The union says workers’ average salary is $25,000, requiring many to work additional jobs.
\n

\n
“We live in this weird paradox as workers that help feed children and yet we struggle to feed our own children,” union member Adrian Alverez told CNN affiliate KCAL. “We help students go to college, yet we don’t have enough money to send our kids to college.”
\n

\n
The union is demanding “equitable wage increases, more full-time work, respectful treatment, and increased staffing levels for improved student services.”
\n

\n
The United Teachers Los Angeles union, which is undergoing separate contact negotiations with the district, is honoring the workers’ strike and has urged its 35,000 members to join picket lines and rallies.
\n

\n
The district said Wednesday it had been “in conversation” with the school workers union and is working to resolve the strike.
\n

\n
“We continue to do everything possible to reach an agreement that honors the hard work of our employees, corrects historic inequities, maintains the financial stability of the District and brings students back to the classroom. We are hopeful these talks continue and look forward to updating our school community on a resolution,” the district said in a statement.
\n

\n
District superintendent Alberto Carvalho acknowledged Tuesday that the strike is a result of a years-long “crescendo of frustration” on behalf of workers but told CNN, “We should not be depriving our students of an opportunity to learn.”
\n

\n
The strike has left many of the district’s more than 500,000 students scrambling for child care options.
\n

\n
“So far, my wife has planned to take a couple days off work and maybe stay home with the kids and I’m going to have to do more overtime,” parent Armando Basulto told KABC.
\n

\n
Rachel Wagner, whose 9-year-old son attends school in Encino, told CNN she supports the workers’ actions and believes better pay would alleviate staffing shortages and decrease turnover.
\n

\n
“At the end of the day, you know, their working conditions are our child’s learning conditions,” Wagner said.
\n

\n
Where the negotiations stand
\n
After nearly a year of gridlocked negotiations, the district and union have yet to reach a bargain, though Carvalho told CNN the district is prepared to work toward a potentially “precedent-setting contract.”
\n

\n
The two parties had planned to participate in a confidential mediation process Monday, but the union refused to come to the table after a district spokesperson shared details of the planned negotiations.
\n

\n
Members of the Los Angeles schools’ support workers union are demanding, in part:
\n

\n
• A 30% pay raise, plus an additional $2 an hour over next four years
\n

\n
• Increased employment hours for part-time workers
\n

\n
The latest offers announced by the Los Angeles school district on Monday included:
\n

\n
• A 23% recurring pay increase, plus a 3% cash-in-hand bonus
\n

\n
• A $20-an-hour minimum wage
\n

\n
• Full health care benefits for those working at least four hours a day.
\n

\n
Carvalho said Tuesday that the district is willing to resume negotiations and recognized the “historic inequities” that many of the district’s staff members face.
\n

\n
“Years of substandard compensation levels that – quite frankly, in a community like Los Angeles where the cost of living (and) the cost of housing are so high – have put our workforce, particularly the lowest wage earners, bus drivers, cafeteria workers, custodial staff, in a position where they cannot live in the communities where they work,” Carvalho told CNN.
\n

\n
District provides support for families
\n
As classes remain on hold due to the strike, the district has announced several measures to assist families, some of which rely on the daily meals provided to their children at school.
\n

\n
Daytime supervision is available at more than 150 schools. Additionally, 30 recreation centers are hosting a Special Edition After School Club Program for elementary school students and 18 county recreation and park sites are hosting drop-in “Everybody Plays” programs with open gyms and recreation equipment.
\n

\n
The Los Angeles County Zoo is also providing free admission to district students and a “community Safari Day” program for elementary school students.
\n

\n
On Monday, some families picked up six grab-and-go meals per student at two dozen distribution sites, though the city has since ended the program.
\n

\n
Still, some parents worry that the support services are not enough, including Stephanie Freidenriech, whose son Charles is a high school sophomore.
\n

\n
“He’s old enough that I’m not worried about him,” Freidenriech told KABC of her son. “I’m really more concerned about the other kids missing school, younger kids and parents who have to worry about daycare.”
\n

\n
“Ultimately, I feel that they’re probably being left behind in a battle between adults,” parent Mike Bernstein told the affiliate.
\n

\n
AFFILIATE INFORMATION:
\n
Los Angeles Unified School District employees have declared their intent to strike for three days this week, from Tuesday, March 21, through Thursday, March 23, and the union representing the district's teachers has said they will strike with the employees in solidarity. Monday night, LAUSD Superintendent Alberto Carvalho announced all district schools would close due to the impending strike. At 4:30 a.m. Tuesday, the strike began.
\n

\n
More than 150 locations will be available for students looking for meals and help with schoolwork while the strike goes on.
\n

\n
The school district has resources available for parents during the potential three-day strike this week. And L.A. Mayor Karen Bass authorized more support for LAUSD families in the event schools are closed.
\n

\n
LAUSD: Grab & Go Food Locations
\n

\n
Families may pick up meals for their students at Grab & Go sites on Tuesday, March 21 from 7:30 to 10:30 a.m. Six meals per student will be provided at pickup, to cover breakfast and lunch over three days.
\n
Los Angeles Zoo: Free School Day Admission for LAUSD Students
\n

\n
During the event of a LAUSD strike, we're extending our LAUSD school group pricing to currently enrolled LAUSD students and their chaperones.
\n
Los Angeles Public Library: In the event of school closures, libraries will be open normal business hours.
\n

\n
All LAUSD students already have an assigned Student Success Card to provide access to all the Library has to offer.
\n
The Los Angeles Department of Recreation and Parks will offer a Special Edition After School Club Program at 30 recreation centers in the event of LAUSD school closures this week. The program will be free and available to elementary school students in 1st to 5th grades 7:30 a.m. - 6 p.m. March 21 - March 23. Registration will be available online on Monday, March 20, at 1 p.m. Slots are first registered, first served. He said city-operated preschools and daycare centers will be open as usual.
\n

\n
Krekorian recommended that airline passengers departing from Los Angeles International Airport plan to arrive an hour earlier than normal due to possible picketing at the airport. Trash pickup, meanwhile, will be delayed by one day, he said.
\n

\n
The workers plan to picket for 24 hours at various locations, including City Hall and LAX to protest what their union calls "a refusal to bargain in good faith." The walkout would mark the first such strike action in more than 40 years.
\n

\n
The employees, including sanitation workers, heavy duty mechanics, traffic officers and engineers represented by SEIU Local 721, voted overwhelmingly in May, with 98% approval, to authorize an unfair labor practice strike if negotiations stalled.
\n

\n
Union officials said the workers will meet at 11 a.m. Tuesday at City Hall for a march and rally, though picket lines will begin as early as 4 a.m. at sites throughout the city.
\n

\n
"Despite repeated attempts by city workers to engage management in a fair bargaining process, the city has flat-out refused to honor previous agreements at the bargaining table, prompting workers to file charges alleging unfair labor practices with the city of Los Angeles Employee Relations Board," SEIU 721 officials said in a statement last week.
\n

\n
Mayor Karen Bass issued a statement Saturday saying Los Angeles officials are available around the clock "to make progress" on contract negotiations.
\n

\n

\n
"City workers are vital to the function of services for millions of Angelenos every day and to our local economy," Bass said. "They deserve fair contracts and we have been bargaining in good faith with SEIU 721 since January. The city will always be available to make progress 24 hours a day, seven days a week."
\n

\n
The most recent strike by Los Angeles city workers occurred in November 1980.
\n

\n
Here are some expected changes to services expected during the strike on Tuesday:
\n

\n
PUBLIC SAFETY: Emergency LAPD and LAFD services will not be impacted.
\n

\n
HOMELESS AND HOUSING SERVICES: Daily city-run homeless and housing services will not be impacted. The Los Angeles Department of Housing hotline will be operational.
\n

\n
TRASH PICK UP AND OTHER DEPARTMENT OF SANITATION SERVICES: Customers can anticipate a one day delay in collection services. Tuesday collections will be collected on Wednesday, Wednesday collections will be on Thursday, Thursday collections will be on Friday, and Friday collections will be on Saturday. Normal collection services are anticipated to resume by Monday, August 14, 2023.
\n

\n
CARE and CARE+ operations originally scheduled for Tuesday, August 8, 2023 will now be deferred to Saturday, August 12, 2023. All wastewater and conveyance operations are expected to proceed as normal.
\n

\n

\n
For any unanticipated sewer related emergencies, LASAN may utilize on-call contractors to provide repairs or maintenance as needed. For more information, call our 24/7 Customer Care Center at 1-800-773-2489 or visit lacitysan.org
\n

\n
TRAFFIC SERVICES: Service impacts may include parking enforcement, traffic operations and control for permitted special events, and constituent calls for service to signals and sign repair. Residents may experience traffic delays at major events held within the City of Los Angeles.
\n

\n
POOLS AND PARKS: The Department of Recreation and Parks anticipates possible aquatics program cancellations and potential pool closures. The public is encouraged to visit the Department of Recreation and Parks website for real-time updates and click on the "current pool status" link for real-time information on facility closures. Park maintenance may also be impacted.
\n

\n
CITY-OPERATED SUMMER CAMPS & DAY CARE: Summer camps will continue to operate at recreational facilities and any changes will be communicated immediately to parents. City-operated preschools and daycare centers will open as usual.
\n

\n
SERVICES AT LAX: Passengers are encouraged to allow for extra time to travel to and from LAX. LAX staff are working with airport partners to mitigate impacts on guests.
\n

\n
ANIMAL SERVICES: Animal shelters will be closed to the public. Shelters will be open for emergency services including sick and injured animals as well as animals that may pose public safety risks.
\n

\n
LOS ANGELES CITY ZOO SERVICES: Possible impacts will be provided at lazoo.org tomorrow morning.
\n

\n

\n

\n
The 311 Call Center:The 311 Call Center will be open and operational. Wait times may be longer than average.
\n

\n

\n

\n

\n
Station Notes/Scripts:
\n
TOMORROW MORNING WE EXPECT MANY OF THE CITYS 11-THOUSAND WORKERS WILL WALK OUT AND WALK HERETO CITY HALLFOR A MASSIVE DEMONSTRATION PLANNED FOR 10 AM
\n

\n
THEY ARE THE LATEST LABOR GROUP UNHAPPY WITH THE STATE OF THEIR CONTRACT NEGOTIATIONSAND WILLING TO STRIKE OVER IT.
\n
*********
\n
Nats (WGA)
\n

\n
WRITERS and ACTORS
\n

\n
Nats (SAG)
\n

\n
HOTEL WORKERS
\n

\n
Nats (HOTEL WORKERS)
\n

\n
AND NOW LA CITY EMPLOYEES, REPRESENTED BY SEIU LOCAL 721ARE TAKING A SUMMER BREAK WITH A SERIOUS MESSAGE PAY UPHIRE MORE PEOPLEOR WERE OUT:
\n

\n
(Gilda Valdez/SEIU Local 721 Chief of Staff)
\n
Recruitment and retention is a big, big problem in LA and the workers are tired of working short staffed. I've heard that as well.
\n

\n
THATS BECAUSE IT ISWITH MORE WORKERS WALKING OUT THAN WEVE SEEN IN DECADES.
\n

\n
(00:02:44)
\n
(Jonathan Harris)
\n
I think that workers do feel more emboldened when other workers are going out on strike. I also think in a place like Los Angeles, where it's so expensive to live, people are starting to feel like they have no other choice. So many of these strikes are about salary which gets down to cost of living.
\n

\n
IT HELPS, HE SAYS, THAT UNION SUPPORT *NATIONWIDE* IS AT ITS HIGHEST LEVEL SINCE 1965 -
\n

\n
(00:06:52 BEYOND)
\n
(Jonathan Harris)
\n
Over half of workers would join a union if they had the opportunity to.
\n

\n
HE SAYS LABOR LEADERS ACROSS THE COUNTRY KNOW THATAND ARE USING IT TO SAY YOU CANT TAKE WORKERS FOR GRANTED OR WELL STOP WORKING -
\n

\n
THEY HAVE THE PUBLIC ON THEIR SIDE - MAYBE ESPECIALLY HERE IN L-A:
\n

\n
(00:04:20)
\n
We have a pretty progressive government here and more progressive-leaning people living here generally who are more in favor of unions and support union rights. So workers receive that. And they feel like they have the ability to do that.
\n

\n
EVEN AS ANGELENOS BRACE FOR WHAT MIGHT BE A MESSY DAY TOMORROW - THOSE WE SPOKE WITH SAY THEY GET IT:
\n

\n
(00:00:19)
\n
Deann Glassford/Service Worker
\n
I sympathize with them just like especially working environments are unfair.
\n
(00:00:30)
\n
I support workers in their decisions to strike.
\n

\n
(00:01:34)
\n
(Laura Kitagawa)
\n
Oh, Im for striking, I was a teacher so I did go on strike a couple of times. CRITICS WERE ANGRY THAT TAXPAYERS WERE PAYING TOO MUCH FOR WHAT THEY WERE GETTING. THEY CALLED FOR A COURT-APPOINTED REPRESENTATIVE TO ACT AS A TAXPAYER WATCHDOG ON THE SUBWAY'S SPENDING. PAYING TO GET ON THE SUBWAY IS ON THE HONOR SYSTEM... MEANING NO GATES OR TICKET TAKERS WILL BE PRESENT. BUT GUARDS WILL RANDOMLY ASK PASSENGERS FOR TICKET RECEIPTS, AND THOSE WITHOUT ONE WILL BE SUBJECT TO ARREST AND A STIFF FINE.
74352 " THE STORY OF TRAINS " 1940s PASSENGER RAIL & FREIGHT TRAIN PROMO FILM PULLMAN CARS
Financed by the railroad lobby, "The Story of Trains" uses the story of a trip aboard the Pacific Daylight passenger train to present the history of America's railroads. The film was an attempt to remind Americans of the importance of rail transportation, in an era when air travel and interstate highway shipment of goods had begun to erode the public's interest and support. Shot from sea to shining sea, and featuring some of the most beautiful imagery the filmmaker Carl Dudley could present, "The Story of Trains" is at its heart a patriotic movie and a love letter to American railroading. It's full of fantastic images of railroad depots including Union Station in Los Angeles (at the 6:34 mark), turntables carrying massive freight locomotives, one of Southern Pacific's G-4 Locomotives 4443 pulling the Pacific Daylight, harbor activities (18 minute mark) and much more. (Note: this film is similar in tone and style to another one of Carl Dudley’s films "On the Track").

The film opens with a pinstripe New Haven Railroad Alco DL-109 diesel locomotive speeding past (0:08) as passengers recline in modern seats. Ore cars at a mine (0:24) are followed by a montage of steam locomotives and the goods they bring to market. At (2:00) the film transitions to an historical segment, showing a group of people traveling by horse and carriage (1:56). A book titled “Early American Railroads” by John H. White leads us back into another era (2:02), a No. 18 "Consolidation" type steam locomotive headed down tracks (2:18). Men are seen standing on a Great Northern Railway switch engine (3:04). The film introduces two children named Carol and Jimmy who are packing for their first train ride (4:08), getting into a 1940s Yellow Cab (4:24), and arriving at the 26 Cincinnati Union Terminal (4:41). The station's Railway Express office (4:58). At (6:00) a massive Big Boy type locomotive is shown on a turntable. At (6;47) a family is dropped off at Union Station by cab.A ticket agent stamping tickets with a stamping machine (7:20). Carol and Jimmy are shown boarding a GS-4 class (4443) train from Southern Pacific, this is the train famously called the Pacific Daylight (8:48). At (8:57) an African American Pullman porter guides the children to their seats. At (9;17) the train leaves the station. At (10:23) the conductor processes the kids' tickets. The film then reveals the inside of the railway postal car (10:33) and the dining car -- with special attention to Southern Pacific’s children’s menu (11:27). At (11:48) a large piece of ham is carved by a white aproned chef. At (12:33) passengers talk in the comfort of the many-windowed lounge car. At (13:09) the beds are made by the porters and passengers go to sleep. At (13:53), a shot of a car wheel as it rides along the tracks. Transitioning, the film illustrates a freight train traveling through wilderness (14:20) and emphasizes the crucial role of trains in transporting America's farming resources. It begins with a farm where wheat is grown. A harvester moves through a field, then the film shows off cattle, fruits, and vegetables being loaded, moving on to raw materials like wood, iron ore, coal, cotton, and oil (14:44-18:33). At (15:10) grocery store shelves and the refrigerated meat counter are shown stocked with bread and other products brought by rail. At (18:12) a port is shown with boxcars sitting by the docks. At (18:40) a modern diesel locomotive rides by. At (19:14) a little league baseball game is shown. This part of the film attempts to highlight another aspect of the societal impact of this massive and efficient transportation system: railways fund over 100 million students a year through paying taxes (19:02). At (19:54) the Daylight arrives at a station and the children debark. Additionally, the film displays the outside of the University of Notre Dame du Lac’s law building (22:02) and the Cathedral of Saint Helena (22:11). The film’s conclusion is cut. The film ends (23:59).

Motion picture films don't last forever; many have already been lost or destroyed. For almost two decades, we've worked to collect, scan and preserve the world as it was captured on 35mm, 16mm and 8mm movies -- including home movies, industrial films, and other non-fiction.

This film is part of the Periscope Film LLC archive, one of the largest historic military, transportation, and aviation stock footage collections in the USA. Two of the six marine terminals at the Port of Long Beach remained closed during the day shift Monday, as operators of those terminals made the decision to close based on operational needs, and will reopen for the evening shift, the port said in the statement.
\n

\n

\n

\n
The PMA and International Longshoremen and Warehouse Union, which represents the dockworkers have been negotiating a new contract since May 10, 2022. The union which represents 22,000 workers at 29 US West Coast ports said on Friday they remined committed to negotiating a good agreement for their workers as talks continued. The union did not address the work disruptions.
\n

\n

\n

\n
The PMA says union leaders have been implementing disruption tactics since Friday slowing operations at West Coast ports and forcing the ports to close shipping terminals.
\n

\n

\n

\n
Over the weekend and continuing today, the ILWU has continued to stage concerted and disruptive work actions that have slowed operations at key marine terminals at the Ports of Los Angeles and Long Beach and elsewhere on the West Coast, including the Ports of Oakland and Seattle, the PWA said in a statement Monday.
\n

\n

\n

\n
The Port of Los Angeles said one terminal, Fenix Marine, closed its gates during the lunch hour for the day on Monday, but a spokesperson could not provide details on why.
\n

\n

\n

\n
The Port of Oakland reported earlier this morning that all terminals were open and operational. The terminal operators at the Ports of Seattle and Tacoma did not return CNNs requests for comments.
\n

\n

\n

\n
The West Coast ports which once handled the bulk of US trade, especially during the pandemic, has relinquished some volume to the Gulf and East Coast Ports. Shippers started to worry about whether the West Coast ports could handle high volume cargo given the mess that ensued off the coast of California during pandemic as ships, and US goods, were stuck at sea for weeks on end. The West Coast ports have said they are capable and open for business.
\n

\n

\n

\n
The ILWUs coast-wide work actions since June 2 are forcing retailers, manufacturers and other shippers to ship cargo away from the West Coast in favor of ports on the Atlantic and Gulf coasts. Much of the diverted cargo may never return to the West Coast, the PWA said.
\n

\n

\n

\n
Amid news of disruptions, the National Retail Administration is calling on the Biden administration to intervene in negotiations to resolve the labor dispute ahead of the summer, heading into the peak holiday shipping season.
\n

\n

\n

\n
Thousands of retailers and other businesses depend on smooth and efficient operations at the ports to deliver goods to consumers every day, said David French, Senior Vice President of Government Relations at the National Retail Federation. It is imperative that the parties return to the negotiating table. We urge the administration to mediate to ensure the parties quickly finalize a new contract without additional disruptions.
\n

\n

\n

\n
The ILWU says negotiations will continue as the two sides approach one year since their contract expired on July 1, 2022.
\n

\n

\n

\n
Any reports that negotiations have broken down are false, said Willie Adams, President of the ILWU Friday. We are getting there but its important to understand that West Coast dockworkers kept the economy going during the pandemic and lost their lives doing so. We arent going to settle for an economic package that doesnt recognize the heroic efforts and personal sacrifices of the ILWU workforce that lifted the shipping industry to record profits.
\n

\n

\n

\n
###
\n

\n

\n
Station Notes/Scripts:
\n
SOME TERMINALS AT THE PORTS OF L-A AND LONG BEACH ARE SHUT DOWN AGAIN TODAY...
\n
AS A LABOR DISPUTE DRAGS ON BETWEEN THE LONGSHOREMEN AND SHIPPING COMPANIES.
\n
WE'RE TOLD TRUCKERS CAN DROP OFF CONTAINERS...
\n
BUT THEY CAN'T PICK ANY UP.
\n
WORKERS SAY TERMINAL OPERATORS MADE RECORD PROFITS DURING THE PANDEMIC...
\n
AND THAT THEY DESERVE A FAIR CONTRACT.
\n
THEY'VE BEEN NEGOTIATING FOR MORE THAN A YEAR.
\n
THIS SITUATION IS ALSO AFFECTING PORTS IN SEATTLE AND OAKLAND.
\n

\n
--SUPERS--
\n

\n
--VIDEO SHOWS--
\n

\n
--VO SCRIPT--
\n

\n
--LEAD IN--
\n

\n
--SOT--
\n

\n
--TAG--
\n

\n
--REPORTER PKG-AS FOLLOWS--
\n

\n
-----END-----CNN.SCRIPT-----
\n

\n
--KEYWORD TAGS--
\n
