Top-line sailing men like Uffa Fox are always there, of-course. Here, he's taking out Prince Philip's famous Flying Fifteen, "Coweslip", crewed by the Countess of Leicester. A big attraction of the sport is its social equality, and class is only considered in relation to the craft involved. There are plenty to choose from, Fireflies, Dragons, Flying Fifteens, Swallows, Darings, Solent Sunbeams. Names which are sheer poetry to a yachtsman. The Royal Yacht "Britannia" was there, and, of-course, Prince Philip with the latest Royal acquisition, the magnificent ocean-racing Yawl "Bloodhound". Now, all -- all of you are good friends, but I got some people I definitely got to call out. First of all, your outstanding mayor, Michael Coleman, is in the house. (Cheers, applause.) Your former governor Ted Strickland is in the house. (Cheers, applause.) Your next congresswoman, Joyce Beatty, is here. (Cheers, applause.) And all of you are here. (Cheers, applause.) Now, I -- I know some of you may have just wandered up because you thought you were going to take a nice stroll through the park. Say, what -- what's going on there? Seems like there's a big crowd. But it turns out there's an election going on right now. (Cheers.) It's true. (Laughter.) And over the past couple of weeks you've had a chance to see both sides make their case. They were down in Tampa; we were in Charlotte. (Cheers.) You saw? (Cheers.) OK. (Cheers.) 16:11:59 Now, in just 15 days, Ohio -- in -- starting on October 2nd, you will have one big choice to make. I think that the clearest choice of anytime in a generation. And this is not just a choice between two candidates or two parties. This is a choice between two different visions for how we move the country forward. (Cheers, applause.) What we're fighting for, our vision, is to restore the basic bargain that built this country, that built the largest middle class and the strongest economy the world has ever known. And that bargain can be stated very simply. It says if you work hard, you can make it. (Cheers.) If you meet your responsibilities, then you can get ahead, that everyone in this country, no matter what you look like or where you come from, what your last name is, everybody gets a fair shot, and everybody does their fair share, and everybody plays by the same rules -- (cheers, applause) -- from Main Street to Wall Street to Washington, D.C. 16:13:29 Now, I ran for president because I saw this basic bargain eroding. Here in Ohio, too many jobs were being shipped overseas, too many families struggling to keep up with rising costs but paychecks that weren't going up, people having to take on more debt just to pay tuition for their kid's college or put gas in the car. And then eventually, this entire house of cards collapsed four years ago this month in the worst financial crisis since the Great Depression. And millions of Americans lost their jobs, homes, savings. And we've been fighting ever since to recover from the policies that got us into this hole. Now, the other side seems to forget how all this got started. They have -- they have a convenient case of amnesia. AUDIENCE MEMBERS: Yeah! Right! PRESIDENT OBAMA: And so at their convention, they were happy to talk about all the things they think are wrong with America, but they didn't have much to say about how they'd make it right. They want your vote, but they don't want you know their plan, because the plan they're offering is the "same old same old" that we've been hearing from them for 30 years. AUDIENCE MEMBERS: Yeah! PRESIDENT OBAMA: They want tax cuts, tax cuts, we'll roll back some regulation, and then give you more tax cuts. Tax cuts when times are bad, tax cuts when times are good. Tax cuts during peacetime, and then some tax cuts during wartime. You want to make a restaurant reservation or book a flight, you don't need the new iPhone; you just use a tax cut. (Laughter, applause.) 16:15:13 Now, listen, I've cut taxes, just like I promised, for folks who need it. For middle-class families. (Cheers, applause.) For small businesses. (Cheers, applause.) The average -- the average family has seen their federal income taxes -- their federal taxes go down by $3,600. So if any of you are talking to your Republican friends or relatives and they say, why, he's a big tax guy, you tell them, no, your taxes are lower than they were when I came into office. AUDIENCE MEMBERS: Right! PRESIDENT OBAMA: Small businesses, we've cut taxes 18 times. But I do not believe that another round of tax cuts for millionaires are going to bring good jobs back to Ohio. (Applause.) I don't think giving me a tax break or giving Mr. Romney a tax break will help pay down our deficit. I don't believe that firing teachers -- AUDIENCE MEMBER: (Inaudible.) (Cheers.) PRESIDENT OBAMA: -- or kicking students off of financial aid is somehow going to grow our economy. (Cheers, applause.) That's not going to help us compete against all the scientists and engineers coming out of China. And after all we've been through, does anybody really think that somehow rolling back regulations on Wall Street that we put in place to make sure we don't have another taxpayer-funded bailout -- that somehow that's going to be good for the small-business woman here in Columbus or -- or help -- help the construction worker get back on the job? AUDIENCE MEMBER: No! PRESIDENT OBAMA: Ohio, we have tried what they're selling. We've tried it. We've been there. It didn't work. We don't like it. AUDIENCE MEMBER: We -- (inaudible). PRESIDENT OBAMA: We're not going back. (Cheers, applause.) We're not going back. We're not going back. AUDIENCE MEMBER: Four more years! Four more years! AUDIENCE MEMBERS: (Chanting.) Think -- think about it. You know, when I cut taxes on middle- class families, why did I do that? Because when you guys have a little more money in your pocket, what happens? AUDIENCE MEMBER: (We spend it ?). PRESIDENT OBAMA: You spend it -- (laughter) -- because -- because -- because you need to, because you got -- you got expenses. AUDIENCE MEMBER: That's right. PRESIDENT OBAMA: So then you decide you buy a new computer for your kid going off to college, or -- or -- or you finally trade in that old beat-up car you got. And -- and so businesses, then, they have more profits. They've got more customers. That means they're hiring more workers. That means those folks then have more money to spend. The whole economy does better. 16:18:38 You know, if you -- if you give a tax break to a billionaire, you can only buy so many yachts. (Cheers.) Right? I mean, at a -- at a certain point, you stop. So it doesn't -- it doesn't do the same thing for the economy. So -- so not only is it the right thing to do, it's the smart thing to do for us to grow, to make sure that middle- class families are strong, and people who are poor and willing to work hard to get into the middle class, that they've got a chance. (Cheers, applause.) That's -- that's our vision. That's why we're not going backwards. That's why we're going forward. (Cheers, applause.) That's why I'm running for a second term as president of the United States. (Cheers, applause.) AUDIENCE MEMBERS: (Chanting.) Four more years! Four more years! Four more years! I want you to know, though, because some of you may not have been paying attention at the convention because, you know, you were still thinking about Michelle and how good she was -- (cheers, applause) -- or -- or -- or maybe you're still talking about President Clinton and how he broke it down. (Cheers, applause.) Well, I want to -- everybody to be clear: The path I'm offering isn't quick or easy. It's going to take more than a few years to deal with all the challenges that we face. But let me tell you something. You know, when -- when I hear this -- when I hear the other side talking about how the nation's in decline, I tell them, you must not be getting out much -- (laughter) -- because this is America -- (cheers) -- and we've still got the best workers in the world -- (cheers) -- and the best entrepreneurs in the world -- (cheers, applause) -- and the best scientists and researchers in the world -- (cheers) -- and the best colleges and universities in the world. (Cheers, applause.) And there's not a country on earth that wouldn't trade places with us right now. So I'm confident our problems can be solved. Our challenges will be met. The path I offer is harder, but it leads to a better place because it allows everybody to prosper. Anybody who's willing to work hard can get ahead. I'm asking you to choose that future. 16:21:05 And I'm asking you to rally around a specific set of goals: to create new manufacturing jobs and to strengthen our energy sector and improve education -- (cheers) -- and bring down our deficit and turn the page on a decade of war. (Cheers, applause.) That's what I intend to accomplish in the next four years. (Cheers, applause.) That's why I'm running for a second term. (Cheers, applause.) I need those four years to get all that done. (Cheers, applause.) So -- so -- so let me just break down this plan very clearly. Part one, we are going to export more products, and we're going to outsource fewer jobs. (Cheers, applause.) You know, after a decade where manufacturing had been declining, this country has now created over the last 2 1/2 years over half a million new manufacturing jobs -- (cheers, applause) -- a whole lot of them in -- right here in Ohio. AUDIENCE MEMBERS: Right. 16:22:07 PRESIDENT OBAMA: When there were some who said just let Detroit go bankrupt, when there were folks who were willing to walk away from all the jobs that are supported here in Ohio by the auto industry, I bet on American workers. And three -- three years later, the American auto industry has brought back nearly 250,000 new jobs, come roaring back. (Cheers, applause.) So you've got a choice. We can do what Mr. Romney suggests and keep giving tax breaks -- (boos) -- don't boo; vote. Don't boo; vote. (Applause.) We can keep giving tax breaks to companies that are shipping jobs overseas -- AUDIENCE MEMBERS: No! PRESIDENT OBAMA: -- or we can start rewarding companies that are opening new plants, training new workers and creating new jobs right here in the United States of America. (Cheers, applause.) 16:23:11 And when it comes to trade, I understand my opponent's been running around Ohio claiming he's going to take the fight to China. Now, this is a guy whose experience has been owning companies that were called pioneers of outsourcing jobs to countries like China, made money investing in companies shipping jobs to China. Ohio, you can't stand up to China if all you've done is send them our jobs. AUDIENCE MEMBERS: That's right. PRESIDENT OBAMA: You can talk a good game, seven weeks before an election, but -- but you can't just talk the talk; you've got to walk the walk. (Cheers, applause.) 16:24:10 I -- I wake up every single day thinking about America's workers and making sure they've got a fair shot in this economy. When other countries don't play by the rules, we walk the walk. (Cheers.) We brought more trade cases against China in one term than the previous administration did in two. (Cheers, applause.) When Governor Romney was complaining that, because we stopped an unfair surge in Chinese tires here into the United States, he said, well, now, that's protectionist. We did it anyway. And we got over a thousand Americans jobs back right here in the United States. (Cheers, applause.) Earlier this year I set up a new task force to go after every unfair trade practices that harm our workers. And it's already delivering. Two months ago we moved to hold China accountable for unfair trade practices that harm American automakers. Today my administration is launching a new action in China, this one against illegal subsidies that encourages companies to ship auto parts manufacturing jobs overseas -- (cheers, applause) -- which directly hurts many women on the assembly lines in Ohio and Michigan and throughout the Midwest. 16:25:24 Your senator, by the way, Sherrod Brown -- (cheers, applause) -- has fought as hard as anybody on this. So where folks are breaking the rules, we go after them. We're not going to let it stand. AUDIENCE MEMBER: You're the president! AUDIENCE MEMBER: Yep! (Laughter.) PRESIDENT OBAMA: It's not right. It's against the rules. We're not going to let it stand. Americans workers build better products than anybody. Made in America means something. (Cheers.) And when the playing field is level, we always win. So -- so -- so that's a -- that's a choice you've got in this election, though, because, you know, my opponent, not only does he want to keep tax incentives that would send jobs overseas, he wants to expand them. Now -- AUDIENCE MEMBER: (Off mic.) PRESIDENT OBAMA: I love you back. But -- (cheers, applause) -- but I'm not finished. AUDIENCE MEMBER: We love you! (Inaudible.) We are not alone! 16:26:27 PRESIDENT OBAMA: Now, if you choose the path I'm offering, then we can help big factories and small businesses double their exports. We can sell more goods around the world, made right here. We can create a million new manufacturing jobs in the next four years. We've shown we can do it. But that's not all it's going to take to rebuild our economy. We've got to make sure our workers are trained to fill those good jobs. And that's why the second part of my plan is to give every American the chance to earn the skills they need to compete. (Cheers, applause.) You know, education was the gateway of opportunity for me. (Cheers.) It was -- it was what gave Michelle a chance. (Cheers.) It's what gave so many of you a chance. (Cheers.) It's the path to a middle-class life. And when I say, by the way, a higher education, it doesn't mean four years. It may be you go to a community college for two -- (cheers) -- or -- or -- or a training program. But the point is it's not enough right now just to get that four years in high school because the economy is more complicated now, and the skills that are needed are more advanced. 16:27:41 Now, the good news is we've already done work on this. So a million -- millions of students are already paying less for college -- (cheers) -- because of what we did. (Cheers, applause.) We took on a system that was wasting billions of taxpayer dollars using banks and lenders as middlemen for the student loan program. We said, why do we need the middlemen? Let's cut them out, and let's give the money directly to students -- (cheers, applause) -- and -- and as a consequence, we've been able to -- to help young people all across this country. But once again we've got a choice in this election because -- (audio break) -- United States of America, no child should ever have her dreams deferred because of a overcrowded classroom -- (cheers, applause) -- AUDIENCE MEMBER: That's right! That's right! PRESIDENT OBAMA: -- or outdated textbooks. No family should have to set aside a college acceptance letter because they don't have the money. (Cheers.) No company should have to look for workers in China because they couldn't find workers with the right skills here at home. (Cheers, applause.) 16:29:32 So, Ohio, what I'm offering -- and I need your help; I need you to help me recruit a hundred thousand new math and science teachers -- (cheers, applause) -- and improve early childhood education -- (cheers, applause) -- and give 2 million workers the chance to learn the skills they need at community colleges -- (cheers, applause) -- and help us work with colleges and universities to keep tuition down, so that our young people have a chance -- (cheers, applause) -- at a future without taking on tens of thousands of dollars' worth of debt. We can meet that goal, but I need your help. AUDIENCE MEMBER: Four more years! AUDIENCE MEMBERS: (Chanting.) Four more years! Four more years! Four more years! Four more years! Four more years! Four more years! Four more years! PRESIDENT OBAMA: We ought -- I've -- third thing: We've got to control our own energy. AUDIENCE MEMBERS: Yeah! PRESIDENT OBAMA: After 30 years of inaction, we raised fuel standards, so by the middle of the next decade, your cars and trucks will go twice as far on a gallon of gas. (Cheers, applause.) And by the way, Detroit's making those cars. (Cheers.) And Toledo's making those cars. (Cheers, applause.) All across the Midwest, we're seeing American cars now -- we're going to meet those standards, we're going to beat those standards. We've doubled the amount of renewable energy we're generating from sources like wind and solar. That's creating thousands of jobs building wind turbines and long-lasting batteries right here in Ohio. AUDIENCE MEMBERS: Yes! PRESIDENT OBAMA: America's less dependent on foreign oil than any time in the last two decades. (Cheers, applause.) AUDIENCE MEMBER: Thank you, Mr. President. PRESIDENT OBAMA: So we've already made progress, but we can make more. And the question is, are we going to go back -- AUDIENCE MEMBERS: No! 16:30:54 PRESIDENT OBAMA: -- to a plan that reverses the progress, or do we build on our progress? Because, see -- look, I want you guys to know I'm not going to let oil companies write this country's energy plan. (Cheers.) AUDIENCE MEMBER: All right! PRESIDENT OBAMA: I'm not going to let them keep collecting $4 billion in corporate welfare from our taxpayers. (Cheers, applause.) The path we're offering is to keep investing in wind and solar, clean coal technology, and make sure farmers and scientists are harnessing new biofuels to power our cars and our trucks. Let's put construction workers back to work rehabbing and retrofitting buildings and factories so they waste less energy. Let's develop a hundred-year supply of natural gas that's beneath our feet. And if we do all this, we can cut our oil imports in half by 2020 and support 600,000 new jobs in natural gas alone. (Cheers, applause). That's the path forward. (Applause.) Four things. Let's reduce our deficit without sticking it to the middle class. (Cheers, applause.) 16:31:58 See, we really do have to reduce our deficit, but the way I do it, we're cutting our deficit by $4 trillion, making sure everybody does it the right way. I've worked with Republicans in Congress. We've cut a trillion dollars worth of spending. Not every program works. There's some waste in government we can take and -- and -- and make sure that we're bringing down our deficit. I want to reform our tax code so that it's simple and it's fair. But I also want to make sure we're asking the wealthiest households to pay a slightly higher tax on incomes over $250,000, the same rate that we had when Bill Clinton was president, when our economy was creating nearly 23 million new jobs, when we -- we had the biggest surplus in history, and we -- we had a whole bunch of millionaires to boot. 16:33:02 And -- and why is it that we created a lot of millionaires? Because when middle-class families are doing well, what happens? Everybody does well. Everybody does well. When you give ladders of opportunity for -- for poor folks to get into the middle class, what happens? Everybody does well. They've got more money to spend. They buy products. We hire more workers. Everybody does better. Now, I got to say, my opponent does have his own plan. But it's missing one thing: arithmetic. (Cheers, applause.) (Inaudible.) It -- it -- it doesn't -- it doesn't add up. I mean, think about it. He says that the most important thing we have is to reduce our deficit. And I really want -- I hope some Republicans are watching right now -- (cheers) -- and -- and some independents, because I just want everybody to break down the math. You say you want to reduce the deficit. So what's your first plan? You're going to spend $5 trillion in tax cuts, $5 trillion. Sometimes people lose sight of how much this means. So he -- $5 trillion over 10 years, that's $500 billion a year, right? I think my math is right. (Murmurs.) 16:34:19 Now, $500 billion, that's how much we spend on the Defense Department -- our entire military. (Isolated cheers.) So -- so he's going to give a tax cut mostly going to wealthy folks like me and -- and Mr. Romney -- $250,000 tax break for people making $3 million a year or more -- and -- and it's going to cost us $5 trillion on top of the Bush tax cuts. Now -- now they must have skipped math class when they were -- (laughter). Every time they're asked to explain this plan, they won't explain it because they can't. They cannot explain how they pay for a $5 trillion tax cut without slashing education funding, slashing investments in research, slashing investments in -- in -- in helping our seniors and people who are vulnerable and in raising taxes on middle-class families. 16:35:21 But it doesn't stop there. They then want to add another $2 trillion in military spending, and they say they won't add to the deficit. But keep in mind this is stuff that the Joint Chiefs of Staff say is -- is not required to keep us safe. So that's $7 trillion altogether on top of the Bush tax cuts, trillions of dollars. And they're going to ask you to pay for it to give me a tax break. I'm telling you, they will -- you cannot make it work. You can't cross the P's and dot the I's on this plan. And Columbus is a town where you've got to dot the I. (Cheers, applause.) You -- you -- you can't -- you can't get away with that. 16:36:09 So -- so -- so when they -- when -- when -- when independent folks have tried to explain it, they -- they've gone through it, and they've kind of gotten their calculators out. They've tallied this up. And -- and one independent report shows that Governor Romney's tax plan would provide an additional $250,000 tax cut for multimillionaires, but to pay for it, 95 percent of taxpayers would actually foot the bill. You'd pay more. I mean, imagine the sellout crowd for a Buckeyes football game at the Horseshoe. (Cheers.) Under my opponent's tax plan, 106 fans at the game would get an average tax cut of $250,000, and about a hundred thousand fans would have to pay for it. (Cheers.) And by the way, the ones who would get the tax break are the guys in the box seats. (Cheers, applause.) I am not going to ask middle-class families with kids to pay over $2,000 more so that millionaires and billionaires get to pay less. (Cheers, applause.) I'm not going to ask 360,000 Ohio students to pay more for college -- (cheers, applause) -- or kick children off of Head Start or eliminate health insurance for the poor or the elderly or the disabled to pay for a tax cut for folks who don't need it. 16:37:31 And -- and -- and by the way, I'm not going to turn Medicare into a voucher. (Cheers, applause.) You know, you -- if you've worked hard all your life, you should not spend your golden years at the mercy of insurance companies. (Cheers, applause.) You should retire with -- with the dignity that you have earned. AUDIENCE MEMBER: Thank you! PRESIDENT OBAMA: So we'll reform Medicare, but we'll do it the right way, reducing the cost of health care, not by asking seniors to foot the bill. Same thing with Social Security. We'll take responsible steps to strengthen Social Security, but we're not going to turn it over to Wall Street. (Cheers.) AUDIENCE MEMBER: That's why we need -- (inaudible) -- AUDIENCE MEMBER: Yes. PRESIDENT OBAMA: Now one last thing: Rebuilding our economy's essential, but obviously our prosperity at home is linked to our policies abroad. Current events remind us of that. To all the other labor leaders who are here, we are so glad to have you, and we're here because of the things all too often we take for granted. Anybody who has got a seat, feel free so sit down. Yes, I don't want anybody fainting. It's so hot out here. I might get you back up on your feet at some point. But we're here to celebrate something that sometimes the American people take for granted, the 40-hour workweek, overtime pay, a minimum wage, weekends like this one, all that didn't happen by accident. It happened because America's workers organized for it, fought for it. History shows that working families can get a fair shot in this country, but only if we're willing to fight for it. 14:52:37 Now, the first time I came to Laborfest was, I was still a candidate back in 2008. And during that campaign, I promised if you sent me to White House, I'd stand with you in that fight. (CHEERING AND APPLAUSE) Now, two weeks later, our financial system collapsed. A recession almost became a depression. And in the years since, our country has faced a choice. There are some folks who wanted to place an even bigger bet on top-down economics, the kind of economics that helped cause the crisis in the first place. More tax cuts for those at the top, fewer rules for big banks and corporations. This blind faith that maybe prosperity would finally trickle down on the rest of us and folks up at the top just kept on doing better and better. But you know what, Milwaukee? I didn't run for president to double down on top-down economics. I ran for president because I believed in bottom-up economics. I believed in middle-out economics. I placed a bet on you. (CHEERING AND APPLAUSE) I placed a bet on America's workers. I put my money on American workers, and the belief that our economy grows best when everybody has got a shot, when folks who are willing to work hard can get into the middle class and stay in the middle class. And I've come back to Laborfest to say that because of your hard work, because of what we've been through together, that bet is starting to pay off. America is stronger because of the decisions we made to rescue our economy and rebuild it on a new foundation, asking the simple question, is this good for ordinary Americans? Is this good for working people? Not just a few but for everybody. 14:54:52 OBAMA: And over the past 53 months, our businesses have created nearly 10 million new jobs. (CHEERING AND APPLAUSE) We're on a streak where the last six months, we created more than 200,000 jobs each month. That's the first time that has happened since 1997. (CHEERING AND APPLAUSE) Construction is rebounding. Energy and technology are booming. American manufacturing is steadily creating jobs for the first time since the 1990s. Our businesses export more goods made right here in America to the rest of the world than ever before. (CHEERING AND APPLAUSE) America is stronger because we saved the American auto industry and more than 1 million jobs that depend on auto industry. (CHEERING AND APPLAUSE) 14:56:01 Today our workers are building more cars than any time since 2002. And by the way, they're really good cars. The auto industry is adding jobs at the strongest rate since the 1990s. America is stronger because we invested in homegrown energy. The world's number-one oil and gas producer, it's not Russia, it's not Saudi Arabia. It's the U.S. of A. (CHEERING AND APPLAUSE) We are the largest producer. And for the first time in nearly 20 years, America now produces more oil than we buy from other countries. But we're also producing more clean energy, putting folks back to work. We've tripled the amount of wind power that creates energy. We've increased by 10 times the amount of solar power we create. And all of that is creating ten of thousands of good jobs all across the country. 14:57:13 America is stronger because we set our schools on a Race to the Top. We help more middle class families afford college. Today, thanks to outstanding teachers, our high school graduation rate is at a record high. (CHEERING AND APPLAUSE) More young people are earning their college degrees than ever before. (CHEERING AND APPLAUSE) America is stronger because we helped millions of responsible homeowners stay in their homes. And we got some of the biggest banks who sold deceptive mortgages to help make things right. They're ponying up billions of dollars to do right by folks who got cheated. We changed the tax code that was skewed too much to the wealthy at the expense of working families. We made sure, you know what, you guys got to pay a little more. And as a consequence, we cut our deficits by more than half. And, yes, Milwaukee, America is stronger because millions more Americans have the peace of mind of quality, affordable health insurance that they can count on. Yes, we did that. (CHEERING AND APPLAUSE) 14:58:41 So I just want everybody to understand, because you wouldn't always know it from watching the news. By almost every measure, the American economy and American workers are better off than when I took office. We're better off by almost every measure. But look, none of this progress has come easy. Every inch of it we have had to fight for. Every inch of it we've had to work against a lock-step opposition that is opposed to everything we do. But it was worth it. Every gray hair is worth it. (CHEERING AND APPLAUSE) Every gray hair is worth it. And at least I still got some hair. I look good. See, I like that. Thank you. Thank you. You know, whenever folks see me, they say, you know, you look OK, like they're surprised. And then sometimes they say I like taller than I do on TV. I say, yes, that's because the TV is small. It makes me look smaller. Look, it is thanks to the grit, to the resilience of working Americans, that this country we love, it has recovered faster, it has come farther than almost any other advanced economy. For the first time in more than a decade, business leaders around the world, when you ask them, where do you want to invest, what's the number one place to invest? They don't say China. They don't say Germany. They say the United States of America, and our lead is growing. 15:01:03 (CHEERING AND APPLAUSE) USA! CROWD: USA! USA! USA! USA! USA! 15:01:17 OBAMA: So, look, I'm saying all this just because sometimes, you know, if you're watching TV, it's just kind of a whole downer. Now we've got struggles. We've got work to do. But there are a lot of reasons to be optimistic about America. More folks are working. The economy is growing stronger. The engines are revving a little louder. And the question now is, are we going to make the right decisions to accelerate this progress? Are we going to continue to focus on working families? Are we going to continue to make sure that a growing economy gives everybody rising incomes and wages? Are we going to make sure that we're helping the middle class and everybody who is trying to get into the middle class? You know, it's a good thing that corporate profits are high. I want American businesses to succeed. It's a good thing that the stock market is booming. You know, a lot of folks have 401(k)s in there. I want them to feel good. But I also want to see the guy who is breaking his back on two eight-hour shifts so he has got enough money to send his kids to college. I want to make sure that guy is getting a break. I want to make sure he's getting some help. 15:02:50 I want to see that woman who has worked for 40 years be able to retire with some dignity and some respect. That's how I measure progress, not just by how well the economy is doing overall. But how it's doing for folks who are working so hard, doing everything right, just want a fair shot, and didn't have anything handed to them in their lives, weren't born with a silver spoon in their mouths. 15:03:18 And the reason that's who I'm thinking about is because that's the family I grew up in. That's the family Michelle's family grew up in. This country gave me a chance. It gave Michelle a chance. I believe in the American dream because I have lived it. (CHEERING AND APPLAUSE) And I ran for this office to restore it for everybody. So no matter what you look like and no matter where you came from, no matter how you started, you can make it in America if you try. (CHEERING AND APPLAUSE) 15:04:07 So that's what's at stake right now. That's what's at stake, making sure the economy works for everybody. I've got a vision of an economy where opportunities are open to everybody who is willing to work hard. I want an economy where new long-term investments in American energy and American infrastructure and American manufacturing and American innovation are unleashing new jobs and new industries right here in Wisconsin, right here in Milwaukee. An economy where our workers have the chance to earn new skills that lead to that good job. Where our children graduate from school fully prepared for the global competition they're going to face. 15:04:50 I want an economy where your hard work pays off with higher wages and higher income and fair pay for women and workplace flexibility for parents and affordable health insurance and decent retirement benefits. I'm not asking for the moon. I just want a good deal for American workers! (CHEERING AND APPLAUSE) 15:05:26 You know, sometimes when I talk about this stuff to some of my folks on the other side of the aisle, they're all like, well, why are you stirring up class resentments? I'm not stirring up class resentments. Let me tell you something. Working families, they're fine that folks are rich. You know, the average person, they're not looking for a yacht. They're not looking for their own plane. They're not looking for a mansion. They don't need to be vacationing in Saint Bart's. All they're looking for is that if they work hard, they can pay the bills. That they can send their kids to school. They can retire with some dignity. Maybe take a vacation once in a while. Go to Wisconsin Dells or something. They ain't looking for nothing fancy. (CHEERING AND APPLAUSE) That's where Michelle and I used to take Malia and Sasha. We'd be in that water so long, fingers all pruned up. And there are a lot of little kids in there, which made you a little suspicious about the water. (LAUGHTER) I'm just saying. That was not in the prepared remarks, let me... (LAUGHTER) 15:07:06 Now, most of the policies I'm talking about have two things in common. They're going to help more working families get ahead, and the Republicans who run our Congress oppose almost all of them. (BOOING) 15:07:25 Don't boo, vote. (CHEERING AND APPLAUSE) Don't boo, vote. It's easy to boo. I want you to vote. Yes, don't boo, vote. 15:07:45 They oppose almost everything. And I'm not making that up. I'm just telling the truth. It's just the facts. In fact, they oppose stuff they used to be for. No, it's true. I mean, they used to be for building roads and bridges and all that stuff. Now, suddenly, no, we can't build roads. Well, why not? Because you proposed it. I am just telling truth. The sky is blue today. Milwaukee brats are delicious. The Brewers are tied for first place. And Republicans in Congress love to say no. Those are just facts. They're facts of life. They say no to everything. If we had a Congress that cared about policies that actually helped working people, I promise you we could get everything done that we've talked about doing. But until we have that Congress, it's up to us to fight for these policies. So wherever I can, I've acted on my own. I acted on my own to make sure more women had the protections they needed to fight for fair pay on the workplace because I think when women succeed, America succeeds. And I was raised by a single mom. So I know how hard it is for a lot of women out there. And by the way, men, you should want your wife to get paid fair. She's bringing that money home. That's not a women's issue. That's your issue. That's money out of your family's pocket. (CHEERING AND APPLAUSE) 15:09:40 That's why I took action on my own to give millions of Americans the chance to cap their student loan payments at 10 percent of their incomes. I don't want young people saddled with debt when they're just starting out in life. That's why I acted on my own to make sure companies that receive federal contracts that they pay their workers a fair wage of at least $10.10 an hour. If you work full time in America, you shouldn't be living in poverty. You shouldn't be trying to support a family on poverty. And in the year-and-a-half since I first asked Congress to raise the minimum wage, of course the Republicans in Congress have blocked it. But more and more Americans are doing their part to make it happen. This is why I stay optimistic, even with some of the nonsense that goes on in Washington. You've seen business leaders at companies like The Gap that raised base wages for tens of thousands of workers because they knew it was good for business. You've seen mayors across the country doing their part. And today on Labor Day, the mayor of Los Angeles is announcing a plan to raise his city's minimum wage. (CHEERING AND APPLAUSE) Here's a good story. Last month the president of Kentucky State University, he gave himself a $90,000 pay cut so that he could raise wages for his lowest paid employees. (CHEERING AND APPLAUSE) 15:11:28 Thirteen states, District of Columbia, they've raised their minimum wages. Four more states are putting minimum wage initiatives on the ballot in November. And you know what? Here's the best part. You'll hear opponents, and they'll say, well, minimum wage, they're going to kill jobs. Except it turns out the states where the minimum wage has gone up this year had higher job growth than the states that didn't raise the minimum wage. That's the facts. 15:12:02 All across the country right now there's a national movement going on made up of fast food workers organizing to lift wages so they can provide for their families with pride and dignity. There is no denying a simple truth. America deserves a raise. Folks are doing very well on Wall Street. They're doing very well in the corporate boardrooms. Give America a raise. 15:12:29 And I think eventually Congress is going to hear them. We'll break those folks down. We'll just stay on them. We'll just keep at it. That's how I got Michelle to marry me. I just wore her down. (LAUGHTER) Persistence. You just stay at it. Because the only thing more powerful than an idea whose time is come is when millions of people are organizing around an idea whose time has come. Millions of people are voting for an idea whose time has come. 15:13:10 I know it gets frustrating though, when it feels like your voices aren't heard in Washington. I promise you, I share that frustration. After all that unions have done to build and protect working Americans, I know it's frustrating when people have the gall to blame you for the problems facing working Americans. I know you've got some experience with that around here. But you know what? If I were looking for a good job that lets me build some security for my family, I'd join a union. (CHEERING AND APPLAUSE) 15:13:54 If I were busting my butt in the service industry and wanted an honest day's pay for an honest day's work, I'd join a union. If I were a firefighter or a police officer risking my life and helping to keep my community safe and wanting to make sure I came home safely to my family, I'd join a union. I'd want a union looking out for me. And if I cared about these things, I'd also want more Democrats looking out for me. I'm just saying. Because when the rest of the country is working to raise wages but Republicans in Congress won't, it ain't right. Not only is it not right, it ain't right. 15:15:01 When the rest of the country is working to open up more businesses but Republicans in Congress block investments that would help more businesses grow, it ain't right. 15:15:11 When unions and CEOs, when law enforcement and the evangelical community, when folks who usually don't agree on anything agree that we should be fixing our broken immigration system, but the Republicans in the House of Representatives have been sitting on a bill for more than a year, it ain't right. So that's why we have to keep fighting. At the beginning of the last century, people fought against the idea of a 40-hour workweek. They fought against weekends. They thought against workplace safety laws. Eighty years ago people fought against the idea of Social Security. Fifty years ago people fought against the idea of Medicare. But guess what? We won those fights. (CHEERING AND APPLAUSE) And just like in the past, today you still got people fighting against the right for health care for everybody, or the right to fair wages. or they even fight against equal pay for equal work. But we will win those fights too. I promise. And I know that because America is the story of progress. It can be slow, yes. It can be frustrating. Sometimes you get half a loaf where you wanted the whole loaf. Sometimes you might just get a quarter of a loaf. But if you look at our history, the story is progress. And that's because there have always been Americans who have had the courage to march and to organize and to fight for themselves but then also to fight for each other. 15:16:59 And I'm asking you to do the same thing. I asked you the same thing back in 2008. I'm asking you to believe not just in my ability to bring about the change we need. I'm asking you to believe in yours. I'm asking you to believe in you. Because even when our politics just ain't right, there's a whole lot that is right with America. America is that dad who punches in every morning to put food on the table. America is the mom who is working the graveyard shift to provide for her kids. America is the child who dreams of being the first in his family to go to college. America is the teacher who stays after work and dips into her own pocket for supplies to help that child get there. America is the auto worker who thought she would never make another car again and now she can't make them fast enough. America is the construction worker who is helping build more homes and businesses to get solar panels on the top. America is on the move. America is on the move. 15:18:19 America is not the party we belong to but the values we share. America is hard work. America is responsibility. America is sacrifice. America is looking out for one another. Let's embrace some economic patriotism that says we rise or fall together as one nation, as one people. Don't reward companies that ship jobs and profits overseas. Reward companies that are investing right here in Milwaukee. (CHEERING AND APPLAUSE) 15:18:54 Let's make sure our fellow citizens have access to good childcare and preschool and college and health care. Let's make sure women get fair pay. Let's make sure working moms and dads can get a day off if their child is sick or their parents are having a tough time. Let's make sure nobody who is working full time is raising their family in poverty. 15:19:20 OBAMA: These ideas are not un-American. They're how we built America. Together. I tell you, Milwaukee, the hardest thing in life is changing a stubborn status quo. And it's even harder when it seems like some of the folks in power, all they care about is keeping power. But there are plenty of folks who count on you to get cynical and not vote because you don't think you can make a difference. That's how they're going to stay in power. They believe you won't get involved. They believe you won't organize. They believe you won't vote. And that way the special interests stay in power. And they will try to divide us. And they'll try to distract you. And they'll try to run the okie-doke on you and bamboozle you and hoodwink you. Don't buy it! Don't buy it! Don't buy it! Because despite the cynics, America is on the move. It's making progress. Despite all the opposition, there are workers who have jobs now who didn't have them before. There are families with health insurance who didn't have them before. There are students going to college who couldn't afford it before. There are troops who were in Afghanistan who are coming home. (CHEERING AND APPLAUSE) 15:20:50 Cynicism is fashionable these days. But cynicism didn't put anybody on the moon. Cynicism never won a war and never cured a disease. It never started a business. It never fed a young mind. It never built a road or a bridge. Cynicism is a bad choice. Hope is the better choice. Hope is what gives us courage. Hope is what gave soldiers courage to storm a beach. Hope is what gives young people the strength to march for women's rights and workers' rights and civil rights and voting rights and gay rights and immigration rights. Before going further on this exciting day for all America in space, I want to say a few words about the situation in Minnesota. The death of George Floyd on the streets of Minneapolis was a grave tragedy. It should never have happened. It has filled Americans all over the country with horror, anger, and grief. Yesterday, I spoke to George's family and expressed the sorrow of our entire nation for their loss. I stand before you as a friend and ally to every American seeking justice and peace. And I stand before you in firm opposition to anyone exploiting this tragedy to loot, rob, attack, and menace. Healing, not hatred; justice, not chaos are the mission at hand. (Applause.) The police officers involved in this incident have been fired from their jobs. One officer has already been arrested and charged with murder. State and federal authorities are carrying out an investigation to see what further charges may be warranted, including against, sadly, the other three. 17:18:58 In addition, my administration has opened a civil rights investigation, and I have asked the Attorney General and the Justice Department to expedite it. I understand the pain that people are feeling. We support the right of peaceful protesters, and we hear their pleas. But what we are now seeing on the streets of our cities has nothing to do with justice or with peace. The memory of George Floyd is being dishonored by rioters, looters, and anarchists. The violence and vandalism is being led by Antifa and other radical left-wing groups who are terrorizing the innocent, destroying jobs, hurting businesses, and burning down buildings. 17:19:54 The main victims of this horrible, horrible situations are the citizens who live in these once lovely communities. The mobs are devastating the life's work of good people and destroying their dreams. Right now, America needs creation, not destruction; cooperation, not contempt; security, not anarchy. And there will be no anarchy. Civilization must be cherished, defended, and protected. The voices of law-abiding citizens must be heard, and heard very loudly. We cannot and must not allow a small group of criminals and vandals to wreck our cities and lay waste to our communities. We must defend the rights of every citizen to live without violence, prejudice, or fear. We support the overwhelming majority of police officers who are incredible in every way and devoted public servants. They keep our cities safe, protect our communities from gangs and drugs, and risk their own lives for us every day. 17:21:17 No one is more upset than fellow law enforcement officers by the small handful who fail to abide by their oath to serve and protect. My administration will stop mob violence and will stop it cold. Radical-left criminals, thugs, and others all throughout our country and throughout the world will not be allowed to set communities ablaze. We won't let it happen. It harms those who have the least. And we will be protecting those who have the least. The leadership of the National Guard and the Department of Justice are now in close communication with state and city officials in Minnesota. And we're coordinating our efforts with local law enforcement all across our nation. In America, justice is never achieved at the hands of an angry mob. I will not allow angry mobs to dominate. It won't happen. It is essential that we protect the crown jewel of American democracy: the rule of law and our independent system of justice. Every citizen in every community has the right to be safe in their workplace, safe in their homes, and safe in our city streets. He likes rockets. 17:34:40 He assembled a crew of some of the greatest minds and talent in American aerospace. In the years since, SpaceX has become the first private company to develop and successfully launch its own rocket into orbit, the first to launch and recover its own capsule, and of course, moments ago, Space X became the first private company to put humans into orbit around the Earth. Elon Musk, congratulations. Congratulations, Elon. (Applause.) Thanks, Elon. For Elon and 8,000 SpaceX employees, today is the fulfillment of a dream almost two decades in the making. For years on end, they have worked hand-in-hand with NASA, sculpting aluminum, tightening valves, tuning nozzles, testing parachutes, and filling massive tanks with thousands and thousands of pounds of kerosene and liquid oxygen. 17:35:55 Today, the groundbreaking partnership between NASA and SpaceX has given our nation the gift of an unmatched power: a state-of-the art spaceship to put our astronauts into orbit at a fraction of the cost of the Space Shuttle. And it's much better. From now on, the United States will leverage the fast-growing capabilities of our commercial sector and the finest pieces of real estate on Earth -- which you need very badly -- to send U.S. astronauts into space. Under NASA's Commercial Crew program, we will use rockets and spacecraft designed, built, owned, and launched by private American companies, at a fixed price for the American taxpayer. 17:36:51 Today's launch makes clear the commercial space industry is the future. The modern world was built by risk-takers and renegades, fierce competitors, skilled craftsmen, captains of industry who pursued opportunities no one else saw and envisioned what no one else could ever think of seeing. The United States will harness the unrivaled creativity and speed of our private sector to stride ever further into the unknown. This launch also marks an exciting turning point for NASA. This agency will now focus its unmatched ex- -- expertise, like nobody has ever seen, and power and integrity to do what NASA does better than anyone else -- and it's not even close: embark on the most difficult, most daring, most audacious missions in the history of humankind. 17:37:55 When I first came into office three and a half years ago, NASA had lost its way, and the excitement, energy, and ambition, as almost everybody in this room knows, was gone. There was grass growing through the cracks of your concrete runways. Not a pretty sight. Not a pretty sight at all. The last administration presided over the closing of the Space Shuttle and almost all of the giant facility that keeps so many people working, so many brilliant minds going. People were crying. They were devastated. But now it's the greatest of its kind anywhere in the world and will get greater and greater with years to come. I promise you that. (Applause.) 17:38:58 We have created the envy of the world and will soon be landing on Mars, and will soon have the greatest weapons ever imagined in history. I've already seen designs. And even I can't believe it. The United States has regained our place of prestige as the world leader. As has often been stated, you can't be number one on Earth if you are number two in space. (Applause.) And we are not going to be number two anywhere. (Applause.) Nowhere is this more true than with our military, which we have completely rebuilt. Under my administration, we have invested two and a half trillion dollars in new planes, ships, submarines, tanks, missiles, rockets -- anything you can think of. 17:40:01 And last year, I signed the law creating the sixth branch of that already very famous United States Armed Forces: the Space Force. (Applause.) For every citizen who has eagerly waited for America to reignite those engines of will, confidence, and imagination that put a man on the Moon, I stand before you to say: You need wait no longer. Through NASA's Artemis program, the United States is preparing for a crewed mission to Mars. Earlier this week, I saw the Orion capsules being worked on in this building. As part of the Artemis Moon-to-Mars program, those capsules will soon return Americans to lunar orbit for the first time in over 50 years -- half a century. By 2024, our astronauts will return to the lunar surface to establish a permanent presence and the launching pad to Mars. (Applause.) 17:41:22 And the first woman on the moon will be an American woman. And the first nation to land on Mars will be the United States of America. (Applause.) Since I signed the order to establish these goals shortly after taking office, we have made rapid gains. A new 22,000- pound capsule is already built. The next generation of space suits are already made. Colossal rockets are now being tested. And the contracts for three separate lunar landers have been awarded and signed, and they are magnificent. In the years ahead, America will go bigger, bolder, further, faster, and America will go first. America will always be first. (Applause.) 17:42:32 To be certain, we will meet the adversity and hardship along the way. There may even be tragedy, because that is the danger of space. There's nothing we can do about that. The power that we're talking about is unrivaled. There's nothing we can do about problems. But we'll have very few of them. We will confront all of those challenges, knowing that the quest for understanding is the oldest and deepest hope in our souls. The innate human desire to explore and innovate is what propels the engines of progress and the march of civilization. We will preserve and persevere, and we will ensure a future of American dominance in space. 17;43;31 To that end, over the last three years, I reestablished the National Space Council. I issued a directive cutting red tape for innovative space companies such as SpaceX. We created the world's first comprehensive space traffic management system. Last month, I signed an executive order establishing U.S. policy for the recovery and use of space resources and minerals. Administrator Bridenstine announced the Artemis Accords to govern the future of space exploration and development. Together, we will assert America's rightful heritage as the greatest space-faring nation on the planet. And already, it's not even close. 17;44;26 In the half a century since the United States stopped sending astronauts to deep into space -- 1972 -- no other country has ever done it. The reasons are simple: cost, technological complexity, and tremendous danger. For instance, I was told that the rocket you just witnessed had to be launched within one second, or it would be impossible for it to hit its target. And I was here two days ago, and I said to Jim: "Jim, it's okay. Why don't you wait 5 or 10 minutes?" (Laughter.) And he said, "Sir, we only have a window of one second." And I walked out of here shaking my head. (Laughter.) Is that true, Jim? Yes, it true. Space travel is not a feat of engineering alone. It's also a moral endeavor -- a measure of a nation's vision, its willpower, its place in the world. Exploration is a test of our values and of our faith. America is a nation defined by its commitment to discovery -- to solve mysteries, to chart the unknown, to press the limits, to achieve the fullest expression of life's potential, and to ensure that America is the nation that always leads the way, and especially in space. 17;46;05 This evening, I am more confident than ever before that America stands poised to thrive in this grand undertaking. It's incredible. We are a nation of pioneers. We are the people who crossed the ocean, carved out a foothold on a vast continent, settled a great wilderness, and then set our eyes upon the stars. This is our history, and this is our destiny. Now, like our ancestors before us, we are venturing out to explore a new, magnificent frontier. It's called: space. Our most daring feats, our most epic journeys, our biggest adventures, and our finest days are just beginning. America's proudest moments are still ahead. We are on the verge of our most exciting years, and next year may be the most exciting of all. You just watch. Yesterday, I spoke to George's family and expressed the sorrow of our entire nation for their loss. I stand before you as a friend and ally to every American seeking justice and peace. And I stand before you in firm opposition to anyone exploiting this tragedy to loot, rob, attack, and menace. Healing, not hatred; justice, not chaos are the mission at hand. (Applause.) The police officers involved in this incident have been fired from their jobs. One officer has already been arrested and charged with murder. State and federal authorities are carrying out an investigation to see what further charges may be warranted, including against, sadly, the other three. 17:18:58 In addition, my administration has opened a civil rights investigation, and I have asked the Attorney General and the Justice Department to expedite it. I understand the pain that people are feeling. We support the right of peaceful protesters, and we hear their pleas. We cannot and must not allow a small group of criminals and vandals to wreck our cities and lay waste to our communities. We support the overwhelming majority of police officers who are incredible in every way and devoted public servants. It won't happen. It is essential that we protect the crown jewel of American democracy: the rule of law and our independent system of justice. Elon Musk, congratulations. Congratulations, Elon. (Applause.) Thanks, Elon. For Elon and 8,000 SpaceX employees, today is the fulfillment of a dream almost two decades in the making. For years on end, they have worked hand-in-hand with NASA, sculpting aluminum, tightening valves, tuning nozzles, testing parachutes, and filling massive tanks with thousands and thousands of pounds of kerosene and liquid oxygen. 17:35:55 Today, the groundbreaking partnership between NASA and SpaceX has given our nation the gift of an unmatched power: a state-of-the art spaceship to put our astronauts into orbit at a fraction of the cost of the Space Shuttle. And it's much better. From now on, the United States will leverage the fast-growing capabilities of our commercial sector and the finest pieces of real estate on Earth -- which you need very badly -- to send U.S. astronauts into space. Under NASA's Commercial Crew program, we will use rockets and spacecraft designed, built, owned, and launched by private American companies, at a fixed price for the American taxpayer. 17:36:51 Today's launch makes clear the commercial space industry is the future. The modern world was built by risk-takers and renegades, fierce competitors, skilled craftsmen, captains of industry who pursued opportunities no one else saw and envisioned what no one else could ever think of seeing. The United States will harness the unrivaled creativity and speed of our private sector to stride ever further into the unknown. This launch also marks an exciting turning point for NASA. This agency will now focus its unmatched ex- -- expertise, like nobody has ever seen, and power and integrity to do what NASA does better than anyone else -- and it's not even close: embark on the most difficult, most daring, most audacious missions in the history of humankind. 17:37:55 When I first came into office three and a half years ago, NASA had lost its way, and the excitement, energy, and ambition, as almost everybody in this room knows, was gone. The last administration presided over the closing of the Space Shuttle and almost all of the giant facility that keeps so many people working, so many brilliant minds going. People were crying. They were devastated. But now it's the greatest of its kind anywhere in the world and will get greater and greater with years to come. I promise you that. (Applause.) 17:38:58 We have created the envy of the world and will soon be landing on Mars, and will soon have the greatest weapons ever imagined in history. I've already seen designs. And even I can't believe it. The United States has regained our place of prestige as the world leader. As has often been stated, you can't be number one on Earth if you are number two in space. (Applause.) And we are not going to be number two anywhere. (Applause.) Nowhere is this more true than with our military, which we have completely rebuilt. Under my administration, we have invested two and a half trillion dollars in new planes, ships, submarines, tanks, missiles, rockets -- anything you can think of. 17:40:01 And last year, I signed the law creating the sixth branch of that already very famous United States Armed Forces: the Space Force. For every citizen who has eagerly waited for America to reignite those engines of will, confidence, and imagination that put a man on the Moon, I stand before you to say: You need wait no longer. Through NASA's Artemis program, the United States is preparing for a crewed mission to Mars. Earlier this week, I saw the Orion capsules being worked on in this building. As part of the Artemis Moon-to-Mars program, those capsules will soon return Americans to lunar orbit for the first time in over 50 years -- half a century. By 2024, our astronauts will return to the lunar surface to establish a permanent presence and the launching pad to Mars. (Applause.) 17:41:22 And the first woman on the moon will be an American woman. And the first nation to land on Mars will be the United States of America. (Applause.) Since I signed the order to establish these goals shortly after taking office, we have made rapid gains. A new 22,000- pound capsule is already built. The next generation of space suits are already made. Colossal rockets are now being tested. And the contracts for three separate lunar landers have been awarded and signed, and they are magnificent. In the years ahead, America will go bigger, bolder, further, faster, and America will go first. America will always be first. (Applause.) 17:42:32 To be certain, we will meet the adversity and hardship along the way. There may even be tragedy, because that is the danger of space. There's nothing we can do about that. The power that we're talking about is unrivaled. There's nothing we can do about problems. But we'll have very few of them. We will confront all of those challenges, knowing that the quest for understanding is the oldest and deepest hope in our souls. The innate human desire to explore and innovate is what propels the engines of progress and the march of civilization. We will preserve and persevere, and we will ensure a future of American dominance in space. 17;43;31 To that end, over the last three years, I reestablished the National Space Council. I issued a directive cutting red tape for innovative space companies such as SpaceX. We created the world's first comprehensive space traffic management system. Last month, I signed an executive order establishing U.S. policy for the recovery and use of space resources and minerals. Administrator Bridenstine announced the Artemis Accords to govern the future of space exploration and development. Together, we will assert America's rightful heritage as the greatest space-faring nation on the planet. And already, it's not even close. 17;44;26 In the half a century since the United States stopped sending astronauts to deep into space -- 1972 -- no other country has ever done it. The reasons are simple: cost, technological complexity, and tremendous danger. For instance, I was told that the rocket you just witnessed had to be launched within one second, or it would be impossible for it to hit its target. And I was here two days ago, and I said to Jim: "Jim, it's okay. Why don't you wait 5 or 10 minutes?" (Laughter.) And he said, "Sir, we only have a window of one second." And I walked out of here shaking my head. (Laughter.) Is that true, Jim? Yes, it true. Space travel is not a feat of engineering alone. It's also a moral endeavor -- a measure of a nation's vision, its willpower, its place in the world. Exploration is a test of our values and of our faith. America is a nation defined by its commitment to discovery -- to solve mysteries, to chart the unknown, to press the limits, to achieve the fullest expression of life's potential, and to ensure that America is the nation that always leads the way, and especially in space. 17;46;05 This evening, I am more confident than ever before that America stands poised to thrive in this grand undertaking. It's incredible. We are a nation of pioneers. We are the people who crossed the ocean, carved out a foothold on a vast continent, settled a great wilderness, and then set our eyes upon the stars.
