The site, which is about 200 miles from Haiti, has been used to hold and migrants before now. According to officials, the US Coast Guard has not seen an increase in the number of Haitian migrants making the journey to the US. Since October, 131 Haitian migrants have been stopped off the coast of Florida and sent back to Haiti. Now, despite those numbers, on Wednesday, the Florida Governor's office announced more than 250 law enforcement officers and members of the National and State Guard will be deployed to southern Florida in anticipation of more Haitian migrants arriving. As for the situation on the ground in Haiti, sources tell CNN that armed men attacked the home of Haiti's National Police Director. We're told that they ransacked and set fire to the place. It's unclear if anyone was hurt. Now, CNN has also learned that the country's airport could soon reopen. We're told repairs in areas that gang members broke through last month are almost complete and that 150 Haitian police and military officers are guarding the grounds. Now exactly when air traffic could reopen is unclear. It is also unclear if outgoing Prime Minister Ariel Henri will return to the country after agreeing to resign on Tuesday. His office told CNN that Haiti's Constitution states that only he and his cabinet can appoint a council for the transition of power. Speculation about a possible internal rift spread after a Pentagon official, speaking on condition of anonymity, said China's President Hu Jintao and other civilian leaders at a Tuesday (January 11) meeting with Gates did not appear aware that the J-20 test-flight had happened until after the U.S. side pressed them about it. The embassy will remain operational, and that same helicopter brought in extra security, presumably US marines to help guard the embassy as the increased gang violence that has paralyzed Haiti continues. Other embassies including the German and European Union embassy also evacuated diplomats by helicopter. And this is really for foreign diplomats essentially the only way to get out of the country at this point because the airport remains closed after fighting from the gangs, attacking police came very close to the Port Au Prince airport. Haiti's Prime Minister Ari Henry still continues to be missing in action as he appears to be unable to return to his own country. He has not issued any public pronouncements. It is believed that he remains in Puerto Rico. The US has called on Henri to form a transitional government and say when elections can be held in Haiti, that is a step that Henri has resisted up until now saying the conditions are not right in Haiti to hold elections. But clearly he's facing more and more pressure from inside and from outside of Haiti to get out of office, to move out of office and show what the plan of succession for Haitians will be. It is unclear though how Haiti could hold elections of any kind while the security crisis continues to worsen and worsen. All eyes are on a force of soldiers in Kenya. One thousand troops who, their government has agreed to send them to Haiti, to take on the gangs but no update as of yet, when those troops will deploy. And Haitians that I've spoken to in the capital Port Au Prince say even those who manage to stockpile food and water are running low on supplies and they say that Haitians simply cannot wait any longer for help that it has to arrive now. The vote was passed on Monday afternoon with the abstention of China and Russia. It follows repeated calls by the Prime Minister Ariel Henry to pledge for international assistance and it was actually applauded by the government of Henry.</p>\n<p>“On behalf of the government and people of Haiti, I would like to thank all of those who through their voices, their efforts, their support and their contribution of all sorts have finally made today's decision possible. More than just a simple vote, this is in fact an expression of solidarity with the population in distress.”</p>\n<p>Henry took power in 2021 following the assassination of late President Jovenel Moïse. While some Haitians have questioned his mandate, the security situation has greatly worsened under his watch. The country's capital Port Au Prince, for example, is largely controlled by warring gangs and the United Nations estimates that some 200,000 Haitians have had to flee their homes due to the wave of violence. The council would include seven members from different political factions within Haiti and it will appoint an interim Prime Minister. The goal is for it to stabilize the country enough for presidential elections which haven't happened since 2016. Now, this comes as current Prime Minister Ariel Henry has succumbed to the mounting pressure and announced his resignation. But he says he's going to stay in power until the transitional council is in place. Meantime, you've got gang and former coup leaders saying they won't recognize the transitional government or they say it won't work because it doesn't represent the will of the Haitian people. They see this as put in place by an outside force. This comes after weeks of anti-government protests and gang violence. A lot of it directed towards Henri. We were in Port Au Prince a little more than two weeks ago and you could feel the anger amongst folks who believed that Henri had overstayed his welcome and they wanted him out. At the same time, the country has been dealing with lawlessness and gangs taking more and more control, especially following the assassination of President Jovenel Moïse in 2021. Folks, we first met a couple of weeks back have in recent days felt the growing wrath of gangs. Some have had their makeshift camps or homes torched. Others are sealing themselves indoors trying to hunker down. Police are feeling the pressure too. A Haitian security source telling us they are frustrated. They've been holding the front line as they see it, awaiting the Kenyan security forces. But that deployment is now on hold. Much to the frustration of the US. And it's because Kenyan officials say with Henri resigning, there is no anchor for the Kenyan forces to rest. Meantime, the Pentagon is on alert for possible mass migration from Haiti. This is happening as the WFP, the World Food Program, warns a million people in Haiti are one step away from famine. Noticeably absent though from the meetings in Jamaica was Haitian Prime Minister Ariel Henry. It is believed he remains in Puerto Rico unable to return to his own country after an explosion of gang violence. Henri so far has not backed this idea of a transitional government. The US is hopeful that the transitional government and call for new elections would break the political impasse that has fueled so much of the violence in Haiti. Henri had secured the support of Kenya to send in troops but those troops, it's not clear yet when they will arrive. Meanwhile aid workers and some foreign diplomats who are serving in Haiti have begun to evacuate saying it's simply become too dangerous to continue to operate in that country. So helicopters have come and taken out staff from various embassies. The US over the weekend evacuated its non essential personnel by military helicopter, also bringing in additional security to guard the US diplomats who will remain in Port Au Prince as the embassy there will remain open, although with less staff after the several incidents of gang violence near the embassy. The US Secretary of State, Antony Blinken has said that the US will contribute to the cost of these Kenyan troops arriving. Kenyan officials have said that they are in the pre deployment phase but it's unclear when they will actually arrive in Haiti and take the fight to the gangs. They will be unable to travel to the United States. Blinken as well saying that the US will send 65 million dollars to help professionalize Haiti's National Police Force. This is a police force that is increasingly finding itself outgunned by Haiti's violent gangs. The police actually have carried out protests against their own government over the past several months on occasion because they say that when they were sent out to the street to fight these gangs that have taken over large areas of the country and the capital of Port Au Prince, that they are simply unable to do so because they do not have the man power and they do not have the resources they need to fight against the gangs. Of course, billions of dollars have flowed to Haiti over the years to help Haiti following natural disasters. But so much of that money, investigations have uncovered, is either stolen or misspent. So, over the years, it has been proven already that Haiti's problems, many deep systematic problems are simply ones that money alone cannot solve. That according to the Secretary General of the Haitian Medical Association, who said that the three main hospitals in Port-au-Prince are all closed due to gang violence and looting. CNN obtained a video inside of one hospital. You can see the place has been ransacked, shattered glass and debris cover the grounds. Medical personnel fear outbreaks of diseases are likely. On Friday, the Haitian government extended a curfew in the country through Sunday. According to a government statement, police have ordered to use, quote 'all legal means to enforce the curfew and stop public demonstrations.' On Thursday, armed men attacked the home of Haiti's National police director and set fire to the place. It doesn't appear that anyone was hurt. Now on the humanitarian front, authorities in the Dominican Republic said the transport of aid and United Nations non-essential personnel could get underway next week. An air bridge would have two connection points in the Dominican Republic and one near Port-au-Prince, Haiti. Officials are said to be finalizing the details of that plan. And the state of Florida is now collecting the names and information of Americans stranded in Haiti. The portal run by the division of emergency management features a questionnaire asking for the location where a person needs to be rescued from. The US State Department has also directed US citizens in Haiti to fill out a form with information on the embassy's website. Now in October, Florida officials did something similar in Israel. The state contracted with private organizations to fly Americans out of Israel following the October 7th attacks, when commercial flights were canceled out of Israel. It's unclear if Florida will try the same rescue efforts in Haiti. The country's main airport in Port-au-Prince remains closed though CNN has learned it could soon reopen. But there's also a lot of things we don't know. It's unclear right now who is responsible for this kidnapping or whether they've made any demands, whether for ransom or anything else. El Roi Haiti, which is the Humanitarian organization, the Christian humanitarian organization this nurse from New Hampshire was working for, put out a statement. Here's what they said, in part, ‘Alex is a deeply compassionate and loving person who considers Haiti her home and the Haitian people, her friends and family. Alex has worked tirelessly as our school and community nurse to bring relief to those who are suffering as she loves and serves the people of Haiti in the name of Jesus.’ Now, Roy has also said their highest priority is the safe return of this mother and her child and they want to limit the amount of information they're sharing. We also heard from a state Department spokesperson saying that they have no higher priority than the safety and security of U.S. citizens overseas. But this kidnapping comes at a time of growing concerns about the worsening violence in Haiti. It was just two years ago this month that then President Jovenel Moise was assassinated by a gang and there's been a power vacuum ever since with some gangs taking control of various different swaths of the country. The State Department has warned Americans not to travel to Haiti because of the frequency of kidnappings, crimes, civil unrest and also the poor health infrastructure. And just last week, the State Department ordered all family members and non-emergency personnel of the Embassy to leave the country immediately because it's so unsafe. This came after at least three days in a row of restrictions where Embassy staffers and families were supposed to stay there on the Embassy compound because things were so dangerous. The U.N. Secretary General Antonio Guterres said during a recent visit to Haiti that Haitians are trapped in a living nightmare with humanitarian conditions that are beyond appalling. Guterres went on to say we are calling for a robust security force deployed by member states to work hand in hand with the Haitian National police to defeat and dismantle the gangs and restore security across the country. But bottom line here, we're still awaiting more details of this scary and dangerous situation there in Haiti. Now, a peaceful transition is still quite a challenge. As you can imagine, gang leaders there they continue to spar with each other, but they are also saying that they must share in political power and they are rejecting the idea of any international interference including the expected arrival of Kenyan police who are supposed to arrive to try and reestablish order. Now, in the meantime, gang violence continues to hamper access in Haiti by air, land and sea. And aid agencies are warning that the country will run out of key medicine, food and supplies in a few weeks if the political situation is not resolved.
