PROPOSALS FROM THE STATE OF TEXAS TO BECOME THE HOME OF THE SUPERCONDUCTING SUPER COLLIDER
(SUGGESTED TRANSCRIPT OF AUDIO) 00:36 These are the formal certificates of receipt for both of these proposals This has been an extraordinary effort in Texas and with all of our friends in Washington Just want to say a few words about the scope of these proposals The documents that have just been delivered occupy 60 cartons They weigh 2400 pounds It's approximately 200 cubic feet There's just an extraordinary process that's going on of intensive technical review across the state of Texas 14 proposals were originally assessed and evaluated by over 80 scientists and engineers, and the final product are these two proposals that were delivered this morning, the volume of documentation as part of this process, over 150,000 individual pieces of paper that will be archived as part of the proposal process If you stretch those eight and a half by 11 sheets end to end, they would reach from the Atlantic to the Pacific Ocean It's this is, this is a very, very important effort for Texas, and the dedication that's been manifest in the effort is an indication of how it's important How is it important? And why is it important in Texas, really, for three reasons Number one, it does mean jobs 4500 construction jobs for a facility of the scope, 2500 permanent jobs, technical and scientific in nature, 500 to 1000 distinguished scientists visiting each year That's a great scope in terms of jobs, and extremely important to our region and to our state 02:13 We believe that we have in these two proposals, the best two proposals that have been presented Many of you remember that we had a setback when the Congress acted in outlawing direct financial inducements If you get out these big boxes and open them up and read them, you'll find we have no direct financial inducements whatsoever 02:39 I tell you what, when a troublemaker like Graham joins up with me doing nothing but the Lord's work, you know, we're going To 02:54 get dropping this baggage Is this Mr Roth, 03:09 absolutely 03:17 take that one box instead of another Box 03:27 just like that Is this the winning plan? Governor, is this the winning plan? Well, we expect that it will be after a very careful examination and evaluation Obviously, a project of this scope is also tremendously valuable to Ohio and West Virginia It will allow us to build on an already strong high technology base It will strengthen our efforts to attract other industries to our region, industries that represent the jobs of the future It will represent a commitment to our region to get a fair share of federal dollars all too often, are now going to New York, California, Texas, to other parts of the country, and it would enhance Ohio's position as a state offering examples of real leadership and technological innovation, education, culture, 04:26 once and for all, take our economies in the state of Ohio and in West Virginia well into the 21st century To some extent, Governor, I 04:35 believe that what God put on the record 04:42 I should leave it 04:54 sealed I will seal it back I have a tape to seal it back This is the original copy with the governor's To transmit a letter, 05:15 not a shot of me just putting it on Yeah, back How important 05:34 is the project to 05:35 Washington? That's very, very important to Washington Eastern Washington has not enjoyed much of the economic growth that Western Washington has realized over the past few years, and we see this as the development of a significant high technology center that would be housed just west of Spokane What is the economic federal economic impact of the state? We have estimated, that the state will, over the life of the project, will realize a net financial gain between 600 and $700 million and that is that's looking at it very narrowly, very conservatively, just what the collider alone and the laboratory complex would bring to would yield, in terms of revenue to the state, 500 visiting scientists on a rotating basis that Come in from indirect jobs Multiply it by two I
