Kennedy speaking at Press. Conference. MS. Kennedy speaking (Synopsis of Speech) <br/> <br/>He states that in 1954 it was agreed that Laos would be a neutral country free from external domination by anyone, but the efforts of a Communist dominated group to destroy this neutrality never ceased. In the last half of 1956, the Communists and their supporters turned to a new and greatly intensified military effort to take over. (Three maps are shown to illustrate the areas where the Communists have infiltrated - last August, December 1960 and up to the present date at the end of March 1961, Kennedy's voice over picture). Camera pans back to Pres. Kennedy who continues speaking: Soviet planes have been conspicuous over the battle areas and advisers have come from Communist North Vietnam - all with the clear object of destroying by military action the agreed neutrality of Laos. America and her allies strongly support the neutrality of Laos. There must be an end to the present armed attack by externally supported Communists. If these attacks do not stop, those who support a truly neutral Laos will have to consider their response. The shape of this response will of course be very carefully considered not only here in Washington but at the SEATO conference which begins next Monday with out allies. <br/> <br/>MS. Pressman. MS. Kennedy speaking: Says they are in favour of negotiation. We strongly support the British proposal of a prompt end to hostilities and prompt negotiation. We are always aware of the responsibilities that rest on the shoulders of the United Nations. The safety of all in South East Asia will be in danger if Laos loses independence.
