11:33:59 I would move Mexico from the northern command to the southern command here in Miami to create an integrated capacity to deal with all of Latin America. . It makes no sense to divide Mexico and the rest of Latin America APPLAUSE
11:34:18 I would substantially strengthen the southern command in its assets and its resources . The idea that we invest more in Bahrain and Japan. We have more forces in Okinawa. You speak about the scale of immediacy. Milton Eisenhower wrote "the Wine is bitter" in 1963 and he said we are neglecting this hemisphere..we have more in Okinawa.
11:34:36 Almost 50 years later, we continue to neglect this hemisphere. It is dangerous and it is foolish. And we should have fundamentally different policies. Our commitment to every person in Latin America is that we want you to have the opportunity to live under the rule of law, to have private property, pursue happiness, and to develop prosperity, and we want America to be your closest friend and ally in giving you the chance for you to pursue a better future. And I think if that message on a human level would be perceived by people across Latin America, it would truly help us break out. I was deeply influenced in the 80's by Hernando De Soto whose works on how do you break through.

11:35:53 in an administration filled of embarrassments, there have been few more embarrassing than when Pres Obama met with Chavez, attempted to be pleasant with him and Chavez smiled and handed him an anti American book as an act of deliberate contempt. And I just think that when Chavez and Ahmadenijad get together and say they want to harm the US, they mean it. I think we should pursue an aggressive strategy, a non military strategy, but an aggressive strategy of replacing Chavez and giving the people of Venezuela the opportunity to live in freedom (applause)
11;36;34 I come to you as someone who as speaker of the House, helped pass and negotiate the Helms Burton act. I'm thrilled that Burton is here today with me, the co-author of that act with Senator Helms. I am also here to tell you that AS PRESIDENT I WILL NOT WAIVE ARTICLE THREE, WHICH EVERY PRESIDENT HAS WAIVED which allows people to pursuing those companies which have exploited American property in Cuba, and I think it's important for us to implement that (applause).
11;37;05 But we need to do more than that. It's amazing to me that President Obama can look East and worry about freedom in Tunisia, freedom in Libya, freedom in Egypt. Worry a little bit, but not too much about freedom in Syria. NOT WORRY ABOUT FREEDOM IN IRAN AT ALL BECAUSE THAT WOULD BE EMBARRASSING (laughter). But he CANT BRING HIMSELF TO LOOK SOUTH. I WOULD LIKE A CUBAN SPRING IN 2013 TO HELP THE PEOPLE OF CUBA LIBERATE THEMSELVES. (applause)
11;37;41 And the fact is, if you look at the non military strategies that Reagan, Thatcher, and Pope John Paul the Second used to defeat the soviet empire, and we were SERIOUS ABOUT COMMUNICATING TO THE NEXT GENERATION AND THE CUBAN HIERARCHY, there will NOT BE A TRANSITION TO A DICTATORSHIP AFTER CASTRO, there will be a transition to freedom. You will get the choice to decide whether you want to JOIN THE SIDE THAT'S GOING TO WIN AND BE FREE OR WHETHER YOU ARE GOING TO BE ON THE SIDE THAT'S GOING TO LOSE. But we will notice who does what and hold you accountable for every act of repression from this day forward. I think you'd find the moral of the Cuban totalitarian system collapsing fairly rapidly. When Callista and I did a movie on Ronald Reagan, we have this scene where Reagan talks about an evil empire. And we have in this scene, Natan Sharansky, who was in the gulag as a prisoner. And he said they had decided to answer Reagan. But to answer Reagan, he decided to use the word EVIL. When they published that Reagan had used the word EVIL, the moral of every guard in Siberia dropped. And the moral of every prisoner went up, because finally a WESTERN LEADER HAD THE COURAGE TO TELL THE TRUTH ABOUT THE SOVIET EMPIRE. The moral force of an American president who is seriously intending to free the people of Cuba, and the willingness to intimidate those who would be oppressors by saying to them in advance YOU WILL BE HELD ACCOUNTABLE and when the inevitable change occurs, those who participated in violence against the people of Cuba WILL SUFFER THE CONSEQUENCES OF YOUR BEHAVIOR (applause)
11;39;23 So one of my goals would be to non violently flood the island with enough cell phones and video cameras so any act of oppression gets filmed. And we start posting it. This person would be on the list after the revolution. You will watch the moral of the police force drop dramatically as they are no longer all powerful and secret. So that is part of it. The other part, beyond those immediate problems.And by the way we have to help the people of Mexico win the war against the drug Cartels. THIS IS EXTRAORDINARILY IMPORTANT (applause)
11;40;05 As speaker, I helped develop and pass Plan Columbia, which has been an extraordinary success, which is WHY NO ONE ON THE LEFT WANTS TO TALK ABOUT IT. The fact is, we need to be prepared in a different situation with different complexities. We need to be prepared to help the government of Mexico in every way that we can, defeat the drug cartels on behalf of civil society BECAUSE IT IS A THREAT TO EVERYONE ON THE HEMISPHERE to have a failed state in Mexico and have the drug dealers surviving. So that's a commitment we HAVE TO TAKE AS AMERICANS. (applause)
11;40;55 There is a broader pattern. And the broader pattern is the question of HOW DO WE MAXIMIZE OUR TRADE and HOW DO WE MAXIMIZE OUR ABILITY TO COMPETE. I am very bothered when I see the Chinese gaining ground in Latin America because their government cares, their government is engaged, and their government wants to maximize the opportunity to export and import from Latin America. We should take seriously how WE SHOULD ENCOURAGE OUR BUSINESSES. What changes in REGULATIONS, What changes in TAX LAWS. What we need to do is I want to promise all of you, I WILL DO EVERYTHING I CAN BOTH TO MAXIMIZE OUR OPPORTUNITIES IN LATIN AMERICA AND TO MAXIMIZE THE OPPORTUNITY FOR MIAMI TO BECOME THE CENTER FOR COMMERCE, THE CENTER FOR EDUCATION, AND THE CENTER FOR OPPORTUNITY SO ALL OF LATIN AMERICA FEELS COMFORTABLE TO DO THAT. And to do that, in part, one of the steps will be to FUNDAMENTALLY OVERHAUL THE LEGAL VISA SYSTEM so people can come here conveniently and easily to do business, to be tourists, to be students. When we make it harder to get here legally than it is to get here legally, we shouldn't be surprised that we have TOO FEW VISITORS AND TOO MANY PEOPLE HERE LEGALLY. We have an obligation to reshape the visa program, to make it user friendly so people come here. And I see this on behalf of all of America, but in Miami, I say it on behalf of the cruise lines, on behalf of Disney world, on behalf of universal. WE ARE USING BILLIONS OF DOLLARS AND MANY THOUSANDS OF JOBS BECAUSE WE HAVE A VISA PROGRAM THAT IS SO COMPLICATED.
11;42;40 Now, let me turn to several things here at home. The first of which is one that unfortunately NOT COVERED VERY WELL LAST NIGHT, AND I REGRET THAT WOLF BLITZER DID NOT TURN AND ASK THE REST OF US. I HAVE HAD A FIRM POSITION ON THE RIGHT OF THE PUERTO RICAN PEOPLE TO HAVE A REFERENDUM (APPLAUSE). And let me be clear, I am NOT DICTATING THE OUTCOME OF THE REFERENDUM. Because there are several options, and the Puerto Rican people have to make that decision. But I think they have every right, and they should make that decision to decide on state hood or not, and that is something which I would actively support, their right to have that referendum. And then to have the right, which every state has, to negotiate the process of accession, if that's what the people of Puerto Rico want to do. And I would be forward to working with Governor Fortuno if that's in fact what ends up happening. Because I do believe the people of Puerto Rico have the right to clarify their status, and it's been a very long time. And by the way, I had this position when I was speaker..

"The question is very simple, you want our vote, yes or no. I DON'T CARE ABOUT THE ISSUE OF REFERENDUM. THE QUESTION IS DO YOU BELIEVE PUERTO RICO SHOULD BE A STATE? YES OR NO? SIMPLE. APPLAUSE
11;44;29 What I said..I just said I believe in it, and if you don't like it, IM SORRY THAT WE DISAGREE. I believe the PEOPLE OF PUERTO RICO SHOULD MAKE THE DECISION. (applause). ITS NOT MY PLACE TO VOUCH FOR PUERTO RICANS. But what I'm telling you is, IF THE PEOPLE OF PUERTO RICO MAKE THE DECISION THEY WANT TO BE A STATE, I WILL WORK ACTIVELY TO NEGOTIATE THE PROCESS OF ACCESSION TO THE US. BUT THE PEOPLE OF PUERTO RICO HAVE TO DECIDE THEIR FURTURE. SO I WILL WELCOME THEM IF THEY MAKE THAT DECISION. BUT I WILL NOT TELL THEM WHAT DECISION THEY SHOULD MAKE. PERIOD. (applause)
11;45;09 Now, we are at it, let me talk about one other controversial issue. Which came up last night in one of its more baroque forms. I HAVE A VERY SIMPLE CLEAR POSITION ON IMMIGRATION. FIRST OF ALL, I DON'T THINK YOU CAN PASS A COMPREHENSIVE BILL. GEORGE W BUSH COULDN'T PASS A COMPREHENSIVE BILL, NEITHER COULD BARACK OBAMA BECAUSE ANY BILL YOU WRITE HAS TOO MANY ENEMIES. I do believe you can set up a series of parallel steps. ONE, you have got to CONTROL THE BORDER. And we propose to do so by January of 2014 by writing a bill which waves all the federal requirements so you can get it done, and because I made the commitment that there are 23 thousand people in homeland security in the Washington area and I WOULD BE WILLING TO MOVE UP TO HALF OF THEM TO TEXAS, ARIZONA, AND NEW MEXICO if that's what we need to do to have enough man power (applause).
11;46;04 The minute that people think you are serious about controlling the border, things get easier and you have an actual conversation. SECOND, I AM FOR ENGLISH AS THE OFFICIAL LANGUAGE OF THE GOVERNMENT. (applause). And the fact is, ENGLISH IS THE ULTIMATE LANGUAGE OF MAXIMUM OPPORTUNITY. And the fact is, every parent who comes here KNOWS THIS. THEY ALL WANT THEIR CHILDREN TO HAVE THE MAXIMUM CHANCE TO HAVE A GOOD JOB AND TO RISE. This should not be controversial. I met the other day with the President of Miami Dade and they said that they currently have 94 languages at their college alone. Over 200 languages in Cook County, Chicago. WE WANT EVERYONE TO BE ABLE TO TALK WITH EACH OTHER. THAT SHOULDN'T BE CONTROVERSIAL. But again, it lets people start to relax and say OKAY, WE ARE INVITING PEOPLE TO COME TO AMERICA TO BECOME AMERICANS. Now, I'm going to give you something which is my personal pet interest, and I can concede this because IM A HISTORIAN. I think people applying for citizenship should have a higher standard of knowledge of American history than we currently require, and frankly I think our own children should have a higher standard of American history than we currently require. APPLAUSE. This is a REMARKABLY UNIQUE CIVILIZATION WHICH IMMIGRATES PEOPLE FROM EVERY PART OF THE PLANET WITH A SKILL AND A SPEED NO OTHER COUNTRY IN HISTORY HAS. NOT ROME, CHINA, BRITAIN, AND ITS ALL HISTORICALLY DERIVED AND WORTH LEARNING.
11;47;35 Now let me go back to something I mentioned earlier. I want to modernize the visa system. In my judgment, you can start modernizing the visa system tomorrow morning. I would like to also modernize the DEPORTATION SYSTEM. If you are not an American citizen. And you are a member of ML13, the EL SAVADORIAN GANG, WE SHOULD GET RID OF YOU IN TWO WEEKS. We should not have a long complex process. The fact is that there are people we don't want to have here, and the neighborhoods don't want them to be here. Because they prey largely on their own community.
11;48;06 Now, I'm going to step out on the limb, I think we need to HAVE TO HAVE A GUEST WORKER PROGRAM AND I THINK IT HAS TO BE ECONOMICALLY DRIVEN. I PERSONALLY WOULD OUTSOURCE IT AND PROPOSE TO CONGRESS TO OUTSOURCE IT TO VISA, AMERICAN EXPRESS OR MASTERCARD BECAUSE THEY UNDERSTAND HOW TO RUN PROGRAMS WITH MINIMUM FRAUD AND THE AMERICAN GOVERNMENT CANDIDLY DOES NOT. But at that point, if you have an effective guest worker program, and an effective card program, there is NO EXCUSE FOR ANY EMPLOYER HIRING SOMEONE ILLEGALLY, and at that point, I would be for dramatic economic sanctions on employers that do that.
11;48;40 Now, having done all that, we now come to the question of 11 million plus or minus who are here. AND THIS IS WHERE I HAD A DEEP DISAGREEMENT WITH GOVERNOR ROMNEY AND I REALLY THINK ITS WORTH EXPLORING. AND I HOPE IF HE COMES THIS AFTERNOON HE WILL EXPLORE IT WITH ME. I think that once you set this up, a very significant number of YOUNGER UNATTACHED MIGRANTS would go back home and apply for a guest worker card. So self deportation, in fact, works with those groups. BUT I TRIED TO DEAL IN AN HONEST WAY WITH THE COMPLEXITY OF WHATS GOING ON. YOU HAVE PEOPLE WHO HAVE BEEN HERE 25 years. Who have been here in the community, working, paying their bills, have children, married, grandchildren, in a local church. And my first position, AND BY THE WAY, I GOT ATTACKED, SOME PEOPLE REMEMBER THIS FROM THE DEBATE IN WASHINGTON. AND I GOT ATTACKED BY ROMNEY AND OTHERS AS IF I HAD SOLD OUT AN AMERICAN AND STARTED YELLING AMNESTY. What I said was, for folks that have been here a long time, have family, and are financially responsible, if they can have an American family sponsor them, we should CREATE A WW2 STYLE, LIKE THE WAY WE DID THE DRAFT IN WW2, YOU HAD LOCAL CITIZEN PANELS. And we should have citizen review boards. They should be able to apply, prove they have been here, prove their ties to people who are American, prove that they have a family sponsoring them. And they should then get a right of residence, NOT CITIZENSHIP. To get citizenship they should go back home and file like everyone else and get in cue, which would not in any way stop them from being a resident because as you know, it can take a matter of years.
11;50;25 But here's my point, ITS NOT ENOUGH WHEN YOU GET TO PEOPLE WHO HAVE STRONG FAMILY TIES TO JUST SAY SELF DEPORTATION AND LET IT GO. Because what that means is, see they are not going to self deport, and all of you know the passion which Hispanic families, and frankly, most families have FOR FAMILY. This is what ties them together in a new and strange place. THE IDEA THAT GRANDMOTHER IS NOT GOING TO BE SUPPORTED. THE IDEA THAT SHES GOING TO SELF DEPORT. THIS IS A FANTASY. ITS NOT A SOLUTION. AND THAT'S WHY I SAID, LETS FIND A PRACTICAL, COMMONSENSE LOCAL SYSTEM, WHICH ENABLES CITIZENS TO DECIDE THEY SHOULD HAVE RESIDENCY, COME IN UNDER THE LAW, LIVE THE REST OF YOUR LIFE WITH DIGNITY, AND I THINK IT IS A DOABLE, PRACTABLE, AND ENFORCABLE STEP, AND I HOPE YOU WOULD SUPPORT THE IDEA THAT WE CAN ACTUALLY METHODICALLY GET TO THE POINT WITHIN 5 YEARS THAT NO ONE IS IN AMERICA ILLEGALLY, THOSE WHO ARE HERE WITHOUT CITIZENSHIP ARE HERE WITH THE APPROPRIATE PAPERS, AND WE HAVE ENDED ONE OF THE GREAT CHALLENGES OF OUR TIME. And I think that's a VERY IMPORTANT way to unify the country. (applause)

11;51;47 ONE, I don't actually think a lot about narrow specific ethnic bi-ethnic, how do we go around America and capture people. I think about millions and millions of jobs so that people will all be better off and everybody's working. AMERICA WORKS WHEN AMERICANS ARE WORKING. Its truer in some communities than others because unemployment rates are higher in some communities than others. But I will tell you, there is a brand new study out on the cost in the Hispanic community of the president's decision to VETO THE PIPELINE. And it's a SIGNIFICANT COST in construction jobs lost, a significant cost in HIGHER PRICE OF ENERGY, in several years of working in the ports of Houston and Galveston. (Camera P/O-Left view of Gingrich with Callista.and then gradually P/O to the audience). THIS IS A VERY BAD DECISION THE PRESIDENT HAS MADE WHICH HAS AN IMPACT ON ALL AMERICANS BUT ALSO ON HISPANIC AMERICANS. So, if you go to Newt.org, you will see an entire jobs program, which I'm not going to go into now because of time, but its designed to say WE WANT EVERY AMERICAN TO HAVE A CHANCE TO GET A FIRST JOB, TO GET A BETTER JOB, AND TO SOMEDAY OWN THE JOB BY RUNNING THE BUSINESS. And if you have a country of constant mobility, as you know, I think the Hispanic Chamber of Commerce told us that there are 3 million Hispanic owned small business in the US. THIS IS AN ENTREPENEURIAL community. ITS GOING TO DO VERY WELL IF WE HAVE ENTREPENEURIAL TAX CODE AN ENTREPENEURIAL REGULATORY SYSTEM AND A PRESIDENT WHO ACTUALLY LIKES PEOPLE WHO CREATE JOBS (chuckles).
11;53;25 I think we can start moving very fast (applause-Camera cuts to audience and then back to M/S of Gingrich). The LAST thing I want to say effects every Hispanic American and every America BOTH IN ECONOMICS AND NATIONAL SECURITY. Gasoline last year was the HIGHEST PRICE IN AMERICAN HISTORY. Twice the price of when Obama entered office. The EPA is looking at a new regulation which will add 25 cents a gallon. UTTERLY AND TOTALLY IRRATIONAL IN THIS ECONOMY. BUT ITS WORSE THAN THAT. OUR DEPENDENCE ON FOREIGN OIL IS AN ENORMOUS THREAT TO OUR NATIONAL SECURITY. THE FACT IS THAT WHEN YOU WATCH THE IRANIANS PRACTICE TO CLOSE THE STRAITS OF HERMUZ, WHAT THEY ARE REALLY TRYING TO TELL YOU THAT OUR STRATEGY FOR THE MIDDLE EAST HAS TO BE OIL AND GAS FOR THE US. It is tremendously in our interest to have an AMERICAN ENERGY PROGRAM, WHICH WOULD CREATE AMERICAN JOBS, DRAMATICALLY IMPROVE OUR BALANCE OF TRADE, GIVE US THE NATIONAL SECURITY RESERVES, AND I KNOW WE CAN DO IT. My simple goal is by the end of my first term, HAVE NO AMERICAN PRESIDENT EVER AGAIN BOW TO A SAUDI KING BECAUSE WE DON'T NEED THE OIL (applause).
11;54;52 I'll close with a very brief commercial. I AM RUNNING FOR PRESIDENT (laughter). We have a primary here on Tuesday. I would love to have your support, and your endorsement. I would love you to go on YouTube, Facebook, Tweet, whatever your techniques are..Even talk to people face to face. And I would be very thankful for your help, and I can promise you that I will try to lead ALL AMERICANS INTO A DRAMATICALLY BETTER FUTURE. THANK YOU VERY VERY MUCH. (applause)

He has the experience that we need in our country for the future and I know he will be an excellent president.

It's wonderful to have our son here and our grandson, it's interesting when we ran 4 years ago, Parker was a big hit on the campaign trail, he was only 1 and he loved it, he loved the stage, he loved the microphones, he loved the balloons, the whole thing and he had no idea what was going on but he loved all the lights and excitement so it's interesting to see him back here 4 years later. I will tell you that 4 years ago, I was definite about one thing and that I would never do this again." (CROWD LAUGHS)
12:28:05: "And I can't even tell you how much I really meant that. And Mitt laughed and said: 'you say that after every pregnancy'. (CROWD LAUGHS) And all the women out there know what I'm talking about and yet a year ago when we were making the final decision about whether we were going to go forward or not, I obviously had a change of heart. And I asked Mitt one thing, I said 'look no one's going to know who you're really going to run against, I have no idea who the other candidates are going to be, what even all the issues are going to be when we really come down to it, but I only have one question to ask you - if you can get through this whole process and you can finally be the President, can you answer me this one question: can you fix it?' And he said: 'yes'. And that's all I needed to know."
(APPLAUSE)
12:29:10: "So I have to throw aside all those arguments I made about never running again and saying you know what it's worth it. This country's worth it. And what needs to be done needs to be done by someone who knows how to do it. You can't have someone turn something around if they've never turned anything around before, you can't have someone run an organization if you've never run an organization before. We've tried that the last time with someone who didn't have any experience and how is that working? So I really feel so strongly, I've seen him in every avenue be successful and by the way to me the most important avenue in which he's been successful has been as a husband and a father."
(APPLAUSE)
12:30:02: "He did tell me when I was raising - Craig was not always as well believed as you saw on this stage - (LAUGHTER). Actually of the 5 he was the best-behaved, I've got to tell you, because he was the baby and everyone thought he was so fabulous. But when they were really naughty, Mitt would be traveling and he'd call home and he'd hear a very exasperated wife. And he'd say: 'don't worry, everything is going to be okay, we're going to get through this phase of life. But remember Ann what you're doing, your job, is more important than my job.' And what that mean to me was that we were equal partners. That our success was going to be measured by our children's success and our relationships and now, we have the rewards of having that come true. And I will tell you that the other great part, is watching my grandchildren, we have 16 of them, watching them misbehave. Parker was very well-behaved today but - watching them misbehave - I just look at my boys and say 'gosh that is just so great, you guys deserve it'. (LAUGHTER)
"But Mitt has been, he has exhibited his whole life, an ability to figure out the core of the problem and then figure out how to fix it. And it isn't just having the answer, it's implementing it that is the hard thing. And I think that's what's going to be hard in the next phase too. So I have all the confidence in the world that this guy is going to be a great President and we need everyone in the country to understand that as well as I do. So I appreciate all of you being here and it's going to be an interesting day in Florida, we hope."

12:32:17: "I thought I would spend a moment talking about the President's failures as they relate to Latin America and the nations that relate to Latin America. As they relate to our homeland, with regards in particular to the immigration problems here. And also as they relate to our ability to our economy to help people find work, not only the people who have lived here all their lives, but also immigrants who have come to this country, Hispanics as you know are suffering more than the population as a whole. So a couple of thoughts I'm going to raise with you and it's more of a discussion than if you will, a lecture."
"A couple of thoughts: first of all immigration - I like immigration, I like legal immigration. I think it's important for America to recognize that legal immigration is an extraordinary source of vitality for our nation. That bringing people of different cultures here creates opportunity and growth for the entire economy. Demographically we also need immigration, it's one of the advantages we have over the European nations, is that we have populations that want to come here and grow our economy, it's an extraordinarily important aspect of America's vitality."
12:33:28: "At the same time, I believe to protect legal immigration we have to stop illegal immigration. And for that reason, I would in fact build a fence and I would have enough Border Patrol Agents to make sure we are able to protect the border. And I would put in place a system that would allow employers to see whose here legally and whose not, so that people can, as they want to hire someone can ask for a card - can identify immediately whether that card is valid or counterfeit. If it's counterfeit and the employer hires them anyway then I will crack down aggressively on those employers just like we do with companies that don't pay their taxes. On that basis, we will stop the flow of illegal immigration into this country."
12:34:05: "At the same time, I am very concerned about those who are already here illegally. And how we deal with those 11 million or so who are already here illegally. And my heart goes out to that group of people. My heart also goes out to the people who are being held by the so-called 'coyotes' who are being brought into this country and in many cases abused and victimized. And my heart and thought goes out to the 4.5 million people who are in their home countries waiting to come to this country legally. Many of whom have been sponsored by people in this room, by family members here. I care about all three groups."
"Our primary responsibility as a government is to those last two. Those who are waiting legally to come here. I'd like to see a transparent process. I'd like them to be able to go onto the internet and see where they start and how many months or years it's going to take them to get here, rather than having t go through this labyrinth of loopholes and laws and a maze of regulations to try to get to this country legally, I'd like them to know where they stand legally. And to make that easier."
"I'd like to also make sure that those that are being brought here illegally by the coyotes and are being abused, that that ends because there will not be that demand to come here illegally."
12:35:20: "And finally those who are already here illegally. My position is this: that those who have already come here illegally should be given a temporary status, a temporary work permit if you will but at the end of that temporary period they would return home and apply for residency if they want to obtain that here in the United States by getting in line behind everyone else who wants to come here. I want to call that, or others want to call that 'self-deportation', in other words we're not going to go around and round people up in buses and ship them to home. Instead we'll allow people to make their own decisions based upon their employment opportunities here or lack thereof if they don't have a valid work authorization card from this country."
12:36:00: "Again, I make these points because I want to protect legal immigration. I would like to expand legal immigration. I would like to have a visa program that meets the needs of our employment community. And we should match visas and the number of visas we give out in agriculture and hospitality and high-tech visas, we should measure those to conform with the needs of our employment community. And I would see substantial expansion of our visa program, at the same time, clarification of our legal immigration program, and a commitment and a conviction across this country that we do not let the mainstream media confuse - we are not anti-immigrant, we are not anti-immigration - we are the pro-immigration, pro-legality, pro-citizenship nation party."

12:36:56: "Now let me mention a second topic and that's Latin American policy. You hear on a regular basis every 4 years candidates stand up and say Latin America is being ignored by their predecessor and they're going to change that, and they don't. And the question is why? And there's an answer to that, people who are leading a country typically decide what is in their best interest, what's in the country's best interest. Foreign policy is typically guided by the best interest of the nation involved and so the people who've been leading our country for some time have thought frankly that it is more important to look at China and to be trading with China and South Korea and so forth, to look to Asia because of the high growth there."
"There have been others in the past who have said, 'no no it's Europe' and so we've devoted our time and attention to Europe. Well taking a look at what's going on in the world today, I'd have to say that they're out of date. Because what's happening in Latin America, whether it's from Mexico or the Caribbean, from Central America to South America, is such extraordinary growth economically - not to mention demographically. That there is a huge economic, political, and military opportunity and series of challenges and obligations right here in this hemisphere. And so while China's important and Europe's important, right here is an enormously important aspect of American foreign policy."
(APPLAUSE)
12:38:30: "I think there has been the perception for way too long that economic ties with Latin America are somehow charitable endeavors by American business. That's simply out of date. There are enormous opportunities for American enterprise in Latin America and vice versa. And as we know trade between two nations, where they each trade the products and services at which they excel, raises the standard of living of both nations - it's one of the remarkable aspects of free trade. And we have the opportunity right here in this hemisphere, it's astonishing to me that more businesses haven't become more aware of that but some are. I have a long and unfortunate history in the airline industry, I say unfortunate because some years ago a fellow named David Neleman (?) came to me and asked if I would invest in his start-up airline and I said I will never invest in another start-up airline again, I can't imagine that it will be successful, they never are. Boy that was JetBlue (LAUGHTER). So I've made some mistakes now and then. And then I've watched him, being executive of JetBlue and being successful, he went to Brazil and bought an airline there named Azule. And brought some American techniques to that airline and it is doing spectacularly well according to what I've heard. You're going to find more and more people who recognize the massive opportunity for exchange and trade."
12:39:53: "If I'm President of the United States, one of the things I will do in my first 100 days is to begin an economic initiative of drawing Latin American businesses and American businesses closer together. This is a massive opportunity, not of charity but of opportunity, it will help lift both parts of the world."
(APPLAUSE)
12:40:18: "Besides that being in our mutual self-interest, there's something else I think we have ignored too long and that is the geo-political implications of what's happening in the world and how that relates to Latin America."
"I think many of us in our country still have the holiday from history that has been spoken by a number of folks and that is that following the collapse of the Soviet Union the idea that America was so far ahead of everyone else that we didn't need to worry about the rest of the world, we were the model for the 21st century. That's how we felt."
"Well actually there are now 4 competing models for leadership in the 21st century: ours is one, based on freedom and free enterprise, China has proposed a different model - there model also incorporates free enterprise, different from ours, but capitalism and they combine that not with freedom but with authoritarianism and that's a model they're selling around the world - and it's doing pretty well, they're selling pretty well in various places. And then you have Russia resurgent, with their energy resources, they want to become a superpower again. And then you have the jihadists and their view is to cause the collapse of the others and be the last man standing."
12:41:34: "These 4 major forces are in competition today and they're not just playing in Asia and Europe or the Middle East. They're playing here. And our nation sits back looking again to the left and looking again to the right and not saying what is going on in this hemisphere, we have to compete here, we have to recognize that with the Bolivarian movement underway Chavez, Castro, influencing nations like Ecuador and Guatemala, this is an extraordinary threat for this reason and opportunity to stand up and fight for what we believe in. And promote democracy, let me tell you how I'll do that."
"We right now we have ambassadors in all these different countries. At least one, Cliff where are you - Cliff, Ambassador to Brazil, former Ambassador to Brazil, doing the best they can, reporting to a big state department with all sorts of bureaucrats responsible for states here and there, it's not highly coordinated. If the Ambassador from Brazil says 'you know it would really be helpful if we could help the Brazilians in developing medical technology for one of their new hospitals', and even goes to the health and human services department of the United States and says 'I'd like you to bring some people down here and build this hospital' - good luck. How many committees he's got to go through, how many bureaucrats, we'd never get it done."
12:43:00: "But what I want to do is I want to appoint one person as a Presidential envoy responsible for democracy and freedom in Latin America. And this person (APPLAUSE) This person would be given responsibility with budget and annually measured, looking at each nation, are we making progress? Are we falling behind? How do we work with the various nations and have the capacity to draw on all the resources of America to stand behind those nations that are reaching towards freedom and to oppose those that are falling behind China or Chavez or Castro. There's a battle going on. We used to recognize that when we were up against the Soviet Union, we used to have people who were working to pursue the freedom agenda to push back the forces of evil in the Soviet Union, we need to do that now and we need to do it in Latin America and if I'm President I'll get that job done."
(APPLAUSE)
12:44:03: "There is a time coming soon where Cuba will be free. That's going to happen, but we're going to have to get organized for it, we're going to have to recognize that the people there want freedom as people do all over the world and America can't sit back. We watched across the world as Iran had over a million people take to their streets, demonstrating for freedom. This President had nothing to say. Can you imagine Ronald Reagan having nothing to say in that kind of circumstance? Even Bill Clinton would have said something. (LAUGHTER)
"I can tell you I will not only say something when Fidel Castro finally leaves this Earth, I will do something, I will be behind the voices of freedom here and behind the voices of freedom there, we will help Cuba become free."
(APPLAUSE - SHOT OF CROWD GIVING STANDING OVATION)
12:45:10: "Let me - thank you. Let me also note in that regard that I'm looking forward to appointing this person. And hopefully finding a person who has extraordinary marketing skills, see I come from the world of business, I spent 25 years in business. I was hired by big companies to try to make them more successful. I was impressed by how well American companies can compete around the world, how effective we are at marketing our ideas, think about this, we convince people around the world to buy a brown, caramel-colored water called Coca-Cola and to pay like a half-day's wage for it, and they'll buy it. Think about it, we're able to convince people of things that sometimes, you scratch your head, I mean it's a great product I like Coca-Cola but my goodness we sell it around the world, and yet democracy we don't sell that so well. We send billions of dollars around the world, giving out money, and yet are despised by some people. And I don't understand why. And I think in some respects it's because we're not using the same kind of marketing skills that we have in this country."
12:46:20: "I mean look at what Fidel Castro does with his miracle operation, alright? You say 'miracle operation' around Latin America, everyone knows what that is. Oh it's the cataract operation that Castro provides. So for a tiny amount of money, he's able to get good will all over Latin America. And for us, billions and billions of dollars, we get resentment. How is it that we can be so short-sighted as to not bring into our government the skill of the people in the business world, in our charitable world to say let's promote freedom, let's promote democracy for the world to see."
(APPLAUSE)
12:46:59: "And part of that of that experience of course is to stand by your friends and to have them so successful that those around them look and say 'ah look at what it's like when you follow the freedom agenda', if you have free enterprise and you have free trade and free elections. Look what happens in wonderful places like Colombia, how in the world did this President stand around for three years and hold off our best friend fighting Hugo Chavez, I don't understand it - we should have done this on day one (APPLAUSE) Colombia, what a friend! We want more help to Colombia, more trade! Let's make it an example! Let's make the people in Venezuela look over the border and say 'wow, they got a better deal over there!'. This is going to happen in Panama."
12:47:48: "By the way I'm looking forward to the time when the people of Puerto Rico make the decision about becoming a state. (CHEERS - SHOT OF AUDIENCE MEMBERS WAVING PUERTO RICAN FLAGS)"
"Governor Luis Fortuno - is your Governor here? I mean he is passionate about statehood, and I know you're going to have a referendum, I think is it November that you're having a referendum and I expect the people of Puerto Rico will decide like he feels, that they want to become a state. And I will tell you that I will work with him and if that vote comes out with a vote for statehood, I will work with the people in Washington to provide statehood to Puerto Rico and to again provide a model for the Caribbean, another model in Latin America of the benefits of having freedom."
12:48:42: "Let me also just note, I think there are threats we face around this hemisphere that have to be addressed together. And terrorism and drug trafficking and other forms of crime, that's one more of those areas of concern. And one of the things I will do in the first 100 days of my Presidency is form a hemispheric taskforce, bringing nations together that are willing to become part of this, to look at these issues. There are a number of places now where drugs are being brought, Puerto Rico is one of those now that's being used, given the fact that there's more difficulty getting to the Mexico border. People have looked at Puerto Rico as a place to bring drugs and from there into Florida. We have to be far more vigilant at looking at the cross border implications of crime."
"And I also think, and I know this doesn't affect so much Latin America in terms of putting pressure on Latin American leaders as it does put pressure on us. We have got to do a much better job communicating to our children in this country, whether they're Hispanic or non-Hispanic that drugs are causing deaths around the world. (APPLAUSE)
"Our young people have a great deal of concern, they're a very humanitarian people, they're very concerned about issues like global warming and things of that nature and they're concerned about humanity. Help them understand that if they take one of those drugs being smuggled into this country, that they're partially responsible for deaths. I want them to understand the tens of thousands of people being killed by virtue of drug use in this country. It's time for the United States of America to take responsibility for the pain and suffering and torture and murder in Latin America. We are not a good example in this regard and that must be change and if I'm President I will campaign in a very aggressive way to our young people - stop taking drugs because you're killing people.
(APPLAUSE)
12:50:48: "Finally let me just mention this, I'm very concerned about the fact that we have so many people out of work. I watched the President give a speech the other day, he talked about how swimmingly things are going in the United States. I'm afraid he got it wrong. He's detached from the reality here. 9.9% of Floridians out of work, 11% of Hispanics out of work nationwide, this is unacceptable. It's one thing for it to happen for a short period of time, but it's now going on for 35 straight months. This is a failed Presidency. He did not cause the recession, but he made it worse. And this recovery is the slowest and most tepid that we've seen since Hoover. We need to have a President who doesn't just spend his entire life in academics and in Washington but instead has been in the real economy and understands how to compete and how to get America to create jobs again."
(APPLAUSE)
12:51:50: "There was a great line that was spoken by Mitch Daniels the other night, you may have heard it, he said 'look America's going to have a choice and the choice is to follow the path that Barack Obama is leading us down to become a European-style welfare state. And if you believe in that, that was Mitch Daniels' line, that's government trickle-down economy. I do not believe in trickle-down government. That doesn't work. His 787 billion dollar stimulus bill on spending did not trickle down to the private sector to create jobs. That's the wrong way to go. The right way to go is to instead believe in the principles that made America the economic powerhouse that is. Those are the principles that have been outlined in our Declaration of Independence. Where those who wrote it said that we are endowed by our creator with certain unalienable rights, one of them being life, liberty, and the pursuit of happiness. We are not prevented by pursuing our dreams by virtue of the place of our birth, circumstances of our birth, instead we can pursue our greatness by virtue of hard work, education, a little luck, dreaming, by the way as you probably know Hispanics account for a disproportionate share of new enterprises and entrepreneurial activity in this country, as do immigrants generally. This is a great source of vitality for America."
12:53:15: "If you're Republicans in this room and I think you are - you're going to have people say 'oh you're the Republican party, I'm not sure I can vote Republican, I'm going to be Democrat'. You're going to hear that in your community. You remind people - the reason we're so anxious to be in America, the reason we're so in love with America is not because of the check we get from government. It's instead because of the opportunity that exists in America. Ours is the party of opportunity devoted to the Declaration of Independence and the pursuit of happiness. I will fight to get more opportunity for Americans and that's the way we're going to create jobs for Latinos, Americans, for our entire nation - thanks you guys, I love this country, I love your support - we're going to make a strong hemisphere, thank you!"
