This WWII silent educational film was apparently prepared for viewing by civilians. We haven't deciphered the inter titles but the plot appears to be about the use of sand in fire fighting efforts. A bag of sand is shown to be extremely useful in the event that an incendiary device lands on an apartment building, and so people were encouraged to have one close at hand along with other fire fighting tools.
