High dynamic range imaging
Image sequence showing the use of high dynamic range (HDR) imaging techniques. Camera sensors have a much smaller tolerance of light and dark areas than the human eye, so images including both light and dark regions (such as sky and forest) will generally only show one region well. To recreate the view as the eye sees it, one can digitally combine two or more images taken at a range of exposures, to reveal the detail in each section. Restrictions:Restrictions:

PENTAGON BRIEFING WITH JOSEPH COLLINS STIX
PENTAGON BRIEFING WITH JOSEPH COLLINS STIX Joseph Collins, Deputy Assistant Secretary of Defense for Peacekeeping and Humanitarian Affairs, discusses DOD's role in providing humanitarian aid to the Afghan people PENTAGON BRIEFING (WITH JOSEPH COLLINS) RS 19 11/15/01 14:36:03 Collins walks up to podium 14:36:12 'the date we begun assistance to the Afghan people.' 14:36:25 'a few handouts here.they add some key details.' 14:36:39 'the one that concerns me the most..on a country that was already in the middle of a full blown humanitarian crisis.' 14:37:04 'it is also made very close coordination and cooperation.mandatory.' 14:37:24 'in fact, in the first week of November..doubled the pace of their october deliveries.' 14:38:25 'the total value of US assistance from all departments.is well over 4-million dollars.' 14:38:44 'are in USAID.the US agency for international development, who we rely on heavily.' 14:39:02 'provide unique capabilities to their major needs..' 14:39:11 'so far, we.includes OSD, the Joint Staff.men and women and CENTCOM.' 14:39:32 ín dropping the HDR's..you all know that it's a safe, vegetarian, non cultural based meal.' 14:39:54 'to date we've dropped..1.5 million daily rations.35-thousand a day, at the high, 70-thousand a day.' 14:40:20 'aid providers will be able to access the countries more readily.' 14:40:34 'the second success is in providing critical airlift access.' 14:42:18 'about the Taliban is that they are the greatest block in getting humanitarian relief to the people of Afghanistan.' 14:42:56 'the are, hiding their military assests, near mosques and other community areas..' 14:43:17 'to publicize their crimes against them and their employees.' 14:43:32 'and the drug trade.Osama bin Laden and the Taliban leadership have been associated with the major opium trade since 1995..' Questions [land corridor & airfields] 14:45:31 'under discussion right now, it's not clear, I'm not sure I have the freshest information on that either.' 14:45:52 'all of these things are under discussion right now, this action is more correctly centered in the UN than the Pentagon.' 14:46:13 'it's part of this very confusing week.' question 14:46:29 'in the mean time, I would not discount the possiblity that the security work will continue to be done.' question [food] 14:46:52 'is in route to Mazar as we speak..' 14:47:04 'there has been some pausing in some parts of the.humanitarian aid..due to the security effort.' question [peacekeeping] 14:47:35 'it's difficult to say what will actually happen.' 14:47:50 'which is an all Afghan forces and a second idea which would be a smaller force made up of Muslim nations..' 14:48:17 'during the heaviest fighting between the US and the Taliban at some great levels.I really think the peacekeeping forces is a separate issue.' question 14:48:49 '.beyond that, I've been away from my TV set, so I don't know what's going on..' Question [airfields in Mazar and Kabul] 14:49:22 'under discussion but something that will clearly have to be done.something that's going to have to get some engineering help.all of this is under discussion.' question [red cross trucks stolen by NA] 14:50:05 'didn't see anything following up..' 14:50:19 'is that their behavior has been okay, and that was a strange fly in the ointment.' 14:50:38 'between our government and the alliance..' Question [aid packages] 14:50:55 'we checked up on that..the areas where we dropped.there was no Taliban in the areas where we dropped..' 14:51:18 'useful in a way, because it prevents one or two people from gathering all the food and then using it to their own devices..' Question [dropping in areas controlled Taliban] 14:52:00 'if we had the assets to do that.but we have used the HDR's in a various amount of scenarios.' 14:52:24 'and that's true in just about every situation.' 14:52:34 'can be done relatively..' 14:53:03 'trucking food in, setting up relief stations.' question [containers of wheat and blankets] 14:53:42 'I just don't know..we have dropped HDR's and other things.' 14:53:54 'by container and by paillet..' 14:54:11 'another reason why we drop by flutter method.' question [winter effect distribution of food] 14:54:49 'I think there's certainly.first two weeks of November.' 14:55:09 'there were a number of people who were talking like the from the beginning of October that all of Afghanistan is covered in snow that is 9 feet deep..' Question [aid workers] 14:56:12 'I only know what I've seen in the media.' 14:57:46 not that has been brought to my attention..i have not decided at this point in time.. I am sure that the pointy end of the spear is still focused on what it was o in the beginning.. al-qada and bin laden.. 14:59:21 it depends on what sort of tax and services a can be provided by indigenous afghan force.. right now I want to say that we have to have a multi-national peace keeping forces.. I think it would be a real boom to the security situation.. 15:00:25 I know right now that there is no organized troop units for that.. most of the food that has entered in during the war. 15:01:53 that I think is really. as effectively. 15:04:08 end
