Pan from damaged fencing to farm STORYLINE: Residents evacuated at the height of a Northern New South Wales (NSW) state flood emergency were cleared to return home on Tuesday as access was restored to the waterlogged town of Coraki, the State Emergency Service (SES) said. As receding floodwaters continued to reveal more damage, the NSW Government today added a fifth council, Tenterfield Shire, to the declared natural disaster areas. Hundreds of people are still cut off by floodwaters or flood damaged infrastructure in the state's north, as the State Emergency Service (SES) continues its lengthy mop-up and relief work. SES representative George Smart commented that infrastructure was causing problems with the Emergency Services relief work. Many children were still being kept indoors for their own safety, due to the surrounding floodwater. "It's boring in the house. We have to watch TV,'' said one girl. Severe storms that battered towns and communities last week from Tweed Heads down to Thora, west of Coffs Harbour, forced evacuations and trapped about 3,000 residents and visitors at its peak. The 160 people evacuated from Cabbage Tree Island, on the Richmond River near Woodburn, were today cleared to return home, while the water that inundated Coraki, population 1,500, subsided enough to allow free access for the first time in days. The state government had already declared Tweed, Kyogle, Lismore and Richmond Valley local government areas as natural disaster zones, estimating the damage in the region to be in the tens of millions of dollars. The severe flooding has also caused extensive damages to businesses. Ernie Bennett, Kyogle Mayor said that the natural disaster had washed a number of his cattle away as well as destroyed fencing. About 1,000 people stranded at an all-ages music festival near Tenterfield are expected to be able to cross a river to freedom about lunchtime tomorrow. Essential supplies were being dropped by helicopter to residents, and rescue crews were on standby in case of emergencies, SES officials said. The Bureau of Meteorology has forecast scattered showers for the Northern Rivers region until Thursday.

Various front pages of German newspaper headlines on stampede STORYLINE The organiser of Germany's Love Parade on Sunday said the yearly techno music festival would never be held again after 19 people were killed and 342 were injured in a panicked crush of partygoers in an overcrowded tunnel that served as the sole entrance to the festival. Rainer Schaller said the event would forever be overshadowed by the tragedy. He made the announcement at a news conference on Sunday where authorities faced tough questions, but provided few details, about why hundreds of thousands of people were funnelled through a single highway underpass into the former freight railway station used to host the party. Germans woke up in shock to the news that mass panic at the annual festival turned so deadly, at a street party meant to celebrate love and peace in Duisburg city. German media reported that there were at least 1.4 (m) million people but police did not immediately confirm that estimate. "Today is about bringing the people who are still here home safely, taking care of those who were injured and the relatives who have lost family members," a police official said in a briefing early on Sunday. German authorities have not identified the victims yet, but the Dutch Foreign Ministry said that a 22-year-old Dutch man was among then. Dr Peter-Michael Hax, chief doctor at a casualty hospital in Duisburg where some of the fatalities were brought, spoke of a young Italian woman who reported a female friend missing after the stampede. "She was here only for a short time to get looked after, and then she just waited here to be transferred to her hotel in Oberhausen. While waiting here, she was informed by the police that her missing friend had indeed died in the stampede," he said. Witnesses said officers in Duisburg, a city near Duesseldorf in western Germany, closed the end of the tunnel emptying onto the festival grounds after they become overcrowded around 5 p.m. They told revellers over loudspeakers to turn around and walk back in the other direction. But the entrance to the tunnel did not appear to have been closed and people continued piling in, sparking a panic and then a deadly crush. Witnesses described a desperate scene, as people piled up on each other or scrambled over others who had fallen. City officials chose not to evacuate the site, fearing it might spark more panic, and many people continued partying, unaware of the deaths. Rescue workers carried away the injured as techno music thundered in the background. Other workers had trouble getting to the victims, hampered by the huge crowds. Local media reported that the mobile phone system in Duisburg broke down temporarily and frantic parents trying to reach their children instead drove to the scene to look for them. Most streets downtown were blocked by police and the highways leading to the city were jammed. Several media outlets also reported that rescue helicopters had problems taking away the heavily injured because there was not enough space for them to land. Speaking at Sunday's briefing, another police official said those who had attempted to climb tall fences raised for crowd control, and which some revellers later criticised for locking people in, could have been injured or killed if falling from a height of up to nine metres (29 feet). "That is why these fences where put there," the official said, referring to their size and build. "It is obviously possible that - presuming on the information that I have at hand - if you fall from that height that, not only could you get injured, but also killed." Saturday's disaster was the worst accident of its kind since nine people were crushed to death and 43 more were injured at a rock festival in Roskilde, Denmark, in 2000.
