MN DOC / CURBING PRISON VIOLENCE (2023)
Every day, the Minnesota Department of Corrections – and its leader, Commissioner Paul Schnell – receive about 100 letters from inmates. Some are airing grievances or venting frustration. Others are trying to address the violence on the inside. “They have ideas,” said Commissioner Schnell in a recent interview with 5 INVESTIGATES. Schnell has become laser-focused on curbing attacks on corrections staff, especially after a particularly violent March where seven officers were assaulted in separate incidents. The string of attacks prompted the commissioner to recently hold a meeting with a group of inmate representatives to pass along an urgent message. “My message to them was, ‘we need this to stop, we need to work together to find a way to make this stop,'” he said. Schnell said there is no singular solution to the violence, but there is growing concern about what they call “idle time,” or the amount of time inmates are not staying busy with programs, classes or other outlets. In other words, keeping inmates busy so they don’t resort to violence. Right now, “idle time” is at an all-time high. “We know that the more full their time is, the less violence there will be on the inside, and the outcomes will be better when they leave,” Schnell said. “So this is really what we have to do is we have to make sure that we’re providing robust opportunities for transformation.” The state also sought out transformations after the murder of Corrections Officer Joseph Gomm in the summer of 2018. With safety in mind, Gov. Tim Walz re-established an office that was cut decades earlier, where inmates can take their complaints outside of the Department of Corrections. Margaret Zadra is only the second Ombudsperson of Corrections since the office opened back up in 2020. “We really provide an avenue for them to have their concerns, you know, reviewed and hopefully resolved,” she said. 5 INVESTIGATES previously sat down with the people who held that job decades before her, who described the position as a “safety valve” that saved officer lives. Zadra believes the work of her office is working to defuse violence. “I can’t speak to any of these recent incidents,” she said, “What I can say is what we hear back from staff and incarcerated people that there’s value in having that independent oversight.” That oversight, Zadra said, not only provides an outlet for people to air their grievances but can also lead to reports and recommendations for changes in the corrections department. For instance, in this report last fall, Zadra recommended the DOC prioritize body-worn cameras for corrections officers to “create transparency, accountability, and protection for DOC staff and the population.” That request is now in the governor’s budget, being considered by lawmakers. “These are things that the DOC may have already been considering. But, you know, it helps,” Zadra said. “It helps that push as well to say there’s an outside entity looking at this and saying, you can’t just keep considering this, this needs to be prioritized.” Every time there is a serious assault on a corrections officer, the prison goes into lockdown for several days – meaning visiting hours get canceled for everyone, not just the person responsible. During the string of attacks in Stillwater last month, the prison was on lockdown for weeks on end. Walz has proposed increasing the corrections budget, bringing it to nearly a billion dollars a year – more than a 12% increase over the department’s current budget. The ballooning budget is partly due to an expected jump in the inmate population.

He was married to a doctor, and they lived in a $2 million home with their twin daughters in a quiet suburb east of San Francisco.</p>\n<p></p>\n<p><pi>But Stephenson harbored a secret: About two decades earlier, he had shot and killed a man he met at a bar in Kansas City.</pi></p>\n<p></p>\n<p>The crime remained unsolved until 2021, when Stephenson’s dark past finally caught up with him. By then, his personal life was unraveling. His husband had filed for divorce the year before and the couple were locked in a legal battle over custody of their children.</p>\n<p></p>\n<p><pi>Authorities arrested him on murder charges that December and extradited him to Missouri. And this month, he pleaded guilty to second-degree murder and was sentenced to 16 years in prison.</pi></p>\n<p></p>\n<p>For Stephenson, it all came crashing down after police received new <pi>information that helped them piece together what happened that night back in 1998 in Kansas City.</pi></p>\n<p></p>\n<p><pi>That information came from Stephenson’s estranged husband.</pi></p>\n<p></p>\n<p></p>\n<p>----</p>\n<p></p>\n<p><b>He told his husband 10 years ago that he’d killed someone, court documents say</b></p>\n<p><pi>Stephenson’s sentencing came a decade after he told his husband, Joseph Ginejko, about the killing he’d committed in Missouri</pi>. <pi><u>According to a probable cause statement obtained by CNN, Stephenson told his husband in 2014 that he met the man, Randall Oliphant, at a gay bar in January 1998 and they drove to Stephenson’s house in Kansas City, where he shot him twice in the bathroom.</u></pi></p>\n<p></p>\n<p>Oliphant pleaded for his life after the first shot, Stephenson said. <pi>The probable cause statement did not mention a motive.</pi></p>\n<p></p>\n<p>Oliphant’s body was found two months later in some woods in rural Benton County, Missouri, about 100 miles southeast of Kansas City. Missouri State Police said Stephenson was familiar with the area because his father and grandmother lived nearby and he’d been there many times.</p>\n<p></p>\n<p>In his confession to his husband, Stephenson told him he later remodeled the bathroom to mask the crime scene and conceal evidence.</p>\n<p></p>\n<p><u>Investigators interviewed Stephenson in 1998 and he admitted to taking an “unknown male” to his home in Kansas City. But he said he gave the man a ride from his house afterward and dropped him off at a different bar.</u></p>\n<p></p>\n<p>Stephenson’s phone records revealed roaming charges from a cellular tower near where the victim’s body was found in rural Missouri, investigators said.</p>\n<p></p>\n<p>In 1998, investigators also tracked down the person who’d bought Stephenson’s Jeep Wrangler in May of that year – four months after the killing. The new owner told them parts of the carpet were missing when he bought it. Police said they found traces of blood in the Jeep’s rear cargo area, but DNA evidence was inconclusive.</p>\n<p></p>\n<p>It’s not clear why police didn’t arrest Stephenson in 1998. The Missouri State Highway Patrol declined to comment to CNN and referred questions to the Benton County Prosecuting Attorney’s Office, which did not respond to requests for additional details.</p>\n<p></p>\n<p></p>\n<p><pi><b>In 2021, investigators planned an undercover operation to get more details</b></pi></p>\n<p>Stephenson and Ginejko were married in 2008 and lived with their daughters in Danville, in San Francisco’s East Bay — a suburb that was once named the safest in California.</p>\n<p></p>\n<p><pi>Court records show Ginejko filed for divorce in January 2020 — six years after his husband’s startling confession — </pi>in Contra Costa County, but it’s unclear when the divorce was finalized. Ginejko told police he tried to research the Missouri killing after his husband’s confession but there was little information available online.</p>\n<p></p>\n<p>But at some point <pi>between early 2020 and April 2021, Ginejko spoke to the police</pi>. Ginejko told them details about the killing that had never been publicly revealed, the probable cause statement said — suggesting that he only could have learned them from his husband.</p>\n<p></p>\n<p>In the probable cause statement, <pi>investigators said they then staged an undercover operation: an April 2021 meeting between Stephenson and Ginejko that was secretly captured on audio and video.</pi></p>\n<p></p>\n<p>During that conversation, which included the estranged couple talking about their children, Ginejko brought up Stephenson’s 2014 confession. Stephenson’s demeanor changed and he “became paranoid,” the court document said.</p>\n<p>Stephenson asked his husband if he was wearing a wire or recording the conversation, and even frisked him — also examining his wallet, phone and coffee cup.</p>\n<p></p>\n<p>Ginejko asked Stephenson several times why he killed Oliphant, and his answers were conflicting.
