on the ground the bruiser says "Enuff!" and Bobby stands victorious with his foot on top of the bruiser's head. Fido gets an idea - the cat!

Fido runs off. He jumps through a window into a room where the cat lies sleeping. He lands on the cat and the cat's fur bristles and it arches its back. The two begin to fight (violent stuff). The cat seems to get the better of Fido, but when the cat goes into the gym and begins licking its paws, Fido grabs its tail and pulls it up through a hole in the board to which the punch ball was previously attached. Fido ties a knot in the cat's tail so that it can't get away then jumps down and begins hitting it like a replacement punch ball. The cat eventually says "Enuff!"

A little mouse sitting on the mattress signs the name of the cartoonist "Earl Hurd".

Safety print only.

LAUGHTER AND LIFE
Laughter and Life - Presented by Sidney James. CHECK COPYRIGHT FOR FEATURE FILM MATERIAL.

Reel 1 M/S of Sid James as he sits at a table and writes in a book. He speaks to camera: "Hang on, I'm just rewriting a diabolical gag." He does his trademark laugh. He smiles and quotes: "Laugh and the world laughs with you, weep and you weep alone." He then begins to speculate on the power of laughter. He introduces a sequence of film clips by pointing out that there is a lot of violence and cruelty in much that is funny.

Extract from a British silent comedy film. Nightclub setting, two women start a cat fight and their partners chase each other over and under dining tables. One of the men climbs up onto a balcony. Other men in the nightclub join in the proceedings. A stunt woman dangles from the balcony when part of it is pulled down. One woman pulls the other's skirt off. Slapstick antics. Sid informs us that one of the stars was Syd Chaplin, Charlie Chaplin's half-brother. This is possibly an extract from "A Little Bit of Fluff" (1928).

Extract from a Charlie Drake film, "Sands of the Desert" (1960) follows. Charlie is in a Middle Eastern bazaar setting. Much crashing through windows, knocking over market stalls, throwing melons, fighting locals, woman trying to paint the scene around her, melons falling on Charlie's head etc.

Sid discusses the ingredients essential for "slapstick" humour then we see an example from the film "My Learned Friend". Will Hay and Claude Hulbert engage in a bar room brawl with humorous falls, punches, throws, loud sound effects, breaking bottles etc. More slapstick is featured in an extract from the George Formby film "Trouble Brewing" (1939). We see George in a brewery setting swinging on ropes, making his pursuers fall into vats of beer etc.

Another extract from a George Formby film - "Come on George" (1939). George is running along the top of a train as it travels at speed. The train approaches a tunnel, George says "ooh, somebody save me!" and jumps through a doorway just in time.

Monty Banks has to deal with a jealous husband in "Adam's Apple" (1928). They have a comedy fight in a gymnasium. Weights, boxing bag, gymnasium horse, etc are used as props and weapons.

Stanley Lupino and Bruce Seton are seen having a fight in "Lucky to Me" (1939). Stanley is thrown around a living room whilst the girlfriend tries to stop the fight with pathetic pleading.

The ingredients of the "cliff-hanger" are described - suspense plus danger. George Formby is seen on the ledge of a tall building. He slips and knocks a piece of plaster work on a man below. He hangs on to a piece of pipe which then comes loose from the wall. "Somebody save me!"

Monty Banks swings on a rope high above a busy road in an attempt to rescue "some bird or other" He grabs the girl and she swings backwards and forwards with him. A drunken man in top hat saves them by grabbing the girl's leg with his walking stick. He leaves Monty hanging on the rope outside the window.

Reel 2 Disguises are an important part of a comic's business Sid tells us. Will Hay and John Mills are seen in a scene from "Black Sheep of Whitehall" (1942) where Will Hay is dressed as a nurse. We then see Hay as the schoolmaster in "Ghost of St Michael's" (1941). Charles Hawtrey plays a know-it-all schoolboy. Continued.

Stanley Lupino and Gus McNaughton are seen in "Happy" (1933) showing techniques of "quick fire back chat" in a scene about an invention for a new car alarm.

Robertson Hare and Alfred Drayton appear in a comedy scene. Two toffs chase after a butler, they pull off his trousers. A man is tied up inside a grandfather clock. Detectives come to the door.

"Bunny" as Robertson Hare is known, sits and talks to Sid James in the studio. He reminisces about all the films he made with Alfred Drayton. Tom Walls and Ralph Lynn are mentioned. Bunny talks about how well the Aldwych Farces were written and produced. Sid asks Bunny "How many times did they have the pants off you?" Bunny gives us his catch phrase "Oh calamity!" They have a laugh together.

Sid talks about "Dead of Night" (1945) in which Naunton Wayne and Basil Radford play friendly rivals at golf and in love. The girl sits between them as they moan about how she puts them off their game. They decide to play a game for the affections of the woman. Some cheating goes on. The loser walks off the golf course and straight into the lake, going under until only his hat floats on the top.

Continued in reel 3 - see Film ID 2281.07.
