More than 20-thousand people have had to flee their homes. The eastern state of Saxony has been badly affected, where the Rivers Elbe and Mulde have burst their banks. Eight people have died as a result of the floods in Saxony alone and another six are missing. The small town of Freital near Dresden was badly damaged after the Elbe burst its banks and wreaked havoc, dislodging houses from their foundations, destroying cars and uprooting trees. A hospital had to be evacuated. High waters have also hit state capital Dresden, flooding the famed Semper Opera and the Zwinger palace, home to a renowned collection of Renaissance paintings which have been moved to the upper floors for safety. About 20-thousand people were evacuated as the Elbe's level remained near seven metres (23 feet) in Dresden - about five metres (16 feet) above normal. Rescue crews were preparing to evacuate another 10-thousand people in the state.

Cutaway of news conference STORYLINE: Israeli police, some with guns drawn, have scuffled with demonstrators and legislators at the Palestinian Liberation Organisation's (PLO) headquarters in east Jerusalem, as Palestinians promised to reclaim the building Israel has taken over. Israeli riot police in black ski masks raided the P-L-O headquarters on Friday, following the Jerusalem suicide bombing which killed 15 people. The P-L-O compound, known as Orient House, was seen as the core of a future government complex. Police barricaded access roads to the building and shoved demonstrators, including Palestinian legislator Hanan Ashrawi and Mohammed Barakeh, an Arab Israeli lawmaker. Despite Ashrawi's protestations that she had a right to free speech and to protest, Israeli police attempted to forcibly remove her from the area and scuffles between Ashrawi's minders and Israeli police ensued. Dozens of protesters tried to march to the building, shouting "Jerusalem is our capital" before police chased them down the street. Other protesters arrived later, including American and European activists. Police ripped their signs, wrestled some to the ground and carried others away in headlocks. A policeman with a bloodied face was taken away in an ambulance. Earlier on Saturday, Ashrawi held a news conference at which she strongly condemned the Israeli occupation of Orient House, saying it was part of an overall policy by the Sharon government to destroy the chances of peace. More than 560 people have been killed on the Palestinian side and more than 150 on the Israeli side since hostilities broke out in September.

Mid of river boat STORYLINE Thai Prime Minister Yingluck Shinawatra announced on Tuesday that she would not be attending the APEC summit in the US this coming weekend due to the floods that have devastated her country. The announcement came as there appeared to be no let up in the crisis in the capital, Bangkok, as floodwaters inched further into the city's heart. Top officials and experts have given varying estimates of how much Bangkok would flood and how long the threat would loom over the city, with some claiming several weeks ago the biggest window of danger to the sprawling metropolis of 9 (m) million people had already passed. Instead, the flood threat has only intensified, straining sandbag-stacking residents as more and more neighbourhoods are swamped each day. The seemingly unstoppable floodwaters have overwhelmed canals, seeped up through drains and poured down condominium-lined highways. The water has now begun surrounding the city's northernmost subway stops, threatening to shut them down. Evacuations have been ordered in 12 of Bangkok's 50 districts, with residents of the northern district of Klong Sam Wa told to leave on Monday. People were seen evacuating on Tuesday from Bangkok's Bang Phlad district, home to some the city's shopping and tourist attractions. Some residents were crossing the road by boat to get medical attention, while others were going back into the flooded district. The evacuations, which also affect parts of several other districts, are not mandatory, and many people are staying to protect homes and businesses. So far there have been no reported outbreaks of major illnesses, but experts warn the biggest health threat will likely emerge in the coming weeks as moving floodwaters subside, leaving pools of stagnant water. As the flood waters spread towards the heart of the capital, the tourism industry has not escaped unscathed. The world famous Khao San Road, a popular haunt for backpackers from across the globe was almost empty on Tuesday morning. But the tourists expressed more concern for the welfare of Thailand and its people than for their own safety. Despite the scale of the disaster, the impact on tourism appears to be limited to limited areas, according to the Tourism Authority of Thailand. The authority's governor Suraphon Svetasreni said there has been a two percent drop in the numbers of international tourists arriving in Thailand. The flooding began in late July and has killed 527 people so far, mostly due to drownings. Hundreds of thousands of people have been displaced nationwide. Some provinces to the north of Bangkok have been inundated for more than a month, and waters have started to recede in recent days as massive pools of runoff flow south.
