Close-up of Ford banner, pull out of supporters applauding STORYLINE Polling stations opened across the United States on Tuesday in fiercely-contested mid-term elections, which many predicted would see a big defection from Republican to Democrat. Republican control of Congress was on the line in an election coloured by voters' dismay over the Iraq war and scandal in Washington. At stake in the election were all 435 House seats, 33 in the Senate, 36 races for governor, ballot measures on gay marriage, embryonic stem cell research, the minimum wage and more. Above all it will be seen as a judgement on President Bush's agenda in the last two years of his presidency. Running out of time and influence, President George W. Bush appeared to have a rough road ahead in the twilight of his presidency with the once-unshakable loyalty of congressional Republicans appearing to weaken. Republicans are in a sour mood, scarred by corruption scandals, held in low esteem by voters and divided over issues from budget deficits to immigration policy. Many of the party's candidates shunned Bush in their campaigns for Tuesday's elections, fearing the association would hurt rather than help them. But Bush came out fighting in the last day of campaigning on Monday, rallying support in Dallas, Texas on the eve of the midterm elections and reminding voters that, from his perspective, the Democrats still did not have a plan for victory in Iraq. "We've going to succeed unless we leave before the job is done. And this is an important issue for our citizens around the country to think about. We've got a plan for victory," added Bush who said the same could not be said for the Democrats. Bush has maintained a rigorous campaign schedule over the past several days appearing in states where Republicans are strong and he brushed off an election eve no-show from Republican Charlie Crist who he backed as Florida's governor. Crist had decided to campaign elsewhere in the state. Meanwhile, back in suburban Washington DC, the Democrats brought out their heavy gun in the shape of former US president Bill Clinton. Democratic Senate candidate Jim Webb is in a neck and neck race with Republican Senator George Allen. Webb has focused much of his campaign on opposition to the war in Iraq, and he continued to hit that target in the final hours. "The first (thing) is we must reorder our national defence and our foreign policy after this debacle in Iraq," Webb told supporters. Former President Bill Clinton weighed in over the issue of voter intimidation that Democrats are accusing Republicans of waging in Virginia and other states. And Clinton reminded the faithful that minorities should not be denied their say at the ballot box. Earlier in the morning, Republican Senate incumbent George Allen greeted voters at the Vienna, Virginia metro stop. And, in Tennessee, where there is no incumbent, the two candidates, Republican Bob Corker and Democrat Harold Ford Junior, campaigned frenetically in the final hours. In recent days Ford and Corker have both spent most of their time in Tennessee's larger cities, but Ford planned an event on Monday in Centerville, a rural town 45 miles (72 kilometres) southwest of Nashville. Reaching out to residents of rural Tennessee has been a theme of the Ford campaign. Corker ended his day at the Shelby County Republican Party campaign headquarters in a mall in Memphis.

Last night, he claimed to support my plan to end the war in Afghanistan. I'm glad he supports it, but he's opposed a timeline that would actually bring our troops home. Early in this campaign, he said he'd do the opposite of whatever I did in Israel. But last night I reminded him that cooperation with Israel's never been stronger. (Cheers, applause.) Last night he said he always supported taking out Osama bin Laden. But in 2007, he said it wasn't worth moving heaven and earth to catch one man. If you say you love Medicare -- and by the way, there's a theme here; he keeps on loving stuff and then wants to end it or cut it or not help it -- but if you say that you love Medicare but your plan turns it into a voucher that ends the guaranteed benefit of Medicare, you definitely have "Romnesia." (Cheers, applause.) So -- so -- so I mean, we're breaking down the symptoms here. "Obamacare" covers pre-existing conditions. (Cheers, applause.) We can fix you up. We can cure this disease. There's a cure. (Cheers, applause.) I mean, listen, let me just say this. In all seriousness, I mean, we're accustomed to seeing politicians change their position from like four years ago. This is -- this is actually something important. This is about trust. (Cheers.) You know, there is no more serious issue in a presidential campaign than trust. (Cheers, applause.) The person who leads this country, you've got to have some confidence that he or she means what he or she says. (Cheers, applause.) That if -- that if they tell you they're going to do something or that this is what they believe, that they're going to actually try to do it. It doesn't mean that every candidate's going to get everything done all at once perfectly. But you want somebody to be able to look you in the eye and say: Here's what I believe. Here's what I stand for. Here's what I'll fight for. (Cheers, applause.) Here's what I care about. Here's who I'm going to be looking out for in the debates in Washington. 10:36:59 But you know, part of the reason I think this is hard for Governor Romney to do is, you know, his jobs plan doesn't really create jobs. (Jeers.) His deficit plan doesn't reduce the deficit, it adds to it. His foreign policy is from the 1980s. His social policy is from the 1950s. (Cheers.) His economic policies are from the 1920s. (Jeers.) So everything he's doing right now is to hide his real positions and try to win this election. He wants to just spend all this time and focus on telling people what he thinks is wrong with America. (Jeers.) I mean, if you notice in his debates, in his speeches, he is really excellent in listing all the things that are wrong. He can just go over it, you know, verbatim -- just boom, boom, boom, boom -- PowerPoint presentation. (Cheers, laughter.) But you know what? That's not leadership that you can trust. AUDIENCE MEMBERS: No! 10:37:54 PRESIDENT OBAMA: And Florida, you know me. (Cheers, applause.) You can trust that I say what I mean -- (cheers, applause) -- and I mean what I say. And yes, we've been through tough times. But you've never seen me quit. AUDIENCE MEMBERS: No! PRESIDENT OBAMA: And there's no quit in America. AUDIENCE MEMBERS: No! PRESIDENT OBAMA: So for over the last for years we've been making real progress, fighting our way back from these policies that failed America. (Cheers, applause.) Our businesses have now added more than 5 million new jobs over the past 2 1/2 years. (Cheers, applause.) Unemployment -- fallen to the lowest rate since I took office. Home values are rising. The stock market's nearly doubled. Our assembly lines are getting back to work. Our heroes are coming home. (Cheers, applause.) 10:39:05 I promised to cut taxes for middle-class families, and I did -- (cheers, applause) -- by $3,600. I promised to cut taxes for small- business owners like Scott, and we have 18 times. (Cheers, applause.) I promised we would fix the financial situation that was broken when I came into office, but we got back every single dime, with interest, that we used to rescue the banks. We passed a law to end taxpayer-funded Wall Street bailouts for good. We repealed "don't ask, don't tell" -- (cheers, applause) -- so that nobody's ever kicked out of the military because of who they love. When the heartbeat of American manufacturing was flatlining, we said, thanks, Governor; I know you've got all this private sector experience, but your advice isn't going to work this time. And today the American auto industry's engines are roaring at full throttle again. (Cheers, applause.) I said that I would make sure that nobody in America goes bankrupt when they get sick, and we delivered on that promise. (Cheers, applause.) I said I'd make college more affordable for our young people, and we delivered on that promise. (Cheers, applause.) I do what I say. You've seen me. (Cheers, applause.) 10:40:20 We're not yet where we need to be, but we've made real progress. And now we need to build on that progress. First, my plan builds on our manufacturing growth by ending tax breaks for companies that are shipping jobs overseas. I want to reward small businesses and manufacturers who are creating jobs right here in the United States of America. (Cheers, applause.) 10:43:06 Second, my plan will cut our oil imports in half by 2020 so we control more of our own energy here in America. (Cheers, applause.) And by the way, today we are less dependent on foreign oil than any time in 20 years, and one reason is because we increased fuel efficiency standards on cars and trucks so that they will go twice as far on a gallon of gas. And we need to build on that progress not just by producing more oil and gas, but by investing in clean energy technology that's creating jobs here in Florida and all across America. (Cheers, applause.) 10:43:51 Number three -- AUDIENCE MEMBERS: We love you! PRESIDENT OBAMA: I love you back. But I got this plan I want to talk about. So -- I do. (Laughter, cheers, applause.) Number three, my plan will make it a national mission to educate our kids and train our workers -- (cheers applause) -- so that they can compete better than anybody in the world. I want to recruit 100,000 new math and science teachers over the next decade. (Cheers, applause.) I want to train 2 million workers in our community colleges with the skills that businesses are looking for right now. (Cheers.) I want to work with colleges and universities to keep down the growth in tuition costs -- (cheers, applause) -- because I want every young person to be able to get the higher education that they're willing to work for. 10:44:38 Number four, my plan's going to cut the deficit by $4 trillion. Remember, I said the numbers actually add up. We're going to do it in a balanced way by cutting spending we don't need but by also asking the wealthiest Americans to pay a little bit more -- (cheers, applause) -- so we can invest in research, invest in technology, those things that keep new jobs and businesses coming to America. (Cheers.) And I will not, in our pursuit of reducing the deficit, turn Medicare into a voucher -- (cheers, applause) -- because no American should spend their golden years at the mercy of insurance companies. That's not what Medicare is about. (Cheers, applause.) 10:45:27 And finally, my plan will use the savings from ending the wars in Iraq and Afghanistan to put our people back to work -- (cheers, applause) -- doing some nation building here at home, repairing roads, fixing bridges, building schools all across America. And when our veterans come home, we will serve them as well as they have served us -- (cheers, applause) -- and make sure that they are out there getting the jobs that are going to help build America. By the way, I just want to point out, in the same way that Governor Romney didn't mention the Afghan war or our troops in his convention speech, Governor Romney didn't even mention our veterans last night. (Boos.) Don't boo, vote. He -- you know, he -- he didn't -- he didn't say a word about it. Now, he may write off half the country as victims behind closed doors, but -- but the men and women and their families who have served this country so bravely -- they deserve better from somebody who's applying to be commander in chief. PRESIDENT OBAMA: -- a sketchy deal -- AUDIENCE MEMBER: Uh-huh! PRESIDENT OBAMA: -- that says folks at the very top get to play by a different set of rules than you do. AUDIENCE MEMBER: Right! PRESIDENT OBAMA: They get to pay a lower tax rate. They outsource jobs. They want to roll back Wall Street reform. That was his philosophy in the boardroom. That was his philosophy as a governor. And if it sounds familiar, it's because that's the philosophy that created a Great Recession. That -- we tried that in the last decade, and it didn't work. It led to falling incomes and the slowest job growth in half a century and the worst economic crisis since the Great Depression. And we've been working hard for four years to clean it up, to clean up the mess that got left behind. AUDIENCE MEMBERS: Yes! Right! 09:06:16 PRESIDENT OBAMA: And Governor Romney, I think, knows this. He knows his plan isn't any different than the policies that got us into the mess. So in the final weeks of this election, he's counting on you forgetting that his policies aren't going to work. First, I want to end tax breaks for companies that are shipping jobs overseas, give them to companies that are investing and creating jobs right here in the United States of America. (Cheers, applause.) 09:13:32 Number two, I want to cut our oil imports in half by 2020 so we control more of our own energy. You know, right here in Florida we are seeing, you know, solar and -- and -- and -- and other new sources of energy. We've doubled clean energy in addition to increasing oil and natural gas production. Today we are less dependent on oil from foreign sources than anytime in the last two decades. (Cheers, applause.) And by the way, we're also increasing fuel standards on cars and trucks so you'll go twice as far on a gallon of gas. (Cheers, applause.) I want to build on that progress. I don't want fuel-efficient cars and long-lasting batteries and wind turbines and solar panels made in China; I want them made right here in Florida. AUDIENCE MEMBERS: Yeah! (Cheers, applause.) PRESIDENT OBAMA: I want them made right here in the United States with U.S. workers. 09:14:27 Third, I want to make -- I want to make it a national mission to educate our kids and train our workers better than anybody else on Earth. (Cheers, applause.) I want to recruit a hundred thousand new math and science teachers. (Cheers, applause.) I want to train 2 million workers at community colleges for the skills that businesses are hiring for right now. AUDIENCE MEMBERS: Yeah! PRESIDENT OBAMA: I want to work with our colleges to keep tuition low so that our young people aren't burdened with debt. We can do that. (Cheers, applause.) Number four, I want to reduce our deficit by $4 trillion, but I want to do it in a balanced way. We'll cut out spending we don't need, but I'm going to ask the wealthiest Americans to pay a little bit more so we can invest in the research and technology and infrastructure that keeps new jobs and businesses coming to America. 09:15:19 And I will never, under the guise of reducing the deficit, turn Medicare into a voucher, because Americans shouldn't have to spend their golden years at the mercy of insurance companies. (Cheers, applause.) Women can make those decisions themselves. I don't think your boss or your insurance company should be making those decisions. Women should be making their own health care decisions. That's why the health care law we passed put those choices in your hands. That's where it belongs, and that's where it will stay as long as I'm president of the United States. (Cheers, applause.) 09:16:17 And finally, I'll use the savings from ending the wars in Iraq and Afghanistan to put people back to work doing some nation building here at home, rebuilding our roads and our bridges, our broadband lines in the rural areas, fixing our schools up. We're going to serve them as well as they've served us because nobody who's fought for this country should have to fight for a job or a roof over their heads when they come home. And finally, I want to thank your former governor, somebody who's been a great friend, Charlie Crist in the house. (Applause.) 19:20:17 Charlie reminds all of us that the values we're fighting for, they're not Democratic values or Republican values -- they are American values. And that's why we're here. I want to thank everybody for the incredible support. It is going to make a difference. But I want everybody to understand we've got some work to do. We've got an election to win. In just over two weeks, on October 27th, Florida gets to start voting early. And I assume everybody is registered here. (Applause.) If you're not, we'll sign you up right now. (Laughter.) Or actually, I think the registration deadline was yesterday, so you better have gotten it done. (Laughter.) But I'm assuming they wouldn't have let you in if you hadn't registered. (Laughter.) Everything that we fought for in 2008 is on the line in 2012. 19:21:17 So we are going to have to be fired up, and we're going to have to be ready to go. And I'm going to need your help to finish what we started. (Applause.) And it's useful to remember what we've done. Four years ago, I told you we'd end the war in Iraq -- and we did. (Applause.) I said that we'd end the war in Afghanistan -- and we are. I said that we'd refocus on the people who actually attacked us on 9/11 -- and today, al Qaeda is on its heels and Osama bin Laden is dead. (Applause.) 19:22:02 Four years ago, I promised to cut taxes for middle-class families -- and we have, by $3,600. I promised to cut taxes for small business owners -- and we have, 18 times. We got back every dime we used to rescue the financial system, but we also passed a historic law to end taxpayer-funded Wall Street bailouts for good. We passed health care reform so that your insurance companies can't jerk you around anymore, or tell you that being a woman is somehow a preexisting condition. (Applause.) We repealed "don't ask, don't tell," so that nobody is ever kicked out of the military because of who they are or who they love. (Applause.) 19:22:43 And when Governor Romney said let's "let Detroit go bankrupt," we declined his business advice and we reinvented a dying auto industry that is now back on top of the world. (Applause.) And that's not just critical to economies in the Midwest, it's vital to our economy -- something every American should be proud of. Today, four years after the worst economic crisis of our lifetimes, we're moving forward again. People don't remember the month I was sworn into office, we lost 800,000 jobs. Our businesses have now added more than 5 million new jobs over the last two and a half years. (Applause.) Unemployment has fallen from a peak of 10 percent down to 7.8 percent -- the lowest level since I took office. More Americans are getting jobs. Manufacturing is coming back to America. We signed three trade deals that's helping to open up markets all over the world, including the Latin American market, which is absolutely vital to the economy and Florida and southern Florida. Even in the most hard-pressed states like Florida, we're starting to see home values finally start picking up again. (Applause.) So, look, we are not yet where we need to be. We've got a lot more work to do. And obviously, in a state like Florida that was so hard hit when the housing bubble burst, we've got too many friends and neighbors who are looking for work. We've got too many families who are still struggling to pay the bills. Too many homes are still underwater. Too many young people are burdened by debt after they graduate from college. But if there's one thing I know, it is this -- and that is we have come too far to turn back now. (Applause.) The American people have worked too hard to get to this point. And after all that we have been through together, after all that we have fought for together, why would we go backwards? Why would we go back to the very same policies that led us to this mess in the first place? That is not an option. I won't allow that to happen. You can't allow it to happen. And that's why I'm running for a second term as President of the United States -- because we will not let it happen. We're moving forward. We're not going backwards. (Applause.) I have seen too much pain and too much struggle to let this country go back to the economic policies that don't work, and that are at the heart of what Governor Romney is offering. The centerpiece of his economic plan -- a $5 trillion tax cut that favors those of us who've been extraordinarily successful in this country. And he's been pitching this plan for a whole year now; stood up on stage in primary debates and proudly promised that his new tax cut would reduce the tax burden for everybody, including the top 1 percent. Now, of course, you wouldn't know that from listening to the latest version of Mitt Romney. (Laughter.) I was telling folks -- I spoke at Miami University, and I was saying that after a year in which he was calling himself "severely conservative," he's now trying to convince us that he was severely kidding about everything. (Laughter and applause.) These days, whatever you're for, he's for. (Laughter.) Loves the middle class; loves Medicare; loves teachers. (Laughter.) He even said that he loves the most important parts of Obamacare -- loves them. (Laughter and applause.) And when it comes to all the things that he's actually promised to do as President, suddenly he's got a case of amnesia. (Laughter.) Tax breaks for outsourcers? I've never heard of it. Saying we should cut back on teachers? Doesn't ring your bell. (Laughter.) Kicking 200,000 young Floridians off their parent's insurance plan? Who, me? (Laughter.) 19:27:01 When he's asked about the cost of his tax plan, he pretends just it doesn't exist. What $5 trillion? I don't know anything about a $5 trillion tax cut. Don't pay any attention to the $5 trillion tax cut on my website. (Laughter.) It's still there. (Laughter and applause.) But this has been -- this is not unique to him. This has been the strategy of the other side for the entire four years that I've been in office. They expect that you've forgotten what happened -- that we lost 9 million jobs in the worst economic crisis of our lifetimes as a consequence of misguided policies. And they think that we haven't been paying attention now to Governor Romney for the last year and a half. 19:27:54 And he will say whatever it takes to try to close the deal. He's counting on the fact that you won't remember that what he's selling is exactly what led us to this crisis in the first place. And so, Florida, part of our task over the next four weeks is to let him know we remember. We know full well that if he gets a chance, Governor Romney will rubber-stamp the top-down economic policies that have been promoted by his congressional allies, including his running mate -- who will be debating tonight. 19:28:26 And we can't afford that kind of future. His plan will not create jobs. It will not help the middle class. It will not speed up the recovery -- in fact, it will slow down the recovery. And we can't afford that. We cannot go back to what we were doing. Not now. Not when we've come so far. We've got to keep moving forward. And that's why I'm running for a second term -- because I see a vision for the future 19:28:50 in which everybody gets a fair shot, and everybody is doing their fair share, and everybody is playing by the same rules. I know that jobs and prosperity don't trickle down from the top. They grow from a strong, thriving middle class and creating ladders of opportunity into that middle class for everybody who is willing to work hard. I know that more tax breaks for people who are shipping jobs overseas won't create jobs. 19:29:15 What does is supporting small businesses, manufacturers who are making products right here in Florida, products stamped with those proud words: "Made in America." Instead of providing tax breaks for outsourcing, we have to reward those companies that are investing in creating jobs right here. And we can do it. That's the choice that you face in this election. We can create more jobs by controlling our own energy. There are thousands of Floridians right now who are making a great living promoting solar energy and wind energy and clean energy, all across this state. (Applause.) 19:30:01 We doubled our investment in clean energy, which is creating jobs and is good for our environment. And we also raised fuel standards so that by the next -- middle of the next decade, your cars and trucks will go twice as far on a gallon of gas. (Applause.) And today, the United States of America is less dependent on foreign oil than at any time in the past two decades. (Applause.) So we need to build on that progress, not go backwards. My plan would continue to cut our oil imports in half by investing in the clean energy that's creating jobs right here -- wind and solar, fuel-efficient cars, long-lasting batteries. And we can do so by -- 19:30:41 and we can pay for it by no longer giving $4 billion a year in taxpayer subsidies to oil companies that are doing just fine. We'll help produce more oil, but we don't need to give them $4 billion to do it. Let's make sure that we don't lose the race for clean energy to China or other countries. We need to develop that technology right here in the United States. (Applause.) And it will be good for our environment. It will do something about carbon in our atmosphere -- and that is not a joke. That is not a hoax. That's our children's future. And folks here in Miami understand that better than anybody, because the impact of climate change will be significant on our kids and our grandkids unless we take those steps. We can't just deny our way out of these things. It's a threat to our children's future. 19:31:36 I believe that we've got to have the best education system in the world. That is economic development. That's not something separate and apart. (Applause.) If our kids have the skills they need to compete, then our economy will grow. And I'm only here because of the education that I got. I wasn't born into wealth or fame. You hadn't heard of the Obama name before I ran. (Laughter.) Had you? No. (Laughter.) 19:32:09 Let's face it. First time you heard it, you probably thought the guy might be Japanese -- I don't know. (Laughter.) Italian? Who knows? AUDIENCE MEMBER: Latino. THE PRESIDENT: Latino. (Laughter and applause.) Right. The Obama family from Jalisco. (Laughter.) But education is what gave me opportunity. It's what gave so many of you opportunity. It's the gateway into a middle-class life. (Applause.) So when I hear Governor Romney say hiring more teachers won't grow the economy over the next four years, I have to say, no, actually it will. But more importantly, what about our kids over the next 40 years? What about our economy over the next 40 years? We can get education to pay for tax breaks we don't need, or we can recruit 100,000 new math and science teachers. We can provide better early childhood education. We can train 2 million more workers at community colleges. (Applause.) 19:33:22 We can lower the cost of tuition for our young people. That's an agenda for growth. That's what creates opportunity. That's what we can do together. And that's why I'm running for a second term as President of the United States. (Applause.) Four more. AUDIENCE: Four more years! Four more years! THE PRESIDENT: 19:34:04 I mentioned that we ended the war in Iraq, that we're ending the war in Afghanistan. I want to use that money to pay down our deficit, put our people back to work rebuilding roads and bridges and schools all across America. Right here in Florida, we've got huge projects that are going up all over the state that will build the infrastructure to facilitate more trade, move more goods more efficiently, help businesses grow. And we have the resources to do it if we make good decisions. But Governor Romney said it was "tragic" to end the war in Iraq. He repeated this last week, said we should still have troops on the ground in Iraq. And I fundamentally disagree with that. I think bringing troops home was the right thing to do. (Applause.) And every brave American who wears our country's uniform should know we will make sure as long as I'm Commander-in-Chief we've got the strongest military in the world. And when our troops come home and take off their uniform, we will serve them as well as they've served us -- because 19:35:15 if you fought for this country, you shouldn't have to fight for a job or a roof over your heard when you come home. (Applause.) And finally, we'll cut the deficit by $4 trillion, but we're going to do it in a sensible way. We've already cut a trillion, working with Democrats and Republicans. So we can cut more spending. But we're not going to be able to reduce our deficit in a serious way unless the wealthiest households are willing to go back, for incomes over $250,000, to the same rate that we were paying under Bill Clinton -- when the economy created nearly 23 million new jobs, we went from deficit to surplus, and businesses and investors did very well -- because the economy grows best that way, when it's broad-based and everybody has a stake in how the economy grows. And I understand Governor Romney disagrees with this. He did an interview and he says he thinks it's fair that he pays a lower tax rate making $20 million a year than the teacher who's makes $50,000. 19:36:22 I just think that's wrong. And if we're going to be serious -- (applause) -- if we're going to be serious about reducing the deficit then we've got to make choices. And the choice I make is not asking middle-class families to give up their home mortgage deduction or tax credits they get for raising their kids just to pay for a tax cut for me. I'm not going to ask students to pay more for college, or kick kids off of Head Start programs, or eliminate health insurance for millions of Americans who are poor or elderly or disabled just so I can get a tax break. AUDIENCE MEMBER: Thank you. (Laughter.) THE PRESIDENT: You're welcome. (Applause.) 19:37:06 And by the way, the math still doesn't add up in terms of their plan, because when Governor Romney says he can cut taxes, increase military spending, close the deficit -- all by getting rid of Planned Parenthood and Big Bird -- (laughter) -- he needs a calculator because there's something wrong with his math. He says, don't worry, new tax cuts will pay for themselves. That is what we heard exactly from President Bush back in 2000, 2001. And it didn't work. And we know our plan does. So this is the choice that we face. This is what the election comes down to. And I said at the convention, over and over again, we're told by our opponents that since government can't do everything, it should do almost nothing. It's sort of a "you're on your own" philosophy. If you don't have health insurance, hope you don't get sick. (Laughter.) 19:38:06 If you can't afford to start a business or go to college, borrow money from your parents. (Laughter.) That is not who we are. That's not how America became great. We believe in individual initiative and we don't believe in helping people who aren't willing to help themselves, but we also understand there are some things we do better together. We understand that in America it's not just about what can be done for us, but what is done by us, together as one nation, as one people. And that's what 2008 was about. We fought some fierce battles over the last four years, but everything we've gotten done, it happened, ultimately, because the American people came together -- black, white, Hispanic, Asian, Native American, gay, straight, able, disabled -- people came together. (Applause.) You're the reason Florida seniors are paying $600 less on their prescription drugs because of Obamacare. You did that. You're the reason that a working family in this state was able to save their home from foreclosure. There was somebody in the audience today, while we were taking a picture, who talked about their mom -- 90 years old, because of the mortgage modification program we put into place, saved her home, lives with her sister -- 90 and 95. 19:39:31 You did that, though. You did that. (Applause.) That's what's at stake. You made that happen. The kids at Gainesville, or Tallahassee, or here in Miami who are getting an education -- maybe the first in their family, the veterans who are going to college on the New GI Bill -- 19:39:50 that's what we were fighting for. (Applause.) You're the reason that there are young immigrants all across this state who grew up here and went to school here and pledged allegiance to our flag, and they don't have to fear now that they're going to be deported from the only country they call home. (Applause.) You made that happen. You ended "don't ask, don't tell." You allowed us to bring our troops home so their families could greet them and say" "Welcome home." (Applause.) You did that. 19:40:18 And so you can't afford to turn away now. You can't. I know that sometimes in politics folks are excited and they have fun, you have nice events like this and everybody gets dressed up -- and you guys are looking very good. (Laughter.) 19:40:43 But then sometimes when it gets tougher, people get discouraged and they're wondering, well, I don't know, is change really possible? And we get cynical and we get doubtful. It happens to everybody; there's nothing wrong with that. It happens in our lives; it happens in our politics. It happens in everything that we do. In just over two weeks, on October 27th, Florida gets to start voting early. And I assume everybody is registered here. (Applause.) If you're not, we'll sign you up right now. (Laughter.) Or actually, I think the registration deadline was yesterday, so you better have gotten it done. (Laughter.) But I'm assuming they wouldn't have let you in if you hadn't registered. (Laughter.) Everything that we fought for in 2008 is on the line in 2012. 19:21:17 So we are going to have to be fired up, and we're going to have to be ready to go. And I'm going to need your help to finish what we started. (Applause.) And it's useful to remember what we've done. Four years ago, I told you we'd end the war in Iraq -- and we did. (Applause.) I said that we'd end the war in Afghanistan -- and we are. I said that we'd refocus on the people who actually attacked us on 9/11 -- and today, al Qaeda is on its heels and Osama bin Laden is dead. (Applause.) 19:22:02 Four years ago, I promised to cut taxes for middle-class families -- and we have, by $3,600. I promised to cut taxes for small business owners -- and we have, 18 times. We got back every dime we used to rescue the financial system, but we also passed a historic law to end taxpayer-funded Wall Street bailouts for good. We passed health care reform so that your insurance companies can't jerk you around anymore, or tell you that being a woman is somehow a preexisting condition. (Applause.) We repealed "don't ask, don't tell," so that nobody is ever kicked out of the military because of who they are or who they love. (Applause.) 19:22:43 And when Governor Romney said let's "let Detroit go bankrupt," we declined his business advice and we reinvented a dying auto industry that is now back on top of the world. (Applause.) And that's not just critical to economies in the Midwest, it's vital to our economy -- something every American should be proud of. Today, four years after the worst economic crisis of our lifetimes, we're moving forward again. People don't remember the month I was sworn into office, we lost 800,000 jobs. Our businesses have now added more than 5 million new jobs over the last two and a half years. (Applause.) Unemployment has fallen from a peak of 10 percent down to 7.8 percent -- the lowest level since I took office. More Americans are getting jobs. Manufacturing is coming back to America. We signed three trade deals that's helping to open up markets all over the world, including the Latin American market, which is absolutely vital to the economy and Florida and southern Florida. Even in the most hard-pressed states like Florida, we're starting to see home values finally start picking up again. (Applause.) So, look, we are not yet where we need to be. We've got a lot more work to do. And obviously, in a state like Florida that was so hard hit when the housing bubble burst, we've got too many friends and neighbors who are looking for work. We've got too many families who are still struggling to pay the bills. Too many homes are still underwater. Too many young people are burdened by debt after they graduate from college. But if there's one thing I know, it is this -- and that is we have come too far to turn back now. (Applause.) The American people have worked too hard to get to this point. And after all that we have been through together, after all that we have fought for together, why would we go backwards? Why would we go back to the very same policies that led us to this mess in the first place? That is not an option. I won't allow that to happen. You can't allow it to happen. And that's why I'm running for a second term as President of the United States -- because we will not let it happen. We're moving forward. We're not going backwards. (Applause.) I have seen too much pain and too much struggle to let this country go back to the economic policies that don't work, and that are at the heart of what Governor Romney is offering. The centerpiece of his economic plan -- a $5 trillion tax cut that favors those of us who've been extraordinarily successful in this country. And he's been pitching this plan for a whole year now; stood up on stage in primary debates and proudly promised that his new tax cut would reduce the tax burden for everybody, including the top 1 percent. Now, of course, you wouldn't know that from listening to the latest version of Mitt Romney. (Laughter.) I was telling folks -- I spoke at Miami University, and I was saying that after a year in which he was calling himself "severely conservative," he's now trying to convince us that he was severely kidding about everything. (Laughter and applause.) These days, whatever you're for, he's for. (Laughter.) Loves the middle class; loves Medicare; loves teachers. (Laughter.) He even said that he loves the most important parts of Obamacare -- loves them. (Laughter and applause.) And when it comes to all the things that he's actually promised to do as President, suddenly he's got a case of amnesia. (Laughter.) Tax breaks for outsourcers? I've never heard of it. Saying we should cut back on teachers? Doesn't ring your bell. (Laughter.) Kicking 200,000 young Floridians off their parent's insurance plan? Who, me? (Laughter.) 19:27:01 When he's asked about the cost of his tax plan, he pretends just it doesn't exist. What $5 trillion? I don't know anything about a $5 trillion tax cut. Don't pay any attention to the $5 trillion tax cut on my website. (Laughter.) It's still there. (Laughter and applause.) But this has been -- this is not unique to him. This has been the strategy of the other side for the entire four years that I've been in office. They expect that you've forgotten what happened -- that we lost 9 million jobs in the worst economic crisis of our lifetimes as a consequence of misguided policies. And they think that we haven't been paying attention now to Governor Romney for the last year and a half. 19:27:54 And he will say whatever it takes to try to close the deal. He's counting on the fact that you won't remember that what he's selling is exactly what led us to this crisis in the first place. And so, Florida, part of our task over the next four weeks is to let him know we remember. We know full well that if he gets a chance, Governor Romney will rubber-stamp the top-down economic policies that have been promoted by his congressional allies, including his running mate -- who will be debating tonight. 19:28:26 And we can't afford that kind of future. His plan will not create jobs. It will not help the middle class. It will not speed up the recovery -- in fact, it will slow down the recovery. And we can't afford that. We cannot go back to what we were doing. Not now. Not when we've come so far. We've got to keep moving forward. And that's why I'm running for a second term -- because I see a vision for the future 19:28:50 in which everybody gets a fair shot, and everybody is doing their fair share, and everybody is playing by the same rules. I know that jobs and prosperity don't trickle down from the top. They grow from a strong, thriving middle class and creating ladders of opportunity into that middle class for everybody who is willing to work hard. I know that more tax breaks for people who are shipping jobs overseas won't create jobs. 19:29:15 What does is supporting small businesses, manufacturers who are making products right here in Florida, products stamped with those proud words: "Made in America." Instead of providing tax breaks for outsourcing, we have to reward those companies that are investing in creating jobs right here. And we can do it. That's the choice that you face in this election. We can create more jobs by controlling our own energy. There are thousands of Floridians right now who are making a great living promoting solar energy and wind energy and clean energy, all across this state. (Applause.) 19:30:01 We doubled our investment in clean energy, which is creating jobs and is good for our environment. And we also raised fuel standards so that by the next -- middle of the next decade, your cars and trucks will go twice as far on a gallon of gas. (Applause.) And today, the United States of America is less dependent on foreign oil than at any time in the past two decades. (Applause.) So we need to build on that progress, not go backwards. My plan would continue to cut our oil imports in half by investing in the clean energy that's creating jobs right here -- wind and solar, fuel-efficient cars, long-lasting batteries. And we can do so by -- 19:30:41 and we can pay for it by no longer giving $4 billion a year in taxpayer subsidies to oil companies that are doing just fine. We'll help produce more oil, but we don't need to give them $4 billion to do it. Let's make sure that we don't lose the race for clean energy to China or other countries. We need to develop that technology right here in the United States. (Applause.) And it will be good for our environment. It will do something about carbon in our atmosphere -- and that is not a joke. That is not a hoax. That's our children's future. And folks here in Miami understand that better than anybody, because the impact of climate change will be significant on our kids and our grandkids unless we take those steps. We can't just deny our way out of these things. It's a threat to our children's future. 19:31:36 I believe that we've got to have the best education system in the world. That is economic development. That's not something separate and apart. (Applause.) If our kids have the skills they need to compete, then our economy will grow. And I'm only here because of the education that I got. I wasn't born into wealth or fame. You hadn't heard of the Obama name before I ran. (Laughter.) Had you? No. (Laughter.) 19:32:09 Let's face it. First time you heard it, you probably thought the guy might be Japanese -- I don't know. (Laughter.) Italian? Who knows? AUDIENCE MEMBER: Latino. THE PRESIDENT: Latino. (Laughter and applause.) Right. The Obama family from Jalisco. (Laughter.) But education is what gave me opportunity. It's what gave so many of you opportunity. It's the gateway into a middle-class life. (Applause.) So when I hear Governor Romney say hiring more teachers won't grow the economy over the next four years, I have to say, no, actually it will. But more importantly, what about our kids over the next 40 years? What about our economy over the next 40 years? We can get education to pay for tax breaks we don't need, or we can recruit 100,000 new math and science teachers. We can provide better early childhood education. We can train 2 million more workers at community colleges. (Applause.) 19:33:22 We can lower the cost of tuition for our young people. That's an agenda for growth. That's what creates opportunity. That's what we can do together. And that's why I'm running for a second term as President of the United States. (Applause.) Four more. AUDIENCE: Four more years! Four more years! THE PRESIDENT: 19:34:04 I mentioned that we ended the war in Iraq, that we're ending the war in Afghanistan. I want to use that money to pay down our deficit, put our people back to work rebuilding roads and bridges and schools all across America. Right here in Florida, we've got huge projects that are going up all over the state that will build the infrastructure to facilitate more trade, move more goods more efficiently, help businesses grow. And we have the resources to do it if we make good decisions. But Governor Romney said it was "tragic" to end the war in Iraq. He repeated this last week, said we should still have troops on the ground in Iraq. And I fundamentally disagree with that. I think bringing troops home was the right thing to do. (Applause.) And every brave American who wears our country's uniform should know we will make sure as long as I'm Commander-in-Chief we've got the strongest military in the world. And when our troops come home and take off their uniform, we will serve them as well as they've served us -- because 19:35:15 if you fought for this country, you shouldn't have to fight for a job or a roof over your heard when you come home. (Applause.) And finally, we'll cut the deficit by $4 trillion, but we're going to do it in a sensible way. We've already cut a trillion, working with Democrats and Republicans. So we can cut more spending. But we're not going to be able to reduce our deficit in a serious way unless the wealthiest households are willing to go back, for incomes over $250,000, to the same rate that we were paying under Bill Clinton -- when the economy created nearly 23 million new jobs, we went from deficit to surplus, and businesses and investors did very well -- because the economy grows best that way, when it's broad-based and everybody has a stake in how the economy grows. And I understand Governor Romney disagrees with this. He did an interview and he says he thinks it's fair that he pays a lower tax rate making $20 million a year than the teacher who's makes $50,000. 19:36:22 I just think that's wrong. And if we're going to be serious -- (applause) -- if we're going to be serious about reducing the deficit then we've got to make choices. And the choice I make is not asking middle-class families to give up their home mortgage deduction or tax credits they get for raising their kids just to pay for a tax cut for me. I'm not going to ask students to pay more for college, or kick kids off of Head Start programs, or eliminate health insurance for millions of Americans who are poor or elderly or disabled just so I can get a tax break. AUDIENCE MEMBER: Thank you. (Laughter.) THE PRESIDENT: You're welcome. (Applause.) 19:37:06 And by the way, the math still doesn't add up in terms of their plan, because when Governor Romney says he can cut taxes, increase military spending, close the deficit -- all by getting rid of Planned Parenthood and Big Bird -- (laughter) -- he needs a calculator because there's something wrong with his math. He says, don't worry, new tax cuts will pay for themselves. That is what we heard exactly from President Bush back in 2000, 2001. And it didn't work. And we know our plan does. So this is the choice that we face. This is what the election comes down to. And I said at the convention, over and over again, we're told by our opponents that since government can't do everything, it should do almost nothing. It's sort of a "you're on your own" philosophy. If you don't have health insurance, hope you don't get sick. (Laughter.) 19:38:06 If you can't afford to start a business or go to college, borrow money from your parents. (Laughter.) That is not who we are. That's not how America became great. We believe in individual initiative and we don't believe in helping people who aren't willing to help themselves, but we also understand there are some things we do better together. We understand that in America it's not just about what can be done for us, but what is done by us, together as one nation, as one people. And that's what 2008 was about. We fought some fierce battles over the last four years, but everything we've gotten done, it happened, ultimately, because the American people came together -- black, white, Hispanic, Asian, Native American, gay, straight, able, disabled -- people came together. (Applause.) You're the reason Florida seniors are paying $600 less on their prescription drugs because of Obamacare. You did that. You're the reason that a working family in this state was able to save their home from foreclosure. There was somebody in the audience today, while we were taking a picture, who talked about their mom -- 90 years old, because of the mortgage modification program we put into place, saved her home, lives with her sister -- 90 and 95. 19:39:31 You did that, though. You did that. (Applause.) That's what's at stake. You made that happen. The kids at Gainesville, or Tallahassee, or here in Miami who are getting an education -- maybe the first in their family, the veterans who are going to college on the New GI Bill -- 19:39:50 that's what we were fighting for. (Applause.) You're the reason that there are young immigrants all across this state who grew up here and went to school here and pledged allegiance to our flag, and they don't have to fear now that they're going to be deported from the only country they call home. (Applause.) You made that happen. You ended "don't ask, don't tell." You allowed us to bring our troops home so their families could greet them and say" "Welcome home." (Applause.) You did that. 19:40:18 And so you can't afford to turn away now. You can't. I know that sometimes in politics folks are excited and they have fun, you have nice events like this and everybody gets dressed up -- and you guys are looking very good. (Laughter.) 19:40:43 But then sometimes when it gets tougher, people get discouraged and they're wondering, well, I don't know, is change really possible? And we get cynical and we get doubtful. It happens to everybody; there's nothing wrong with that. It happens in our lives; it happens in our politics. It happens in everything that we do. Now, and all of you are here, and I'm really happy about that. (Applause.) For the past several days, all of us have been focused on the storms that are taking place along the East Coast. And obviously, Florida knows something about storms. As a nation, we mourn those who have been lost. And I've been up to New Jersey, I've been talking to the Governors and the Mayor every single day, and I want people to know that when I talk to them, I'm talking on behalf of America. And I have told them that we will be with them every step of the way until they have fully recovered from the hardships and the crisis, and we're going to do it together -- because that's how we do in the United States of America. (Applause.) And as heartbroken as we've been by some of the images of families whose lives have been upended, we've also been inspired -- seeing police officers and firefighters and EMS folks rushing into burning buildings and wading water to save lives; and neighbors helping neighbors cope with tragedy; leaders of different political parties working together to fix what's broken. We see a spirit that says no matter how bad a storm is, we'll always bounce back. No matter how tough times are, we're all in this together -- that we rise or fall as one nation and as one people. 16:08:28 Now, that spirit has guided this country along its improbable journey for more than two centuries. And it's carried us through the trials and tribulations of the last four years. Remember, in 2008, we were in the middle of the worst economic crisis since the Great Depression. We were in the middle of two wars. And today, our businesses have created nearly 5.5 million new jobs. (Applause.) The auto industry is back on top. Home values are beginning to rise again. We're less dependent on foreign oil than at any time in the last 20 years. Because of the amazing service and sacrifice of our brave men and women in uniform, the war in Iraq is over. (Applause.) The war in Afghanistan is coming to a close. Al Qaeda is on the run. Osama bin Laden is dead. (Applause.) 16:09:29 So we've made real progress, Florida, these past four years. But we're here today -- all of you are here today because you know and I know we've got more work to do. As long as there's a single American who wants a job but can't find one, our work is not yet done. As long as there are families working harder but still falling behind, our work is not yet done. As long as there's a child anywhere in Florida, anywhere in the United States, who's still languishing in poverty and barred from opportunity, we know our fight must go on. 16:10:14 Our fight goes on because this nation cannot succeed without a growing, thriving middle class. It's not just a choice between two parties or candidates. It's a choice between two different visions of America. On the one hand, you can choose the return to the top-down policies that crashed our economy -- or you can join me in building a future that focuses on a strong and growing middle class. (Applause.) As Americans, we honor the businessmen and the strivers, the dreamers, the risk-takers who have been the driving force behind our free enterprise system, the greatest engine of growth and prosperity the world has ever known. (Applause.) But we also believe that in this country, our economy grows best, the markets do best when everybody has a chance to succeed; when everybody is getting a good education; when every worker is learning new skills; when we're investing in research for medical breakthroughs and new technologies. We think America is stronger when everybody can count on affordable, quality health insurance; when we protect Medicare and Social Security so that we guarantee dignity and respect in retirement. We think our economy works best when there are some rules in place to protect our kids from toxic dumping, from protecting consumers from being taken advantage of by unscrupulous credit card companies or mortgage lenders. And there are some things we don't want Washington to do. For example, we don't want politicians in Washington, most of whom are male, to control health care decisions that women can make for themselves. (Applause.) Now, for eight years, we had a President who shared these beliefs -- his name was Bill Clinton. (Applause.) And his economic plan when he first came into office, he asked the wealthiest Americans to pay a little bit more so we could reduce our deficit and still invest in the skills and ideas of our people. And you know what, at the time, the Republicans in Congress -- and a Senate candidate by the name of Mitt Romney -- AUDIENCE: Booo -- THE PRESIDENT: I don't want you to vote, I want you to vote. (Applause.) I want you to vote. But a Republican candidate by the name of Mitt Romney said Bill Clinton's plans would hurt the economy and kill jobs. Turns out his math was just as bad back then as it is now. (Laughter.) Because by the end of President Clinton's second term, America had created 23 million new jobs, and incomes were up and poverty was down. And our deficit had turned into a surplus. 16:14:23 So, Florida, we know that our ideas work. We also know that their ideas don't -- because we tried their ideas, too. We tried giving big tax cuts to the wealthiest Americans. We tried giving insurance companies and oil companies and Wall Street free rein to do whatever they pleased. And you know what we got? We got falling incomes, and record deficits, and the slowest job growth in half a century, and an economic crisis we've been cleaning up after ever since. 16:14:50 So let's just think about this. Here's your choice. You've got ideas that we've tried and didn't work, and you've got ideas that we tried that did work. So you think it would be a pretty clear choice. But Governor Romney is a very talented salesman. So in this campaign, he's tried as hard as he can to repackage these old ideas that didn't work and pretend that they're new ideas, and he's offering them up as change. AUDIENCE: No! THE PRESIDENT: But here's the thing, Florida. We know what change looks like -- (applause) -- what Governor Romney is offering ain't it. (Applause.) Giving more power back to the biggest banks -- that's not change. AUDIENCE: No! THE PRESIDENT: Another $5 trillion in tax cuts for the wealthy -- that's not change. AUDIENCE: No! THE PRESIDENT: Refusing to answer questions about the details of your policies until after the election -- that's definitely not change. AUDIENCE: No! THE PRESIDENT: Politicians have been doing that a long time. Ruling out compromise by pledging to rubber-stamp the tea party agenda in Congress -- not change. AUDIENCE: No! THE PRESIDENT: Changing the facts when they're inconvenient to your campaign -- that's certainly is not change. AUDIENCE: No! 16:16:02 THE PRESIDENT: And here's the thing. When you make this choice, part of what you're choosing is who do you trust. AUDIENCE: Barack Obama! THE PRESIDENT: Because you don't know what crisis the next President is going to confront. You don't know what challenge we may have to meet that was unexpected. So part of what you're focused on is how does somebody operate. And, Florida, after four years as President, you know me by now. (Applause.) You may not agree with every decision I've made. You know, Michelle doesn't agree with every decision I've made. (Laughter.) You may be frustrated sometimes at the pace of change. I'm frustrated by the pace of change sometimes. But here's the thing, is you know I say what I mean and I mean what I say. (Applause.) I said I'd end the war in Iraq -- I ended it. (Applause.) I said I'd pass health care reform -- I passed it. (Applause.) I said I'd repeal "don't ask, don't tell" -- we repealed it. (Applause.) Change is a country where every American has a shot at a good education. Government can't do it alone -- parents, you got to parent; students, you've got to study. But don't tell me that hiring more teachers won't help this economy grow. It will. (Applause.) Don't tell me that students who can't afford college should just borrow more money from their parents. AUDIENCE: No! THE PRESIDENT: That wasn't an option for me. I'll bet it's not an option for a lot of you. That's why the change I want to bring is to cut the growth of tuition in half over the next 10 years. (Applause.) Make college more affordable. I want to recruit 100,000 new math and science teachers so we don't fall behind the rest of the world. I want to train 2 million Americans at community colleges to get the skills that businesses are hiring for right now. That's my plan. That's what change is. That's the America we're fighting for in this election. (Applause.) 16:19:41 Change comes when we live up to this country's legacy of innovation. I'm could not be prouder that I bet on American workers and American ingenuity when I bet on the American auto industry. But what I'm really proud of is not just that we're building cars in America again, but that we're building better cars -- because of advances, because of technology, because of innovation. Cars that we're building now, by the middle of the next decade will go twice as far on a gallon of gas. That will save you money. It will help our national security. It will help our environment. And it's not just in the auto industry where we can make these kinds of strides. There are thousands of workers all across America, including here in Florida, that are building long-lasting batteries and wind turbines and solar panels. And I don't want a tax code that just subsidizes oil company profits; I want to subsidize and support the energy jobs of tomorrow, the new technologies that will cut our oil imports in half. And I don't want a tax code that rewards companies that ship jobs overseas; I want to reward companies that are investing here in America, hiring American workers, making things stamped with three proud words: Made in America. That's my plan for jobs and growth. (Applause.) That's the future I see for this country. 16:21:05 Change is turning the page on a decade of war so we can do some nation-building here at home. (Applause.) As long as I'm Commander-in-Chief, we will pursue our enemies with the strongest military the world has ever known. But it's time to use the savings from ending the wars to pay down our debt and rebuild America -- rebuilding roads and bridges and making sure our schools are state of the art -- and hiring our veterans when they come home, because if you fought for this country you shouldn't have to fight for a job when you come home. (Applause.) That's my plan to keep America strong. That's what's at stake in this election. Change is a future where we reduce our deficit in a way that's balanced and responsible. I've cut a trillion dollars' worth of spending; I intend to do more. But if we're serious about reducing the deficit, we've also got to ask the wealthiest Americans to go back to the tax rates they paid when Bill Clinton was President. (Applause.) Because budgets are about choices. We can't do everything, and we've got to make sure that what we do, we pay for. And I'm not going to turn Medicare into a voucher just to pay for another millionaire's tax cut. (Applause.) I'm not going to ask young people to pay more for college just to pay for another millionaire's tax cut. (Applause.) 16:22:32 So, Florida, we know what change is. We know what the future requires. And we know it's not going to be easy. Back in 2008, we talked about change we can believe in. But I also said this is hard -- because I wasn't just talking about changing presidents or changing parties. I was talking about changing how politics is done in this country. (Applause.) I ran the first time because the voices of the American people -- your voices -- had been shut out of our democracy for way too long by lobbyists and special interests and politicians who will say anything and do anything just to keep things the way they are. They want to protect the status quo. And for the last four years, the status quo in Washington has fought us every step of the way. They spent millions to stop us from reforming the health care system; spent millions trying to stop us from reforming Wall Street. They engineered a strategy of gridlock in Congress, refusing to compromise even on ideas that Democrats and Republicans used to support in the past. And what they're counting on now is that you'll be so worn down, so discouraged by all the squabbling, so tired of all the dysfunction, that you'll just give up, walk away, and leave the powers that be in power. AUDIENCE: No! THE PRESIDENT: In other words, their bet is on your cynicism. But, Florida, my bet is on you and your hope. (Applause.) And listen. I want all parties to work together. We're not Democrats and Republicans first; we're Americans first. (Applause.) And whenever the other party has been willing to work with me to help middle-class families and to build sturdy ladders into the middle class, I've worked with them. Some of them supported us when we cut taxes for middle-class families and small businesses. Some courageous Republican senators worked with us to repeal "don't ask, don't tell." 16:24:40 As long as I'm President, I will work with anybody, of any party, to move this country forward. And if you want to break the gridlock in Congress, you'll vote for leaders -- whether they're Democrats, Republicans, or independents -- who feel the same way, who put you first instead of politics first, instead of the next election first. (Applause.) But sometimes you've got to fight for principle. Sometimes you've got to fight for what's right. If the price of peace in Washington is cutting deals that will kick students off of financial aid, or get rid of funding for Planned Parenthood, or let insurance companies discriminate against people with preexisting conditions, or eliminate health care for millions who are on Medicaid -- people who are poor, or elderly, or disabled -- I'm not willing to pay that price. That's not bipartisanship. AUDIENCE: No! THE PRESIDENT: That's not change. That's surrender to the same status quo that has hurt the middle class and cost us jobs. And I don't know about you, but I'm not ready to give up on that fight. AUDIENCE: No! THE PRESIDENT: And I hope you aren't either, Florida. AUDIENCE: No! THE PRESIDENT: I hope you still got some fight left in you. (Applause.) 16:26:02 Listen, the folks at the very top in this country, they don't need another champion in Washington. They'll always have a seat at the table and they'll always have access, they'll always have influence. The people who need a champion are the Americans whose letters I read late at night after I'm done in the office; the men and women I meet on the campaign trail -- like you -- every day. The laid-off worker who has to go back and retrain at a community college at the age of 55 to try to get a new career in a new field -- she needs a champion. The restaurant owner who cooks great food but needs a loan to expand after the bank turned him down -- he needs a champion. (Applause.) The cooks and the waiters and the cleaning staff, working overtime at a Ft. Lauderdale hotel, trying to save enough to buy a first home or send their kids to college -- they need a champion. (Applause.) The autoworker who's back on the job filled with the pride and dignity of building a great car -- he needs a champion. THE PRESIDENT: All right. Now, first thing I want to do is make sure everybody is staying hydrated. (Applause.) 11:12:15 And if you've been standing here a while, bend your knees. Folks there could not have been more welcoming. Michelle -- what can I say? (Applause.) 11:13:38 As the other men in the audience know, our main goal when we marry is to improve our gene pool. (Laughter.) That's why my daughters turned out good. (Laughter.) Because you just -- you marry up and you marry somebody superior to yourself. And you just -- you beg them until they marry you. (Laughter.) Persistence is the key. And then you've got President Clinton who made the case as only he can. (Applause.) 11:14:13 After he spoke, somebody sent out a tweet -- they said, you should appoint him secretary of explaining stuff. (Laughter and applause.) I like that -- secretary of explaining stuff. Although, I have to admit, it didn't really say "stuff." I cleaned that up a little bit. (Laughter.) 11:14:42 And then two days ago, I did my best to lay out the stakes in this election, because they are big stakes. Both sides have made their arguments now. And I know you have a lot of national Republicans in the neighborhood, making their argument. AUDIENCE: Booo -- THE PRESIDENT: We've made ours. And so now you've got a big choice to make. And by the way, don't boo -- vote. (Applause.) Vote. 11:15:14 I honestly believe this is the clearest choice of any time in our generation, because it's a choice not just between two candidates or two political parties. This is a choice between two fundamentally different paths for America, two fundamentally different visions for our future. 11:15:47 Now, ours is a fight on behalf of that basic bargain that built the largest middle class and the strongest economy the world has ever known -- the bargain that says if you work hard it will pay off. (Applause.) The bargain that says responsibility will be rewarded, and everybody has got a fair shot, and everybody does their fair share, and everybody plays by the same set of rules -- (applause) -- from Main Street to Wall Street to Washington, D.C. That's what we're fighting for. (Applause.) 11:16:12 That basic bargain is why I ran for President in the first place, because too many jobs were disappearing overseas; too many families were struggling to make the mortgage, to put food on the table. People were having to borrow just for day-to-day expenses -- to fill up the gas tank. 11:16:27 And over time, more and more of that debt built up. And then this whole house of cards came tumbling down in the worst economic crisis, the biggest financial crisis since the Great Depression. And millions of innocent Americans lost their jobs and their homes and their life savings. A tragedy that we are still fighting to recover from. Now, our friends, at their convention, they were more than happy to talk about everything they think is wrong with America, but they didn't say much about how they'd make it right. (Applause.) 11:17:05 They want your vote, but they don't want you to know their plan. And that's because -- AUDIENCE MEMBER: We want you, President! (Applause.) 11:17:22 THE PRESIDENT: -- that's because all they've got to offer is the same prescriptions that they've had for 30 years: Tax cuts, tax cuts, gut a few regulations, some more tax cuts. Tax cuts when times are good. Tax cuts when times are bad. Tax cuts to help you lose a few extra pounds -- (laughter) -- tax cuts to help your love life. (Laughter.) AUDIENCE MEMBER: It doesn't help! (Laughter.) THE PRESIDENT: Somebody said it doesn't help. (Laughter.) You tried those tax cuts, huh? (Laughter.) 11:17:53 Now, listen, actually it does help when you give it to folks who need it. That's why I've cut taxes for middle-class families and for small business owners 18 times. (Applause.) But I don't believe, and you don't believe, that another round of tax breaks for millionaires is going to bring good jobs back to our shores, or pay down our deficit. AUDIENCE: No! THE PRESIDENT: I don't believe that firing teachers or kicking students off of financial aid -- students who go right here to this institution -- (applause) -- that somehow that's going to help our economy, or help us compete with scientists and engineers coming out of China. After all that we have been through, do we really think that it would make sense to roll back regulations on Wall Street? AUDIENCE: No! THE PRESIDENT: That somehow that's going to help small businesswomen expand, or laid-off construction workers keep their homes? AUDIENCE: No! THE PRESIDENT: Let me tell you that we have been there. We've tried what they're peddling. It didn't work. We're not going back. (Applause.) 11:19:00 We're going forward. We are going forward. We are going forward. (Applause.) I won't pretend the path I'm offering is quick or that it's going to be easy. I never have. Sometimes I ask people to go back to 2008 and look at what I said. I said this was going to take some time because these problems have been building up for a long time. Bill Clinton reminded us on Wednesday night, it's going to take more than a few years to solve challenges that have been built up for decades. But let me tell you something. When our opponents say this nation is in decline, they are dead wrong. This is America. (Applause.) We still have the best workers in the world and the best entrepreneurs in the world. We've got the best scientists and the best researchers. (Applause.) We've got the best colleges and the best universities. (Applause.) 11:19:54 We are a young nation with the greatest diversity of talent and ingenuity from every corner of the globe. So no matter what the naysayers may say for political reasons, no matter how dark they try to make everything look, there's not a country on Earth that wouldn't gladly trade places with the United States of America. (Applause.) 11:20:20 And I am here to tell you our problems can be solved, and our challenges can be met. (Applause.) The path we offer may be harder, but it leads to a better place. And I'm asking you to choose that future. 11:20:33 I am asking you to rally not just behind me but around a set of goals for your country -- goals in manufacturing and energy, in education and national security, in reducing our deficit. Number one, I've got a plan to export more products and outsource fewer jobs. (Applause.) After a decade of decline, this country has now created over half a million jobs in the last two and a half years alone just in manufacturing. (Applause.) That's faster than any time since the '90s. We reinvented a dying auto industry that's back on top of the world. (Applause.) 11:22:10 And now you've got a choice -- we can keep giving more tax breaks to companies that are shipping jobs overseas, just like the other side is arguing for. AUDIENCE: Booo -- THE PRESIDENT: Or we can start rewarding companies that open new plants and train new workers and create new jobs right here in Florida. (Applause.) 11:22:33 We can help big factories and small businesses double their exports, and create a million new manufacturing jobs in the next four years. You can make that happen. That's part one. 11:22:45 Part two: I've got a plan to control more of our own energy. After 30 years of inaction, we raised fuel standards so that by the middle of the next decade, your cars and trucks will go twice as far on a gallon of gas. (Applause.) That will save you money. It will help the environment. 11:23:08 We've doubled our use of renewable energy, and thousands of Americans now have jobs building wind turbines and long-lasting batteries. (Applause.) Today, the United States of America is less dependent on foreign oil than at any time in nearly two decades. Think about that. (Applause.) 11:23:28 So we're moving to control our own energy. The other side, they don't have a real plan. So you've got a choice between a plan that wants to just reverse the progress we've made, or one that builds on it. And let me tell you, unlike my opponent, I'm not going to let oil companies write this country's energy plan, or endanger our coastline, or collect another $4 billion in corporate welfare from our taxpayers. We're not going to let them do that. (Applause.) We've got a better path. We're going to invest in wind and solar, clean coal technology. (Applause.) We're going to help farmers and scientists harness new biofuels to power cars and trucks. We're going to put construction workers back to work building homes and factories that waste less energy, and retrofitting old buildings and homes to use less energy. (Applause.) 11:24:21 We're developing a hundred years' supply of natural gas that's right beneath our feet. If you choose this path, we can cut our imports in half by 2020 and support more than 600,000 new jobs in natural gas alone.That's the second part of the plan. You want to hear the third? AUDIENCE: Yes! THE PRESIDENT: Third, I've got a plan to give more Americans the chance to gain the skills they need to compete. 11:24:50 Education was the gateway to opportunity for me and Michelle. (Applause.) It's the gateway to a middle-class life. For the first time in nearly a generation, every state just about has answered our call to raise their standards for teaching and learning. Some of the worst schools in the country have made real gains in math and reading, including here in Florida. (Applause.) Millions of students are paying less for college today, including students here, because we took on a system that was wasting billions of dollars giving student loan money to banks and lenders instead of directly to students. (Applause.) 11:25:41 So now, you've got a choice. We can gut education like these other folks we're recommending. AUDIENCE: No! THE PRESIDENT: Or we can decide that in the United States of America, no child should have her dreams deferred because of a crowded classroom or a crumbling school. (Applause.) No family should have to set aside a college acceptance letter because they don't have the money. No company should have to look for workers in China because they couldn't find ones with the right skills right here at home. (Applause.) 11:26:13 So help me recruit 100,000 math and science teachers in the next 10 years, and improve early childhood education, and give 2 million workers the chance to learn skills in that community college that will lead directly to a job. (Applause.) And let's work with colleges and universities to cut in half the growth of tuition costs over the next 10 years -- because higher education is not a luxury anymore; it is an economic necessity that everybody should be able to afford. (Applause.) 11:26:52 And we can meet that goal together. You can choose that future if you're willing to move forward with me. (Applause.) Fourth, my plan -- you all get four. (Laughter.) Fourth, my plan would reduce our deficit without sticking it to the middle class. (Applause.) We're all concerned about the deficit. After two wars, two tax cuts that weren't paid for, we have a challenge that we've got to now deal with -- AUDIENCE MEMBER: Can't go back. THE PRESIDENT: Can't go backwards. (Applause.) 11:27:35 Independent analysis shows that the plan I've put forward would cut our deficit by $4 trillion. (Applause.) And I've already worked with Republicans to cut $1 trillion in spending. I'm willing to do more. We've got to make sure government is lean, and programs that don't work, we've got to get rid of them so we can pay for the things that do. And I want to reform the tax code, so that it is simple and fair, and so that it asks the wealthiest households to pay higher taxes on incomes over $250,000. (Applause.) Keep in mind, that means if you're a millionaire, you'd still get a tax -- you'd keep your tax cut for the first $250,000. (Laughter.) 11:28:14 But after that, you'd pay the same rate we had when Bill Clinton was President, the same rate when we created 23 million new jobs, the biggest surplus in history and a whole lot of millionaires to boot. (Applause.) And, by the way, the reason that I want to keep tax cuts for middle-class families, but I don't need one, Mitt Romney doesn't need one, is because what happens when middle-class families, when teachers and construction workers and receptionists -- what happens when folks have a little money in their pocket? AUDIENCE: They spend it! 11:29:00 THE PRESIDENT: And when they spend it that means business has more customers, and that means business makes more profit, which means business hires more workers, who then spend more money. (Applause.) The whole economy gets stronger. (Applause.) Not from the top down, but from the middle out, from the bottom up. That's how we grow an economy. (Applause.) That's how we grow an economy. 11:29:28 This week, President Clinton pointed out the single biggest thing missing from my opponent's plan -- arithmetic. (Applause.) When Governor Romney and his allies tell us we can somehow cut our deficit by spending $5 trillion more on tax breaks for the wealthy, well, you do the math. How is that going to work?The fact is Mr. Romney's plan and Congressman Ryan's plan don't add up. And by the way, they don't add to jobs either. 11:30:04 They like to talk about how, we're going to create more jobs. But economists who've looked at their plan say this would make the recovery slower, not faster. I refuse to let that happen. (Applause.) I refuse to ask middle-class families to give up their deductions for owning a home or raising their kids just to pay for another millionaire's tax cut. I refuse to ask all the students here to pay more for college to pay for my tax cut. (Applause.) I'm not going to kick children out of Head Start programs, or eliminate health insurance for millions of Americans who are poor or elderly or disabled, all so those with the most can pay less. (Applause.) And by the way, Florida, you should know I will never turn Medicare into a voucher system. (Applause.) 11:31:00 No American should have to spend their golden years at the mercy of insurance companies. They should retire with the dignity and the respect and the care that they have earned. So, yes, we will reform and strengthen Medicare for the long haul -- that needs to be done -- but we're going to do it by reducing the cost of health care, not by just dumping the cost on seniors and asking them to pay more -- thousands of dollars more. (Applause.) And while we're at it, we're going to keep the promise of Social Security by taking the responsible steps to strengthen it, and that's not by turning it over to Wall Street. AUDIENCE: No! 11:31:37 THE PRESIDENT: Now, rebuilding the economy is essential, but everybody knows our prosperity at home is linked to what we do abroad. Four years ago, I promised to end the war in Iraq -- I did. (Applause.) 11:31:52 I said that we would begin to wind down the war in Afghanistan -- and we are. (Applause.) As long as I'm Commander-in-Chief, we will sustain the strongest military the world has ever known. 11:32:22 And when our troops come home and take off their uniform -- like this veteran right here -- we will serve them as well as they have served us. Because no one who fights for this country should ever have to fight for a job or a roof over their heads or the care that they need when they come home. (Applause.) 11:32:47 My opponent has a different view. He said the way I ended the war in Iraq was "tragic." He won't tell us how he'll end the war in Afghanistan. I have, and I will. (Applause.) And while he wants to spend more money on military programs that the Joint Chiefs don't even want, say it won't make us safer, I'm going to use some of that money that we're no longer spending on war to pay down our debt -- (applause) -- and to put more people back to work rebuilding schools and bridges and runways and roads. (Applause.) Because after a decade at war, I think it's time to some nation-building here at home. (Applause.) 11:33:33 So this is the choice that we face. This is what the election comes down to. Over and over the other side spent all the time they had here in Florida saying that bigger tax cuts and fewer regulations are the only way. They kept on arguing over and over again that since government can't do everything, it should do almost nothing. 11:34:01 Their basic theory is: If you can't afford health insurance, hope you don't get sick. If a company releases toxic pollution into the air that your children breathe, well, that's just the price of progress. If you can't afford to go to college, take my opponent's advice and borrow money from your parents. (Applause.) You know what, that's not who we are. That's not what America is about. America, we believe and insist on personal responsibility. We believe in individual initiative. We know we're not entitled to success, we've got to earn it. 11:34:40 We honor the businessmen and the strivers and the dreamers and the risk-takers who've always been the driving force behind our free enterprise system, the greatest engine of growth and prosperity that the world has ever known. But you know what, we also believe that this country only works when we accept certain obligations to one another, to future generations. (Applause.) We believe in the idea of citizenship -- the idea that America is not just about what can be done for us, but what can be done by us -- (applause) -- together, as one nation, as one people. (Applause.) That's what you believed four years ago. I told you the election wasn't about me, it was about you. And as I look out on this crowd, I am reminded you were the change. You're the reason -- you're the reason that a woman in Doral, who's already working full-time during the day, can now afford to go to school at night because she's getting the financial aid that she needs. (Applause.) That's because of you and what you did. You're the reason there's a working family from Hollywood who was able to save their home from foreclosure, keep their piece of the American Dream. You made that possible. You're the reason a young immigrant who grew up here and went to school here and pledged allegiance to our flag will no longer be deported from the only country she's ever called home. (Applause.) 11:37:00 You're the reason why an outstanding soldier won't be kicked out of the military because of who they are or who they love. (Applause.)
