Various shots of people on beaches before Hurricane weather arrives STORYLINE: A state of emergency has been declared in North Carolina, where Hurricane Isabel is expected to hit in two days time. As traffic stream inland from the Outer Banks, the state's governor Mike Easley urged more than 100-thousand people living in low-lying coastal areas to leave their homes. The disaster declaration allows Easley to call out the National Guard and seek federal disaster relief after the storm passes. At 8 p.m. local time on Tuesday (0000 GMT Wednesday), Isabel was about 545 miles (877 kilometers) southeast of North Carolina's Cape Hatteras, moving northwest at around 8 mph (13 kph). Coastal residents from South Carolina to New Jersey boarded up homes and businesses and stocked up on batteries, water and other supplies. Isabel's maximum sustained winds remain near 105 miles-per-hour, with some increase in strength possible before landfall. A hurricane watch is up from Little River Inlet, South Carolina, to Chincoteague, Virginia, including a large part of the Chesapeake Bay. Military aircraft were flown to airfields inland. Pilots at Seymour Johnson Air Force Base in North Carolina, moved their expensive fleet of fighter bombers out of the storm's path to Tinker Air Force base in Oklahoma. In Virginia, Navy ships manned by 13,000 sailors headed out to sea from Norfolk to ride out the storm and keep from being battered against their piers. The last major hurricane to threaten the mid-Atlantic coast was Floyd in 1999. The Category 2 storm, with 110 mph winds, came ashore near Cape Fear, North Carolina, and continued along the coast into New England, causing 56 deaths and $4.6 billion in damage.
