GUNN SAYS SUCH INDUSTRIES COMPETE UNFAIRLY AGAINST REGULAR BUSINESSES THAT HAVE TO PAY EMPLOYEES HIGHER WAGES AND PRIVATE WORKER BENEFITS. AT THE PRIVATELY-OPERATED FEDERAL PRISON IN LOCKHART SOUTH OF AUSTIN, A CIRCUIT BOARD COMPANY PAYS RENT OF A DOLLAR A YEAR. UNION OFFICIALS SAY 150 EMPLOYEES IN AUSTIN WERE LAID OFF WHEN THE BUSINESS BEGAN OPERATING BEHIND PRISON WALLS.
